BRADFORD COLONY 1 & 2 Happy Holidays!

December is a busy month for most of us. We celebrate the holiday season, busy shopping for gifts for friends and family. Most people are generally more generous and charitable in helping the less fortunate. Let’s extend the caring to all our neighbors - watch out for each other, check on the elderly who are living alone and hope everyone has a wonderful and peaceful holiday.

(BC 1&2) ARCHITECTURAL REQUESTS Remember to submit your architectural requests to have them approved prior to beginning the work. Forms can be obtained form Esquire Community Management (phone number is listed at the back of the newsletter). You may contact any board members to submit the completed form for approval. These include any work done to the outside appearance of your home, paint, fence, sidings, new roof, major landscaping work, etc. The HOA board are all volunteers and our goals and efforts are to keep the entire neighborhood looking pleasant and not run down or chaotic, which in turn has an impact on all our property value of the subdivision. We would like to thank all homeowners who spend time and efforts to take care of the homes and yards.

St. Cuthbert Episcopal Church Blood Drive On Sunday, December 30th, beginning at 8:30 AM, St. Cuthbert Episcopal Church will be hosting a Blood Drive with a mobile unit set up in their parking lot. Registration and donor forms will be available in the Parish Hall. To donate, you must be at least 17 years of age, at least 110 lbs. and in good general health. Remember, it takes about 15 minutes and one pint of blood to save three lives. St. Cuthbert is located at 17020 West Road, Houston (the northeast corner of West and Queenston). Visit us at www.stcuthbert.org

BRADFORD COLONY SECTION 3 www.bcs3.org (BCS3) EMAIL LIST In an effort to improve communications during the year within our small neighborhood, the Board is continuing its efforts to update its email distribution list to include as many of the residents as possible. Email is the fastest and more effective way of keeping the BCS3 residents informed of neighborhood events, criminal activity and other important issues. In an effort to maintain confidentiality of individual email addresses, the Board always sends out email notices with resident addresses handled as “blind CCs” to avoid widespread distribution. If you want to be included on future email distributions, please contact Mark Przywara (msp0007@yahoo.com - 832-418-3409) and get him your email address.

(BCS3) HOLIDAY DECORATION CONTEST As we have done since 2002, the Board will be selecting the top three homes with the best holiday decorations again this year. The voting will take place about a week before Christmas. As in past years, we know that there will be a lot of brightly decorated and lit up homes in our neighborhood as we celebrate the holiday season. Thanks to everyone for showing their holiday spirit and sharing it with their neighbors.

Happy Holidays

(BCS3) HOLIDAY SEASON AND CRIME PREVENTION Many residents will be out of town at various times during the upcoming holiday season. If you are traveling, let your neighbors know that you will be gone and ask them to keep an eye on your homes. For those who are around the neighborhood, as always, please stay alert as to suspicious individuals and /or vehicles that you may see in BCS3. Remember to lock your vehicles plus not leave valuables in them that may tempt unwelcome visitors. If you have outdoor porch or “corner address” lights, keep them on during the evening - it gets very dark in some parts of the neighborhood and these small lights can really brighten up an area and discourage potential illegal activities. It is sad to say but the crime tends to pick up during the holidays. Let’s do everything that we can to minimize these negative activities.

"THE CHAMPION OF APPLIANCE REPAIR"

(BCS3) LET’S BE CAREFUL OUT THERE With the time change and less daylight, all residents are asked to be extra special careful when driving around the neighborhood. Sometimes it is difficult to see our children in the twilight as they play outside or in the early morning as they rush to catch the school bus or walk to school.

7

Let’s stick to the posted 20 MPH speed limit in the neighborhood, as well as honor all the stop signs as we stay alert for all the children and other residents who will be out and about during the holiday season.

(BCS3) WEBSITE REMINDER If you have time, please remember to get online and check out the neighborhood website at www.bcs3.org The 2013 Budget is posted on the website for everyone to review. Please take the time to check into updated website - and feel free to contact any Board member with suggestions and comments pertaining to this site. 10 Y clud

