PARKING VIOLATIONS AND STATE LAWS: DID YOU KNOW? IT IS A PARKING VIOLATION TO…

BLOCKING SIDEWALKS: If a vehicle is parked blocking a sidewalk, it becomes very difficult for pedestrians, bicycles, children, strollers and wheelchairs to pass safely. Blocking the sidewalk can result in forcing these people to enter into the street causing unsafe conditions. BLOCKING DRIVEWAY: When a vehicle is parked blocking a driveway, it creates an inconvenience for the homeowners attempting to leave or enter his/her driveway. 48 HOUR PARKING: No vehicle can be parked on any residential street for more than 48 consecutive hours. PARKING TOO CLOSE TO AN INTERSECTION OR CROSSWALK: Vehicles may not be parked within 30 feet of a stop sign or within 20 feet of a crosswalk.

BLOCKING A FIRE HYDRANT: One of the most common violations is when a vehicle is parked blocking a fire hydrant or fire lane. This can create problems for emergency vehicles and hinders their ability to do their job effectively. No vehicles may be parked within 15 feet of a fire hydrant. This information was provided by the Harris County Sheriff’s Office in order to familiarize you with a few common laws, which we should keep in mind when operating a motor vehicle. Your safety and the safety of others is very important to us. Remember to always buckle up.

The Bear Creek Plantation pool is located at 6345 Greenhouse, Houston, TX 77084. Any resident whose maintenance fee is paid and in good standing may use the pool. If you attempt to use the facility during normal operating hours (listed below) and find that they are not open, please contact KPM Management. The pool is open only when lifeguards are on duty. Cleaning All Types of Siding: All types of siding benefit from an annual cleaning to remove grit, grime and mildew. Cleaning an average-sized house may take you and a friend every bit of a weekend. Here’s how to do it: 1. Start with a bucket of warm, soapy water. Mix 1/2 cup trisodium phosphate (TSP, available at grocery stores, hardware stores and home improvement centers) with 1 gallon of water. 2. Divide your siding into 10-foot sections. Scrub each section using a soft-bristled brush attached to a long handle. Work from bottom to top to avoid streaking and rinse often. (For two-story homes, you’ll be using a ladder, so keep safety foremost.)

Hiring a professional? If you don’t have the time - or the inclination you can have your house professionally cleaned. A professional team will use a power washer and take less than a day. You can rent a power washer to do the job yourself, but beware if you don’t have experience with the tool. Power washers can strip paint, gouge softwoods, loosen caulk and eat through mortar. Also, the tool can force water under horizontal lap joints, resulting in moisture accumulating behind the siding. A siding professional has the expertise to prevent water penetration at joints, seams around windows and doors and electrical fixtures. Removing Mildew Stubborn, black spotty stains are probably mildew. Dab the area with a little diluted bleach - if the black disappears, it’s mildew. Clean the area with a solution of one part bleach to four parts water. Wear eye protection and protect plants from splashes. Rinse thoroughly with clean water. FEED YOUR LAWN! The most important thing you can do for your lawn is to feed it. A well-fed lawn is healthier, which means it has a better root system to combat heat, cold, drought, mowing, foot traffic and other stresses. If you put your lawn on the regular feeding schedule outlined below, it will look lush and green and your neighbors will turn green with envy.

Early Spring (February - April): Lawns wake up hungry in the spring. Feeding your lawn in the spring strengthens roots and gets it off to a good start before the heavy growing season. If you had crabgrass last year, apply a combination fertilizer with a pre-emergent to control it. Late Spring (April - June): Spring is lunch time for lawns. Your grass is busy and using up stored energy. That’s why you want to supply the lawn with a feeding designed for this time of year. Unfortunately, broadleaf weeds are actively growing, too. Hit them and feed your lawn with a combination of fertilizer with broadleaf weed control (a “weed-n-feed”). Summer (June - August): Summer is tough on grass. Heat, drought, foot traffic and insects stress it out. Feeding your lawn in the summer protects and strengthens it against these problems. Lawns in warmseason grass areas should be fed over the summer months as they grow steadily from spring to fall. Fall (September - November): Fall brings back ideal conditions for your lawn. Cool nights, ample rainfall and morning dew are just about as good as it gets for grass. Now the lawn is ready to grow again and is looking for the nutrients it needs to recover from summer damage. Some experts will say this is the single most important lawn feeding of the year. Apply your final feeding right before the winter months, when grass is prepping for a winter nap. This will strengthen roots and increase nitrogen storage for an early spring green up and a healthier lawn next year. Following a general program like this one should improve your lawn.

