We all want to live in a safe environment, so all board members encourage everybody to report any suspicious activity. There have been some illegal activities in the last couple weeks. We want to incite everyone to be friendly and keep our neighborhood clean. Together we can make this a safe and pleasant neighborhood to live in.

(BC 1&2) Yard of the Month Our Yard of the Month goes to the homeowner at 6407 Harcourt Bridge. The board would like to thank all homeowners who put in great efforts to keep good looking yards which enhances the appearance of the entire neighborhood.

(BC 1&2) ARCHITECTURAL REQUESTS Remember to submit your architectural requests to have them approved prior to beginning the work. Forms can be obtained form Esquire Community Management (phone number is listed at the back of the newsletter). You may contact any board members to submit the completed form for approval. These include any work done to the outside appearance of your home, paint, fence, sidings, new roof, major landscaping work, etc. The HOA board are all volunteers and our goals and efforts are to keep the entire neighborhood looking pleasant and not run down or chaotic, which in turn has an impact on all our property value of the subdivision. Judy and Ebrahim have consistently done an excellent job in keeping their yard looking great. Their hard work is doubly impressive when you consider the extreme drought conditions that we have experienced over the past two summers. The Board would like to sincerely thank all of our neighbors for their consistent efforts in keeping their properties looking as good as possible. All this work helps keep our neighborhood looking great and subsequently keeping our property values as high as possible. Congratulations for all the good work!

In an effort to improve communications during the year with the BCS3 residents, the Board is trying to update its email distribution list to include as many of the residents as possible. Email is the faster and more effective way of keeping the BCS3 residents informed of neighborhood events, criminal activity and other important issues.

(BCS3) 2013 HOMEOWNERS ASSESSMENT The Board and Management Company will be working on the budget for next year over the next month. Although it is difficult predict the final number at this time, every effort will be made to keep the 2013 Assessment as close as possible to this past year’s $300 figure. We anticipate having the management company send out the 2013 Assessment billing in early November. Look for more information on this important HOA issue in the upcoming Newsletters.

CHARLESTOWN COLONY (ChC) Annual HomeOwner’s Meeting The annual homeowner’s meeting was held October 3rd. Many thanks to all who attended. Because this newsletter is written roughly one month ahead, details from the meeting will be published in the November edition. Feel free to contact SCS Management for a copy of the financial report for the neighborhood and any updates.

In the next few weeks, you will receive a statement / billing from SCS Management for your 2013 homeowner dues. It is important that you do not disregard this statement. The billing is sent in advance so that homeowner’s may plan ahead before the due date in January. As of this date, there are approximately ten (10) homes in our neighborhood that have not yet paid 2012 dues and have not attempted to set up a payment plan for the assessments. Not only does this limit the funds necessary to keep our common areas safe and presentable, lighting along our streets and a park area for our children to play, but it also means that we have to delay much needed repairs such as tree trimming in common areas and repairs to the west entrance brick wall. The assessments are mandatory each year and are part of living in a developed community. As SCS Management is forced to send reminder letters and our neighborhood must seek attorney assistance in collecting the dues, fees are added to the original amount that has been left unpaid by the resident. The Homeowners Association Board members are residents who work to keep our neighborhood values up while being conscientious about money that is spent on neighborhood upkeep. We appreciate each of you who do your part in keeping our neighborhood looking great by putting away trash cans, storing debris out of sight, making approved improvements to your homes and by paying your association fees on time or taking the steps to contact SCS Management for a payment plan. We have a great neighborhood and want to keep our property values at their best! Thanks for doing your part. If you have outstanding assessments, it’s not too late to contact SCS Management (218-463-1777) to set up a payment plan so that can avoid additional fees and get back on track!

While the city of Houston may have trash pick-up the day after a holiday if your regular trash day falls on a holiday, our neighborhood does not. Any holiday that falls on a Monday or Thursday means we miss a trash pick-up day. The next such occasion is Thanksgiving. Please keep your trash out of sight until the Monday after Thanksgiving.

