2013 POOL TAG WRAP-UP

For those interested in such things, this year we gave out 1,522 pool tags to 325 families, which means that 43% of our residents signed up to use our pool. This is slightly fewer than 2012, which was an unusually heavy year when we gave out 1,686 pool tags to 344 families. But these usage numbers still show that the pool is a major attraction to a large number of our families as well as, we believe, being a major selling point to potential home buyers as they consider moving into our subdivision.

OCTOBER YARD-OF-THE-MONTH

The Yard-of-The-Month for October goes to Gary and Pam Koenig of 22215 Joshua Kendell. Gary and Pam have lived in Williamsburg Settlement since 1986. They have 3 grown children Stacey, Amanda and Steven and 2 beautiful granddaughters. One of the many things they love about living in the Settlement, is the quietness of the neighborhood. Their large corner lot is perfectly manicured. A beautiful flagstone walk leads to the front door. The front flower beds have a border of rounded Boxwoods with an assortment of Roses, Azaleas and Variegated Ginger. The large island flower bed has a Liriope border filled with Knockout Roses, Society Garlic and other flowering plants. The Koenig’s side yard is beautifully landscaped, as well, with an inviting park bench surrounded by mountain Laurel, Bird of Paradise, Azaleas, Photinias and Spider Plants. Thank you Gary and Pam for contributing so much beauty to Williamsburg Settlement.

2014 BUDGET - MAINTENANCE FEE TO REMAIN AT CURRENT LEVEL

to first review all of the previous year’s costs and the anticipated changes that are expected to occur in each cost category for the coming year and then to project the income required to meet these expenses. In addition, the Board has a fiscal responsibility to set aside some money each year for the capital reserve account which is required to fund major future expenses that cannot be reasonably included in a single year’s operating budget. The table below gives the amount forecasted in each income and cost category followed by a pie chart illustrating pictorially how the maintenance fees are spent. This data together with that for the previous four years, is also shown in the Budget section of the Association website www.WSMAonline.org, where you can review it at any time. As a result of our increased efforts to collect on delinquent accounts, we have projected a reduction in this category for 2014 and used this projected saving primarily to fund increases in the cost of our insurance coverage and maintenance of some aging items in our recreational area. This has allowed us once again to produce a balanced budget while maintaining the maintenance assessment at the previous year’s rate of $700 per home without compromising our contributions to the fence repair fund and reserve allocation. The Board is committed to careful management of expenditures and continued emphasis on collecting the funds that are owed to the Association by homeowners who are delinquent on their accounts.

OLD BUSINESS RATIFY DECISIONS MADE BY E-MAIL PRIOR TO MEETING 1) Tennis Court Nets and Waste Bins - purchased for a total of $615.23. These have now been installed. 2) Approved Houston Recreation Management contract for two (2) additional weekends in September for a cost of $765.92. This was done in response to an email survey conducted to assess the level of resident support for keeping the pool open on weekends during September as was requested by some homeowners who attended the August meeting. SAND IN POOL FILTERS Dave Ellis reported the sand in the filters has now been changed and has resulted in a significant improvement in the quality of the pool water. BRUTON PARK - MONUMENT The Board reported that the damaged monument has been repaired to community standards and the Board is satisfied with the work. NEW BUSINESS VANDALISM TO TENNIS COURT LOCK The video camera did capture images of some children in and around the tennis court when the damage to the lock occurred. This incident began when the gate had been left propped open by tennis players on the previous day. Should this type of incident happen again, the Board may seek restitution for the damage from those responsible, who may be identified by the publication of images from the camera system. The Board briefly discussed the issue that egress from the tennis courts requires the use of a key. This has always been the case, but some concern has been raised as to whether this arrangement could be viewed as a safety issue. There are a number of difficulties in changing this arrangement however. Dave Ellis will continue to investigate the practicality of alternatives such that a key would no longer be required to exit the courts.

He is now planning on installing a sprinkler system in his yard and would like to also have a line run under the road to the island so that a sprinkler system could be installed on it also. If this is done he would continue to pay for the water usage. However, he invited the Association to contribute to the cost of installation. The total cost to bore under the street and install the line is estimated to be $1,000. A motion to contribute $500 to this installation provided that the homeowner will continue to pay the water bill was made by Michael Wood, seconded by Walter Smith and unanimously approved. ADJOURNMENT TO EXECUTIVE SESSION At 6:15 PM, the Board adjourned to executive session to discuss delinquencies and deed restriction matters. DECISIONS MADE DURING EXECUTIVE SESSION DELINQUENCY The Board reviewed the delinquency report. At the present time, no additional accounts need to be sent to the Association attorney. DEED RESTRICTIONS The Board reviewed the deed restriction list from the inspections performed September 5, 2013. It was unanimously agreed not to send any new accounts to the Attorney this month. PCMI was instructed to continue to send reminder letters. With no further business, the meeting was adjourned at 6:35 PM. The next meeting will be October 15, 2013.

To report a burned out streetlight, any resident may call CenterPoint directly at 713-207-2222. However, for those with Internet access, you may also make this report on-line. For those interested, you can go to http://cnp.centerpointenergy.com/outage. Then enter your contact details so that they can get back to you if more information is required. On the following page enter the details of the light(s) with the problem. Just as you would if reporting the outage via the telephone, you will need to provide the street address where the light is located and the 6-digit number that is prominently displayed on the front of the pole. Under normal circumstances the crew will be out to fix the problem within 7 working days. Anyone noticing a streetlight that is out or has some other malfunction is encouraged to report the problem to CenterPoint via either of these two methods without delay. Our Association is charged for every streetlight each month, irrespective of whether or not the light is functioning. So please help us get value for your hard earned money!

