The Cinco Residential Property Association and the Cinco Landscape Management Association Boards are pleased to announce that the current General Manager, Joseph Ristuccia, CMCA, AMS, PCAM, will remain as GM for the property under Principal Management Group. He has served as GM at Cinco Ranch since August of 2013 and has more than 16 years of community association management experience. Principal Management Group of Houston, an Associa company, has been chosen by the Board of Directors of The Cinco Associations to provide community management services to the master planned community in Katy, Texas. PMG Houston will take over management duties effective January 1, 2014. Prior to Joseph’s time with Cinco Ranch, he spent three years with Aliana Property Management working for its developer and as community manager of the HOA. Joseph also served for more than 10 years with First Colony in Sugar Land, Texas. He began as a compliance manager and then later worked as a community manager. COMMUNITY WIDE SURVEY IN 2014

Cinco Residential will be conducting a very important survey of our residents in early 2014, which will be handled by Creative Consumer Research (CCR). The survey will be conducted by phone and will be scientifically designed to gather the views of a representative sample of Cinco residents. The survey is the first part of the Board’s plan to develop long term strategies for moving Cinco forward. When you receive a call from CCR, please provide us your honest thoughts and comments to all of the questions they ask. The information they gather will be presented to the Board to help them develop the upcoming strategic plan. Please contact the association office if you have any questions.

2014 Maintenance Fees are due on or before January 1, 2014. Residents may prepay fees or a portion of their fees at any time prior to the January 1, 2014 due date. The 2013 fees are $940 per household. In addition to the base assessment gated communities will be assessed a neighborhood fee, please contact the Association Office for these fees. The Association has put up “No Fireworks” signs throughout the subdivision, as well as announcements on the websites in the hope that this will be a deterrent to homeowners violating this restriction. The problem is that fireworks are not against the law in Fort Bend or Harris County. Until the County laws are changed so that it is no longer legal for individuals to shoot fireworks, the association has very limited enforcement ability with regard to fireworks. If you would like to see the County laws change with regard to fireworks, we encourage you to write to your County Commissioner and inform your respective Commissioner how you feel as a tax paying citizen of the County regarding fireworks. If your property is in Harris County, you may contact Commissioner Steve Radack’s office at pct3@hctx.net. If your property is in Fort Bend County, you may contact Commissioner Andy Meyers at meyersan@co.fort-bend.tx.us. Any other suggestions are always welcome. FIREWORKS ENFORCEMENT NEW YEAR’S EVE

We receive many inquiries regarding fireworks enforcement. Fireworks are against Deed Restrictions and strongly discouraged. In the hands of amateurs, fireworks are dangerous. They can lead to burns, hearing loss and other injuries and especially during times of near-drought, they can cause property damage. Where addresses can be identified, we will send letters to the property owners asking them to cease this type of activity and clean up the debris left behind. As required under the Texas Property Code, the property owner has to be given an opportunity to cure the violations or the opportunity to request a hearing within 30 days of the date listed on the letter.

Cinco Ranch. Per Article XII, Section 18, lights for the holiday season may be displayed two (2) months prior to and one (1) month after any commonly recognized holiday for which such lights are traditionally displayed. Please make sure you take down all the Holiday items within the time allotted.

When walking your dog, please do not allow them to walk in people’s yards. In the event your dog does wander onto someone’s property and uses the bathroom please pick up all of the waste.

PARKING IN THE STREET

Did you know it is against Cinco Ranch Covenants for residents to park in the street (Article XII, Section 2(a))? Additionally, when a number of vehicles park in the street, emergency vehicles have a difficult task maneuvering down the street. Due to the size and clearance needs of these emergency vehicles, a street lined with parked cars obstructs the passage and delays response time. While it is understood that during certain events, vehicles parking on the street is an unavoidable circumstance, please be aware of clearance needed for traffic. Ask your guests to park their car as close to curb as possible and not line both sides of the street. Be a courteous neighbor by communicating you are having a gathering at your home and may need additional parking. Ask if they would mind guests parking in front of their homes to help eliminate the congestion on the street. Remember, parking on the street for residents is prohibited and can impact the ability of emergency services to reach you or a neighbor in an emergency. Your cooperation will ensure Cinco Ranch retains its reputation as the premiere area to live in.

