NO INCREASE IN DUES

For the third straight year, your all-volunteer Board of Directors is proud to announce that the annual neighborhood fees will not be increasing. This is a significant feat considering all of the repairs and improvements accomplished in the last two years in particular. And, it is largely due to the fact that the vast majority of folks have done a great job of getting their dues in on time each year. Thanks everyone!

TREE PLANTING

MUD 239 is about to undertake a major project involving the esplanades north and south of West Little York on Greenhouse. They will be planting some 37 trees to help beautify the area and help with street noise. The project began almost two years ago when an involved neighbor asked the HOA if it was possible to get a few more trees and now, thanks to collaboration between our Board and the MUD Board, the idea is about to become a reality in grand fashion. The project is being funded by the MUD and will include ongoing maintenance of all the esplanades for the three neighborhoods in our district. Work began in November and should be complete by year’s end.

BOARD OF DIRECTORS POSITION COMING OPEN

February marks the annual election of the Board of Directors. Each year, two or three members go through reelection for their two-year terms. This year, the current President, Greg Shelley, intends to step down after over two years, leaving an open position. If you are interested in joining the Board, please contact KPM Management as soon as possible so they can be sure to include your name on the ballot in February. Once the general election is over, the Board will vote internally to assign specific roles.

Officer Joe Williams, the Constable who patrols our neighborhood, wanted to remind everyone that the holidays are just around the corner and with that comes the need for a little extra attention to personal security. While our neighborhood has been very fortunate to have a historically low crime rate, here are some common tips for holiday security to keep in mind and to help keep that rate down: • Be sure to keep your home well lit, especially on the outside. • When you are gone, try to keep interior lights on a timer and leave a radio or television on so that it appears someone is home. • Ask a neighbor to keep an eye on things and perhaps even park in your driveway while you are away on vacation. • Remember to stop the newspaper subscription when away on vacation. • Keep holiday gifts out of sight and be sure to dispose of containers (especially those for high priced electronics) in a manner that conceals what you have recently purchased. (Don’t advertise to thieves that you just bought a new flat screen TV by leaving the original box sitting on top of the trash can out front.) • Do not leave any valuables in plain sight in your parked vehicles. Theft from parked cars is one of the most common crimes and is not only a good way to lose your valuables but is also a way to have your vehicle damaged in the process. • Be sure to keep your garage doors closed, even when working in the backyard or going inside for just a few minutes. Open and unlocked doors are a big temptation and frequent score for thieves. • Look out for each other and report any suspicious activity to the Harris County Sheriff’s Office at 713-221-6000. Of course, if you see a crime in process or otherwise have an emergency, please call 911. • As always, if you have any particular areas of concern relating to anything involving our neighborhood, please contact KPM Management at 281-685-3090.

FORECASTED NEIGHBORHOOD IMPROVEMENTS

The next significant upgrades in our community involve major repairs and improvements to the pool area, which include re-plastering of both the big pool and the children’s pool to fix cracks in the surface and remove the yellowing that has occurred over the many years the pool has already been in operation. This is going to be a major expenditure and we hope to have the work started in January, so everything will be ready to go before the pool opening on Memorial Day Weekend in 2014.

PARKING CARS IN THE STREET

We realize it is sometimes necessary to park your cars in the street. The neighborhood bylaws prohibit the parking of inoperable vehicles in the street and operable vehicles are expected to be regularly used/moved when parked there. We ask that you do your best to be aware of your neighbors’ driveways when parking streetside, so you do not block their ability to safely get in and out. Also, please try not to park directly across from a driveway, as this is a common cause of accidents. While we all should take extra caution when backing out, we are creatures of habit and we tend to get into a routine and in a hurry, so we might not notice that there is a new obstacle waiting for us across the street. That scene has played out on a number of occasions already. Thanks in advance for continuing to look out for each other.

RECEIVE A DEED RESTRICTION VIOLATION LETTER?

KPM Management is the company hired by our neighborhood association to manage many aspects of our deed-restricted community. They provide many accounting, administrative and consulting services that help to increase safety and maximize our property values, while working with the all-volunteer Board of Directors to keep our annual dues at a minimum. As a result, they are expected to patrol the neighborhood throughout the month, on varying days to look for deed restriction violations. In general, we ask them to generate the first “reminder” letter automatically when they see a violation or whenever they confirm one, which came from a neighbor complaint. If you have a unique situation, which might result in the need to temporarily violate the deed restrictions, please give them a call at 281-685-3090 and let them know the situation and the expected time frame, so we can avoid the issuance of any unnecessary letters. Keep in mind, occasionally mistakes are made and the wrong address receives a letter - the best thing to do in this and all other situations is to contact the management company to make them aware of the mistake and/or to let them know that you have either corrected the situation or need a temporary exemption from the covenant. For fairness’ sake, the Board of Directors asks the management company to call ‘em like they see ‘em, assuming they have received no advanced notice of extenuating circumstances, but in truth, they will not ever be able to identify every single possible violation on each and every drive through, nor do we think the scrutiny necessary for such is in the best interest of our community. The ultimate responsibility of the Board of Directors is to make decisions regarding situations where the homeowner simply refuses to comply with the community’s established covenants, in spite of repeated “reminder” attempts. We typically hope the individual can give us a defensible reason for giving an exception or temporary reprieve and the last thing any of us want is to be in conflict with any of our neighbors, but we are nonetheless tasked with

You can drop off paper products at any of the area schools using the Abitibi green and yellow bins. You can also recycle cardboard, tin, aluminum and plastic products at the alternative school on Rebel Yell, just west of Greenhouse. There are two different IMGreen Recycling bins located there. They are the bright green ones and one is for paper and cardboard and the other is for plastic, tin and aluminum. If you drop off recyclables there, please have them bagged up and use the stickers located near the cans, so the school can receive the funds.