CHARLESTOWN COLONY (ChC) Special Meeting Late in October, every homeowner should have received a notice for a special meeting, which took place November 5th at the SCS Management location. This special meeting was necessary because there was insufficient participation at the annual meeting in October to reach quorum. Quorum is required by the State of Texas to elect new board members and authorize major spending or changes to annual dues. Quorum means that at least 10% of the neighborhood residents participated in person or through proxies. The November meeting was held to officially elect new board members and to vote on a “Declining Quorum” amendment to our charter. When our association calls a meeting, there is significant expense involved. The meetings are typically held at Horne Elementary School. Our association pays $250 for use of the cafeteria. We also must pay the Management Company representatives; this is roughly another $150. The cost of mailing notices, postage, paper, envelopes, printing, etc. is easily $200 if not more. This money comes from our association dues. This year, we had to pay the cost of mailing and the management company twice because we couldn’t get enough people to participate in the first meeting. Quorum was reached at the November meeting. Those in attendance included 6 homeowners, 3 board members and 19 homeowners represented by proxy. The proxy number includes the proxies from the October meeting. Curley Cosey and Heather Malone were officially added to our neighborhood board. There was much discussion about the declining quorum amendment. This amendment would effectively reduce the number of homeowners needed to vote on association business by half each time a meeting was called. The number of homeowners needed could continue to be reduced by half until the number of homeowners in

attendance satisfied the revised quorum requirement. If 26 votes are required to meet quorum and only 6 homeowners attend the meeting, the meeting could be adjourned and reconvened until the 6 attending homeowners satisfied the quorum requirement. These 6 homeowners who took the time to participate would make decisions for the entire neighborhood. In the end, the amendment did not pass. The consensus was to better communicate the different ways to participate in the meeting known to the neighborhood. While the option to fax your proxy to the Management Company is written in the text of the meeting notice, it is not at the bottom of the proxy where it states proxies can be given to a board member or mailed to SCS Management Co. The fax option will be added at the bottom. Consideration will also be given to allowing homeowners to scan and email the proxy. If this option becomes available, it will be listed at the bottom of the letter also. Discussion was also held on improving the text of the proxy. There will be an enhanced effort to detail items that require a vote so that the person sending in the proxy can actually vote and not just give the blank proxy to the Board or the Management Co. Discussion also focused on establishing an email account for the neighborhood. Those willing to share and maintain a valid email address with the neighborhood could receive notices, meeting reminders and even the newsletter via email. Watch for this in the future.

(ChC) Other Meeting Discussion There was discussion about the trees at the park. With all the storms throughout the years, it would really change the appearance of the park if the trees that shade the picnic tables were lost. A suggestion was made to plant some new trees. As the current trees age, new ones would be there to take their place. One of the first trees planted will be dedicated to the lost children from the neighborhood.

One of our long-term residents tragically lost a son who was born and raised here. The Board will authorize the purchase of a tree. If anyone wants to make a donation to purchase a larger tree, please contact a Board member.

Annual assessment notices should have been received. If you do not have your assessment, please contact SCS Management. For the third year in a row, there was no increase in the assessment. Please make every effort to pay your assessments on time or set up payment plans with SCS Management. Our primary contact at SCS Management is Cynthia Debord. She can be reached by email at cdebord@scsmgmt.com or by phone at 281-463-1777, ext 7107. All questions should be directed to Cynthia. Charlestown Colony Community Improvement Association (CCCIA) uses the funds to keep the lights on, keep the common areas mowed and free of hazards and maintain the park areas. Often, repairs are done by neighbors giving of their own time and tools. We all work together to keep the expenses down. An attractive neighborhood says there are people here who look out for each other. This is helps maintain our home values and is a deterrent to crime. Do your part. Pay your assessment. Keep your home and yard in good condition. Pick up trash when you are out walking or at the park and remember to clean up after pets.

(ChC) Foreclosure Procedures on Delinquent Accounts The Board has tried to be understanding on delinquent assessment fees but some homeowners have made no attempt to make payments for several years. Starting January 1, 2013, Charlestown Colony Homeowners Association will begin proceedings to foreclose on accounts over one year in delinquency that are not currently on a payment plan and actively making payments. If you know you are one of the delinquent accounts and want to avoid additional attorney fees and possible foreclosure, you will have until December 31st to contact SCA Management (management info) to set up a reasonable payment plan. Notices will also be sent by mail to advise homeowners on possible foreclosure proceedings.

(ChC) Parking As our neighborhood matures, the number of cars parked on the street seems to increase. Parking in the street right across from another car on the other side of the street leaves no room for wide vehicles (trash trucks, school buses, lawn trailers, emergency vehicles) to pass through safely. Please consider alternate side parking - if one home has cars parked in the street, the home directly opposite must park further down the street so there is always room for two cars to pass through. Parking as close to the curb as possible helps also. Per the Texas Department of Public Safety Driver’s Handbook (2000, p. 7-4), “You should park about six (6) inches from the curb.” and “On a roadway allowing twoway traffic, the driver must park with the vehicle’s right-hand wheels within 18 inches of the right-hand curb or edge of roadway.” Please work with your neighbors to improve the traffic flow.