DO YOU KNOW WHO YOUR NEIGHBORHOOD REPRESENTATIVE COMMITTEE (NRC) REPRESENTATIVES ARE?

Did you know that each area of Cinco Ranch has Neighborhood Representative Committee (NRC) Representatives positions? While not every position is filled (we’re looking for volunteers who want to get involved!), most have an NRC rep and many have 1st and 2nd alternate reps. These are volunteers from your neighborhood. Your NRC rep is a tremendous source of information and a resource you should use. But, you have to know who your rep is, in order to contact him/her. A quick call to the Cinco Property Association Office at 281-599-0408 is all it takes to find out the name and contact information for your rep. All the NRC reps are trying to build contact lists to keep you informed, but they need you to reach out and let them know you want to be added to their contact list. Many NRC reps have started Facebook pages to help keep their neighbors informed. There are many issues facing Cinco Ranch that you should be aware of. Knowing who your NRC rep is, is one way to stay in the know. So call today and find out who your NRC rep is and contact them to let them know you want to be added to their listing.

Cinco Ranch Residents pay a maintenance fee where a large portion includes the electricity to light our streets. Each streetlight costs the Cinco Ranch Associations approximately $30 dollars a month. This fee is billed to us whether the light is working or not. If you see a light(s) burned out, please help us by getting the number on the pole. You may submit the work order to Centerpoint Energy or report it to the Associations Office. To report the outage yourself you will either fill out the form available at: www.centerpointenergy.com/outage or you can call the information into Centerpoint Energy at 713­-207-2222. The electronic form is much faster as you won’t be put on “hold.” You can also report dim lights, leaning poles, etc. on the electronic form. Copy the email to the Cinco Ranch Residential Office at: CincoRanchCustomerCare@pcmi-­us.com so we can keep the list of lights reported. Thank you for your help in this matter. CINCO AND CINCO SOUTHWEST SHARED USE AGREEMENT

Cinco has 7 pools available during the swim season. Cinco Southwest has three pools, the Lake House Pool and the Rosewood Pool and Rollingwood Pool. All of these pools are available for use by both Cinco and Cinco Southwest Residents. The shared use agreement was signed in October of 2009 through the end of 2013. At that time, the shared use agreement will be reviewed. All Recreation Facilities are open to both Cinco and Cinco Southwest Residents. This includes pools, tennis courts, parks, hike and bike trails and the Lake House Recreation Facility. There are charges for renting some of the facilities. Members must purchase their Pool Key Cards from their appropriate Management Company. If you live east of Katy Gaston Road, you are in the Cinco Association and can purchase your Pool Key Cards at 3022 Windemere Park Lane. Keys are $25 each. Bring a picture ID and a check or money order made payable to CRPA to purchase your keys. We do not accept cash or credit/debit cards. If you are a new homeowner, please bring in your closing paperwork. If you rent a home, please bring in your lease and a letter from your landlord stating you are in good standing. If you have any questions, please call the Association at 281-599-0408. If you live west of Katy Gaston Road, you are in the Cinco Southwest Association and can purchase your Pool Key Cards at the Lake House at 25202 Springwood Lake Drive.

PET LEASH LAWS IN THE CINCO RANCH AREA - HARRIS COUNTY - LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat or to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. Laws written to ensure that owned animals are confined to their property or kept on a leash make freeing a community of unrestrained and free-roaming animals easier. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies-infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current • Allows for quick identification in case of a bite incident • Provides revenue to offset the administration costs of the animal control program VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans. Recently, signs have been added to the area surrounding the lake at Lake Pointe advising residents not to feed the ducks at the park and lake. The duck population at Lake Pointe is a concern and feeding the ducks is encouraging the ducks to loiter. The ducks are a part of nature and the lake is a natural area, but feeding the ducks in this manner causes a duck population growth and subsequently the mess that goes along with it. GARDENING TIPS FOR JANUARY