Many of us have a habit of leaving the garage door open when we are working or relaxing in the backyard. Unfortunately, people in virtually every neighborhood lose property to opportunistic thieves this way every year. Bicycles and power tools are just a few of the commonly stolen things and keep in mind that it only takes a matter of seconds for something of significant value to “walk away.” Please keep those doors down when you are not in eyesight of the garage.

(They won’t always come out for the barking alone.) The Sheriff’s Dept generally cannot do anything about it and they encourage you to call animal control as well. Ideally, the neighbors will be able to work out something mutually agreeable for everyone and every dog.

HARRIS COUNTY LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.

While it is true that dogs are born to bark, they were not born to bark all day and night, driving your neighbors crazy. If you have a dog that must stay outside, please do what you can to limit the disturbance to your neighbors. You can find loads of information about how to control it at www.barkingdogs.net.

Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”

TAKE PRECAUTIONS AGAINST CRIME DURING HOLIDAYS

The holidays are busy times and our minds are preoccupied with shopping, baking, planning parties, church activities and so much more. The holidays are also lucrative times for criminals. Here are some tips for our residents: • Never leave packages or attractive items in a vehicle. Lock these in the trunk. Many car burglaries are occurring at various malls and shopping areas on the west and northwest side of Houston. • Try to shop with at least one other person. Stay together and be aware of your surroundings while in parking lots and in stores. • Watch your credit card and your driver’s license. When you pay for your purchases, you will often be asked for your driver’s license with your credit card; you will always have to present identification (usually a driver’s license) when you write a check. Yes, the lines are long and you want to hurry through your transaction, but don’t be tempted to engage in conversation or watch anything or anyone but the clerk processing your transaction. Both of these items should be within your sight at all times. Before you sign a credit card receipt, ask for your credit card and driver’s license. The holidays are great times for identity thieves and those who would steal your credit cards. Be very aware of what is happening when you pay for your purchase. Put everything away before leaving the purchase counter. • Never leave your purse in a locked or unlocked vehicle. Never set your purse down while shopping. Never put your purse in a shopping cart. Always have your purse in your hand or over your shoulder. To avoid purse snatching, cross the purse so that the strap is over one shoulder and the bag is hanging on the opposite side of your body. Men should carry wallets, check books and credit cards in the front pockets of their pants or in a shirt or interior suit pocket.

• When going to your car with your purchases, check the lot for suspicious people. Carefully check around and glance under your vehicle. If a closed van is parked next to the driver’s door, slide in through the passenger side. Check the back seat and back floor before getting into your vehicle. If you are loading small children, lock your purse in the trunk with your packages (keep the keys in your hand or pocket). After the children are secured, take another look around for suspicious activity before you open the trunk to get your purse. When you get into your vehicle, immediately lock the doors, start the engine and drive away. If you feel insecure going into the parking lot, ask for a security guard to accompany you. • When returning home, immediately pull into your garage. If this is not an option, park the car in the driveway and immediately unload all contents and lock the car. Stay alert during this process. • Do not put attractive packages next to windows that offer an easy view from the street. • When leaving your home for the evening, leave some lights and a radio or television turned on. Leave one outside light on. When you return home, check the sides of your house and the area across the street and adjacent to your home from your vehicle before parking. If you are a woman alone, get your house key ready before you exit your car. Lock your car as you are leaving it and immediately go to your door, unlock it, go inside and relock the door. • All homes should be equipped with long dead bolt key locks. Windows should be locked when you are not at home or are not awake. • If you are leaving for the holidays, ask a friend or neighbor to pick up the newspapers and your mail each day or file a stop delivery for these. Complete a vacation watch form at your local sheriff’s department’s storefront.

INGREDIENTS: 12 egg yolks 2 cups white sugar 1 (750 milliliter) bottle white rum 1 quart half-and-half cream 1 quart heavy cream 12 egg whites 1 cup white sugar 1/4 teaspoon ground nutmeg

DIRECTIONS: In a large bowl, combine egg yolks, 2 cups sugar and rum. Mix well, cover and refrigerate for 24 hours. Stir half-and-half into cooled yolk mixture. In a large bowl, whip the heavy cream until soft peaks form; set aside. In a separate clean bowl, with a clean whisk, whip egg whites until thick, then gradually add sugar and whip until peaks form. “Joy to the world the Lord has come...”” this is the good news celebrated during the Christmas season by young and old alike. Cornerstone United Methodist Church will be providing a number of celebration opportunities during the month of December: • On Saturday, December 7th, the church will present a “live” Nativity Scene from 6 to 8 PM. All three services will include a “Candle Lighting Ceremony” with everyone lighting candles during the singing of “Silent Night.” • On Sunday, December 29th, we will include a “Favorite Christmas Hymn” time at our 8:30 and 10:45 AM services. Worshippers will be given the opportunity to choose their favorite Christmas hymns from The United Methodist Hymnal to be sung. 2014 MISS CY-FAIR HOUSTON PAGEANT

Miss Cy-Fair Houston is ready for its 5th anniversary in February 2014 with new leadership. The Cy-Fair Chamber of Commerce began the pageant in 2010 as a family-friendly event aimed at raising scholarships and empowering young women and girls to achieve their goals. The Pageant will continue to be a great community event under the direction of the newly formed Miss CyFair Houston Organization with the leadership of Blaire Pancake and Tiffanie Vaughan. This year’s pageant will take place on February 15-16, 2014, at the Cypress Academy of the Performing Arts.