REMINDER ABOUT HOUSE PAINTING

Residents need to be sure and pay attention to the state of the paint on their houses. Many of the houses in the settlement are of an age that they will soon need to be repainted or sided. Please be proactive in getting this done when necessary. Doing this before you have a problem will not only keep your house looking nicer, but doing it early can end up saving you money! But please remember that all such work does require Architectural Review Committee approval. This is obtained by completing a “Request For Home Improvement Approval” form and mailing it to PCMI. A blank copy of this form is included in this newsletter and is also available on the Board Notices and Forms page our website at WSMAonline.org.

The Clubhouse is available for rental for non-profit activities to all residents in good standing with the Association. The fees are as follows: BIG ROOM RENTAL FEE: Up to 49 people - $50 50-100 people - $75 Plus a refundable security deposit: No alcohol served - $100 Alcohol served or the attendance of 20 or more between the ages of 13 and 21- $200* SMALL ROOM RENTAL FEE: Up to 20 people - $30 Plus a refundable security deposit of $50 • *Note that when alcohol is served, two security guards must also be on duty. When no alcohol is being served but the event is attended by 50 or more people and continues past 6:00 PM or 20 or more people between the ages of 13 and 21 unaccompanied by their family members, one security guard is required. • The charge for the security guards, which is paid directly to the officers, is the responsibility of the resident requesting the rental. • Also, if there are more than 20 young people between the ages of 13 and 21 unaccompanied by their family members the Association requires one responsible adult for every 10 of these young persons to act as chaperones. • All deposits refundable upon passing the exit inspection. POOL RENTAL The pool is available for private parties during the swim season (only), subject to the posted pool rules and the following restrictions. During Pool Hours: • Only 1 group at a time. • Parties must be scheduled at least 2 weeks ahead of time. • Parties held during open hours are restricted to 20 or fewer persons (adults and children) who will be entering the pool and do not have their own pool tags. • In the event that the total number of persons in the pool (including regular pool users who are not in the party) requires an additional lifeguard then the cost of the additional guard will be deducted from the renter’s deposit. • Two responsible adults must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party.

• Party to be over and the area cleaned up by pool closing at 8:00 PM • A $100 refundable deposit is required. After Hours: • Parties must be scheduled at least 2 weeks ahead of time. • Fees: 1-49 people - $50; 50 plus - $75. • Private pool parties may start at 8:00 PM. They must end and the area must be cleaned up by the scheduled end of the party, either 10:00 or 11:00 PM as selected on the booking form. • One responsible adult for every 10 persons under the age of 21 must be in the pool area at all times acting as chaperones to ensure the good behavior of all members of the party. • Lifeguards will be booked by the Association. There will be a minimum of 2 lifeguards plus an additional guard for every 25 persons in excess of 50 who will be entering the pool. The perlifeguard hourly fee is $25. • The cost for the lifeguards will be added to the rental fee and will be payable by the renter to the Association at the time the booking is confirmed. • A $150 refundable deposit is required. For clubhouse and pool availability, refer to the Clubhouse Bookings page of the Association website www.wsmaonline.org and then to make a reservation, please complete the pool entries on the on-line Clubhouse Booking Form. • Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots. • Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow on a schedule that cuts no more than one-third of the grass blade away. • As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth. • Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep up spraying program and water deeply. • Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now will benefit by weathering before being planted. If soil is

Agricultural Sciences Center - $25 million The District has outgrown the current L.D. Robinson Pavilion and room for growth or expanded instructional opportunities is limited. Developing an Agricultural Sciences Center at the current Gerald D. Young facility on Katy-Hockley Road will address student safety and convenience; reduce animal safety risk caused by travel; address the negative impact on Katy HS and Leonard Merrell Center operations and allow for strategic investment in a long-term solution. STEM Project Center - $4.5 million The STEM Project Center will provide additional classroom and project space for students engaged in science, technology, engineering and mathematics courses and activities. It will provide increased space for students to conduct large-scale experiments such as robotics and would lend itself to a variety of engineering projects such as boats, catapults and chip manufacturing. Physics teachers would also have the ability to video a large-scale demonstration at the S.T.E.M. Center while students are viewing from their classroom. 14,000 Seat Stadium - $69.5 million A second stadium will address scheduling issues that will become increasingly difficult as future high schools are opened. Six Katy ISD high schools currently participate in varsity football, soccer and marching contests at Rhodes Stadium. With the opening of Tompkins High School, Katy ISD will schedule seven varsity football teams into Rhodes Stadium beginning in August of 2014. Scheduling seven schools in Rhodes Stadium will create a challenge for the District to comply with the U.I.L. 5-day rule. Katy ISD is proud to announce the launch of its new website homepage and the gradual transition of department and campus websites over the course of the fall semester. The new homepage is the culmination of a yearlong initiative to gather feedback and direction from parents, staff and other Katy stakeholders about how the District’s website could better serve our community’s needs. What emerged is a clean design, consistent and improved navigation, an upgrade to the technology that supports the site and quick acess to our most frequently visited District-wide webpages. Department pages and campus websites will be transitioned to the new homepage format during the fall semester. Unlike other trees, palms grow in a straight, vertical line, with a single growing point at the top of the tree. Because of this single-growth point, normal pruning techniques are not effective. With most trees, crews are able to direct the growth away from power lines using proper pruning techniques, but growth of palm trees cannot be redirected. If you choose to include palm trees in your landscape, CenterPoint Energy recommends a planting distance of 20 - 40 feet to reduce the risk of windblown fronds contacting power lines. Consumers should plant palm trees far enough away from power lines that no part of the tree ever grows within 10 feet of the line. CenterPoint Energy encourages you to plant the “Right Tree in the Right Place” by thinking about the mature height of a tree and its distance from power lines before planting.
