Bradford Colony 1 & 2 NEWS FROM THE BOARD As homeowners, we all would want to preserve or increase the value of one of the biggest investments we have - our house. One of the covenants created to protect and preserve the property values of the subdivision is the Architectural Control which states “No building or other improvements shall be constructed or reconstructed…” and no exterior alterations shall be made until the plans showing the (work) have been submitted to and approved in writing by the Architectural Control Committee. This will include any exterior painting even of the same color (since it is difficult to say after painting whether it is the same color or different color and some grand-fathered color are no longer the accepted color) a request with all the specifics will have to be submitted and get approval prior to start of work. The request can be obtained from our website and sent to our management company - PMG. You can also obtain the form by calling our community manager Roni Verrett at 713-329-7100. The Board and our management company will communicate with homeowners within 30 days of submission of the request (usually much sooner) of questions or approval or disapproval of work. Our community manager is here to help homeowners to answer any questions in regards to these improvements and alterations. If you omit this process, any non-compliance will have to be rectified by homeowners within notified timeframe and at homeowners’ expenses. Let’s all work together and hope this does not happen. On the other hand, we have sent out quite a few notices to homeowners that some exterior maintenance work is needed (i.e. replace rotted wood, broken blinds seen from street view,
repaint etc…). Please take steps to repair and put the house back in good shape, one that you would be proud to showoff. Our annual meeting is going to be held on Wednesday 11/4/15. It will be held at the Kroger (Hwy 6 and West Little York) upstairs meeting room area. We do need a quorum for this meeting to happen. If you are unable to attend the annual meeting, please sign the proxy (which you will receive in mail prior to meeting) and give the proxy to a Board member or mail back to our management company no later than 10/30/15 for them to be counted. (BCS3) 2016 HOME OWNERS ASSESSMENT AND 2016 BUDGET The budget for 2016 is being worked on and all efforts are being made to keep the 2016 Assessment the same as previous years (i.e. $300). Property owners should be receiving their 2016 invoice and related payment details in the near future. As in past years, the Board and ACMP are doing everything possible to keep expenses to a minimum without sacrificing services and the quality in the neighborhood as well as not negatively compromising the HOA’s future financial condition.

There will be a neighborhood garage sale on Saturday, November 14th, from 8 AM to Noon - rain or shine. The HOA will put out signs along Huffmeister Road to let potential customers know about the event. In addition to these neighborhood wide sales, the BCS3 Deed Restrictions allow individual homeowners to have their own garage sales during the year. As per the 2008 revised BCS3 Guidelines, “Each property owner will be allowed to have four (4) garage sales per residence in a given year at their residence anytime that they wish but they must notify the ARC chairperson (or Board President) for tracking purposes.” Details as to approved signage for individual garage sales are covered in Section 24 in the BCS3 Guidelines (which can be found on the BCS3 website).
(BCS3) LET’S BE CAREFUL OUT THERE
With the time change and less daylight, all residents are asked to be extra special careful when driving around the neighborhood. Sometimes it is difficult to see our children in the twilight as they play outside or in the early morning as they rush to catch the school bus or walk to school. Let’s honor the posted 20 MPH speed limit in the neighborhood as well as all the stop signs.