(ChC) Timely Tips for Gardeners Autumn is upon us! You’ve made it through another Texas Summer. Soon the temperatures will drop and gardens will once again thrive. You will be able to throw open the windows and get a breath of cool air! Autumn is upon us - a glorious season in Texas. Head outside and enjoy your garden during this most pleasant of seasons. Color your world. Have fun experimenting with colorful annual flowers and foliage in your beds and containers. Get creative with Crotons, Mums, Ornamental Peppers and other bold, festive selections. Feed the grass. A Fall lawn feeding is just what the plant doc ordered. Be sure to fertilize with a high-quality product. The grass deserves the best after the stresses of summer. Look for fertilizers with a 21-5-10 or 21-0-0 formulations. The first number is the nitrogen content. Look for slow-release nitrogen to fortify lawns with much-needed nutrients. Plant a tree. A few weeks ago you were likely wishing for a shady spot. Get a head start on summer 2013 by planting trees and large shrubs now. They’ll have time to establish before freezing weather comes our way. Citrus trees are best planted a bit later in the year, after the fruit is finished. Check your local gardening center for other fruit trees.

(ChC) Halloween Halloween falls on a Wednesday this year. Since it is before the end of Daylight Savings Time, there will still be some light. But often dusk is when people seem to blend in with the surroundings. Try to be extra aware while driving through the neighborhood as many children will be out Trick-or-Treating and may not look before entering the street.

Trick-or-Treaters should only go to homes with a porch light on. If you do not want trick-or-treaters at your home, leave the porch light off.

(ChC) Time Change Coming Soon! Speaking of the time change, daylight savings time ends the first Sunday in November. This year, the change will take place November 4th. Be sure to change you clocks Saturday night! Daylight Savings Time will begin again the second Sunday in March. The semi-annual change time is a good time to check the batteries in smoke and carbon monoxide alarms. Also check the age of your detectors. The homes in our neighborhood are mostly 20 years or older. If you have the original smoke alarm it may not work when you need it most. The Consumer Product Safety Commission recommends replacing smoke alarms every 10 years and carbon monoxide detectors every 5 years.

Keep collecting Box Tops for Horne Elementary. Every Box Top is worth 10 cents to the school. What a simple and easy way to help Horne provide more for our neighborhood children. You can drop them off in the school office. They will be happy to have them. I hear Truitt collects them also. Remember to recycle plastic numbers 1-5 & 7, but not styrofoam. See the bottom of your container and look at the number in the recycle triangle to see if it will recycle. This is greatly expanded from our previous recycle program. The first thing to do if you find a lost dog that does not have a tag, is to take it to any vet’s clinic or Petsmart and have it scanned for a micro chip. Okay, we’ll quit griping about the 2012 assessments (if you haven’t yet paid your 2012 assessment or aren’t on a payment plan, chances are you don’t mind imposing on your neighbors to take up your slack). Instead, we’ll remind you that the 2013 assessments come due on January 1st of the new year. Here are a couple of options: 1. You can lessen the burden of that $465 lump sum by making partial payments before January, just remember to write “2013 Assessment” in the memo line on the check(s) that you send to ACMP. 2. Or you can set up a payment plan for 2013 in advance. As long as you are on a payment plan (and stick to it), you will not be assessed penalties or late fees. Remember that your homeowner assessment will accrue late fees & penalties after January 31st. Keeping the upcoming November elections in mind, here is a review of your rights to post signs: 1. By Texas law, you have the right to post signs for the political candidate of your choice in your own yard. 2. You do not have the right to remove signs from businesses or other people’s yards or private property. 3. However, political signs in common areas are not considered legally posted signs. If signs are posted in subdivision common areas, medians, light poles, etc., they are illegally posted and you can and should remove and dispose of them. 4. Using that same principle, contractor/advertising signs that placed in common areas are also illegally posted signs and you are within your rights to remove such signs. And please do; they are a blight and make our community look cheap. 5. Subdivision signs are the exception to these rules (for instance, signs advertising subdivision events like annual meetings and the community garage sale). Individual garage sale signs are permitted, although signs that are not removed by the end of the sale day are fair game. If you have a garage sale, you are responsible for promptly removing your signs. Lost/found pet signs should likewise be removed in a reasonable time, before the signs become tattered or unsightly. Never post signs on our flag poles.

