The official lighting of the City Christmas Tree and photos with Katy’s Santa Claus are sure to attract any family. The Parks and Recreation Department will have children’s activity booths with holiday activities including letters to Santa to making your own Christmas Ornaments and Candy Cane Reindeer! Photos with Santa are available for $5. The event hosts local entertainment from church and school choirs to dance teams and the community favorite Katy Tiger Mascot.

HOME SAFETY TIPS WHILE AWAY
1) Valuable items, such as televisions, stereos and computers should be inscribed with an identifying number unique to its owner (do not use your entire social security number). 2) Create an up-to-date home inventory including make, model, serial numbers, other detailed descriptions and photographs of items of value (including jewelry). This inventory should be kept somewhere safe, out of the house. 3) At least two light timers should be set to turn the lights and TV on and off in a logical sequence when away for an extended time period to give the appearance that someone is home. 4) The motion detector or other alarm system (if you have one) should be activated when you leave home. 5) Mail and newspaper deliveries should be stopped or arrangements for a neighbor/friend to pick them up should be made when you are away from home for a period of time. 6) Ask a trusted neighbor to tend the yard and watch your home when you are away or have a trusted friend or relative house sit in your absence. 7) Make sure all doors and windows are locked when you leave, even if you have an alarm system. WINTERIZING YOUR HOME: PREPARING YOUR HOME FOR WINTER (SOURCE: ABOUT.COM)
Here are ten tips to help you prepare your home for winter: 1) Heating System Inspection • Call an HVAC professional to inspect your furnace. • Stock up on air filters and change them monthly. • Consider switching out your thermostat for a programmable thermostat. • Remove all flammable material from the area surrounding your furnace. 2) Get the Fireplace Ready • Cap or screen the top of the chimney to keep out rodents and birds. • If the chimney hasn’t been cleaned for a while, call a chimney sweep to remove soot and creosote. • Buy firewood or chop wood. Store it in a dry place away from the exterior of your home. • Inspect the fireplace damper for proper opening and closing. • Check the mortar between bricks and tuck-point, if necessary. 3) Check the Exterior, Doors and Windows • Inspect exterior for crevice cracks and exposed entry points around pipes; seal them. • Use weather-stripping around doors to prevent cold air from entering the home and caulk windows. • Replace cracked glass in windows and if you end up replacing the entire window, prime and paint exposed wood.

4) Inspect Roof, Gutters & Downspouts • If your weather temperature will fall below 32 degrees in the winter, adding extra insulation to the attic will prevent warm air from creeping to your roof and causing ice dams. • Check flashing to ensure water cannot enter the home. • Replace worn roof shingles or tiles. • Clean out the gutters and use a hose to spray water down the downspouts to clear away debris. • Consider installing leaf guards on the gutters or extensions on the downspouts to direct water away from the home. 5) Service Weather-Specific Equipment • Drain gas from lawnmowers. • Replace worn rakes. • Clean, dry and store summer gardening equipment. • Sharpen ice choppers and buy bags of ice-melt / sand. 6) Check Foundations • Rake away all debris and edible vegetation from the foundation. • Seal up entry points to keep small animals from crawling under the house. • Tuckpoint or seal foundation cracks. Mice can slip through space as thin as a dime. • Inspect sill plates for dry rot or pest infestation. • Secure crawlspace entrances. 7) Install Smoke and Carbon Monoxide Detectors • Some cities require a smoke detector in every room. • Buy extra smoke detector batteries and change them when daylight savings ends. • Install a carbon monoxide detector near your furnace and / or water heater. • Test smoke and carbon monoxide detectors to make sure they work. • Buy a fire extinguisher or replace an extinguisher older than 10 years. 8) Prevent Plumbing Freezes • Locate your water main in the event you need to shut it off in an emergency. • Drain all garden hoses. • Insulate exposed plumbing pipes. • Drain air conditioner pipes and if your AC has a water shut-off valve, turn it off. • If you go on vacation, leave the heat on, set to at least 55 degrees.

