NEW MANAGEMENT CONTRACT

As you are well aware, the CRPA Board has worked for almost a year in anticipation of the end of the current Management contract with PCMI, which runs through 12/31/13. During this endeavor, we targeted October 1st to have a follow up contract in place to insure ample time for transition if a new company was selected. Today, we are announcing that last week, we negotiated and executed a three-year contract to engage Principal Management Group (PMG) as our Agent beginning 1/1/14. This year-long project Identified three (3) prospective management companies in addition to PCMI which were interviewed and eventually invited to submit proposals. The other two companies that we interviewed were C.I.A. Services and FirstService Residential (was Association Management, Inc./AMI). All four companies submitted proposals and after some follow up interviews, the Board unanimously voted to accept the PMG proposal and negotiate final terms.

NEW HOMEOWNER ASSOCIATION MANAGEMENT COMPANY BEGINS IN 2014

Principal Management Group of Houston is pleased to announce we have been contracted by the Board of Directors to manage the daily affairs of Cinco Residential Property Association, Inc. and Cinco Landscaping Maintenance beginning January 1, 2014. DO I NEED A MODIFICATION APPROVAL FOR MY CHRISTMAS GIFT?

The holiday season is here and Residents are looking at Christmas gifts for their family. As you think about your gifts, please remember that a modifications approval is required for all exterior changes/improvements to include but not limited to basketball goals, trampolines, play structures/ swing sets, swimming pools, hot tubs, outdoor kitchens and numerous other improvements to your property. Modification Applications are due the first Friday of the Month. Meetings for approval are not held until the 3rd Tuesday of each month. Applications are available online at www.CincoRanchLife.org or you may pick one up at the Association Office located at 3022 Windemere Park Lane, Katy, TX 77494. Reviewing the Supplemental Architectural Modification Guidelines for specific requirements about the modification you are applying for are also located online or at our office. Don’t forget to get that holiday gift approved before installing.

POLICE HOLIDAY SAFETY TIPS HOLIDAY SHOPPING TIPS

1) Do not leave purchased items visible in the car - leave them in the trunk. 2) While shopping in the evening hours may be less crowded, there are also additional potential risks involved. Park in areas of parking lots that have adequate lighting. Consider shopping with someone rather than going alone. 3) Make sure purses and wallets are secure on your person and you are aware of their location at all times. 4) Keep the amount of available cash you have at a minimum or separate it into different pockets or locations on or about your person. This way all of it is not lost if your purse or wallet is misplaced or stolen. 5) Credit cards offer convenience and security; however, keep track of all cards and keep receipts to compare to your monthly statement. 6) Remain aware of your surroundings at all times and move to and from your vehicle with confidence and “purpose.” Have keys ready before getting

to your car, so you do not have to search for them while standing near it. 7) Report suspicious people or activity to law enforcement immediately! 8) Most important is to reduce your own vulnerability and do what you can to minimize the possibility that you could be a victim of a crime or accidental loss.

HOME SAFETY TIPS WHILE AWAY

1) Valuable items, such as televisions, stereos and computers should be inscribed with an identifying number unique to its owner (do not use your entire social security number). 2) Create an up-to-date home inventory including make, model, serial numbers, other detailed descriptions and photographs of items of value (including jewelry). This inventory should be kept somewhere safe, out of the house. 3) At least two light timers should be set to turn the lights and TV on and off in a logical sequence when away for an extended time period to give the appearance that someone is home. 4) The motion detector or other alarm system (if you have one) should be activated when you leave home. 5) Mail and newspaper deliveries should be stopped or arrangements for a neighbor/friend to pick them up should be made when you are away from home for a period of time. 6) Ask a trusted neighbor to tend the yard and watch your home when you are away or have a trusted friend or relative house sit in your absence. 7) Make sure all doors and windows are locked when you leave, even if you have an alarm system. WINTERIZING YOUR HOME: PREPARING YOUR HOME FOR WINTER (SOURCE: ABOUT.COM)

Here are ten tips to help you prepare your home for winter: 1) Heating System Inspection • Call an HVAC professional to inspect your furnace. • Stock up on air filters and change them monthly. • Consider switching out your thermostat for a programmable thermostat. • Remove all flammable material from the area surrounding your furnace. 2) Get the Fireplace Ready • Cap or screen the top of the chimney to keep out rodents and birds. • If the chimney hasn’t been cleaned for a while, call a chimney sweep to remove soot and creosote. • Buy firewood or chop wood. Store it in a dry place away from the exterior of your home. • Inspect the fireplace damper for proper opening and closing. • Check the mortar between bricks and tuck-point, if necessary. 3) Check the Exterior, Doors and Windows • Inspect exterior for crevice cracks and exposed entry points around pipes; seal them. • Use weather-stripping around doors to prevent cold air from entering the home and caulk windows. • Replace cracked glass in windows and if you end up replacing the entire window, prime and paint exposed wood. 4) Inspect Roof, Gutters & Downspouts • If your weather temperature will fall below 32 degrees in the winter, adding extra insulation to the attic will prevent warm air from creeping to your roof and causing ice dams. • Check flashing to ensure water cannot enter the home. • Replace worn roof shingles or tiles.

