HELP KEEP OUR LIGHTS ON

Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not. If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy. To report the outage yourself you will either fill out the form available at: www.centerpointenergy.com/outage or you can call the information into Centerpoint Energy at 713-207-2222. The electronic form is much faster as you won’t be put on “hold.”

Fort Bend County Municipal Utility District No. 35 (“No. 35”) - Vacancy on the Board of Directors (“Board”) of No. 35 and the Appointment of a Board Member. MOLD & MILDEW

Because of all the humidity in our area, many homeowners will start to notice a discoloration on the outside of their homes that can range in color from green and black to orange and gray. This is caused from mold or mildew deposits accumulating on the surface. This is a surface problem that can occur on siding, shingles, decks, patios, roofing materials, stucco, driveways and even concrete. When treated in a timely manner, it usually does not affect the strength or other important properties of the exterior surfaces, it simply looks bad. Some helpful suggestions to remove these stains that have been submitted from Cinco Ranch Residents are to clean with a mildewcide or to power wash. One Resident specifically suggested a product called Jomax, which can be purchased at Home Depot, Lowe’s or Ace Hardware. Jomax mixes with bleach and water and does not require the use of a power washer. Regardless of how you choose to remove the mold from your home, please always remember to read the instructions carefully and wear protective equipment.

CINCO AND CINCO SOUTHWEST SHARED USE AGREEMENT

Cinco has 7 pools available during the swim season. Starting in April, the Greenway Village pool will open. This pool stays open through the end of October. Cinco Southwest has two pools - The Lake House Pool and the Rosewood Pool. All of these pools are available for use by both Cinco and Cinco Southwest Residents. The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed. All Recreation Facilities are open to both Cinco and Cinco Southwest Residents. This includes pools, tennis courts, parks, hike and bike trails and the Lake House Recreation Facility. There are charges for renting some of the facilities. Members must purchase their Pool Key Cards from their appropriate Management Company. If you live east of Katy Gaston Road, you are in the Cinco Association and can purchase your Pool Key Cards at 3022 Windemere Park Lane. If you live west of Katy Gaston Road, you are in the Cinco Southwest Association and can purchase your Pool Key Cards at the Lake House at 25202 Springwood Lake Drive.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.

Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community.

Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.

LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current • Allows for quick identification in case of a bite incident • Provides revenue to offset the administration costs of the animal control program

While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

DO NOT FEED THE DUCKS!

Recently, signs have been added to the area surrounding the lake at Lake Pointe advising residents not to feed the ducks at the park and lake. The duck population at Lake Pointe is a concern and feeding the ducks is encouraging the ducks to loiter. The ducks are a part of nature and the lake is a natural area, but feeding the ducks in this manner causes a duck population growth and subsequently the mess that goes along with it. Please keep this in mind the next time you are enjoying the park and lake. Thank you for your consideration and attention.

If you’ve resolved to shop less, stroke yourself for not buying those shoes by springing for a steaming hot cappuccino at the mall. If you’ve resolved to be nicer to people, buy yourself a nice jacket after enduring that tedious cocktail party without delivering any insults. Wait until spring. Sometimes the best way to accomplish a New Year’s resolution is to make it at a time of year of your choosing, rather than the one dictated by the calendar. INDOOR EXERCISE FOR KIDS

Motivating kids to stay fit is a challenge. There’s so much competition: television, computer games, talking to friends on the phone. It’s even harder when the weather is bad or if there’s not a safe place outdoors to exercise. But encouraging children to stay fit is more important than ever. Studies show that a growing number of American children are overweight or obese. This puts them at risk for health problems, such as diabetes, heart disease and high blood pressure. Overweight children tend to have lower self-esteem, too, and may be treated unfairly by other kids in school. Even small amounts of exercise can help children stay at a healthful weight. With some planning, children can find ways to exercise without leaving home.

