*Cinco MUD #1 is also “Cinco Master MUD” which is responsible for water supply, water wells and wastewater treatment. Master MUD also is responsible for the water rates the individual MUDs pay, as well as a number of water conservations efforts.
CURB APPEAL, HOW’S YOURS?
Take a look at the curb just outside your home, is yours clean, pleasing to look at? Or is it cracked and missing a piece or two? Also, look at the curbs in your immediate neighborhood. Look around and see if we need to get those broken curbs fixed. We all appreciate seeing a clean appearance to Cinco Ranch, especially with trimmed bushes, new flowers planted and healthy trees, however, look down at the curbs. With the combination of age and weather, our streets and sidewalks move. While we have definitely noticed the dead trees from the 2011 drought, we need to look down to make sure our curbs look as good as the day we moved into our home. In our monthly newsletter, The Cinco Spirit, there is a standing section titled “Who Do I Call.” Within that section there is a broken curb phone number. The number for Fort Bend County is 800-690-7623 and for Harris County the number is 281-463-8703. Take note that the Association maintains the gated communities, but the Counties maintain the curbs on the streets and cul de sac areas. CINCO AND CINCO SOUTHWEST SHARED USE AGREEMENT
Cinco has 7 pools available during the swim season. Starting in April, the Greenway Village pool will open. This pool stays open through the end of October. Cinco Southwest has two pools - The Lake House Pool and the Rosewood Pool. All of these pools are available for use by both Cinco and Cinco Southwest Residents. The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed. All Recreation Facilities are open to both Cinco and Cinco Southwest Residents. This includes pools, tennis courts, parks, hike and bike trails and the Lake House Recreation Facility. There are charges for renting some of the facilities. Members must purchase their Pool Key Cards from their appropriate Management Company. If you live east of Katy Gaston Road, you are in the Cinco Association and can purchase your Pool Key Cards at 3022 Windemere Park Lane. If you live west of Katy Gaston Road, you are in the Cinco Southwest Association and can purchase your Pool Key Cards at the Lake House at 25202 Springwood Lake Drive.

E-blasts can consist of Association News and Announcements, Cinco Ranch Events, Local Area Happenings, Cinco Ranch Area Public Service Announcements, Severe Weather Alerts and much more. E-blasts can contain current information, which is a benefit to the Association when immediate notices need to be sent to Residents. The Cinco Ranch Communication Committee under the direction of the CRPA Board of Directors has been working on better forms of communication for the Cinco Ranch Residents. The website offers the online experience of receiving news and information from your Association. Residents have a 24/7 connection to the Association Information and documentation. Legal Documents of all three Cinco Ranch Associations are available online. There is also local contact information that is area specific to Cinco Ranch. There are some online forms that will help you expedite your communication with the management company. Another feature that can be utilized is the online classified ad section. This is a free service and allows Resident the chance to list their treasures for sale. Several features have been built into the site to help our Residents.

UPDATE FOR NORTH FORT BEND COUNTY
By Commissioner Andy Meyers Reported crimes have decreased 7% in Fort Bend County and nearly 9% in the Katy/Fulshear area from 2010 to 2011, despite an increase in population. The crime rate has decreased each year for the last ten years resulting in Fort Bend County having the lowest crime rate of the ten largest Texas counties. An article in the Katy Section of the Houston Chronicle reported that crime in Katy/Cinco Ranch area, which is in both Harris and Fort Bend Counties, had increased.

The Fort Bend County Sheriff’s Office recently assigned 50 Deputies to the North County Annex located at the northeast corner of the Grand Parkway and the Westpark Toll Road. Building the Annex and locating the Sheriff’s Patrol Deputies in it will increase patrol time in the north part of the county by 10-15%, which helps decrease response times on complaints and reduce crime.

The two direct connectors at SH 99 and Interstate 10 are now open, significantly reducing traffic congestion at that intersection. TxDOT has begun construction of Segment “E” of the Grand Parkway from Interstate 10 to SH 290. Fort Bend County has begun construction of the first two of ten Grand Parkway overpasses in the portion of Segment “D” from FM 1093 to US 59. Construction of all ten overpasses and of Segment “E” should be completed by year end 2013.

The county will construct and operate a “Park and Ride” facility on property it owns on the north side of FM 1093/Westpark Toll Road between Mason Road and Grand Mission Drive. The “Park and Ride” is funded by a federal grant. It is scheduled to be completed by late summer 2013. Destinations from the “Park and Ride” will be to the Galleria Area, Greenway Plaza and the Medical Center. A continuous right turn lane from north FM 1463 to east Interstate 10 was completed in 2011 to reduce traffic congestion at that intersection. Further improvements to FM 1463, a state road, requires the federal government to approve and fund additional feeder lanes from FM 1463 east along I-10 and an overpass at the FM 1463/I-10 intersection. Such approval and funding is not anticipated for several years. To provide additional access to I-10, the county has been working with TxDOT, Waller County, city of Katy, and various property owners and developers to build the Cane Island Parkway from US 90 on the north to connect to FM 1463 on the south. Cane Island will include an overpass over I-10 about a mile west of the I-10 / FM 1463 intersection. This Project has been stalled by the Federal Highway Administration’s (FHWA) insistence that the state and local governments provide full funding for the ultimate I-10 overpass, which is estimated to cost $30 million. Another proposal has been made to FHWA for approval of a two-lane overpass over I-10. We currently await a response from FHWA.

Fort Bend County has begun engineering design on the extension of the FM 1093/Westpark Toll Road. The Project is in two Phases. Phase I consists of four lanes of FM 1093 frontage road from SH 99 to FM 1463, four lanes of main toll lanes from SH 99 to Spring Green Road, and a direct connector east FM 1093 to north SH 99. Construction of Phase I is slated to begin the fall of 2012 and will take 18-24 months. Phase II of the Project consists of four lanes of FM 1093 frontage road from FM 1463 to James Lane in Fulshear and will be about two months behind Phase I. The Project is funded mainly by TxDOT and the Fort Bend County Toll Road Authority.
