The weather has been great, not so much rain so everyone can enjoy their pool time. POOL HOURS Regular hours of operation will be 10 AM to 8 PM Tuesday through Saturday, 1 PM to 8 PM on Sunday after school is out.

In case you do not know, your annual assessment does not include the pool access. But if you are interested, you can contact the Colonies Recreation Association and pay the fee to get access. The Board wants to thank everyone that helped to make the event a success. If you are interested in volunteer in projects to improve around the neighborhood, please contact our Board members or come to our monthly meeting at 7 PM on the 2nd Tuesday (Kroger on Hwy 6 upstairs meeting room) and discuss with the Board. (BCS3) VOLUNTARY WATER CONSERVATION
Each resident has received an insert in their Harris County MUD 102 water bill asking that they observe the voluntary water conservation program that has been proposed for this area. There are two simple rules with respect to this program: 1. Even numbered residences should water outdoors on Wednesdays and Sundays while odd numbered residences should water outdoors on Tuesdays and Saturdays. No water should be used outdoors by any resident on Mondays. 2. Water should not be used outdoors between the hours of 6 AM and 10 AM and between the hours of 6 PM and 10 PM.

As is the case with everything in our small neighborhood, every resident should feel free to contact any Board member as to any issue or question that you have about BCS3. Contact information for all the Board members is located on the inside back cover of this publication.
Charlestown Colony (CHC) ASSOCIATION MEETING
Our neighborhood association meeting is held the first Wednesday in October. This year the meeting will be October 7th. Please mark your calendars. The meeting always starts at 7 PM, with sign-in starting at 6:45 PM. The location is yet to be announced. You will receive notice of the meeting between 10 and 60 days beforehand. With the notice you will receive a proxy for voting at the meeting. If you cannot attend the meeting, you can give your proxy to another person, thus giving that person permission to vote on your behalf. You can also mail your proxy to the management company. If you mail your proxy to the management company and later find you are able to attend the meeting, the management company will give you back the proxy so you can vote yourself. Proxies sent to the management company are usually voted by the Board of Directors of our subdivision. Very often a quorum is required to conduct business at a neighborhood meeting. By sending your proxy to the management company, you help obtain the quorum.

(CHC) VOTING AT THE ANNUAL MEETING
The 2011 Texas Legislature established a rule that all association members can vote at the annual meeting. Being an association member in good standing used to be a requirement to vote at an association meeting. The Declarations, Covenant, Conditions and Restrictions (DCR) for Charlestown Colony still have the wording requiring a voting member to be in good standing. However, the Texas Legislature made a huge number of changes to Home Owners Association (HOA) rules during the 2011 session. A good summary of the changes as compiled by George S. Cagle, author of Texas Homeowners Association Law can be found online at www.texashoalaw.com/wp-content/uploads/2012/09/SSJMSummary-of-the-2011-HOA-Law-Reforms-Enacted-by-theTexas-Legislature.pdf. The 2011 legislative session made a lot of changes to Texas HOA laws. Requirements as to who can vote at annual meetings, who can be on the Board of Directors, how the payment and collection of assessments is done, how notices of meetings are handled and even where a homeowner can display a flag are in this legislation. The 2013 legislation clarified some of the 2011 legislation about the location of flags in a front yard and filling a vacancy on the Board of Directors. Reading through these documents gives a new appreciation for what Principal Management Group of Houston (a member company of Associa) does to keep our HOA in compliance with Texas law.
(CHC) DEED RESTRICTIONS
As summer is in full swing many homeowners look at outside projects. As our neighborhood ages, our fences age as well. Fences, walls and hedges are covered under Use Restrictions Section (URS) #12. This sets the height of the fence, wall or hedge at no more than six (6) feet. This section also prohibits the use of chain link fences types. Ownership of the fence, wall or hedge passes with the title to the lot and is the owner’s responsibility to maintain. This section also states that a fence, wall or hedge cannot be built any closer “to the front of the lot line than the front building line on such Lot.”

URS #13 continues the property restriction theme with “Visual Obstruction at the Intersection of Public Streets” (section 2). “No object or thing which obstructs site lines at elevations between two (2) and six (6) feet above the surface of the streets within the triangular area formed by the curb lines of the streets involved and a line running from curb line to curb line at points twenty (20) feet from the junction of the street curb lines shall be placed, planted or permitted to remain on any corner lots.” Basically this mandates a clear view of the street for executing turns and traffic flow. URS #16 again deals with the front area of a home. Basically this section only allows a “For Sale or Rent” sign with dimensions of not to exceed six (6) square feet to be placed in a lot. This means a 2’ by 3’ sign. The person replacing your roof or performing other work is technically not allowed to advertise on your property.