(ChC) Holiday Decorations Contest It is time to be festive and decorate! Our Holiday Decoration judging will take place sometime between December 15th and 23rd, so be sure to have your decorations up and on! The decorations are a real treat; something special to mark the season. One year is finishing and another about to begin. Even though the days are shorter and it gets dark earlier, our neighborhood is brightly lit during this time of year! The winner will be announced in the January newsletter. The winner receives a gift certificate to an area business from the Association. Do you enjoy the decorations at the front? Thank a board member for putting them up! Putting these up ourselves saves the neighborhood the cost of paying a service. Anytime you can do-it-yourself, you can save. Thanks to our board members! We appreciate the money they save us!

(ChC) Water, Water Last year at this time, our area was 27 inches behind on rainfall. This year, we are just 3 inches behind for the year. What an improvement. While we have had more rain earlier in the year, October was the ninth driest October on record. We still need to use water wisely. Our MUD is always putting notes in the water bill with suggestions for using water wisely. Dull green blades of grass or footprints left behind after walking across a lawn indicate a stressed lawn that needs water. If you have a sprinkler system with timers, water in the early morning (before 4:30 AM). If you have timers, consider watering in two consecutive time intervals with a 10 minute break between them. This lets the first water soak in and results in less run-off down the street, more water on the lawn and a lower water bill!

(ChC) Recycling While we have curbside pick-up for regular household recycling, Christmas trees left at the curb just take up space in landfills. Bear Creek Park has recycled Christmas trees into mulch used by the county for many years. The recycling program starts the day after Christmas and ends January 6th. Drop your tree off in the parking lot with the chipping machine. Remember, no flocked trees are accepted. Remove all tinsel and ornaments prior to dropping the tree off at the park. Recycling will also take place at George Bush Park - let your friends know, so we can reduce our landfill footprint! And check out the Precinct 3 website, www.pct3.hctx.net for lots of useful information!

(ChC) Holiday Safety During the holidays, many people are away from their homes for days or sometimes just hours visiting family and friends. Don’t make your home an attractive target for thieves. Don’t leave valuables in your car - even if they can’t be seen. If you are away, even for an afternoon, try to set lights on timers. If you are away for a longer period of time, in addition to lights on timers, have a trusted neighbor or friend keep an eye your home. Your home is your castle and unfortunately, there are people looking to raid your castle. Churches are encouraging parishioners not to leave valuables in their car as thieves are targeting cars in the parking lot. Your best defense is a good offense. Don’t leave anything of value where someone can take it. Got a new computer or big screen TV for the holidays? Take the box to a recycle bin (Horne Elementary and Truitt Middle School both have them) rather than putting it out for the trash. Putting it out for the trash advertises that you have something worth stealing. Think about using extra long screws in the hinges and catch-plates for your doors. These make the doors much more difficult to kick-in and are a fairly simple, do-it-yourself, improvement. If you are expecting packages, be sure to track shipping and delivery. Packages left on doorsteps are easy targets for theft. If anyone notices suspicious activity, do not hesitate to contact the Sheriff. 713-221-6000 Lastly … The Board… Alex, Lisa, Sharon, Curley and Heather, wishes everyone a peaceful holiday season and a wonderful New Year!

(JC) HOA ASSESSMENTS DUE 2013 assessments come due on January 1st of 2013 and you will owe $465. This is the last year for the increased assessment to pay for the new fence; next year, the assessment will drop back to $375. Here are a couple of options: 1. You can lessen the burden of that $465 lump sum by making partial payments before January 1st. Just remember to write “2013 Assessment” in the memo line on the check(s) that you send to ACMP. 2. Or you can set up a payment plan for 2013 in advance. As long as you are on a payment plan that starts before January 1st (and stick to it), you will not be assessed penalties or late fees. (JC) SPRING COMMUNITY EVENTS The 6th Annual Jamestown Community Garage Sale is tentatively being planned for March 16th, the Saturday at the end of the week of Cy-Fair ISD’s Spring Break. Start cleaning out your closets and garages. The usual signs and newspaper ads will be placed well in advance to ensure a big turnout by potential buyers. The tentative date for the 2013 Easter Egg Hunt in the Section 1 park is March 30th. The final date will be announced early next year.