( CHC) ANNUAL ASSOCIATION MEETING
The annual meeting was held at the MUD 102 building on October 7th. We had a nice gathering of neighbors from different streets in the neighborhood. However, we did not have enough people come in person or send in proxies to make a quorum. A quorum is set at 10% of the neighborhood. This minimum number is required to conduct official business. Elections cannot be held without a quorum. Another meeting will be called as soon as the MUD building is available. Another meeting is another expense for the neighborhood. If you already sent in a proxy, nothing further is required. Your proxy will carry over to the next meeting. If you did not send in a proxy, please do so. We were only 3 people short. If three more people had sent in their proxies, the neighborhood would have saved over $200 in postage alone. Proxies should be sent to Principal Management Group of Houston. The proxy can be sent via regular US Post Office, email fgonzalez@pmghouston.com or by fax 713-329-7198. Please be sure to sign the proxy. Our neighborhood has a new property manager. Many plans exist for the coming year. A short term goal (you should see this fairly soon) is to paint “no parking” on curbs along Cinnamon Creek, Golden Pond and White Hart Run in Section One. The streets in Section One (area directly west of the playground) are narrower than standard streets. These are considered private streets. Our subdivision is responsible for maintenance of these streets. Because these streets are narrow, parked cars on both sides of the street, especially around the corners are a safety issue. If a fire or other emergency were to occur, emergency equipment cannot make the turn to get back to some of the areas. Our Municipal Utility District (MUD) 102 contracts with five (5) Sheriff Deputies for 24 hour per day, 7 days per week coverage in the District. This means at all times, there is a Deputy somewhere in the MUD 102 area. These officers will enforce the no parking along the curbs in section one. These officers also enforce regular parking laws (cars face the same direction as traffic when parked in the street), monitor stop signs and check registration tags. Deputies have also been known to check a house with the garage door open late at night and to stop and visit with parents and children waiting for the school bus. Show your support for these Deputies by giving them a friendly greeting as they pass by. Anytime you need a Deputy, call the non-emergency Sheriff line at 713-221-6000. Everyone should have this number programmed into their cell phone. Deputies also respond to noise nuisance and suspicious activity calls. Charlestown Colony is outside the City limits so we don’t have to wait until late in the evening to call about a noise nuisance. The Deputies do come and will listen. If they deem the noise an issue, they will knock on the offending house. Should the noise level drop temporarily and then increase again, residents should call the Sheriff office again. Repeated calls may be the only way to be heard. Always report suspicious activity to the Sheriff’s office.

The Board reviewed some of the accomplishments over the past year and plans for the coming years. Completed projects include the installation of a sprinkler system in the playground/ park area and replacement lighting along Charlestown Colony Drive. Over the years, the St. Augustine grass has mostly died away with rough scrub weed and burrs taking over at the park. Landscaping consultants all commented that without regular watering, grass could not grow. Clearly a sprinkler system was required. The original lighting by the trees along Charlestown Colony Dr. was put in many years ago. While this lighting was beautiful and added elegance to our entryway, there were maintenance problems and many failures over the ensuing years. Our Board found a company who could install the sprinkler system and work with replacing the lighting at the same time. Doing these two projects together saved a great deal of money. The results will continue to grow every month. Residents may see new landscaping people and another company working on the grounds. IMS Landscaping is now taking care of the common areas. Natures Balance treats the grass/weeds at the park. Rumor has it that the grass is beginning to return. The lights are on and once again returning the elegance to our subdivision. Many thanks to our Board for responsibly spending Association funds to enrich our neighborhood.
The Board is working very hard to be conservative with our funding. The Board does a great job at keeping our assessments as low as possible. Assessments for Charlestown Colony are actually some of the lowest in our Colonies area. Assessments are not optional. Our assessments cover the light bill for streetlights, maintenance of the common areas, sprinkler systems for the common areas and so much more. A detailed breakdown of the budget and expenses is available at the annual meeting or from PMG Houston Management Co. The Board feels they can meet the basic expenses for 2016 without an increase in the assessment rate. They may forgo certain projects in an effort to

keep the assessment at the current $300 dollars, however, any project involving safety must move forward. Assessment notices will be mailed in late November. The bill is due by the end of January. Starting February 1st, late fees and penalties start accruing. Using the account number on the bill, homeowners can set up an on-line account to be able to view the neighborhood website, individual accounts and pay association dues. Alternately, you can contact PMG’s main office at 713-329-7100 Monday through Friday, 8:30 AM-5 PM. PMG is very willing to work with each resident to find the best way to get the assessment paid. There are penalties for non-payment of assessments. Putting the bill off to the side and forgetting about it is one of the worst things you can do. The Association has the right to pursue legal action for non-payment and will use that right as needed.

Yard of the month ended in September. Holiday light decoration is next. The winner is usually chosen on or around the weekend before Christmas. A prize is awarded to the winner. There have been some truly beautiful displays in past years. Selecting one winner is always difficult. The selection committee is looking forward to another difficult decision.

Thanksgiving Day is a day to spend with family and friends. There is no trash pick-up on Thanksgiving Day. Unlike the City of Houston, our trash is not picked up the day following a holiday. Our next trash pick-up will be on Monday. Do not put the trash out on Friday and leave it there. Animals (and I am not talking about your neighbor’s cat) get into the trash. Very large, healthy raccoons and possums have been seen strolling around at night. There are rumors of coyotes as well. Ideally trash is put out before 7 AM on Monday and Thursday. If an animal does get into your trash, please pick up the mess. Don’t leave the mess to blow down to a neighbor’s house. When putting recycling out at the curb, put newspapers and other items that can blow in the wind at the bottom of the bin with heavier items on top.

