Do I Need A Modification Approval for My Christmas Gift?
The holiday season is approaching and Residents are beginning to look at Christmas gifts for their family. Many stores are having sales on outdoor play equipment, built in kitchens and swimming pools. This is a good time to plan that addition to the back yard while the pricing is right. As you think about your gifts, please remember that a modifications approval is required for all exterior changes/improvements to include but not limited to basketball goals, trampolines, play structures/swing sets, swimming pools, hot tubs, outdoor kitchens and numerous other improvements to your property. Modification Applications are due the first Friday of the Month. Meetings for approval are not held until the 3rd Tuesday of each month. November and December meetings are rescheduled to help with that last minute Christmas purchase. All applications must be in by the first Friday of the month, but the meetings will be held on November 20th and December 18th for approvals before holidays.

Holiday Decorating
At this time of year, the stores are full of the holiday decorations for inside your home and out. So before you buy that wonderful decoration, remember the time frame for exterior decorating in Cinco Ranch. Per Article XII, Section 18, lights for the holiday season may be displayed two (2) months prior to and one (1) month after any commonly recognized holiday for which such lights are traditionally displayed. Decorating neighborhoods has become a Cinco Ranch tradition. Neighborhoods are transformed into enchanting displays of lights and ornaments. Please be aware of your decorations and how they will affect the neighborhood. Lights should be placed as not to impair traffic or your neighbor’s comfort. Timers on lights make it easy to guarantee lighting time. Large ornaments too close to sidewalks could cause a tripping hazard if knocked over by wind. A simple layout of your yard and decorations will help you eliminate hazardous possibilities. We all enjoy the holiday season and the decorations that add to the festivities. Please be aware of any additional items that are left in the yard that are not decoration do not add to the holiday season and do not make our homes look the best they can. We all want our neighborhoods and houses to look the best they can all year long.

2013 Maintenance Fees are due on or before January 1, 2013. Residents may prepay fees or a portion of their fees at any time prior to the January 1, 2013 due date. The 2013 fees are $940 per household. In addition to the base assessment, gated communities will be assessed a neighborhood fee, please contact the Association Office for these fees. Statements were scheduled to be sent out in November 2012. If you did not receive your 2013 statement, please call The Association Office at 281-5990408. All payments made should be by personal check, cashier’s check or money order. No credit cards, debit cards or cash are accepted through The Association Office. Checks should be made payable to CRPA with your property address clearly indicated. You may pay your fees online at www. PCMI-US.com with a credit card, debit card or electronic check. A credit or debit card convenience fee will apply. You will also need your account number to utilize this process. The number is located on your statement. Fireworks Enforcement Christmas and New Year’s Eve
We receive many inquiries regarding fireworks enforcement. Fireworks are against Deed Restrictions and strongly discouraged. In the hands of amateurs, fireworks are dangerous. They can lead to burns, hearing loss and other injuries and, especially during times of near-drought, they can cause property damage. Where addresses can be identified, we will send letters to the property owners asking them to cease this type of activity and clean up the debris left behind. As required under the Texas Property Code, the property owner has to be given an opportunity to cure the violations or the opportunity to request a hearing within 30 days of the date listed on the letter. The Association has put up “No Fireworks� signs throughout the subdivision, as well as announcements on the websites in the hope that this will be a deterrent to homeowners violating this restriction. The problem is that fireworks are not against the law in Fort Bend or Harris County. Until the County laws are changed so that it is no longer legal for individuals to shoot fireworks, the association has very limited enforcement ability with regard to fireworks.