(JC) NATIONAL NIGHT OUT UPDATE Section 1 and Section 3 had little participation on this year’s event on October 2nd, but Section 2 had 60 attendees at their National Night Out get together on Laurel Run. Gayle and Brandon Cain were (once again) gracious hosts and all of Section 2 thanks them for their generosity. thanks also to everyone else who brought refreshments. Three law officers also attended the Section 2 street party. Section 2 Director, Jim Osburn, reports a good time was had by all.

(JC) GREEN TIPS • Avocados - Avocados turn brown when they contact oxygen. So don’t let air near your avocados. You can do this with plastic wrap or sealed containers, but those don’t work all that well (especially at a party). Instead, put the avocado in a bowl on top of some onion slices. It’ll slow down the browning process by displacing oxygen with onion-generated sulfur. • Berries - take your berries, soak them in a bowl of vinegar and water, dry in a salad spinner, and put in a partially sealed, towellined bowl and they will be mold-free for up to 7 days. • Apples - After you cut your apple slices, keep them from browning by immediately soaking them into a bowl of cold water mixed with salt (about 1/8 of a cup of table salt mixed in 1 quart of water per apple). Afterward, rinse the apples under cold water. It won’t

leave an overwhelming salty taste. Because salt acts as a preservative, it preserves the apple from oxidizing. Or, if you’d like to keep your fruits a bit more citrusy, you can also soak your apples in lemon juice, orange juice or any other type of acidic juice, which will also counter the oxidization process. • Asparagus - Asparagus stored in the refrigerator lasts for only about 2 days after it is bought from the store. The stalks shrink in size, crispness and taste if you don’t cook them within 48 hours. So what do you do if you can’t cook it within 2 days? Cut off about an inch from the bottom of the stalks. Then, store upright in a cup, vase, or jar of room-temperature water. Lastly, cover the tops of the asparagus with a plastic bag (grocery bags or ziplocs will work) to retain moisture and store in the refrigerator to make it last a few days longer.

(JC) EASY WAY TO REPORT STREET LIGHT OUTAGES Instead of waiting for the CenterPoint Energy Business Office to open, report the burned out street lights while you’re thinking of it. Go to www.centerpointenergy.com/services/electricity/residential/ reportastreetlightoutage and fill in the information. Remember, the HOA pays for these lights whether they’re burning or not, so you might as well have them burning.

Tampering with the US Mail or mailboxes is a federal offense with a maximum penalty of up to 5-years in a federal facility and a $250,000 fine. Homeowners also observed students removing posted surveillance security signs from an entrance area. These signs are expensive and are in place to help keep our subdivision safe. Homeowners are encouraged to call the Sheriff Department immediately if students are involved in a physical altercation, tampering with the mail/ mailboxes, removing or defacing posted signs or involved in any inappropriate behavior in our subdivision. CYPRESS FALLS HIGH SCHOOL CHOIR

‘Tis the season for rejoicing in shining fashion! Our choir family had a wonderful opportunity to shine with its A Cappella choir on October 30th. Several choirs in the state of Texas were in attendance at Sam Houston State University in their Performing Arts Center for an imitational concert. Each choir had it’s own unique style and the evening was topped off by the college choirs delightful pieces. The solos and accompanists were an impressive touch and the crowd pleasing show closer was Queen’s “Somebody to Love.” It was an honor to be invited and we thank SHSU director Mr. Franklin for including our choir in this program. The women’s PJ party was a big success! Who doesn’t love hanging out with their besties in their comfy PJ’s? We thank Becks Prime for their generous donation, which allowed the girls to feast upon guacamole and salsa to their hearts content! The men’s lock in was equally a great bonding experience. Chips and queso disappeared like magic! Thanks to the parents that helped by sending in snack foods, treats and their warm personalities as chaperones for our young men and women. WE LOVE OUR PARENT VOLUNTEERS! Our students push themselves vocally by competing against the finest high school singers as they attempt to move towards the Texas State choir. At this point in time, we would like to recognize those members that have joined the Regional choir: Trevor Reagor, Grace Bracher, Diana Luu, Taylor Shaunfield and Scott Johnson. Making Regional and moving on to Pre Area auditions are: Katie Ferrigan, Abi Amadin, Marguerite Lavin, Sarah McIntyre, Elyse White, Tate Brown, Evan Moynihan, John Rooney, Tyler Denton, Brandon Zachary, Lauren Lafferty, Jordan Svehla, Venessa Clarke, Alicia McCormick, Thomas Kang and Ronald Pabello. WAY TO GO EAGLES!!! Outstanding job, congratulations!

