The Cinco Ranch 2013 Budget Story… Cinco Residential Property Association, Inc. (“CRPA,”“Association”)

Dear Cinco Ranch Homeowners, The Community Association Staff, CRPA, Finance and Audit Committee (FAC) and the CRPA Board of Directors (Board) have taken a conservative and diligent approach with the budget preparation for 2013, working many hours to develop and refine the budget so that the assessment adequately meets the Association’s needs for the coming year(s). On the website www.cincoranchlife.org, you will find a summary budget showing 2013 projected income and expenses and how 2013 compares with the current year, as well as comparisons to further reflect the annual expense comparisons for your review. As with last year, the recent annual assessment invoice you received had this summary also included. In mid-November 2012, you received your statement reflecting the CRPA dues for 2013, plus any balance that may be on your account from a prior period. Maintenance fees are due Jan. 1, 2013. If you have not received your statement, please contact the Association Office at 281-599-0408 or CustomerCare@pcmi-us.com to request a duplicate. In the end, the Board held the 2013 assessment at $940 per residential lot. If you live in a gated section, the neighborhood fee for your section’s budget is shown as a separate line on the statement. The Board had to meet its fiduciary responsibility to continue the high standards of maintenance within Cinco Ranch. This assessment was the same as 2012. Repair replacement costs increase as the assets of a community age. The Cinco Ranch Board of Directors has been committed to looking for cost savings at every opportunity, while maintaining and improving assets as time goes on. Also, a survey of surrounding communities shows that the assessment at Cinco Ranch continues to compare favorably despite the vastly superior and more plentiful amenities here. In 2013, in addition to striving for superior service to Association members, we will be continuing efforts for cost controls and wise expenditure of Association funds and continue repair and maintenance of Association assets. Maintaining the assets of the Community is an important focus of the Association. In 2011, a new Reserve Study was conducted to assist the Board in the financial preparations needed for years to come. This is very important to forecast the age and replacement timeline for the Association’s assets. With the various distributions to the Reserve Account, the reserve balance is $4,000k and will meet the needs of the Association going forward. Maintaining expenses and keeping them in check is also an important focus of the Association. In 2012, the Board put the general maintenance contract out to bid and we able to secure a contractor that was roughly $8k less that the previous contract. In

These are but a few of the cost saving measures that the Board took with the assistance of Management. Security has been a concern of the Board and Safety and Environmental Advisory Committee (SAC). In 2012, the SAC recommended to the Board the addition of one (1) Fort Bend County Constable Deputy to the contract for 2012-2013 and that took effect on 10/1/12. The SEAC and Board are working diligently on review of the crime statistics that the law enforcement agencies provide to the Association and will be using this information to review the security needs going forward. The Annual Meeting will be scheduled for May, 2013 that each resident can attend to ask questions of the Board, Neighborhood Representatives Committee (NRC) and the various Committees of the Association. Your Cinco Ranch Maintenance Fees Are Due January 1, 2013

2013 Maintenance Fees are due on or before January 1, 2013. Residents may prepay fees or a portion of their fees at any time prior to the January 1, 2013 due date. The 2013 fees are $940 per household. In addition to the base assessment, gated communities will be assessed a neighborhood fee. please contact the Association Office for these fees. Fireworks Enforcement New Year’s Eve

We receive many inquiries regarding fireworks enforcement. Fireworks are against Deed Restrictions and strongly discouraged. In the hands of amateurs, fireworks are dangerous. They can lead to burns, hearing loss and other injuries and, especially during times of near-drought, they can cause property damage. Where addresses can be identified, we will send letters to the property owners asking them to cease this type of activity and clean up the debris left behind. As required under the Texas Property Code, the property owner has to be given an opportunity to cure the violations or the opportunity to request a hearing within 30 days of the date listed on the letter. The Association has put up “No Fireworks” signs throughout the subdivision, as well as announcements on the websites in the hope that this will be a deterrent to homeowners violating this restriction.

The problem is that fireworks are not against the law in Fort Bend or Harris County. Until the County laws are changed so that it is no longer legal for individuals to shoot fireworks, the association has very limited enforcement ability with regard to fireworks.