• Clean out the gutters and use a hose to spray water down the downspouts to clear away debris. • Consider installing leaf guards on the gutters or extensions on the downspouts to direct water away from the home. 5) Service Weather-Specific Equipment • Drain gas from lawnmowers. • Replace worn rakes. • Clean, dry and store summer gardening equipment. • Sharpen ice choppers and buy bags of ice-melt / sand. 6) Check Foundations • Rake away all debris and edible vegetation from the foundation. • Seal up entry points to keep small animals from crawling under the house. • Tuckpoint or seal foundation cracks. Mice can slip through space as thin as a dime. • Inspect sill plates for dry rot or pest infestation. • Secure crawlspace entrances. 7) Install Smoke and Carbon Monoxide Detectors • Some cities require a smoke detector in every room. • Buy extra smoke detector batteries and change them when daylight savings ends. • Install a carbon monoxide detector near your furnace and / or water heater. • Test smoke and carbon monoxide detectors to make sure they work. • Buy a fire extinguisher or replace an extinguisher older than 10 years. 8) Prevent Plumbing Freezes • Locate your water main in the event you need to shut it off in an emergency. • Drain all garden hoses. • Insulate exposed plumbing pipes. • Drain air conditioner pipes and if your AC has a water shut-off valve, turn it off. • If you go on vacation, leave the heat on, set to at least 55 degrees.

FIREWORKS ENFORCEMENT CHRISTMAS AND NEW YEAR’S EVE

We receive many inquiries regarding fireworks enforcement. Fireworks are against Deed Restrictions and strongly discouraged. In the hands of amateurs, fireworks are dangerous. They can lead to burns, hearing loss and other injuries and especially during times of near-drought, they can cause property damage. Where addresses can be identified, we will send letters to the property owners asking them to cease this type of activity and clean up the debris left behind. As required under the Texas Property Code, the property owner has to be given an opportunity to cure the violations or the opportunity to request a hearing within 30 days of the date listed on the letter. The Association has put up “No Fireworks” signs throughout the subdivision, as well as announcements on the websites in the hope that this will be a deterrent to homeowners violating this restriction.

The problem is that fireworks are not against the law in Fort Bend or Harris County. Until the County laws are changed so that it is no longer legal for individuals to shoot fireworks, the association has very limited enforcement ability with regard to fireworks. If you would like to see the County laws change with regard to fireworks, we encourage you to write to your County Commissioner and inform your respective Commissioner how you feel as a tax paying citizen of the County regarding fireworks. If your property is in Harris County, you may contact Commissioner Steve Radack’s office at pct3@hctx.net. If your property is in Fort Bend County, you may contact Commissioner Andy Meyers at meyersan@co.fort-bend.tx.us. Any other suggestions are always welcome. Decorating neighborhoods has become a Cinco Ranch tradition. Neighborhoods are transformed into enchanting displays of lights and ornaments. Please be aware of you decorations and how they will affect the neighborhood. Lights should be placed as not to impair traffic or your neighbors comfort. Timers on lights make it easy to guarantee lighting time. Large ornaments to close to sidewalks could cause a tripping hazard if knocked over by wind. A simple layout of your yard and decorations will help you eliminate hazardous possibilities. We all enjoy the holiday season and the decorations that add to the festivities. Please be aware of any additional items that are left in the yard that are not decorations do not add to the holiday season and do not make our homes look the best they can. We all want our neighborhoods and houses to look the best they can all year long.

PICK UP YOUR DOG’S WASTE

When walking your dog, please do not allow them to walk in people’s yards. In the event your dog does wander onto someone’s property and uses the bathroom please pick up all of the waste. A single gram (about the size of a dime) of dog feces contains 23 million fecal coliform bacteria. Dog feces may harbor dangerous bacteria and viruses such as: whipworms, roundworms, tapeworms, parvo, giardiasis, salmonellosis and cryptosporidiosis. Pet waste is not fertilizer. It actually kills plants and grasses. Improperly disposed of or left unchecked, dog waste pollutes our environment and can even filter into our water supply. Uncollected dog waste that washes into streams and storm drains is the #3 contributor to water contamination. Pick up your dog’s waste. Not only will it help the environment, but it will ensure you and your dog a clean and safe area to enjoy together!