The Cinco Ranch Residents participate in the Holiday Drive for Katy Christian Ministries every year in November & December. One of the drop-off sites is The Association Office located at 3022 Windemere Park Lane. Katy Christian Ministries (KCM) was formed by the churches in the Katy area to help accommodate the needs of the community. This ranges from Social Services, Domestic and Sexual Abuse to the Food Pantry. There are several programs affiliated with KCM that benefit our community. The Holiday Drive is just one of them that the Cinco Residents take pride in serving. Winterizing Your Home: Preparing Your Home for Winter
(Source: About.com) Here are ten tips to help you prepare your home for winter: 1) Heating System Inspection • Call an HVAC professional to inspect your furnace. • Stock up on air filters and change them monthly. • Consider switching out your thermostat for a programmable thermostat. • Remove all flammable material from the area surrounding your furnace. 2) Get the Fireplace Ready • Cap or screen the top of the chimney to keep out rodents and birds. • If the chimney hasn’t been cleaned for a while, call a chimney sweep to remove soot and creosote. • Buy firewood or chop wood. Store it in a dry place away from the exterior of your home. • Inspect the fireplace damper for proper opening and closing. • Check the mortar between bricks and tuck-point, if necessary. 3) Check the Exterior, Doors and Windows • Inspect exterior for crevice cracks and exposed entry points around pipes; seal them. • Use weather-stripping around doors to prevent cold air from entering the home and caulk windows. • Replace cracked glass in windows and, if you end up replacing the entire window, prime and paint exposed wood. 4) Inspect Roof, Gutters & Downspouts • If your weather temperature will fall below 32 degrees in the winter, adding extra insulation to the attic will prevent warm air from creeping to your roof and causing ice dams. • Check flashing to ensure water cannot enter the home. • Replace worn roof shingles or tiles. • Clean out the gutters and use a hose to spray water down the downspouts to clear away debris. • Consider installing leaf guards on the gutters or extensions on the downspouts to direct water away from the home.

Mice can slip through space as thin as a dime. • Inspect sill plates for dry rot or pest infestation. • Secure crawlspace entrances. 7) Install Smoke and Carbon Monoxide Detectors • Some cities require a smoke detector in every room. • Buy extra smoke detector batteries and change them when daylight savings ends. • Install a carbon monoxide detector near your furnace and / or water heater. • Test smoke and carbon monoxide detectors to make sure they work. • Buy a fire extinguisher or replace an extinguisher older than 10 years. 8) Prevent Plumbing Freezes • Locate your water main in the event you need to shut it off in an emergency. • Drain all garden hoses. • Insulate exposed plumbing pipes. • Drain air conditioner pipes and, if your AC has a water shut-off valve, turn it off. • If you go on vacation, leave the heat on, set to at least 55 degrees. 9) Prepare Landscaping & Outdoor Surfaces • Trim trees if branches hang too close to the house or electrical wires. • Ask a gardener when your trees should be pruned to prevent winter injury. • Plant spring flower bulbs and lift bulbs that cannot winter over such as dahlias in areas where the ground freezes. • Seal driveways, brick patios and wood decks. • Move sensitive potted plants indoors or to a sheltered area. 10) Prepare an Emergency Kit • Buy indoor candles and matches / lighter for use during a power shortage.

• Find the phone numbers for your utility companies and tape them near your phone or inside the phone book. • Buy a battery back-up to protect your computer and sensitive electronic equipment. • Store extra bottled water and non-perishable food supplies (including pet food, if you have a pet), blankets and a first-aid kit in a dry and easy-toaccess location. • Prepare an evacuation plan in the event of an emergency.
Street Parking Near the Schools
With the Katy ISD bus changes this year, many parents are dropping off and picking up their children at school. This means there are many more cars parked along the streets near the schools. Please be extra cautious in these areas and be alert to the parked cars and the children walking to and from the cars. Thank you.

Parking in the Street
When a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time. While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at your home and may need additional parking. Ask if they would mind guests parking in front of their homes to help eliminate the congestion on the street. To assist the Emergency Services in their endeavors and help eliminate road congestion, we ask that Residents refrain from parking in the street. Your assistance in this matter would be greatly appreciated.
Help Keep Our Lights On
Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not. If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy or report it to the Associations Office. To report the outage yourself you will either fill out the form available at: www. centerpointenergy.com/outage or you can call the information into Centerpoint Energy at 713-207-2222. The electronic form is much faster as you won’t be put on “hold.” You can also report dim lights, leaning poles, etc. on the electronic form. Copy the email to the Cinco Ranch Residential Office at: CincoRanchCustomerCare@ pcmi-us.com so we can keep the list of lights reported.

Cinco and Cinco Southwest Shared Use Agreement
Cinco has 9 pools available during the swim season. Starting in April, the Greenway Village pool will open. This pool stays open through the end of October. Cinco Southwest has two pools - The Lake House Pool and the Rosewood Pool. All of these pools are available for use by both Cinco and Cinco Southwest Residents. The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed. All Recreation Facilities are open to both Cinco and Cinco Southwest Residents. This includes pools, tennis courts, parks, hike and bike trails and the Lake House Recreation Facility. There are charges for renting some of the facilities. Members must purchase their Pool Key Cards from their appropriate Management Company. If you live east of Katy Gaston Road, you are in the Cinco Association and can purchase your Pool Key Cards at 3022 Windemere Park Lane. If you live west of Katy Gaston Road, you are in the Cinco Southwest Association and can purchase your Pool Key Cards at the Lake House at 25202 Springwood Lake Drive.