• Birds: Provide food and fresh water. More birds die from lack of water than from lack of food. • Cacti: Semi-dormant now. Reduce watering. • Camellias: Plants may be moved. Pick up and discard fallen blooms. • Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting. • Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in. • Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage to crown. • House Plants: Water, when surface soil is crumbly dry. Wash dust off leaves to open pores. Mist often. Inspect for diseases and insects. Reduce water for poinsettias. • Lawns: Remove thatch aerate, and feed with low nitrogen mixture. • Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer s directions before spraying. • Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted. • Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant. • Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses. • Transplanting: January is one of the best months to transplant woody plants, both evergreen and deciduous, especially trees. Energy will be expended on roots instead of foliage. Learn ultimate size and cultural needs of tree or plant before buying. Consider dwarf varieties to avoid crowding later. Group plants of similar cultural needs. Do not work wet soil. Assure good drainage. Keep plants moist. • Vegetables: Prepare beds, preferably raised for drainage, with about 50% humus, including rotted manure. • Winter Protection: Expect freeze any time; plan for protection of tender plants. Water. Remove coverings, particularly plastic, when temperature rises. Protect low plants with dry leaves, pine needles or soil mulch, but remove when weather warms.

In honor of Veterans Day, students from Primrose School of Kelliwood said thank you to Katy area veterans. The celebration was part of Primrose School of Kelliwood’s Balanced Learning®system, which offers activities related to positive character development in children. Primrose School of Kelliwood led the pledge of allegiance and joined the older students at McMeans Middle School to honor veterans from the Katy area. Veterans Day falls during the Primrose “Respect for Others” activities in the month of November. Character development is a component of the Primrose Schools Balanced Learning® system, which helps children understand concepts like friendship, generosity and honesty. Character development is the heart of the Primrose culture and is brought to life through many experiential learning opportunities at Primrose. Teaching respect for one another can have a profound effect on a child not only when they are young, but also as an adult.

CROSS COUNTRY TEAM The Pope John XXIII Cross Country team left after a short day of school on Friday, October 25th and made the long trip up to Elm Mott, TX (Just north of Waco) for the TAPPS State Cross Country Championships on Saturday morning. Once again Junior Emily Yoder was the star performer for the Lady Lions by running her fasted time of the year by 18 seconds and finishing 6th overall in a field of 157 runners, 25 seconds out of first place! Sophomore Elisabeth Martini followed closely by Brandie Guice (who ran her best time by 34 seconds) finished well within the top half of the field while Freshman Riley Donelson-Newhouse, running in only her 2nd Varsity race of the season, ran her best time by 1 minute and finished right in the middle of the pack. In the boys race, Senior Alan Lasater led the way by running his fastest time all year by 16 seconds, finishing 67th overall in a field of 185 runners. Junior Austin Morrison ran his best time by 1:03, Senior Noah Hearn ran his best time by 1:25, Thomas Ritter returning from an injury ran his best time by 7 seconds, Junior Osa Imoisi ran his best time by 37 seconds, Freshman Rossell Martinez ran his best time by 1:01 and Sophomore Kyle Smith ran his best time by 36 seconds. The boys team finished 18th out of 25 very good teams from all over the state of Texas. The team did an excellent job this season and will have almost everyone back again next year! GOLF TEAM The Pope John Boys Golf Team finished 2nd in the 19 team Deer Park Invitational November. The Lions were led by junior Philip Nijoka with rounds of 80-74 and by junior Case Garrison with rounds of 78-76. Both Philip and Case finished tied for 5th individually out of 93 golfers. Juniors Jake Garrison (83-82), Mark Nijoka (88-79) and sophomore Philip Grandjean (89-90) also played well for the Lions, who finished behind host Deer Park, a UIL 5A state qualifier last year.