Exercise. Baldwin, a children’s fitness expert, says children and adolescents “should work on strength-training and agility skills and cardiovascular training.” Baldwin recommends this routine: 1. Warm up by running stairs or jumping rope. 2. Stretch the trunk, arms and legs to limber up. 3. Do a set of 10 to 15 pushups, keeping the back straight and stomach muscles tight when going up and down. 4. Do a set of 15 to 25 crunches to work the stomach (abdominal) muscles. Do this lying on your back with your arms behind your head. Keep the small of your back on the ground while lifting your head and shoulders up off the ground. 5. Do a set of 15 to 25 squats to work the lower body. Hold onto the back of a chair or doorknob for support and bend down at the knees and stand up again. When squatting down, keep your back straight, sit straight down and rise straight up again. Keep your knees from moving forward to reduce strain on your ankles. Children and teens should try to repeat this routine until they’ve been active for 30 minutes or more, Baldwin says. As kids gain strength, they can build up their sets from 15 or 20 repetitions to 35 repetitions and upward. Sticking to the routine by doing it every day or every other day will help kids get stronger and keep them in shape, Baldwin says. “These are all things that can be done indoors without any special equipment,” he says.

Tame The TV One great way to get kids exercising is to cut back on the amount of time they spend sitting around not moving—especially time spent watching television. An article in the journal Physician and Sportsmedicine shows that reducing TV time diverts children to more active pursuits. Additional studies show a link between TV time and obesity—the more people watch, the more likely they are to be overweight.

Oranges. Reach for firm fruit that is heavy for its size. Take a sniff too. There should be a distinct citrus aroma. Avoid shriveled or soft fruit. Keep your oranges at room temperature. They should last for about two weeks. Make sure to turn them often and check for signs of mold, especially in a high humidity environment.

Bell Peppers. Firm, fresh looking peppers with brightly colored skins are the best selections. Avoid shriveled, dull, split or pitted peppers. Store peppers in perforated plastic bags in the refrigerator for up to seven days.

Spinach. Choose leaves that are crisp and dark green in color with a nice earthy fragrance. Avoid limp, damaged leaves with yellow spots. Refrigerate unwashed spinach in a plastic bag for up to three days. Before using, rinse thoroughly to remove grit. Squash. For summer squash like zucchini and yellow squash, look for blemish-free skins and average size selections. Overly large choices may be stringy with tough exteriors. For winter squash such as pumpkins, look for shells without crack, bruises or decay. Pumpkins should be fully ripe with firm rinds, bright orange color and heavy weight. Summer squash can be stored refrigerated for 3 to 5 days. Winter squash can be stored whole in a cool (50 to 60 degrees F) dry area for several months. Potatoes. All varieties of potatoes should be uniform in size, clean, firm and smooth. Avoid potatoes with wrinkled skins, soft dark spots and cut surfaces. A green tinge - indicative of prolonged light exposure - is caused by the alkaloid solanine, which can be toxic if eaten in quantity. Store potatoes in a cool, dark and airy place uncovered. They will keep for several weeks. Turnips. Look for smooth-skinned, firm turnips that are heavy for their size. The color will be light-purple on the top fading to bright-white at the bottom. Avoid turnips that are soft, spongy or blemished. Cut off turnip greens and bag them separately for storage (greens keep for just a few days). The holiday is celebrated with big family gatherings, gift giving, the eating of symbolic foods and display of festive decorations--all focused on bringing good luck for the new year and celebrating the coming of Spring. When IS ChIneSe neW Year? The start of Chinese New Year changes every year since it is dictated by the lunar calendar. The Gregorian or solar calendar--which is based on the Earth's movement around the sun and has a fixed number of 365 days a year (366 during a leap year)--is the most widely used calendar system in the world and has been the official calendar used in China since 1912. But in China the lunar calendar is still used to determine traditional holidays like Chinese New Year. Since the lunar calendar is based on the phases of the moon-- which has a shorter cycle than the sun--Chinese New Year is never on the same day each year, but typically falls somewhere between January 21st and February 20th. hOW LOng DO ChIneSe neW Year CeLeBraTIOnS LaST? According to Daria Ng, Assistant Curator of Education at the Museum of Chinese in the Americas in New York City, celebrations can actually last up to a month, especially in China. Originally the celebrations lasted for lengthy amounts of time because China was a very agriculture-based country so farmers took the whole month off to rest since crops couldn't be planted during the winter. Nowadays most families celebrate the New Year for about two week's time, says Ng, starting on the first day of the new year and end on the 15th.