The Cinco Ranch Communication Committee under the direction of the CRPA Board of Directors has been working on better forms of communication for the Cinco Ranch Residents. The website offers the online experience of receiving news and information from your Association. Residents have a 24/7 connection to the Association Information and documentation. Legal Documents of all three Cinco Ranch Associations are available online. There is also local contact information that is area specific to Cinco Ranch. There are some online forms that will help you expedite your communication with the management company. Another feature that can be utilized is the online classified ad section. This is a free service and allows Resident the chance to list their treasures for sale. Several features have been built into the site to help our Residents. Police Holiday Safety Tips Holiday Shopping Tips
1) Do not leave purchased items visible in the car-leave them in the trunk. 2) While shopping in the evening hours may be less crowded, there are also additional potential risks involved. Park in areas of parking lots that have adequate lighting. Consider shopping with someone rather than going alone. 3) Make sure purses and wallets are secure on your person and you are aware of their location at all times. 4) Keep the amount of available cash you have at a minimum or separate it into different pockets or locations on or about your person. This way all of it is not lost if your purse or wallet is misplaced or stolen. 5) Credit cards offer convenience and security, however, keep track of all cards and keep receipts to compare to your monthly statement. 6) Remain aware of your surroundings at all times and move to and from your vehicle with confidence and “purpose.” Have keys ready before getting to your car so you do not have to search for them while standing near it. 7) Report suspicious people or activity to law enforcement immediately! 8) Most important is to reduce your own vulnerability and do what you can to minimize the possibility that you could be a victim of a crime or accidental loss.
Home Safety Tips While Away
1) Valuable items, such as televisions, stereos and computers should be inscribed with an identifying number unique to its owner (do not use your entire social security number).

2) Create an up-to-date home inventory including make, model, serial numbers, other detailed descriptions and photographs of items of value (including jewelry). This inventory should be kept somewhere safe, out of the house. 3) At least two light timers should be set to turn the lights and TV on and off in a logical sequence when away for an extended time period to give the appearance that someone is home. 4) The motion detector or other alarm system (if you have one) should be activated when you leave home. 5) Mail and newspaper deliveries should be stopped or arrangements for a neighbor/friend to pick them up should be made when you are away from home for a period of time. 6) Ask a trusted neighbor to tend the yard and watch your home when you are away or have a trusted friend or relative house sit in your absence. 7) Make sure all doors and windows are locked when you leave, even if you have an alarm system. Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current • Allows for quick identification in case of a bite incident • Provides revenue to offset the administration costs of the animal control program VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans. Do you have a transformer in your yard? If you do, please do not directly surround it with mulch or dirt. Transformers must have the sides exposed so they can cool properly. Otherwise they will over heat and burn out. Also, the sides of a transformer can rust through due to mulch holding moisture against them. Please do your part and clear the area around transformers in your yard.

Give them as much information as possible, including the address and/or pole number. If you prefer to call, the number is 713-207-2222. • Street sign or stop sign down or missing - Please contact the county. The Harris County phone number is 281-463-6300 and Fort Bend County phone number is 281-341-9562. Let them know you are calling regarding a sign and they will transfer you to the proper person. They will need to know the street name and location. If you are in a custom area, please contact the Association office at 281-599-0408. • Broken curb - If you live in Ft. Bend County, call Road & Bridge at 800690-ROAD (800-690-7623) and if you are in Harris County, you can call 281463-8703 for Service Requests & Road Maintenance. If you see any curbs needing repair around the islands in the Cul de Sac or along the boulevards, please call and report these, too. If you live in a gated section, the streets and curbs are maintained by the association with funds from the separate assessment billed annually. On a related note, the driveway “apron” is the responsibility of the individual property owner, no matter who maintains your street. Also, the sidewalks adjoining residential lots are the responsibility of the owner. • If a long flowering period is desired, pansies should be placed in their permanent beds not later than this month. Fertilize monthly with manure, super-phosphate or a liquid high-phosphate product. Keep flowers picked for more bloom. • Take tulips out of cold storage and plant late this month. • Fertilize established trees, spring-blooming shrubs, spurias and sweet peas (after they are a foot tall) with a fertilizer such as 13-13-13; Louisiana iris with cotton seed meal and manure. • Azaleas and camellias may be moved now. Keep moist to lesson cold weather damage. May acidify again. • Last month to plant early blossoming spring bulbs, speciosum and other varieties of lilies. Mulch. • Water plants well before a freeze; dry roots are easily damaged. • Don’t forget to provide food and fresh water for birds. More birds die from lack of water than lack of food.