HIGH SCHOOL MASCOT Chad Bell from Pope John XXIII High School in Katy, Texas is one of 50 All Star Mascots from across the country who will perform in the 2014 Capital One Bowl Pre-Game in Orlando, Florida. The individuals invited to perform are Mascots All-Americans selected from Universal Cheerleaders Association (UCA) summer camps across the country. All Americans are selected via tryout based on their overall character development and crowd leading skills. Only the top 12% of the mascots attending UCA camps earn the chance to perform in this year’s Bowl. The All-American program is now in its 27th year. Mascots to Orlando for a week of rehearsals dedicated to preparing them for their Capital One Bowl pre-game performance. The hours of rehearsals will be well worth the effort when they perform in front of tens of thousands of fans at this major college football event. Community members from Katy and the surrounding area recently stopped what they were doing to read to students in more than 375 classes as part of Katy ISD’s 16th annual Promise to Read program. Through Promise to Read, volunteers promise to spend 30 minutes reading to an elementary classroom during two weeks in November. This year, 10 Katy ISD elementary campuses hosted the event with Partners in Education: Cimarron, Creech, Franz, Golbow, Exley, Rhoads, Rylander, Williams, Wilson and Winborn Elementary Schools. Host campuses rotate each year so that, over a three-year period, every Katy ISD elementary has an opportunity to participate. OFFICER TAYLOR JOINS THE KATY ISD POLICE FORCE

During the November Board Work Study meeting, Officer Shannon Taylor was sworn in to serve on the Katy ISD Police Force. Officer Taylor’s law enforcement experience includes having served as a police officer for the Delphi, Indiana Police Department and Purdue University. Officer Taylor is a graduate from the Indiana Law Enforcement Academy and has been an officer for more than 14 years. After serving for Purdue and Delphi, Officer Taylor served three years as a police officer at Rice University. She resides in Katy with her husband, John Taylor and her daughter. Katy ISD peace officers are licensed and certified by the Texas Commission on Law Enforcement Officers Standards and Education. The Katy ISD police jurisdiction includes all territory within the boundaries of the District (181 square miles) and all property, real and personal, outside the boundaries of the District that is owned, leased or rented by the District or otherwise under the District’s control. Peace officers employed by Katy ISD have the same authority, powers, privileges and immunities as bestowed on all Texas peace officers while on or off duty. This past summer, thirteen Cinco Ranch FBLA students participated in the National Leadership Conference held in Anaheim, California. During the 2012 - 2013 school year, students had the opportunity to compete at the district and state levels in various events. Those who qualified for the national level had an exciting opportunity to compete and gain national recognition. Members took part in workshops, attended state and regional meetings, competed in events and had the opportunity to experience and enjoy places such as Disneyland and Catalina Island along the way. “FBLA Nationals in California was an amazing experience,” said Vennela Pothugunta. “Competing, meeting new people and attending workshops shaped it all. This is what defines FBLA Nationals 2013 for me.”

Scouts CHRISTIN VOGEL EARNS GIRL SCOUT GOLD AWARD

Girl Scout Ambassador Christin Vogel recently earned the Girl Scout Gold Award, the highest award a girl scout can achieve. Less than five percent of girls who join Girl Scouts earn this recognition. Thousands of squirrels and swamp rabbits are injured yearly due to natural causes such as storms and diseases, as well as animal attacks and human interaction. Christin’s project addressed the issue of providing shelter for squirrels and swamp rabbits while they recover

from injuries. Christin and her volunteers built squirrel boxes and swamp rabbit boxes to donate to the Texas Wildlife Rehabilitation Center. The Texas Wildlife Rehabilitation Center rehabilitates wounded animals with the intent to release back into the wild. The shelters that were built will be placed in their natural habitats and the squirrels and swamp rabbits will use these temporary shelters until they are once again fully adapted to the wild and can live efficiently on their own. Christin also conducted educational workshops at local libraries and informed people about how the Texas Wildlife Rehabilitation Center takes in harmed animals and helps them recover strength, confidence and their natural habits. She also described signs of an injured animal and discussed what to do if an animal does become injured and how to avoid harming wild animals.