Winterizing Your Home: Preparing Your Home for Winter

(Source: About.com) Here are ten tips to help you prepare your home for winter: 1) Heating System Inspection • Call an HVAC professional to inspect your furnace. • Stock up on air filters and change them monthly. • Consider switching out your thermostat for a programmable thermostat. • Remove all flammable material from the area surrounding your furnace. 2) Get the Fireplace Ready • Cap or screen the top of the chimney to keep out rodents and birds. • If the chimney hasn’t been cleaned for a while, call a chimney sweep to remove soot and creosote. • Buy firewood or chop wood. L r o f e c r u Reso • Inspect the fireplace damper for proper opening and closing. • Check the mortar between bricks and tuck-point, if necessary. 3) Check the Exterior, Doors and Windows • Inspect exterior for crevice cracks and exposed entry points around pipes; seal them. • Use weather-stripping around doors to prevent cold air from entering the home and caulk windows. • Replace cracked glass in windows and, if you end up replacing the entire window, prime and paint exposed wood. 4) Inspect Roof, Gutters & Downspouts • If your weather temperature will fall below 32 degrees in the winter, adding extra insulation to the attic will prevent warm air from creeping to your roof and causing ice dams. • Check flashing to ensure water cannot enter the home. • Replace worn roof shingles or tiles. • Clean out the gutters and use a hose to spray water down the downspouts to clear away debris. • Consider installing leaf guards on the gutters or extensions on the downspouts to direct water away from the home. 5) Service Weather-Specific Equipment • Drain gas from lawnmowers. • Replace worn rakes. • Clean, dry and store summer gardening equipment. • Sharpen ice choppers and buy bags of ice-melt / sand. 6) Check Foundations • Rake away all debris and edible vegetation from the foundation. • Seal up entry points to keep small animals from crawling under the house. • Tuckpoint or seal foundation cracks. Mice can slip through space as thin as a dime. • Inspect sill plates for dry rot or pest infestation. • Secure crawlspace entrances.

Parking in the Street

Did you know it is against Cinco Ranch Covenants for residents to park in the street (Article XII, Section 2(a))? Additionally, when a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time. While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at your home and may need additional parking. Ask if they would mind guests parking in front of their homes to help eliminate the congestion on the street. Remember, parking on the street for residents is prohibited and can impact the ability of emergency services to reach you or a neighbor in an emergency. Your cooperation will ensure Cinco Ranch retains its reputation as the premiere area to live in.

DO YOU KNOW WHO YOUR NEIGHBORHOOD REPRESENTATIVE COMMITTEE (NRC) REPRESENTATIVES ARE?

Did you know that each area of Cinco Ranch has Neighborhood Representative Committee (NRC) Representatives positions? While not every position is filled (we’re looking for volunteers who want to get involved!), most have an NRC rep and many have 1st and 2nd alternate reps. These are volunteers from your neighborhood. Your NRC rep is a tremendous source of information and a resource you should use. But, you have to know who your rep is, in order to contact him/her. A quick call to the Cinco Property Association Office at 281-599-0408 is all it takes to find out the name and contact information for your rep. All the NRC reps are trying to build contact lists to keep you informed, but they need you to reach out and let them know you want to be added to their contact list. Many NRC reps have started Facebook pages to help keep their neighbors informed.

Cinco Ranch Lost and Found Pets Networking Volunteers & Short-term Fosters Needed

With over 8,700 homes in Cinco Ranch, we need volunteers from each “neighborhood” to receive email blasts for lost and found pets in our community. Street Parking Near the Schools

With the Katy ISD bus changes this year, many parents are dropping off and picking up their children at school. This means there are many more cars parked along the streets near the schools. Please be extra cautious in these areas and be alert to the parked cars and the children walking to and from the cars. Thank you.

Help Keep Our Lights On

Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not. If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy or report it to the Associations Office. To report the outage yourself you will either fill out the form available at: www.centerpointenergy.com/outage or you can call the information into Centerpoint Energy at 713-207-2222. The electronic form is much faster as you won’t be put on “hold.” You can also report dim lights, leaning poles, etc. on the electronic form. Cinco and Cinco Southwest Shared Use Agreement

Cinco has 9 pools available during the swim season. Starting in April, the Greenway Village pool will open. This pool stays open through the end of October. Cinco Southwest has two pools - The Lake House Pool and the Rosewood Pool. All of these pools are available for use by both Cinco and Cinco Southwest Residents. The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed. All Recreation Facilities are open to both Cinco and Cinco Southwest Residents. This includes pools, tennis courts, parks, hike and bike trails and the Lake House Recreation Facility. There are charges for renting some of the facilities.

Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current • Allows for quick identification in case of a bite incident • Provides revenue to offset the administration costs of the animal control program VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. During the month of October, the Willowfork Fire Department, which is operated by Fort Bend County Emergency Services District #2, made the following runs: October EMS Calls 122 Fire Calls 24 Other Calls 21 Total Calls 167 “Other Calls” include investigating gas leaks, vehicle lock-outs, hazardous material situations, etc. Of those runs: • 9 involved motor vehicle accidents • 3 mutual aid calls with other fire departments.