Notably among the awards was Secondary Speech Educator of the Year, which was presented to Gay Hollis, James Taylor High School debate coach. She has had a very successful coaching career at Taylor and other schools and is a teacher looked up to by students and colleagues alike. Other teachers attending were the speech and debate coaches from Mayde Creek High School, Greg McGee; from Morton Ranch High School, Carrie Sanguinetti and from Seven Lakes High School, Charli Lennon. Rounding out the group were retired Katy teachers Norma Coston and Bo Williamson who currently own Custom Awards & Engraving in Katy. Although retired from teaching and coaching, the two remain active in their professional association and Custom Awards & Engraving donates the award plaques each year for the various categories of Educator of the Year. Both Bo and Norma are Life Members of the association and while Coston has been a member for 32 years, Williamson boasts a 48-year membership.

Another winner from our area was George Tennison, speech teacher and debate coach from Olle Middle School in the Alief School District. He was honored as TSCA’s Middle School Speech Educator of the Year. Next year’s convention will be held in Corpus Christi and all speech and debate teachers are encouraged to attend and learn from the sessions provided as well as ideas of colleagues’ they meet. It’s a “once a year” opportunity to experience a “teaching growth spurt” over a short period of time.

Following the FFA motto “…Living to serve,” in 1943, L.D. Robinson, former Katy High School agriculture teacher, initiated the Katy ISD FFA Livestock Show & Rodeo to serve and better prepare Katy ISD students. To celebrate the legacy of Robinson and the anniversary of the FFA Livestock Show & Rodeo, the Casey Donahew Band will perform a concert on February 9, 2013 at 7 PM at the Leonard E. Merrell Center. All proceeds from the concert will benefit the L.D. Robinson Scholarship Fund.
Casey Donahew released his fourth studio album, Double Wide Dream, in October 2011. In 2012, the Donahew organization received five nominations at the annual Texas Regional Radio Music awards and in June signed up for professional membership with the Academy of Country Music (ACM).

For several weeks leading up to the Susan G. Komen Race in Houston, Sue Creech Elementary (SCE) in Katy ISD runs its “Comets for a Cure” campaign. Led by Creech staffer and survivor Penny Ducote, the staff and students at Creech bring in their pennies, nickels, dimes and more to raise funds that will be donated to Komen. Creech also had runners and walkers participating in the Komen Race in early October.

CREECH ELEMENTARY HOSTS FETED BOOK ILLUSTRATOR WILL TERRY
On Wednesday October 17th, book illustrator Will Terry entertained and educated Kindergarten, 1st and 2nd grade students at Katy ISD’s Creech Elementary by sharing a presentation with them on how he creates his illustrations. He then guided the students through an illustration lesson using a common image - a cat - and multiple shapes as a base. Terry’s illustrations are seen in such celebrated books as The Three Little Gators, Senorita Gordita and Nasty Bugs - all of which captivate the imaginations of children ages 3 - 8. Terry has been an Illustrator for 20 years and he lives in Utah.
CREECH ELEMENTARY CELEBRATES SUE CREECH DAY WITH STUDENT COUNCIL INDUCTIONS
Creech Elementary celebrates Sue Creech Day every year on October 15th, in honor of its namesake, the late Betty Sue Creech. Mrs. Creech was a teacher at Katy Junior High for 28 years until her death in 1995. Her principal was Roosevelt Alexander. Mrs. Creech’s daughter Susan Stormer joined the staff and students this year on her Mother’s special day to help induct the 2012 - 2013 Student Council. The induction program included a video profile of Mrs. Creech’s life, community service and values.

WILLIAMS ELEMENTARY PTA HOLDS BIKE SAFETY RODEO
The Williams Elementary PTA hosted their first Bike Rodeo on Sept. 30th to celebrate bike safety. Thanks to the generosity of the JWE parents and volunteers, Cub Scout Pack 545, Bike Barn, local newspapers and JWE PTA, they were able to provide bike safety information and activities for all in attendance. The children participated in helmet and bicycle inspections and maneuvered through several bike skills courses and crosswalks to help reinforce safe biking skills and safety.