They have learned life lessons through the badges they have earned over the years. The scouts have been in various leadership roles from historian to Senior Patrol Leader. Several of the scouts have attended the National Youth Leadership Training to assist them in their leadership roles. In addition to the various merit badges and countless service hours, the scouts had to choose their own project to manage that would benefit the community. Aaron’s project was to build a workbench for permanent display at the Katy Heritage Society. Ashton’s project was to put in a flagpole for the American Flag at Aristioli Classic Academy in Katy. Colby’s project was to build classroom book/storage shelves for Cinco Ranch High School German Department. Cory’s project was to build storage/travel boxes for tympani set for Katy High School Band. Tony’s project was to build donation boxes that collected funds for the needy for Epiphany’s Outreach Ministry. John’s project was to collect new and gently used children’s books for Texas Children’s Hospital. Aiden’s project was to build a wooden podium to be used by the religion ministry at the Vance Unit of TDCJ. All of these scouts are currently attending college (except Cory and Aiden, who are seniors in HS) and moving on to the next chapter in their lives. They would all tell you what an honor it is to achieve Eagle and are thankful to the help and support of their leaders. The Band is based in west Houston, with rehearsals and concerts held at CrossPoint Community Church off of Westgreen Blvd. and I-10 (The Katy Freeway). Five concerts are slated for the Lone Star Symphonic Band’s 21st Season, with tickets for all concerts available on the Band’s website, www. lssband.org, for $5.50 each and will be available the day of the concert at the door for $10 each. All concerts begin at 4:00 PM and feature the Lone Star Dixieland Band for 30 minutes prior to the main performance in the foyer. All selections performed will feature life’s many colors. When foster children reach age 18, they are considered independent. That’s difficult for kids who have been wards of the state, with necessities arranged by caseworkers with state funds. Now they’ll have to figure out how to organize themselves and make their money last a whole month. Fortunately, Child protective Services offers them a program to help prepare for independence: Preparation for Adult Living (PAL). The year-long course culminates in an all-day workshop hosted by the National Council for Jewish Women (NCJW). The course is held at Junior Achievement’s BizTown, using computer kiosks sponsored by local businesses. The Coastal Prairie Chapter, Texas Master Naturalists has a membership of 85 outdoor enthusiasts. Become an essential part of a student’s life by signing up to be a tutor for the Literacy Council! The Literacy Council of Fort Bend County holds tutor training every other month. After 12 hours of training, outstanding volunteers are equipped to teach Basic Literacy and English as a Second Language (ESL) classes to adults. The trainings prepare tutors to organize and compile lesson plans, learn about various tutoring techniques, understand the purpose of the Literacy Council and much more. Tutors do not need knowledge of any foreign language, nor do they need formal teaching experience. We offer many locations for tutoring throughout the area, including locations in Katy. Tutoring sessions are offered during the day and at night. RUOK PROGRAM

Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are You OK?” (RUOK). It is a computer-generated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the participant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the computer will call back 3 times at 15-minute intervals. If there is still no answer, the Sheriff will dispatch a deputy or the local police. They will have with them a print out of information on the person that is not responding to the calls. This program was established by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s Citizens Academy Alumni Assoc.) in 1998. Many police chiefs in the county are also participating in the program and will proceed with the welfare check for citizens of their community. In a large punch bowl, place the block of sherbet in the center and pour the orange juice over the top. Next, pour the ginger ale over the sherbet. Black Eyed Pea and Sausage Soup 1 pound dry black-eyed peas 3 (10.5 ounce) cans beef broth 1 cup uncooked long grain white rice 1 (4 ounce) can diced green chilies, drained 1 (1 ounce) package dry onion soup mix 1 pound smoked sausage, sliced ground black pepper to taste In a large pan, with enough water to cover, soak the black-eyed peas overnight or at least 8 hours. Drain and rinse the soaked black-eyed peas and return to the pan. Mix in the beef broth, dry onion soup mix, sausage, rice and green chilies. Season with pepper. Bring to a boil, reduce heat and simmer until the beans are tender, roughly 1 1/2 hours. Add water as necessary to keep ingredients covered with liquid.