Many intersections in Texas now have a blinking (or flashing) yellow arrow for a left turn. This arrow is blinking, it is not solid. This is not a green arrow that has changed to yellow and is about to turn red. Drivers should NOT try to hurry through this blinking yellow arrow. The blinking yellow arrow means that if an intersection is clear and a driver can safely make a left turn, it’s OK. Left turners must yield to oncoming traffic as the oncoming traffic has a solid green light. The blinking (or flashing) yellow arrows are a new standard for signals where a driver must yield to oncoming traffic to make a left turn. There are signs next to the light explaining this. August is here and needless to say, it is HOT! However Fall is right around the corner and here are a few tips to get you through the scorching days of August and into the “Second Spring” of the South - Fall. This is usually one of the driest

months for our region and rainfall may be sparse. With new watering restrictions in place, when and how you water becomes even more important. Make the best use of the water you have by watering early in the morning before the wind speeds pick up. Otherwise, much of the water will evaporate before the plants get to use it. To further avoid excess evaporation, use a sprinkler that produces large drops of water instead of a fine mist.

Plants need about one inch of water each week during this long summer period. If you have heavy clay soil adjust the timing of the irrigation zones to make sure water is not running off the landscape. Your irrigation schedule should be adjusted to allow for slow infiltration of the water. Be a WISE - keep water on the landscape. Soil that is exposed can heat up to more than 100 degrees Fahrenheit. This is hot enough to kill those tender root hairs near the surface. Three to four inches of mulch can make the soil 10 to 20 degrees cooler. Besides reducing soil temperature, mulches also conserve water by reducing evaporation, often up to 65 percent.

August is the last month to plant a new lawn before winter temperatures arrive. Newly-installed lawns need at least six to eight weeks to establish a healthy root system. Prune roses back, but do not remove more than one-third of the plant. Prune and remove spent blooms on annuals and perennials to encourage continuous blooming well into fall.

Tomato and Peppers planted earlier this year will not set fruit during the heat of the summer, even though they may still be flowering. If the plants remain healthy, they will set fruit again once the temperatures stay below 90 degrees. Sidedress established healthy plants with fertilizer and keep watered to encourage new growth. Set out tomato transplants; look for early maturing variety (65 to 75 days). Our average first freeze is mid-November and tomato maturity slows down as the days get cool and cloudy.

Remember that changes to the exterior of the home require approval from the Board to be sure the changes are in keeping with the deed restrictions. You need an architectural improvement form to get your home improvement project approved. Use the PMG website (www.associaonline.com/ sites/principal-management-group-of-houston/homeowners/Pages/default.aspx) and “Contact Us/ Service Request� drop-down menu. Architectural modification is the first form listed. This starts the process. While the Board has up to 30 days to reply, a reply typically comes much sooner (often a week or two). If you are in a rush, just let them know.

The first thing to do if you find a lost dog that does not have a tag, is to take it to any vet’s clinic or Petsmart and have it scanned for a micro chip. This is the fastest way to get the dog back to its owner. If it does not have a micro chip, please look for signs to make sure the dog gets back to its rightful owner. A dog that is left to wander is subject to being hit by a car, abuse or starving to death. Those of you who are dog owners, please be sure to keep a collar and tag on it at all times. Even if the dog is micro chipped, it is much easier to return the dog to you if it has your contact information on a tag.

If you’re about to make repairs or additions to your home, remember that, in many cases, you need to complete an Architectural Control Committee (ACC) request. But when do you have to complete an ACC form & when are you okay to just get on with your repairs? Here’s a very rough guideline: • You can replace boards in your fence without completing an ACC as long as you replace the boards with the same material, but if you plan to replace an entire section or the entire fence or gates, you will need to complete an ACC request. • An ACC is always needed for paint jobs and for all proposed repairs (or additions) that can be seen from the street (that includes new benches in front yards or for any structural repairs or changes). Remember that the only colors approved will be earth tones. A palette of approved colors is available for view at the Sherwin Williams paint store at 5814 Highway 6 N (SE corner of Hwy. 6 and Timber Creek Place).

The Cypress-Fairbanks ISD Board of Trustees adopted the 2015 - 2016 budget in the amount of $882,957,679 during the regular meeting on June 25th.

BOY SCOUT TROOP 61 Young men between the ages of 11-18 are encouraged to visit Boy Scout Troop 61 at 7:00 PM Wednesday nights at Peace Community Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084.