1. Here’s an early holiday tip that you can be working on in advance of the holiday season. To avoid having to buy and then throw all that wrapping paper and ribbon in the trash, make re-useable cloth gift sacks in all different sizes and using festive fabrics. You don’t even have to sew to make gift sacks; nowadays, you can buy cloth glue to do the job. A set of gift sacks for the holidays and for birthdays/ anniversaries would also make a great gift for many people on your shopping list. Look for holiday fabric remnants at the end of the year to make it a thrifty gift, as well as a green one. 2. MOSQUITOES - By the time you read this; hopefully, the West Nile threat will have passed and all the little stingers will be dead of the cold but just in case, here are a few thoughts. a. Use whatever you have to use to keep these insects away from your family, including DEET. But remember that DEET isn’t a totally benign chemical. In a recent study, Everglades National Park employees having extensive DEET exposure were more likely to have insomnia, mood disturbances and impaired cognitive function than were lesser exposed co-workers. And it has other side effects (Google it). So use it because it’s riskier not to but be sure to follow application instructions. b. The best thing you can do to avoid mosquito bites is REMOVE STANDING WATER, whether it’s rain collected in a discarded plastic container hiding under a shrub or water sitting in a drain or roof gutter. c. Cover up - wear long-sleeved clothing if possible when spending time outside. d. Mosquitoes are attracted by many fragrances, such as those found in shampoos and sunscreens, so try using fragrance-free products.

We changed the date this year due to so many other garage sales going on in our area. We feel there was a much better response by changing the date. There were many people driving through the area and getting “good deals.” We always get very good response due to the good publicity Monroe Burk, the President of the Home Owners Association sends out - Thank you Monroe for your time in doing the publicity for the garage sale. The next garage sale will be in April 2013. We will keep you posted. On Thursday, October 25th we will have our monthly Homeowners meeting at the Municipal Utility District Building. Our new surveillance system is “up and running.” A gentleman will have a monitor to show how our new security system works. Please realize that you are to call the Sheriff’s Department, NOT THE BOARD MEMBERS. The surveillance cameras are to protect our subdivision and detour crime hopefully and assist the Sheriff’s Department in finding any persons causing issues in the subdivision. It is important to note that only 1 in 150 people will develop severe symptoms and about 80% of people infected will show no symptoms at all. If these symptoms develop seek medical attention immediately. The typical time from infection to the onset of signs and symptoms is 3 to 14 days. Signs and symptoms of the milder illness, West Nile fever, include: • • • • •

Headache Fever Body aches Sometimes, swollen lymph nodes Sometimes, a skin rash on the body

We would like to bring to your attention that Harris County has confirmed that the Southdown Village area has tested positive for West Nile Virus in mosquitoes and birds. We want you to know that we have increased the mosquito spraying to four times a week. We have put together information and measures you can take to help keep the mosquito population down and to help protect yourself, your family and your neighbors. If we all work together by taking the time to read and following the helpful information below we believe this will help ensure the health of all Southdown Village residents. Reduce or eliminate mosquito populations We encourage all residents, regardless of their location, to protect themselves and family against mosquito bites, remember the 4D’s: dress in loose light colored clothing to cover legs and arms, use repellent that contains DEET, avoid going outside at dusk and dawn, and drain standing water.

Protect yourself and know what to look for When an area tests positive for the West Nile Virus in mosquitoes, it does not always mean there is a high risk of human infection. Simple measures can prevent the spread or infection of the West Nile Virus. Working together, residents can help control the mosquito population.

• Cover as much of the skin as possible by wearing shirts with long sleeves, long pants and socks whenever possible. • Use insect repellents containing DEET. According to the CDC, the most effective repellents contain DEET (N, N-diethyl-mtoluamide or N, N-diethyl-3- methylbenzamide).

In most cases, persons infected with West Nile Virus either show no symptoms or have very mild flu-like symptoms, called West Nile fever. These mild cases of West Nile fever normally last only a few days and

When you are checking your yard there are a couple places that get missed: • In your water meter vault (near the street) - sometimes there is a small leak and this low spot holds water for the mosquitoes to lay eggs in. • If you have a sprinkler system, look in the valve control boxes (green or black 6” round covers scattered thru the yard) - again sometimes they hold water. • Check in the bushes if you have a place where the water pours off the roof - sometimes it makes a hole where water will sit for days. • If you have yard/landscape drains - Check the inlet boxes - they hold water. Also the underground pipes (usually installed using flexible black plastic pipe) do not fully drain.