9) Prepare Landscaping & Outdoor Surfaces • Trim trees if branches hang too close to the house or electrical wires. • Ask a gardener when your trees should be pruned to prevent winter injury. • Plant spring flower bulbs and lift bulbs that cannot winter over such as dahlias in areas where the ground freezes. • Seal driveways, brick patios and wood decks. • Move sensitive potted plants indoors or to a sheltered area. 10) Prepare an Emergency Kit • Buy indoor candles and matches / lighter for use during a power shortage. • Find the phone numbers for your utility companies and tape them near your phone or inside the phone book. • Buy a battery back-up to protect your computer and sensitive electronic equipment. • Store extra bottled water and non-perishable food supplies (including pet food, if you have a pet), blankets and a first-aid kit in a dry and easy-toaccess location. • Prepare an evacuation plan in the event of an emergency.
FIREWORKS ENFORCEMENT CHRISTMAS AND NEW YEAR’S EVE
We receive many inquiries regarding fireworks enforcement. Fireworks are against Deed Restrictions and strongly discouraged. In the hands of amateurs, fireworks are dangerous. They can lead to burns, hearing loss and other injuries and especially during times of near-drought, they can cause property damage. Where addresses can be identified, we will send letters to the property owners asking them to cease this type of activity and clean up the debris left behind. As required under the Texas Property Code, the property owner has to be given an opportunity to cure the violations or the opportunity to request a hearing within 30 days of the date listed on the letter. The Association has put up “No Fireworks” signs throughout the subdivision, as well as announcements on the websites in the hope that this will be a deterrent to homeowners violating this restriction.

The problem is that fireworks are not against the law in Fort Bend or Harris County. Until the County laws are changed so that it is no longer legal for individuals to shoot fireworks, the association has very limited enforcement ability with regard to fireworks. If you would like to see the County laws change with regard to fireworks, we encourage you to write to your County Commissioner and inform your respective Commissioner how you feel as a tax paying citizen of the County regarding fireworks. If your property is in Harris County, you may contact Commissioner Steve Radack’s office at pct3@hctx.net. If your property is in Fort Bend County, you may contact Commissioner Andy Meyers at meyersan@co.fort-bend.tx.us. Any other suggestions are always welcome. Thank you for speaking with your neighbors and encouraging support for our restrictions and association policies for the benefit of the Cinco Ranch community.
HOLIDAY DECORATING
At this time of year, the stores are full of the holiday decorations for inside your home and out. So before you buy that wonderful decoration, remember the time frame for exterior decorating in Cinco Ranch. Per Article XII, Section 18, lights for the holiday season may be displayed two (2) months prior to and one (1) month after any commonly recognized holiday for which such lights are traditionally displayed. Decorating neighborhoods has become a Cinco Ranch tradition. Neighborhoods are transformed into enchanting displays of lights and ornaments. Please be aware of you decorations and how they will affect the neighborhood. Lights should be placed as not to impair traffic or your neighbors comfort. Timers on lights make it easy to guarantee lighting time. Large ornaments to close to sidewalks could cause a tripping hazard if knocked over by wind. A simple layout of your yard and decorations will help you eliminate hazardous possibilities.

PICK UP YOUR DOG’S WASTE
When walking your dog, please do not allow them to walk in people’s yards. In the event your dog does wander onto someone’s property and uses the bathroom please pick up all of the waste. A single gram (about the size of a dime) of dog feces contains 23 million fecal coliform bacteria. Dog feces may harbor dangerous bacteria and viruses such as: whipworms, roundworms, tapeworms, parvo, giardiasis, salmonellosis and cryptosporidiosis. Pet waste is not fertilizer. It actually kills plants and grasses. Improperly disposed of or left unchecked, dog waste pollutes our environment and can even filter into our water supply. Uncollected dog waste that washes into streams and storm drains is the #3 contributor to water contamination.
While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at your home and may need additional parking. Ask if they would mind guests parking in front of their homes to help eliminate the congestion on the street. Remember, parking on the street for residents is prohibited and can impact the ability of emergency services to reach you or a neighbor in an emergency. Your cooperation will ensure Cinco Ranch retains its reputation as the premiere area to live in.
TENNIS RESERVATION CANCELATIONS
If you make tennis reservations and decide that you cannot play, please go online and cancel your reservations. This will ensure that the courts will be open for other residents to then reserve the courts. Thank you.
HELP KEEP OUR LIGHTS ON
Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not.
Pick up your dog’s waste. Not only will it help the environment, but it will ensure you and your dog a clean and safe area to enjoy together!
If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy or report it to the Associations Office.
PARKING IN THE STREET
To report the outage yourself you will either fill out the form available at: www.centerpointenergy.com/outage or you can call the information into Centerpoint Energy at 713-207-2222. The electronic form is much faster as you won’t be put on “hold.” You can also report dim lights, leaning poles, etc. on the electronic form. Copy the email to the Cinco Ranch Residential Office at: CincoRanchCustomerCare@pcmi-us.com so we can keep the list of lights reported.
Did you know it is against Cinco Ranch Covenants for residents to park in the street (Article XII, Section 2(a))? Additionally, when a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time.