The Katy Christian Women’s Connection (KCWC) prayer coffee
The Katy Christian Women’s Connection (KCWC) hosted a prayer coffee on October 11th at their new Prayer Coffee location, The Fellowship at Cinco Ranch Church in Katy. The ladies enjoyed the fellowship, sharing and prayers of the women in attendance. Jennifer Phillips Lawrence shared her testimony of how the Lord has work through her life, with abundant blessings for her family, it was very inspiring and she touched everyone’s hearts. Each September, the Piecemakers quilting group from Living Word Lutheran Church takes a break from making quilts for Lutheran World Relief to make quilts for the children at The Krause Center in Katy. This year, they presented Tawana Goodwin with twenty quilts. Each child receives a quilt when they arrive at the Center and takes the treasured quilt with them when they leave. During the rest of the year, the Piecemakers make quilts for Lutheran World Relief. These mission quilts go out into the world to provide people in need with the warmth and comfort of a quilt. LWR’s goal in 2013 is to provide 500,000 quilts for people in refugee camps or in areas hit by a natural disaster. The Piecemakers meet twice a month to tie quilts. Living Word Lutheran Church invites the Katy community to its presentation of “A Night of Rejoicing” on Sunday, December 9th at 8:00 am, 9:30 am and 11:00 am in the church sanctuary. The cantata will feature the Living Word Choir, Bell Choir, Choristers and a chamber orchestra. “A Night of Rejoicing” features both familiar Christmas carols and newly-composed pieces. St Peter’s UMC Christmas is Coming! What is Christmas without Handel’s Messiah?
To many people, Christmas is just not Christmas without singing or hearing Handel’s Messiah. The Chancel Choir of St Peter’s United Methodist Church will present our annual ‘Messiah Sing-along’ with full orchestra in the Sanctuary on Sunday, December 9th, at 7:00 pm. Kimberly Akimbo, By David Lindsay-Abaire, Directed by Ron Jones, Through December 15, 2012, STUDIO 101 (1824 Spring Street, Houston 77007). Kimberly Akimbo is a play written in 2000 by Pulitzer prize-winning playwright David Lindsay-Abaire. Its title character is a lonely teenage girl suffering from a disease a lot like progeria, that causes her to age 4 and a half times as fast as normal. Thus, Kimberly is trapped inside the frail physical body of an elderly woman. She meets another misfit (a teenage boy) and the two form an attachment to one another that borders on attraction. The situation is not helped by Kimberly’s rapidly deteriorating health. Soon Kimberly’s family gets mixed up in some crazy money schemes and the family gets emotionally destroyed.

The only time our clients say they feel free is when they’re riding a horse in a brisk walk around the arena or driving a carriage through the wooded pastures or feel the nudge of a horse’s muzzle at their shoulder saying, “I’m glad to see you, my friend.” Nothing else can compare with therapy on horseback. Equine-assisted activities improve physical balance and coordination, mental acuity, emotional stability and social interactions. At SIRE, we see miracles on horseback happen every day. The work of our dedicated volunteers helps guarantee that children and adults with disabilities in the Greater Houston Area will have the programs they need to live longer, healthier, more productive lives. In addition to their weekly work in the arena, many of our volunteers donate their time and talents at fund-raising events such as our annual Ride-A-Thon and the yearly Trailblazers Luncheon. Volunteers are on hand during the NARHA on-site certification and annual SIRE Show-Off and volunteers are vital to our Clients’ successes at the Top Hands Horse Show, during the Houston Rodeo and competition at the regional and state Special Olympics. Therapeutic horseback riding creates a bond of success between the rider and their horse. Volunteers are their own personal cheering section and the instructor is their mentor and coach. How would you feel if you saved a kid’s life? StandUp For Kids is an all volunteer organization dedicated to saving the lives of at-risk and homeless kids through volunteer outreach efforts. Our volunteers search the streets in order to find, stabilize and otherwise help homeless and street kids improve their lives. Every day throughout the US thirteen kids die on the streets from abuse, disease and suicide. According to recent statistics Houston has up to 2,500 kids living on the streets at any given time. Texas has the highest rate of homeless youth in the U.S. StandUp For Kids needs supplies for our Houston program, which provides food, clothing, counseling and a safe environment for the homeless youth of Houston.