Soda Bottle Polar Bear

Turn an empty two-liter soda bottle into this cute giggling polar bear! Choose your child’s favorite colors for the hair and mittens. Celebrate winter! What you’ll need: 2 Liter Soda Bottle or Gesso Paint brush White and black acrylic craft paint 2 liter plastic bottle 2 mismatched socks Black marker Pink crayon Scissors 12” white yarn White craft glue Rice, pebbles, pennies, sand, etc (for weight) Pattern (http://crafts.kaboose.com/sodabottle_polar_bear_template.pdf) How to make it: Remove all labels from bottle and rinse out well. Allow to dry, add some weights (pennies, sand, rice, etc.) and place cap back on bottle. Paint bottle with one coat of gesso and let dry. Paint with one coat of white paint and let dry. Cut one of the socks on half. You will be using the end with the cuff. Use scissors to fringe the cut end of the sock.Use pattern to draw face on the front of the bottle using a black marker. Fill in the nose with black paint. Use a pink crayon to color circles for cheeks.Using the pattern, cut out two mittens from the other sock. Glue one mitten so that it is partially covering the bear’s mouth. Glue the other one lower and pointing toward her belly. Place the cuff end of the first pink sock over the top of the bottle cap. Use yarn to tie a knot around the sock in between the cuff and the fringe. Tie yarn into a bow trim off excess ends, leaving a couple of inches in place. Line a shallow roasting pan with aluminum foil. Place the brisket on the foil. Stir together the steak sauce, liquid smoke and ketchup. Pour half of the mixture over the brisket, then turn the meat over and pour sauce over the other side. Wrap tightly in a double layer of aluminum foil. Refrigerate for at least 24 hours. Preheat the oven to 250 degrees F (120 degrees C). Let the roast stand at room temperature while the oven preheats to take off some of the chill. Bake for 6 or 7 hours in the preheated oven. You can leave it in even longer if you turn the oven down to 200 degrees F (95 degrees C). Remove brisket from the oven and slice across the grain. Return to the roasting pan and serve with sauce. 6 cups water 1 cube chicken bouillon 1 pound dried black-eyed peas, sorted and rinsed 2 cloves garlic, diced 1 red bell pepper, stemmed, seeded and diced 1 jalapeno chile, seeded and minced 8 ounces diced ham 4 slices bacon, chopped 1/2 teaspoon cayenne pepper 1 1/2 teaspoons cumin 1 teaspoon ground black pepper

1 onion, diced salt to taste

Pour the water into a slow cooker, add the bouillon cube and stir to dissolve. Combine the black-eyed peas, onion, garlic, bell pepper, jalapeno pepper, ham, bacon, cayenne pepper, cumin, salt, and pepper; stir to blend. The popularity of Fort Bend County Libraries’ Summer Reading Clubs for children, teens and adults has inspired the library system to add a similar program for families during the winter season. The Family Reading Club will begin on Saturday, January 21, 2012 and will continue for six weeks through March 3, 2012 at all branches in the Fort Bend County library system. This six-week program is designed to encourage families to read, learn and have fun together. All Fort Bend County families are eligible to participate. Families who read 36 books or 6 hours – 6 books per week or 60 minutes per week – will be entered into a drawing for a $50 dining gift card, donated by the Friends of the Library. Each branch library will have a drawing for the gift card on March 5, 2012. A single registration is required for each participating family. An adult (parent or guardian) is asked to register the family online by going to the library’s website and clicking on the “Family Reading Club Sign-Up” image, which will become available January 20, 2012. Families may also register at one of the libraries in the Fort Bend County library system. Upon registering, families will then have their own online page on which to record their books or reading time. There is no charge to join the Family Reading Club. How would you feel if you saved a kid’s life? StandUp For Kids is an all volunteer organization dedicated to saving the lives of at-risk and homeless kids through volunteer outreach efforts. Every day throughout the US thirteen kids die on the streets from abuse, disease and suicide. According to recent statistics Houston has up to 2,500 kids living on the streets at any given time. Texas has the highest rate of homeless youth in the U.S. StandUp For Kids needs supplies for our Houston program, which provides food, clothing, counseling and a safe environment for the homeless youth of Houston. RUOK PROGRAM

Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are You OK?” (RUOK). It is a computer-generated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the participant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the computer will call back 3 times at 15-minute intervals. If there is still no answer, the sheriff will dispatch a deputy or the local police. They will have with them a print out of information on the person that is not responding to the calls. This program was established by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s Citizens Academy Alumni Assoc.) in 1998. Many police chiefs in the county are also participating in the program and will proceed with the welfare check for citizens of their community.