PARKING IN THE STREET

Did you know it is against Cinco Ranch Covenants for residents to park in the street (Article XII, Section 2(a))? Additionally, when a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering

down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time. While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at your home and may need additional parking. Ask if they would mind guests parking in front of their homes to help eliminate the congestion on the street. Remember, parking on the street for residents is prohibited and can impact the ability of emergency services to reach you or a neighbor in an emergency. Your cooperation will ensure Cinco Ranch retains its reputation as the premiere area to live in.

DO YOU KNOW WHO YOUR NEIGHBORHOOD REPRESENTATIVE COMMITTEE (NRC) REPRESENTATIVES ARE?

Did you know that each area of Cinco Ranch has Neighborhood Representative Committee (NRC) Representatives positions? While not every position is filled (we’re looking for volunteers who want to get involved!), most have an NRC rep and many have 1st and 2nd alternate reps. These are volunteers from your neighborhood. Your NRC rep is a tremendous source of information and a resource you should use. But, you have to know who your rep is, in order to contact him/her. A quick call to the Cinco Property Association Office at 281-599-0408 is all it takes to find out the name and contact information for your rep.

All the NRC reps are trying to build contact lists to keep you informed, but they need you to reach out and let them know you want to be added to their contact list. Many NRC reps have started Facebook pages to help keep their neighbors informed. There are many issues facing Cinco Ranch that you should be aware of. Knowing who your NRC rep is, is one way to stay in the know. So call today and find out who your NRC rep is and contact them to let them know you want to be added to their listing.

Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. CINCO AND CINCO SOUTHWEST SHARED USE AGREEMENT

Cinco has 7 pools available during the swim season. Cinco Southwest has three pools, the Lake House Pool and the Rosewood Pool and Rollingwood Pool. All of these pools are available for use by both Cinco and Cinco Southwest Residents. The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed. All Recreation Facilities are open to both Cinco and Cinco Southwest Residents. This includes pools, tennis courts, parks, hike and bike trails and the Lake House Recreation Facility. There are charges for renting some of the facilities. Members must purchase their Pool Key Cards from their appropriate Management Company. If you live east of Katy Gaston Road, you are in the Cinco Association and can purchase your Pool Key Cards at 3022 Windemere Park Lane. Keys are $25 each. Bring a picture ID and a check or money order made payable to CRPA to purchase your keys. We do not accept cash or credit/debit cards. If you are a new homeowner, please bring in your closing paperwork. If you rent a home, please bring in your lease and a letter from your landlord stating you are in good standing. PET LEASH LAWS IN THE CINCO RANCH AREA HARRIS COUNTY - LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current • Allows for quick identification in case of a bite incident • Provides revenue to offset the administration costs of the animal control program VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies.

Do you have a transformer in your yard? If you do, please do not directly surround it with mulch or dirt. Transformers must have the sides exposed so they can cool properly. Otherwise they will over heat and burn out. Also, the sides of a transformer can rust through due to mulch holding moisture against them. Please do your part and clear the area around transformers in your yard.

If you see any curbs needing repair around the islands in the Cul de Sac or along the boulevards, please call and report these, too. If you live in a gated section, the streets and curbs are maintained by the Association with funds from the separate assessment billed annually. On a related note, the driveway “apron” is the responsibility of the individual property owner, no matter who maintains your street. Also, the sidewalks adjoining residential lots are the responsibility of the owner. Recently, signs have been added to the area surrounding the lake at Lake Pointe advising residents not to feed the ducks at the park and lake. The duck population at Lake Pointe is a concern and feeding the ducks is encouraging the ducks to loiter. The ducks are a part of nature and the lake is a natural area, but feeding the ducks in this manner causes a duck population growth and subsequently the mess that goes along with it. It’s been a long, hard winter for your yard. While your plants go dormant to cope with the colder weather, your sprinkler system can feel the effects of winter, too. Cracks in the pipes can lead to costly leaks and broken sprinkler heads can waste water and money. You could be losing up to 25,000 gallons of water and more than $90 over a six-month irrigation season - the cost of about 300 daffodil bulbs!

The Neighborhood Representative Committee is requesting residents to submit their contact information to their neighborhood rep. Your email is the best form of communication amongst the neighborhoods. Each representative will collect a listing for their neighborhoods to help with community communication. This information will be used for community awareness only.