Do you have a transformer in your yard? If you do, please do not directly surround it with mulch or dirt. Transformers must have the sides exposed so they can cool properly. Otherwise they will over heat and burn out. Also, the sides of a transformer can rust through due to mulch holding moisture against them. Please do your part and clear the area around transformers in your yard.

Give them as much information as possible, including the address and/or pole number. If you prefer to call, the number is 713-207-2222. • Street sign or stop sign down or missing - Please contact the county. The Harris County phone number is 281-463-6300 and Fort Bend County phone number is 281-341-9562. Let them know you are calling regarding a sign and they will transfer you to the proper person. They will need to know the street name and location. If you are in a custom area, please contact the Association office at 281-599-0408. • Broken curb - If you live in Ft. Bend County, call Road & Bridge at 800690-ROAD (800-690-7623) and if you are in Harris County, you can call 281463-8703 for Service Requests & Road Maintenance. If you see any curbs needing repair around the islands in the Cul de Sac or along the boulevards, please call and report these, too. If you live in a gated section, the streets and curbs are maintained by the association with funds from the separate assessment billed annually. On a related note, the driveway “apron” is the responsibility of the individual property owner, no matter who maintains your street. Also, the sidewalks adjoining residential lots are the responsibility of the owner. The association maintains sidewalks in common areas only. • Leaking fire hydrants or storm drain problems - Please contact your Water District. Cinco ST Environmental phone number is 281-398-8211. Recently, signs have been added to the area surrounding the lake at Lake Pointe advising residents not to feed the ducks at the park and lake. The duck population at Lake Pointe is a concern and feeding the ducks is encouraging the ducks to loiter. The ducks are a part of nature and the lake is a natural area, but feeding the ducks in this manner causes a duck population growth and subsequently the mess that goes along with it. If you are going on vacation, a business trip or just going away for the weekend, please put your house on a vacation watch list. It only takes a few minutes to inform local police that you are away from home. Take measures to secure your home and cars. Let your neighbors know that you will be away and when you plan to return. Inform neighbors and law enforcement if you plan on having maintenance services stop by while you are on vacation. It is advised that you have newspapers stopped, mail held and any advertisement left on your property picked up by someone. Keeping lawn mowed for a normal appearance to the property will look as if there is active occupancy. Taking preventative steps may deter vandals or thieves from entering your home. Just one quart of motor oil can ruin the quality of 250,000 gallons of water. • Birds: Provide food and fresh water. More birds die from lack of water than from lack of food. • Cacti: Semi-dormant now. Reduce watering. • Camellias: Plants may be moved. Pick up and discard fallen blooms. • Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting. • Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in. • Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage to crown. • House Plants: Water, when surface soil is crumbly dry. Wash dust off leaves to open pores. Mist often. Inspect for diseases and insects. Reduce water for poinsettias. • Lawns: Remove thatch aerate, and feed with low nitrogen mixture. • Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer s directions before spraying. • Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted. • Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant. • Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses. • Transplanting: January is one of the best months to transplant woody plants, both evergreen and deciduous, especially trees. Energy will be expended on roots instead of foliage. Learn ultimate size and cultural needs of tree or plant before buying. Consider dwarf varieties to avoid crowding later. Group plants of similar cultural needs. Do not work wet soil. Assure good drainage. Keep plants moist.

Read, volunteers promised to spend 30 minutes reading to an elementary classroom during one week in November. This year, ten Katy ISD elementary campuses hosted the event with Partners in Education: Morton Ranch, Hutsell, Nottingham, Kilpatrick, King, Pattison, Mayde Creek, Griffin, Bear Creek and McRoberts Elementary. Host campuses rotate each year so that, over a three-year period, every Katy ISD elementary has an opportunity to participate. “Promise to Read has become a volunteer event that many in our community really look forward to. CRYPTONITE ROBOTICS WINS OFF-SEASON ROBOTICS EVENT

Cinco Ranch High School Robotics Team 624, CRyptonite, recently traveled to College Park High School in The Woodlands to compete in the “Houston FIRST Fall Remix” event held on October 27th. Competing under the game rules of the FIRST organization (For Inspiration and Recognition of Science and Technology), teams from around the Houston area participated in this event using the robots built to compete in the FIRST basketball game challenge earlier this year. As winners of the event, CRyptonite took home a winner’s trophy, an official NASA Johnson Space Center model of the space shuttle. The trophy, donated by Team 118 of League City, will be displayed until next year when CRyptonite will have to return it to the event. New Latter-day Saint Congregation in Katy