CINCO AND CINCO SOUTHWEST SHARED USE AGREEMENT
Cinco has 7 pools available during the swim season. Cinco Southwest has three pools, the Lake House Pool and the Rosewood Pool and Rollingwood Pool. All of these pools are available for use by both Cinco and Cinco Southwest Residents. The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed. All Recreation Facilities are open to both Cinco and Cinco Southwest Residents. This includes pools, tennis courts, parks, hike and bike trails and the Lake House Recreation Facility. There are charges for renting some of the facilities. Members must purchase their Pool Key Cards from their appropriate Management Company. If you live east of Katy Gaston Road, you are in the Cinco Association and can purchase your Pool Key Cards at 3022 Windemere Park Lane. Keys are $25 each. Bring a picture ID and a check or money order made payable to CRPA to purchase your keys. We do not accept cash or credit/debit cards. If you are a new homeowner, please bring in your closing paperwork. If you rent a home, please bring in your lease and a letter from your landlord stating you are in good standing. Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community.

LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current • Allows for quick identification in case of a bite incident • Provides revenue to offset the administration costs of the animal control program VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans. HELP AVOID POWER OUTAGES IN YOUR NEIGHBORHOOD
Do you have a transformer in your yard? If you do, please do not directly surround it with mulch or dirt. Transformers must have the sides exposed so they can cool properly. Otherwise they will over heat and burn out. Also, the sides of a transformer can rust through due to mulch holding moisture against them. Please do your part and clear the area around transformers in your yard.

Recently, signs have been added to the area surrounding the lake at Lake Pointe advising residents not to feed the ducks at the park and lake. The duck population at Lake Pointe is a concern and feeding the ducks is encouraging the ducks to loiter. The ducks are a part of nature and the lake is a natural area, but feeding the ducks in this manner causes a duck population growth and subsequently the mess that goes along with it. PROTECT STORM DRAINS
Just one quart of motor oil can ruin the quality of 250,000 gallons of water. Decomposing leaves and grass clippings can cause large amounts of algae to grow which depletes the oxygen level in the water and can lead to fish kills. The blowing, sweeping or dumping of grass clippings and other pollutants down the storm drain is against Texas State Law punishable by a fine of $5,000 for each offense. 2/3 cup white sugar 5 tablespoons chili powder 1 tablespoon cayenne pepper
Stir 1 cup sugar into the hot water in a large bowl until the sugar is completely dissolved. Soak the pecans in the water for 1 hour; drain. Preheat an oven to 400 degrees F (200 degrees C). Line two 9x13 inch baking dishes with parchment paper. Sift the 2/3 cup sugar, chili powder, and cayenne pepper together in a separate large bowl; add the pecans and toss to coat evenly. Spread the coated pecans in a single layer into the prepared dishes. Bake in the preheated oven until the coating on the pecans is bubbly, stirring once, 10 to 15 minutes. 1 (15 ounce) can pumpkin puree 4 eggs 1 cup vegetable oil 2/3 cup water 3 cups white sugar 3 1/2 cups all-purpose flour 2 teaspoons baking soda 1 1/2 teaspoons salt 1 teaspoon ground cinnamon 1 teaspoon ground nutmeg 1/2 teaspoon ground cloves 1/4 teaspoon ground ginger 1 teaspoon vanilla Preheat oven to 350 degrees F (175 degrees C). Grease and flour three 7x3 inch loaf pans. In a large bowl, mix together pumpkin puree, eggs, oil, vanilla, water and sugar until well blended. In a separate bowl, whisk together the flour, baking soda, salt, cinnamon, nutmeg, cloves and ginger. Stir the dry ingredients into the pumpkin mixture until just blended. Sister Schools Katy Junior High and Beckendorff Junior High schools recently held a lunch, catered by Hasta La Pasta and HEB, to kick off the school year and discuss an up and coming service project that they will complete together. The sister school program creates a unique partnership in which we pool resources, talents and exchange ideas to help each others campus in the area’s of need.