• Connect. Examine points where the sprinkler heads connect to pipes/ hoses. If water is pooling in your landscape or you have large wet areas, you could have a leak in your system. A leak as small as the tip of a ballpoint pen (1/32nd of an inch) can waste about 6,300 gallons of water per month.

Just one quart of motor oil can ruin the quality of 250,000 gallons of water. Decomposing leaves and grass clippings can cause large amounts of algae to grow which depletes the oxygen level in the water and can lead to fish kills.

1 cup white sugar 5 cups hot water 10 cups pecan halves pepper

2/3 cup white sugar 5 tablespoons chili powder 1 tablespoon cayenne

Stir 1 cup sugar into the hot water in a large bowl until the sugar is completely dissolved. Soak the pecans in the water for 1 hour; drain. Preheat an oven to 400 degrees F (200 degrees C). Line two 9x13 inch baking dishes with parchment paper. Sift the 2/3 cup sugar, chili powder, and cayenne pepper together in a separate large bowl; add the pecans and toss to coat evenly. Spread the coated pecans in a single layer into the prepared dishes. Bake in the preheated oven until the coating on the pecans is bubbly, stirring once, 10 to 15 minutes. 1 (15 ounce) can pumpkin puree 4 eggs 1 cup vegetable oil 2/3 cup water 3 cups white sugar 3 1/2 cups all-purpose flour 2 teaspoons baking soda 1 1/2 teaspoons salt 1 teaspoon ground cinnamon 1 teaspoon ground nutmeg 1/2 teaspoon ground cloves 1/4 teaspoon ground ginger 1 teaspoon vanilla Preheat oven to 350 degrees F (175 degrees C). Grease and flour three 7x3 inch loaf pans. In a large bowl, mix together pumpkin puree, eggs, oil, vanilla, water and sugar until well blended. In a separate bowl, whisk together the flour, baking soda, salt, cinnamon, nutmeg, cloves and ginger. Stir the dry ingredients into the pumpkin mixture until just blended. Pour into the prepared pans. Bake for about 50 minutes in the preheated oven. Loaves are done when toothpick inserted in center comes out clean. This event encouraged a positive Fielder spirit, while teaching the Falcons about the importance of Fitness, Leadership and Character.

This year, on October the 8th, Edna Mae Fielder Elementary joined more than 40 countries worldwide in celebrating “International Walk to School Day.” Parents and students dressed in different color shirts, depending on the direction from which they were walking. The students were also able to take a picture with the Willowfork Fire Department fire truck that same morning! Thank you to the Fielder PTA, who hosted this first-time event.

THE LONE STAR SYMPHONIC BAND

The group recently recorded a Christmas themed CD, which will be available for purchase at all concerts this season. The Band is based in west Houston, with rehearsals and concerts held at CrossPoint Community Church off of Westgreen Blvd. and I-10 (The Katy Freeway). Five concerts are slated for the Lone Star Symphonic Band’s 21st Season, with tickets for all concerts available on the Band’s website, www.lssband.org, for $5.50 each and will be available the day of the concert at the door for $10 each. All concerts begin at 4:00 PM and feature the Lone Star Dixieland Band for 30 minutes prior to the main performance in the foyer. All selections performed will feature life’s many colors. December 15, 2013 will be the Lone Star Symphonic Band’s Christmas and Hanukkah themed concert, titled “Celebrate the Season.” On March 2, 2014, the Band will perform “Lone Star,” a concert as big as Texas! The Lone Star Symphonic Band will perform on May 4, 2014, a spring-filled concert titled “Spring into Fun!” The annual patriotic concert, titled “We Hold These Truths,” will be held on June 29, 2014. The Lone Star Symphonic Band is a non-profit volunteer organization dedicated to bringing performances of artistic merit to the Houston metropolitan area. Founded in 1993 as the West Houston Concert Band, the band is comprised of musicians from all walks of life and instills the value that music is a life-long event, continuing well beyond high school and college. The Band is under the direction of Mr. Bob Bryant.

FOSTER CHILDREN: PREPARATION FOR ADULT LIVING (PAL)

When foster children reach age 18, they are considered independent. That’s difficult for kids who have been wards of the state, with necessities arranged by caseworkers with state funds. Now they’ll have to figure out how to organize themselves and make their money last a whole month. Fortunately, Child protective Services offers them a program to help prepare for independence: Preparation for Adult Living (PAL). The year-long course culminates in an all-day workshop hosted by the National Council for Jewish Women (NCJW). The course is held at Junior Achievement’s BizTown, using computer kiosks sponsored by local businesses.