County officials want to remind residents of the Ordinance 5.3 requiring that addresses or building numbers be legible and visible from the street. The section states the numbers must be in Arabic numerals at least four inches in height and clearly visible. The number should be placed on, above or at the side of the main entrance so the number is clearly visible from the public right away. Whenever a home entrance is more than 50 feet from a public right away, a number should also be placed at the end of a driveway or property entrance.

WATCH FOR KIDS WHILE DRIVING

The roads are once again crawling with school busses, teenage drivers and kids in the crosswalk, so please slow down when going through the neighborhood. Now that kids will be back on their way to school, it’s time to double and triple check those intersections, just when you think it’s all systems go, a late for school student will magically appear out of nowhere and dart across the street when you least anticipate it. Meetings are held monthly at the clubhouse on Greenhouse, always on the third Tuesday at 7:00 PM Please plan to attend in person and/or provide your input via email to MGMT@KPMmanagement.com or call 281-685-3090. Your input can be a driving force in the annual budget decisions, primarily helping the Board understand what the neighborhood would like to see in regards to future capital improvement projects. You can also influence all sorts of future decision making processes, simply by providing input at or before meetings. Finally, if you are truly interested in dedicating some of your time to our community, consider serving on the Board of Directors in the future. Let the management company know you are interested and if there is an interim opportunity, the Board might be able to elect you directly or you could get your name on the ballot for the annual meeting in February. See a need for a special committee or volunteer-driven project? Don’t hesitate to bring it up and help recruit additional help.

PARKING CARS IN THE STREET

We realize it is sometimes necessary to park your cars in the street. The neighborhood bylaws prohibit the parking of inoperable vehicles in the street and operable vehicles are expected to be regularly used/moved when parked there. We ask that you do your best to be aware of your neighbors’ driveways when parking streetside, so you do not block their ability to safely get in and out. Also, please try not to park directly across from a driveway, as this is a common cause of accidents. While we all should take extra caution when backing out, we are creatures of habit and we tend to get into a routine and in a hurry, so we might not notice that there is a new obstacle waiting for us across the street. That scene has played out on a number of occasions already. Thanks in advance for continuing to look out for each other.

KPM Management is the company hired by our neighborhood association to manage many aspects of our deed-restricted community. They provide many accounting, administrative and consulting services that help to increase safety and maximize our property values, while working with the all-volunteer Board of Directors to keep our annual dues at a minimum. As a result, they are expected to patrol the neighborhood throughout the month, on varying days to look for deed restriction violations. In general, we ask them to generate the first “reminder” letter automatically when they see a violation or whenever they confirm one, which came from a neighbor complaint. If you have a unique situation, which might result in the need to temporarily violate the deed restrictions, please give them a call at 281-685-3090 and let them know the situation and the expected time frame, so we can avoid the issuance of any unnecessary letters. Keep in mind, occasionally mistakes are made and the wrong address receives a letter - the best thing to do in this and all other situations is to

contact the management company to make them aware of the mistake and/or to let them know that you have either corrected the situation or need a temporary exemption from the covenant. For fairness’ sake, the Board of Directors asks the management company to call ‘em like they see ‘em, assuming they have received no advanced notice of extenuating circumstances, but in truth, they will not ever be able to identify every single possible violation on each and every drive through, nor do we think the scrutiny necessary for such is in the best interest of our community. The ultimate responsibility of the Board of Directors is to make decisions regarding situations where the homeowner simply refuses to comply with the community’s established covenants, in spite of repeated “reminder” attempts. We typically hope the individual can give us a defensible reason for giving an exception or temporary reprieve and the last thing any of us want is to be in conflict with any of our neighbors, but we are nonetheless tasked with the expectation that we uphold the community’s by-laws. With that said, on a typical week, less than 6% of the homeowners receive deed restriction letters and the vast majority have already taken or do quickly take action to correct them. As your fellow neighbors, we appreciate every one of you who have taken measures to correct any problems that may have arisen over the years. We also definitely appreciate your willingness to work with us to do whatever is in our community’s control to maintain the maximum possible property values for everyone. When we all work together, we minimize the cost and maximize the benefit for the community at large. Oh and by the way, no need to get offended if you do receive a letter, as many, if not most of us can relate to the experience for one reason or another. Thanks again!

