FROM THE BOARD RECONVENING OF THE ANNUAL MEETING
We were able to establish a quorum at the special meeting which was held on Wednesday, August 28, 2013 at 7:00 PM. at the Association’s Clubhouse located at 19725 Spanish Needle, Houston, Texas. The meeting was held for the following purpose: The election of three (3) Directors for a term of two (2) years each. The following people were elected Anita Ratliff, Sherry De Bons and Gail Mayfield. During the annual meeting, the question was asked by a resident if a Board of Director had to be a homeowner. Per WLP deed restrictions this is not a requirement. The community has several resident’s that are not the actual person listed on the title as the homeowner. A couple examples are adults living with their parents or married couples where only one name is listed on the title. If any person is interested in volunteering their time and running for the Board the annual election is held in August the

An exception that would prohibit someone from being a director would be if the person has been convicted of a felony or crime involving “moral turpitude.” 2014 ANNUAL MAINTENANCE FEE It is that time of year again; maintenance fee will be mailed out soon. The maintenance fee for next year 2014 will remain the same as this year. The fee has remained the same for the past three years. The fee will be $410, with a $25 discount making the fee $385 for those paying early by December 27th by 3 PM in person at the office. For any resident making a payment, it must be received in the office prior to December 27th 3 PM this will be strictly enforced no allowance, so mail the payment in time to ensure delivery by this date.

HALLOWEEN SAFETY TIPS Below are the Safety tips from the Harris county Sheriff’s Office, Please drive slowly, be cautious of your surrounding. HCSO DEPUTIES SHARE TIPS FOR A SAFE HALLOWEEN The Harris County Sheriff’s Office’s (HCSO) is sharing some safety tips for kids and adults to make sure Halloween is a fun-filled, but safe, night. For Kids • Walk, slither and sneak on sidewalks, not in the street. • Never go trick-or-treating alone. • Never go inside a stranger’s house to get treats. Stay outside at a safe distance. • Look both ways before crossing the street to check for cars, trucks and low-flying brooms. • Cross only at intersections. • Carry a glow stick or flashlight to make sure people see you and you can see them. • Have your parents check all treats before you eat them. Don’t eat candy if the package is already opened. For Adults • Help your child choose a safe costume. A safe costume should be fireproof or fire retardant. It should also be brightly colored or treated with reflective tape and should not be a tripping hazard. Masks should allow for clear vision. • Make sure a responsible adult is with your young children when they go trick-or-treating. • If children will be going trick-or-treating alone, set a safe route and a time for them to be home. • Have them check in with you at regular intervals. • If you are driving, make sure to drive slowly and safely with your hazard lights on. • Check all treats before allowing your child to eat them. Allow children to eat only unopened treats and those in their original wrapper. • Report any suspicious or criminal activity to your area law enforcement. Others who will be out on the streets on Halloween are Deputies with the HCSO’s Sex Offender Registration Unit. They’ll be checking home addresses of known sex offenders to make sure they are not soliciting or enticing children to their doors. Remember that you can report suspicious activity and/or persons anonymously by using the HCSO’s free mobile iphone app, Watch Harris County. If you see something, say something.

HARRIS COUNTY CURFEW TO BE STRICTLY ENFORECED The Harris County Sheriff’s Office deputies will be strictly enforcing curfew, zero tolerance. Most parents are unaware that Harris County has a curfew. Children under the age of 17 must be in at midnight (12 AM). Parent’s need to make sure that their children are at home the entire night. If children are caught wandering around at late hours after midnight, the Harris County Sheriff’s will give them a citation. This is a class C misdemeanor; both the child and the parent must appear in front of court and pay a fine. Usually it will take all day to take care of this and the fine may exceed $150. COMMUNITY CENTER/CLUBHOUSE, PAVILION They are available for usage by our resident’s and their guests. A $50 deposit for each one is required and refundable upon passing the exit inspection; contact Anita Ratliff at 832-814-7634, she is the only Board of Director authorized to take the deposit.

Westlake Place HOA-Board of Directors have hired off-duty deputies employed with the Harris County Sheriff’s Office, for our community. Having security does not mean you should not secure your own property or not be responsible for your own security. Take time to make sure your vehicles are locked, parked in the garage if you can. That is the safest place for your vehicle. Get to know your neighbors. Call the Harris County Sheriff’s Office if you see any suspicious vehicles/persons in the neighborhood. PATROL SERVICE REPORT The Association receives many reports of speeding drivers and drivers running stop signs in the community. Monitoring of stop signs has resulted in some citations issued and other citations for different traffic violations. For the safety of the community and residents walking, children playing, please follow the speed limit and make a full stop at each stop sign to ensure everyone’s safety. The deputies