SEVEN LAKES FBLA ATTENDS NATIONALS IN CALIFORNIA
BECKENDORFF JR. HIGH BEAR BUDDIES KICKOFF!
Beckendorff Jr. High hosted its first Bear Buddies meeting with student volunteers to kick off the school year! The Bear Buddies program pairs special needs students with general education students in an effort to encourage more socialization between the two groups. This is done via oneon-one visits and social gatherings throughout the school year. The goal of the program is to educate, via disability awareness training and to foster acceptance and understanding which leads to valued friendships being formed. They also strive to bring education and awareness to the student body by participating in a school-wide Jeans for Genes Day and a “Spread the Word the End the Word” campaign. The program currently has over 140 general education students who signed up to participate. Paige Siemers, teacher and Bear Buddies co-sponsor states, “I think being a co-sponsor is a bigger blessing to me than it is to any of the kids in the program. Just by being in their presence I get to see what is ‘good’ in the world - watching friendships form by focusing on the heart of a person, not their appearance. I’m proud of the work our students do - our students with special needs are put in a position to trust and our buddies are doing their best to meet their needs.”

This summer, twenty-six students from Seven Lakes High School flew to Anaheim, California to compete in the Future Business Leaders of America (FBLA) National Competition. FBLA is an organization, which helps prepare students for success in business careers. This club offers competition at a district, state and national level. There were over 10,000 members of FBLA from all around the nation in Anaheim, all striving to place in their event. Students competed at the national level after succeeding in the district and state competitions. However, competing was not the only reason these students went to Anaheim. As part of team building, they explored the Anaheim area and visited places such as Disneyland and Catalina Island. They also attended workshops, which helped them gain knowledge about business and leadership skills. Seven Lakes acquired a FBLA school record of seven winners: placing third in the nation was Shreetika Singh in Impromptu Speaking; Charani Kamath placed seventh in Health Care Administration; Zhining Chen placed ninth in Introduction to Parliamentary Procedure; Melissa Fu placed ninth in Business Math; Keerthana Chakka placed ninth in Word Processing and Vinamra Prakash and Nalin Chauhan placed ninth in Business Financial Plan.

FALCON DEBATE TEAM FLIES FORWARD AT FIRST FORENSIC COMPETITION
Tompkins High School students competed in their first debate competition on Friday, September 13, 2013 at Elkins High School. 22 schools competed in this event. OTHS students Peter Shen and Juan Garcia were the tournament champions in Novice Public Forum debate and Peter was the 2nd place top speaker in Novice Public Forum. Two OTHS students also tied for 3rd place in Novice Lincoln-Douglas debate with one also winning 3rd place top speak in Novice LD. Varun Hukeri and Kavya Chandran were also semi-finalists in Novice Extemporaneous Speaking event. We are so proud of these students!