MAILBOX TAMPERING

When a mailbox is put into use for the purposes of sending and receiving mail, it becomes federal property. Mailbox tampering is considered any act that interferes with another person’s letter box or other receptacle.

We will still accept applications which are emailed, mailed or faxed; they can be found on the website under documents.

ATTENTION RESIDENT-BUSINESS OWNERS

Do you have a professional service or product that the Homeowners’ Association can utilize for community improvements? If so, please let us know what you have to offer and we will do our best to use your business for future improvements to our neighborhood when needed. We would rather the money from the annual dues go to benefit our own neighbors when possible, rather than using an outside business or vendor. We’ll also be happy to publicize your business on our community Facebook page.

BE AWARE OF THEFT POTENTIAL

Many of us have a habit of leaving the garage door open when we are working or relaxing in the backyard. Unfortunately, people in virtually every neighborhood lose property to opportunistic thieves this way every year. Bicycles and power tools are just a few of the commonly stolen things and keep in mind that it only takes a matter of seconds for something of significant value to “walk away.” Please keep those doors down when you are not in eyesight of the garage.

BARKING DOGS

While it is true that dogs are born to bark, they were not born to bark all day and night, driving your neighbors crazy. If you have a dog that must stay outside, please do what you can to limit the disturbance to your neighbors. You can find loads of information about how to control it at www.barkingdogs.net. If you are one of the neighbors suffering from the seemingly endless noise of a neighbor’s barking dog, we hope that you will be able to speak with the owner about it. In many cases, the neighbor is unaware of the situation because, for one reason, they are away during the day. If the owner is unwilling or unable to do anything about it, you can call animal control at 281-999-3191 and have them do a check on the dog for possible neglect and abuse. (They won’t always come out for the barking alone.) The Sheriff’s Dept generally cannot do anything about it and they encourage you to call animal control as well. You can also find more information about the situation by looking on the website listed above.

SCOOP YOUR PET’S POOP

Please remember to be respectful of your neighbors’ yards and the community grounds. When you take your pet for a walk, come prepared with a scooper and a recycled grocery bag or anything else. If your pet poops during your walk, please scoop and trash. It may not be the most fabulous way to walk your pet, but it does show that you respect your fellow neighbors’ and our beautiful community.

by Kristen Stewart Members of the National Honor Society and FFA clubs at Cypress springs High School joined together Jan. 19-25 for a fundraiser for victims of recent North Texas tornadoes. A coin drive was held for all lunches during the weeklong collection period, resulting in $600 raised by students and administration that will be donated to the Nevada (Texas) Volunteer Fire Department. The fundraising timeframe was chosen to honor Martin Luther King Jr. Day and his charitable spirit for the community. Samuels won first place at two indoor track meets. Her jump of 19 feet, 9 ½ inches at the Texas A&M High School Indoor Classic on Jan. 8 was good for a gold medal. She then jumped 20 feet, ¼ inches at the Carl Lewis Invitational on Jan. 16 to break the prior meet record of 18 feet, 8 ¾ inches. The University of Houston track signee earned Athlete of the Meet at both meets. “I feel like all my hard work is paying off with rewards on and off the track,” Samuels said. “I’m really proud and really excited for my future.”

Her head coach, Ruqayya Gibson, said the goals are within reach. “Samiyah is putting in the work, and the results can be hers if she wants them,” Gibson said. “She’s starting off this year so much further than where she started last year, so I’m expecting great things from her.”