The first thing to do if you find a lost dog that does not have a tag, is to take it to any vet’s clinic or Petsmart and have it scanned for a micro chip. This is the fastest way to get the dog back to its owner. If it does not have a micro chip, please look for signs to make sure the dog gets back to its rightful owner. A dog that is left to wander is subject to being hit by a car, abuse or starving to death. Those of you who are dog owners, please be sure to keep a collar and tag on it at all times. Even if the dog is micro chipped, it is much easier to return the dog to you if it has your contact information on a tag.

And it’s unsafe to flush drugs down the drain or toilet or to throw them in the trash; you can create serious problems if some drugs leach into the water supply or hit the Gulf. If you just want to err on the side of safety, Kroger will sell you a mailer for about $3 that will allow you to mail off multiple prescriptions or supplements for safe disposal. Take advantage! 2. The holidays are the best time to recycle. DON’T throw away a pile of stuff when it can find a use elsewhere & keep our landfills a little emptier (& save you tax money). • Excess paper & cardboard gift wrapping can be recycled at the local schools in the yellow & green bins. • Plastic packaging can be recycled using your curbside bins. • Clothing, shoes & household items can always be recycled through charitable organizations like individual church thrift shops, Salvation Army, Purple Heart, etc. Aside from helping those who have less than you during the holiday period, you can also get a tax write off for such contributions. • Electronics can be recycled at the local Goodwill office on Hwy 6, just south of West Little York. If you’re about to make repairs or additions to your home, remember that, in many cases, you need to complete an Architectural Control Committee (ACC) request. But when do you have to complete an ACC form & when are you okay to just get on with your repairs? Here’s a very rough guideline: • You can replace boards in your fence without completing an ACC as long as you replace the boards with the same material, but if you plan to replace an entire section or the entire fence or gates, you will need to complete an ACC request. • An ACC is always needed for paint jobs and for all proposed repairs (or additions) that can be seen from the street (that includes new benches in front yards or for any structural repairs or changes). Remember that the only colors approved will be earth tones. A palette of approved colors is available for view at the Sherwin Williams paint store at 5814 Highway 6 N (SE corner of Hwy. 6 and Timber Creek Place).

• Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots. • Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow on a schedule that cuts no more than one-third of the grass blade away. • As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth. • Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep up spraying program and water deeply. • Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and allow to mellow. • Bananas are more likely to bear fruit if the trunk does not die back in winter. Cut banana stalks back to six feet, wrap with newspaper and burlap. • Continue mulching for winter. Build up a thick top mulch to protect roots from freezing and winter drying. Don’t throw away those pine tree needles; they make great acidic mulch for azaleas, gardenias and next Spring’s impatiens. • Place pansies in beds after weather has cooled. Use a little blood meat mixed in soil under each plant. • Now is the best time to plant trees and shrubs.

Founded in 2009 by children’s author and public speaker, Melissa M. Williams, READ3zero has embarked on a mission to help share aspects of the literacy and publishing world, influencing the lives of children to learn outside the classroom. One of the primary creative projects at READ3Zero is the annual short-story contest, which emphasizes the concept that reading and writing go hand in hand. The program provides leadership and speaking opportunities to the students after they are published. Children are also allowed to submit drawings for the front and back cover of the book. Organizations, businesses and community members are able to help fund the efforts of READ3Zero by contributing support for future projects. The 2016 Women’s Quarter Marathon is a women’s-only race to empower women and young girls through fitness and a healthy lifestyle. The route will start at Central Green Park, run through Cinco Ranch and back to Central Green Park where the post-race party will take place. The distance is a quarter of a marathon, which is 6.55 miles. The Mini-Quarter Marathon is 1.25 miles

and is designed for girls under the age of 13 who also want to join the movement. Girls Inc. of Greater Houston’s mission is to inspire all girls to be strong, smart and bold by developing programs of informal education that empowers girls to live and succeed in an inequitable world. DIRECTIONS: Preheat oven to 400 degrees F (200 degrees C). Line a baking sheet with aluminum foil. Spread tortilla chips onto the prepared baking sheet. Mix Monterey Jack cheese, shrimp, mayonnaise, chipotle peppers in adobo sauce, cilantro, minced onion, cumin and black pepper together in a bowl. Spoon mixture onto the tortilla chips.