Growth in the Katy area has led to the need for a new congregation in the Katy Stake of The Church of Jesus Christ of Latter-day Saints. A congregation, called a ward, is a geographic area with about 300-600 church members. When an area sees growth, such that local wards are reaching the upper size limits, a new ward is formed. That is what happened this October in Katy, with the creation of the new Katy Mills Ward. Portions of the existing Katy 1st Ward, Katy 3rd and Katy 4th, make up the new ward. Katy Mills Ward now serves 350 church members south of I-10, between Woods Road on the west and Mason Road on the east, with the south boundary approximately at FM 1463. The Katy Mills Ward is one of eleven congregations that make up the Katy Stake. The Church presence in Katy began with one member in around 1950 and has steadily grown since then and now includes several thousand Latter-day Saints. The bishop or lay leader of the Katy Mills Ward is Cody Larsen, who works as a finance manager at Phillips 66 and Company. Bishop Larsen will be assisted in leading the congregation with two counselors: Robert Lund and Dave Bleazard. They began immediately setting up leadership for various auxiliary organizations, for youth, children and adults.

The new Katy Mills Ward meets at the LDS meetinghouse at 1928 Drexel Road in Katy, sharing that building with two other wards. Their Sunday meetings start at 11:00 AM. Visitors are always welcome. Times and locations for all wards can be found at Mormon.org; click on “visit us,” enter an address and the appropriate location and meeting schedule will be supplied. Alternatively, clicking on the map to locate a nearby meeting is also an option on the webpage.

• Storytime - Storytime for preschool-aged children is held each Wednesday at 11:15 AM. Stories, fingerplays and songs are featured. This is ideal for children ages 3 to 5, but all children and their caregivers are welcome. • INFANT STORYTIME - This program will meet each Thursday morning at 10:15 AM and 11:15 AM. This is an interactive program for children, ages 0 to 18 months and their caregivers. Each session will last about 20 minutes, featuring nursery rhymes, songs and finger plays. • TOTALLY TODDLER STORYTIME - Toddlers, ages 18 to 36 months, are invited to participate in our Totally Toddler Storytime, which will be held on Tuesdays, at 10:15 AM and 11:15 AM and Wednesdays, at 10:15 AM. Children’s Book Week - January 20th-26th

Every Fort Bend County baby born during this week may receive a special baby book bag, courtesy of the Friends of Fort Bend County Library. Each bag contains a book, a bib, a special certificate, a list of suggested reading for children and information on parenting and on library services. Baby book bags will be given to babies born during that week at OakBend Medical Center in Richmond, Memorial Hermann Sugar Land Hospital, Methodist Sugar Land Hospital and the Fort Bend Family Health Center, but ALL Fort Bend County babies who are born during Children’s Book Week are eligible to receive one, while supplies last. Families of Fort Bend babies born at other locations during Children’s Book Week should call the Youth Services department, at 281-341-2634, to receive their book bag.

Family Reading Club - January 20th-March 2nd

This six-week program is designed to encourage families to read, learn and have fun together. All Fort Bend County families are eligible to participate. Families who read 36 books or 6 hours - 6 books per week or 60 minutes per week - will be entered into a drawing for a $50 dining gift card, donated by the Friends of the Library. Each branch library will have a drawing for the gift card on March 4th. A single registration is required for each participating family. An adult (parent or guardian) is asked to register the family online by going to the library’s website (www.fortbend.lib.tx.us) and clicking on the “Family Reading Club Sign-Up” image, which will become available January 19th. The only time our clients say they feel free is when they’re riding a horse in a brisk walk around the arena or driving a carriage through the wooded pastures or feel the nudge of a horse’s muzzle at their shoulder saying, “I’m glad to see you, my friend.” Nothing else can compare with therapy on horseback. Equine-assisted activities improve physical balance and coordination, mental acuity, emotional stability and social interactions. At SIRE, we see miracles on horseback happen every day. Hot Apple Cider INGREDIENTS: 6 cups apple cider 1/4 cup real maple syrup 2 cinnamon sticks 6 whole cloves 6 whole allspice berries 1 orange peel, cut into strips 1 lemon peel, cut into strips DIRECTIONS: Pour the apple cider and maple syrup into a large stainless steel saucepan. Place the cinnamon sticks, cloves, allspice berries, orange peel and lemon peel in the center of a washed square of cheesecloth; fold up the sides of the cheesecloth to enclose the bundle, then tie it up with a length of kitchen string. Drop the spice bundle into the cider mixture. Place the saucepan over moderate heat for 5 to 10 minutes, or until the cider is very hot but not boiling. Remove the cider from the heat. Discard the spice bundle. Ladle the cider into big cups or mugs, adding a fresh cinnamon stick to each serving if desired.