THE LONE STAR SYMPHONIC BAND
The group recently recorded a Christmas themed CD, which will be available for purchase at all concerts this season. The Band is based in west Houston, with rehearsals and concerts held at CrossPoint Community Church off of Westgreen Blvd. and I-10 (The Katy Freeway). Five concerts are slated for the Lone Star Symphonic Band’s 21st Season, with tickets for all concerts available on the Band’s website, www.lssband.org, for $5.50 each and will be available the day of the concert at the door for $10 each. All concerts begin at 4:00 PM and feature the Lone Star Dixieland Band for 30 minutes prior to the main performance in the foyer. All selections performed will feature life’s many colors. December 15, 2013 will be the Lone Star Symphonic Band’s Christmas and Hanukkah themed concert, titled “Celebrate the Season.” On March 2, 2014, the Band will perform “Lone Star,” a concert as big as Texas! The Lone Star Symphonic Band will perform on May 4, 2014, a spring-filled concert titled “Spring into Fun!” The annual patriotic concert, titled “We Hold These Truths,” will be held on June 29, 2014. The Lone Star Symphonic Band is a non-profit volunteer organization dedicated to bringing performances of artistic merit to the Houston metropolitan area. Founded in 1993 as the West Houston Concert Band, the band is comprised of musicians from all walks of life and instills the value that music is a life-long event, continuing well beyond high school and college. We prepare two types of shows each year; a Christmas show with old favorites, but always a new fun tune including props, narratives and choreography. STANDUP FOR KIDS
How would you feel if you saved a kid’s life? StandUp For Kids is an all volunteer organization dedicated to saving the lives of at-risk and homeless kids through volunteer outreach efforts. Our volunteers search the streets in order to find, stabilize and otherwise help homeless and street kids improve their lives. Every day throughout the US thirteen kids die on the streets from abuse, disease and suicide. According to recent statistics Houston has up to 2,500 kids living on the streets at any given time. Texas has the highest rate of homeless youth in the U.S. StandUp For Kids needs supplies for our Houston program, which provides food, clothing, counseling and a safe environment for the homeless youth of Houston. When foster children reach age 18, they are considered independent. That’s difficult for kids who have been wards of the state, with necessities arranged by caseworkers with state funds. Now they’ll have to figure out how to organize themselves and make their money last a whole month. Fortunately, Child protective Services offers them a program to help prepare for independence: Preparation for Adult Living (PAL). The year-long course culminates in an all-day workshop hosted by the National Council for Jewish Women (NCJW). The course is held at Junior Achievement’s BizTown, using computer kiosks sponsored by local businesses. ECI Project TYKE is a year round Early Childhood Intervention program (ECI) in the Katy Independent School District that specializes in working with children who need extra help. The program provides developmental services to children who may need assistance in attaining developmental milestones or who may have a disability. Services are provided to children from birth to three where they live, learn, or play. ECI Project TYKE develops a supportive partnership with families by providing educational and emotional supports, which enriches the daily routines and relationships that will enable their child to reach his or her maximum potential. RUOK PROGRAM
Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are You OK?” (RUOK). It is a computer-generated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the participant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the computer will call back 3 times at 15-minute intervals. If there is still no answer, the sheriff will dispatch a deputy or the local police. They will have with them a print out of information on the person that is not responding to the calls. This program was established by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s Citizens Academy Alumni Assoc.) in 1998. Many police chiefs in the county are also participating in the program and will proceed with the welfare check for citizens of their community. The Katy Parents of Gifted and Talented is an advocacy organization dedicated to promoting quality educational services for the gifted students in the school district. BIRD HIKES AT SEABOURNE CREEK NATURE PARK RESUMES
The Texas Master Naturalist Coastal Prairie Chapter is eager to inform the public of the resumption of their monthly bird hikes, which began Wednesday, November 6th, from 8 - 10 AM. The bird hikes take place the first Wednesday of each month through May. They are led by expert birders in the Chapter and are free and open to the public. Participants, novices and up, should gather in the parking lot to meet their guides and obtain birding lists. Binoculars are strongly recommended. Seabourne Creek Nature Park is located on Hwy 36 next to the Rosenberg Civic Center.

The Texas Master Naturalist Coastal Prairie Chapter is excited to host Richard Fields, P.E. as the speaker for our January monthly program. In January 2013, three counties came together to form the Highway 36A Coalition, an advocacy group dedicated to developing free-flowing transportation facilities in southern Brazoria, western Fort Bend and Waller Counties. The general route for this corridor begins at Port Freeport and ends at SH 6 north of Hempstead, following existing SH 36 south of Rosenberg. The route is undefined across western Fort Bend County and follows the “Prairie Parkway” according to the Waller County thoroughfare plan north of IH 10, which crosses the Katy Prairie Conservancy. If you are not aware of the efforts of the Highway 36A Coalition currently we hope you will take advantage of this opportunity to learn what their proposal entails, what their concerns are. This program will take place on Thursday, January 9th, at 7 PM. The meeting will be preceded by a social time and snacks at 6:30 PM and will be held at the Bud O’Shieles Community Center located at 1330 Band Road, Rosenberg, 77471. The meeting is free and open to all interested persons.