So remember to abide by all traffic laws while driving through the subdivision. CRIME IN THE SUBDIVISION Here are the reports given: • There were a couple of reports of breaking and entering. When leaving your home make sure to lock all doors, secure the windows and lock the garage doors. Also, when leaving at night, one deterrent is a well-lit area, so keep the lights on outside your home. Always make sure to secure your belongings and lock your vehicle and if at all possible park your vehicle in the garage. The Board’s number one priority is trying to keep the entire subdivision safer and informed. REPORT ANY SUSPICIOUS ACTIVITIES AND CRIMES When you see suspicious activity and would like to file a report etc, call the non-emergency number. When a crime is in progress and or a human life is at risk call the 9-1-1. If at anytime someone observes a suspicious person or vehicle they should not hesitate reporting it to the Harris County Sheriff’s Office. There are three ways to do this. TRASH PICK-UP STICKERS BELONG ON TRASH CANS
The trash pickup sticker you receive each quarter shows you have paid your invoice and are a valid customer. It contains your address and the expiration date. The sticker is designed to be placed on the trashcan please do not place these stickers on your mailbox. These stickers occasionally won’t stick even to a garbage can; use a heavyduty tape when this occurs. Trash will not be picked up if the sticker is not on the trashcan and they will not pick up the trash at your residence if you have not paid. Do not place these stickers on your mailbox. Do not leave your trashcans out for an extended period of time. Remove your cans from the street as soon as possible. The stickers and the trashcans might be stolen. Some of our residents are unclear on the concept of putting trashcans at the curb for collection days (Tuesday and Friday). Please be aware that taping a sign of any kind to a stop sign or a road sign IS AGAINST THE LAW and could result in our deputies issuing you a citation. The correct way in our subdivision is using a staked sign place your address, time and date and remove later on that day or as soon as the event is over. This is the only acceptable way to post such signs. If posting a sign on a resident’s property, please ask for prior permission as a courtesy. If a resident places a garage sale sign in median of the front or back entrance and if this results in any type of damage to the sprinkler system, you will be charged for any needed repairs. We are requesting that all residents limit your garage sales to no more than once a quarter - meaning four times a year only.

Animals that are not properly restrained pose a treat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt to avoid the animal. Veterinary Public Health (formerly called Harris County Animal Control) advises that “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbored or keep any unlicensed dog or cat or to allow them to become a stray.” Restraints are defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question or 2. When it is within a fully enclosed vehicle or 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

GARDENING TIPS FOR NOVEMBER
• Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots. • Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow on a schedule that cuts no more than one-third of the grass blade away. • As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth. • Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep up spraying program and water deeply. • Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and allow to mellow. • Bananas are more likely to bear fruit if the trunk does not die back in winter. Cut banana stalks back to six feet, wrap with newspaper and burlap. • Continue mulching for winter. Build up a thick top mulch to protect roots from freezing and winter drying. Don’t throw away those pine tree needles; they make great acidic mulch for azaleas, gardenias and next Spring’s impatiens. • Place pansies in beds after weather has cooled. Use a little blood meat mixed in soil under each plant. • Now is the best time to plant trees and shrubs.
RECIPES SWEET POTATO CASSEROLE III
INGREDIENTS: 2 pounds mashed sweet potatoes 2 eggs 1 1/2 cups white sugar 1/4 cup butter 1/3 cup sweetened condensed milk 1 cup crushed cornflakes cereal 1/2 cup chopped pecans 1/4 cup butter 2 tablespoons brown sugar DIRECTIONS: Preheat oven to 350 degrees F (175 degrees C). Spray one 2-quart casserole dish with non-stick cooking spray. Combine the sweet potatoes, white sugar, 1/4 cup of the butter or margarine and the milk. Mix until well blended. Spoon sweet potato mixture into the prepare casserole dish. Bake at 350 degrees F (175 degrees C) for 15 minutes. Combine the crushed cornflakes, pecans, remaining 1/4 cup butter or margarine, and brown sugar to taste. During the August Board work study meeting, the Katy ISD Board of Trustees accepted a bond referendum recommendation by the Student Activity Facilities (SAF) Bond Committee and called for a Nov. 5th Bond election. It is projected that there will be no tax rate increase from the current rate of $.40 with the $99 million authorization. The authorization of the bond referendum by voters would fund the building of three new Student Activity Facilities: Agricultural Sciences Center - $25 million The District has outgrown the current L.D. STEM Project Center - $4.5 million The STEM Project Center will provide additional classroom and project space for students engaged in science, technology, engineering and mathematics courses and activities. It will provide increased space for students to conduct large-scale experiments such as robotics and would lend itself to a variety of engineering projects such as boats, catapults and chip manufacturing. Physics teachers would also have the ability to video a large-scale demonstration at the S.T.E.M. Center while students are viewing from their classroom. 14,000 Seat Stadium - $69.5 million A second stadium will address scheduling issues that will become increasingly difficult as future high schools are opened. Six Katy ISD high schools currently participate in varsity football, soccer and marching contests at Rhodes Stadium. With the opening of Tompkins High School, Katy ISD will schedule seven varsity football teams into Rhodes Stadium beginning in August of 2014. Scheduling seven schools in Rhodes Stadium will create a challenge for the District to comply with the U.I.L. 5-day rule. Katy ISD is proud to announce the launch of its new website homepage and the gradual transition of department and campus websites over the course of the fall semester. The new homepage is the culmination of a yearlong initiative to gather feedback and direction from parents, staff and other Katy stakeholders about how the District’s website could better serve our community’s needs. What emerged is a clean design, consistent and improved navigation, an upgrade to the technology that supports Recommended by acess to our most frequently visited District-wide the site and quick webpages. Tom Department Tynan, pages and campus websites will be transitioned to the new homepage format during the fall semester. In the meantime, SportsRadio 610 ampages and all campus websites will be temporarily some department linked to the older version of the District’s website. Some examples of pages in which visitors will experience redirects to the old website are the Transportation, Teaching & Learning and Special Education pages.