CYPRESS FALLS STUDENT WINS BIG AT KEY CLUB INTERNATIONAL CONVENTION From July 4th to 8th, Cypress Falls Key Club members traveled to Orlando, Florida for the annual International Convention (ICON). At ICON, Key Club volunteers from around the world unite to participate in workshops, contests and charity events. Rising junior, Roshni Chandwani, won second place in an oratorical contest that questioned how the average Key Clubber could bring a global campaign, such as The Eliminate Project, to their school and local community. Chandwani proposed for every Key Clubber to change the world by being a SUPERhero - Speaking, Uniting, Preparing, Executing and Revising. Her oratory taught Key Club members to follow the five steps in order to have a substantial impact on their communities. Additionally, she included information about the significance of The Eliminate Project, an organization determined to eradicate maternal/ neonatal tetanus (MNT) from the world by 2015. 160 babies die daily, but MNT has been eliminated in twenty countries since 2000. Chandwani’s speech speaks to the impact of MNT and how it is very possible to stop the disease. The accolade was announced at the end of the International Convention before Key Club members from around the world. Chandwani said, “I was honored to receive such a distinction because The Eliminate Project is something I’ve been working on for the past two years and I’ve been involved with a lot of fundraisers for the project.”

On her Tex-O-Key blog, Chandwani wrote, “DCON is a way for us all to come together at the end of the year to celebrate our dedicated service with passion, excitement and enthusiasm. CYPRESS FALLS KEY CLUB RECRUITS INCOMING FRESHMAN With the advent of the 2012 school year right before our eyes, the Cypress Falls Key Club has been busily occupied with the most important mission of the year - recruiting members. For every club, their main source of new volunteers is the influx of freshmen that enter the school’s double doors each fall semester. Though many current members reach out to friends and family to join the organization, not all prospective Key Clubbers are lucky enough to be in contact with someone who is already involved in the program. Because of this, the Cypress Falls Key Club goes fishing for new members every year at Fish Camp. Many of the incoming freshman are anxious yet inquisitive about what’s to come during the next four years of their lives. As upperclassmen that have been there ourselves, it’s our job to make them feel welcome in our school. Further, as committed Key Club members, it’s even more important for us to treat others with the respect, integrity and care that are characteristic of the organization we’re a part of. At Fish Camp, Key Club members enthusiastically greet and befriend the incoming ninth graders to ease some of the worries they feel about entering a new phase in their lives. A nervous freshman-tobe last year, I remember hearing the energetic chanting of “Join Key Club!” and wondering why anyone would choose to join a club of key-makers. My curiosity got the best of me, nonetheless and I decided to take a closer look. The President of the organization was enthusiastically telling a small group of students about their numerous volunteer events. As I watched her speak, I determined that I wanted to find something I could be equally passionate about and

signed my name to become a new member. Meeting an amicable person or discovering a new niche can make a big, scary school a much nicer placer to be. The recruitment of new members at Fish Camp helps incoming freshmen meet new friends, build their character and recognize a passion for volunteering while also having a lasting impact on the community. Key Club members who learn to do “whatever it takes” to help those around them in high school will carry those skills throughout life and help people wherever they can - and that’s what Key Club is all about.

Ingredients 1 tablespoon butter 4 to 6 slices bacon 1 teaspoon sugar Salt and freshly ground black pepper

6 whole garlic cloves 3/4 pound (about 12) Brussels sprouts, cut in 1/2 1/2 cup chicken broth

Directions In a large skillet melt the butter over medium heat. Put the garlic cloves in the skillet and brown completely. Remove the garlic to a small bowl. Add the bacon to the skillet and cook until crisp. Transfer the bacon to paper towels to drain, then cut into small pieces and set aside. Put the sprouts in the skillet with bacon grease, flat side down, and saute until they begin to brown, about 2 to 3 minutes. Turn them over, increase the heat to medium-high and add the sugar and the broth. Cook for a few minutes, then add the cooked bacon and the garlic cloves. Cover and cook for 2 more minutes. Transfer to a serving bowl and serve.

Grilled Sweet Potatoes with Lime and Cilantro Recipe courtesy Bobby Flay for Food Network Magazine Ingredients 3 sweet potatoes, unpeeled 2 teaspoons finely grated lime zest 1/4 cup canola oil 1/4 cup finely chopped fresh cilantro

Kosher salt Pinch of cayenne pepper Freshly ground pepper

Directions Parcook the potatoes: Place in a pot of water and boil until fork-tender; let cool. Slice each potato lengthwise into eighths. Preheat a grill to medium or place a cast-iron grill pan over medium heat. Mix 1 tablespoon salt, the lime zest and cayenne in a small bowl. Brush the potato wedges with the oil and season with salt and pepper. Grill until golden brown on all sides (including the skin) and just cooked through, about 1 1/2 minutes per side. Transfer to a platter; immediately season with the salt mixture and sprinkle with cilantro.