CY FALLS VOLLEYBALL COACH CELEBRATES 500 TH VICTORY

Cypress Falls High School head volleyball coach Kathy Stephenson celebrated her 500th career victory following a bi-district playoff win over Alief Elsik High School in Alief on Oct. 30th. Stephenson began her path to 500 when she helped open Cypress Falls in the school’s first varsity season in 1993. Her career record now stands at 500 - 244, following the Eagles’ exit from the postseason on Nov. 2nd.

“It’s a huge milestone,” Stephenson said. “I’m very proud that each one of those has been with Cy-Falls. I’m proud of the coaching staff and the student athletes who have come through the program throughout these last 20 years, as well as the Cy-Falls administration and parents. Everyone has been so supportive and instrumental in helping make this possible.”

Mini-mester classes start Dec. 17 Spring semester classes start Jan. 14

Following the victory, her team surprised her with a “500 Wins” t-shirt and banner and campus athletic coordinator Kirk Eaton presented Stephenson with a commemorative “500 Wins” volleyball that was signed by the players and marked with the date and score of the milestone-clinching game. Stephenson said she was aware of the approaching 500th victory, but had kept it a secret from the team until later in the season. “When the secret got out, the team really rallied around that and put a lot of pressure on themselves to make sure they were a part of it,” she said. “That last game was a do-or-die situation; if it didn’t happen then, it would have to be next year. They pressed hard in that game to make sure they got the win.”

Stephenson began coaching in 1980 upon graduating from college. She said her career has been filled with memorable achievements, none greater than winning the Class 5A state championship with the Lady Eagles in 2000 alongside current assistant coaches Pam McRae and Cary Stengler.

“That was a very special, driven and talented group and winning a state championship is pretty much the top moment in any coach’s career or life,” she said. “That’s the best memory of all amidst a lot of great memories. My players always ask, ‘Coach, how can you remember all these stories?’ and I say, ‘Because they’re great stories.’ This one (victory No. 500) was really cool, too.”

“I’m In PAIN” Can Chiropractic Help ME ? And to help find out for sure, we will do a complete consultation and examination, including x-rays, if necessary, (procedures that normally cost $187.00 or more) for $25.00. Come join our planning committee or register your own team to help raise money for cancer in our Cy-Fair community!! The Heart of Relay: During the Relay for Life event, three ceremonies are held Survivors Lap: To start Relay, those who have survived their battle with cancer join together to walk a lap celebrating their victories over the disease. Luminaria Ceremony: At dark, the track is lined with candle-lit bags bearing the names of those who have been touched by or have lost their lives to cancer. Fight Back Ceremony: Before participants leave Relay, they make a personal commitment to help fight back against cancer in several ways. As interest in Relay for Life grew in the Houston area, the American Cancer Society began forming events in local communities and the first Cy-Fair Relay for Life committee was formed in 2004. This is our 9th year in Cy-Fair and our goal is to reach the $1 Million Dollar Mark. GARDENING TIPS FOR DECEMBER • If a long flowering period is desired, pansies should be placed in their permanent beds not later than this month. Fertilize monthly with manure, super-phosphate or a liquid high-phosphate product. Keep flowers picked for more bloom. • Take tulips out of cold storage and plant late this month. • Fertilize established trees, spring-blooming shrubs, spurias and sweet peas (after they are a foot tall) with a fertilizer such as 13-13-13; Louisiana iris with cotton seed meal and manure. • Azaleas and camellias may be moved now. Keep moist to lesson cold weather damage. May acidify again. • Last month to plant early blossoming spring bulbs, speciosum and other varieties of lilies. Mulch. • Water plants well before a freeze; dry roots are easily damaged. • Don’t forget to provide food and fresh water for birds. More birds die from lack of water than lack of food.

To the Residents of Harris County Municipal Utility District No. 102 There has been a rash of burglaries at MUD facilities throughout northwest Harris County involving the theft of copper wiring, metal fixtures and machine parts. Harris County MUD No. 102 (the “District”) is among the victims of this crime spree. Replacing the damaged and stolen property is expensive and the repairs must be paid by District taxpayer funds. What is more, any tampering with the District’s water production and distribution facilities could negatively affect the District’s ability to provide water service to its customers. The District’s Board of Directors has taken steps to increase the security at the District’s facilities in order to protect your water supply. If you see any suspicious person or vehicle near a District facility, please call 9-1-1 immediately.
