We will be winding down our summer of fun in just a few more days. It doesn’t seem like the summer should be over and school starting in a couple of weeks. We are hoping everyone had an enjoyable summer vacation. Thanks for joining us.

Please consider watering your yard in accordance with MUD 102 voluntary water conservation guidelines (which were included in your water bill). 3. PLEASE DON’T HESITATE to contact the Harris County Sheriff in the event you notice any activity in the neighborhood that is suspicious. Let’s keep an eye out for each other! 4. The neighborhood park will be undergoing a renovation in the very near future. The old playground equipment will be removed and replaced with new. Also… landscaping improvements to the park and entrances are in the planning stages. Stay tuned.

No boat, mobile home, trailer, boat rigging, truck larger than (3/4) tone pickup, bus or unused or inoperable automobiles shall be parked or kept in the Street in front of or side of any Lot or on any Lot. Operable automobiles must be parked in the garage or on the concrete portion of the driveway and shall not be parked in the grass portion of any Lot. No vehicle may be parked within any part of any street in the Subdivision for more than 24 hours at a time and vehicles shall not be moved from place to place in the Subdivision to avoid the intent of this prohibition. No Owner of any Lot in the Subdivision or any visitor or guest of any Owner shall be permitted to perform work on automobiles or other vehicles in driveways or Streets other than work of a temporary nature. For the purposes of the foregoing term, “temporary” shall mean that the vehicle shall not be worked on in driveways or Streets in excess of 24 hours. 6. Please do not park in a manner that encroaches your neighbor’s ability to have proper access for parking their vehicle in their driveway… as well as being able to exit their driveway. Common courtesy is appreciated.

(BCS3) VOLUNTARY WATER CONSERVATION Each resident has received an insert in their Harris County MUD 102 water bill asking that they observe the voluntary water conservation program that has been proposed for this area.

There are two simple rules with respect to this program: 1. Even numbered residences should water outdoors on Wednesdays and Sundays while odd numbered residences should water outdoors on Tuesdays and Saturdays. No water should be used outdoors by any resident on Mondays.

(CHC) ANNUAL ASSOCIATION MEETING Our annual association meeting will be held Wednesday, October 7, 2015 at the MUD 102 building located at 15300 Falmouth Houston, 77084. This is the same place as last year. The MUD 102 building is back behind the townhomes behind the Kroger near Hwy 6 and W. Little York. Google maps will get you there. Sign-in for the meeting starts at 6:45 PM, with the meeting starting at 7 PM. The first item on the meeting agenda is the establishment of a quorum. A quorum of residents, present either in person or by proxy, is required to conduct business. Without a quorum, we have to set-up and pay for another meeting. A proxy will be included in the meeting notice you should receive this month. Even if you plan to attend, please send your proxy to the management company or give it to a Board member. If you are able to come in person, your proxy will be returned to you. The proxy allows whoever you designate on the proxy to vote on your behalf. After establishing a quorum there will be an introduction of the Board & Management representative(s). The meeting minutes from last year will be approved. The heart of the meeting is the election of two Board positions. Remember than anyone can run for these Board positions. Serving on the Board is a great way to be involved and give back to your community. Any of the current Board members will be happy to let any interested resident know what kind of time commitment is involved. Residents can be nominated at the meeting. Want to know how the annual assessment is spent? After the election the treasurer’s report will be presented. And, just like hearing the State of the Union from the President of the United States, we will hear the state of the neighborhood from our Board president. Got something you want to say about the neighborhood? The last item on the proposed agenda is an open discussion. Any resident with something to talk about (both good and bad) has 3 minutes to present before the Board and the residents in attendance. So please block out a little time and come to the meeting.

(CHC) LEFT TURNS - RIGHT TURNS - U-TURNS AND NEW MEDIANS The new medians installed on Highway 6/FM 1960 from I-10 to HWY 249 are designed to make the roadway safer. The turn lanes replaced by these medians were sometimes referred to as “suicide lanes” due to the number of accidents. Most drivers have likely had an encounter where they needed to turn toward the west while another car needed to turn to the east at the same place. With left turns severely restricted, many more vehicles are making legal U-turns at traffic light. IF you are making a right turn on a red light, please be aware of these vehicles making U-turns. The vehicle with the green light will always have the right of way. Don’t assume everyone is just making a left turn on the arrow.

(CHC) WATER, WATER - RAIN? Late July and the first half of August (latest weather when this article is submitted for publication) have brought near record high temperatures and little or no rain. Please be aware of the water restrictions placed by our MUD. Daily watering is a no-no and not supposed to be the best thing for the lawn. Even numbered addresses (on the north or west side of a street) should restrict outdoor watering to Wednesday and Sunday. Odd numbered addresses (south or east side of the street) should restrict outdoor watering to Tuesday and Saturday. The highest demand for water seems to be between 6 and 10 (both morning and evening). As such, the MUD requests no outdoor watering during these time periods. Mow the grass to a height of 3 inches or more to help the soil reserve moisture. Keep flowerbeds mulched. Watch your lawn for signs of stress (the grass doesn’t bounce back at all when walked on). Sometimes hand watering particularly dry areas is more efficient than watering the entire yard.

(CHC) GARDEN UPDATE Ready for some cooler weather? The weather seems to make that turn toward autumn right about when fall starts on the calendar. This is just in time for the Harris County Master Gardner Fall Plant Sale! The sale is September 26th. There should be landscape plants, perennials and some fall vegetable plants. Preview starts at 8 AM with the sale going from 9 AM to 1 PM. Arrive early for the best selection. There will be information booths on diagnosing garden problems, how to propagate tender perennial plant for your spring garden, information of getting our stressed out lawns ready for winter along with information about what fertilizers to use. (CHC) YARD OF THE MONTH Our August winners are your neighbors at 5607 Vistaglen Loop. Every month I drive several loops through Charlestown Colony in search of homes to nominate and it’s not easy as there are so many to choose from. The front yard landscaping of this particular home caught my eye, I found it so pleasant and appealing. I encourage all of our residents to get out and enjoy all of our winning homes, whether by car or a nice stroll, the latter during our cooler months! (CHC) TIMELY TIPS FOR SEPTEMBER GARDENERS September is a pivotal month for your landscape, with the official arrival of autumn later this month and hopefully, a return to cooler and wetter weather. It’s the gateway month between summer and fall gardening, so get outside and improve your landscape. September is the time to apply lawn fertilizer to keep the grass healthy and growing up to the first frost. Always follow the directions on the package and avoid over fertilizing, which will only damage your lawn. Fall-fertilized lawns are better equipped to make it through the winter and resume growth next spring than lawns that receive no fertilizer. Double check your sprinklers carefully to make sure they are applying all that you expect in an even, uniform pattern. Think back to last spring. Did you have lawn weeds in February and March before the grass started growing? Those were cool-season weeds, most of which germinated last fall. A preemergent herbicide applied in September will help reduce the recurrence of the same weeds next spring. Sow Spring Wildflowers (like Bluebonnets) seeds now. For more reliable, uniform seed germination of our State flower, purchase acid-treated Bluebonnets seed. This treatment pits

(CHC) HOME IMPROVEMENTS Remember that changes to the exterior of the home require approval from the Board to be sure the changes are in keeping with the deed restrictions. You need an architectural improvement form to get your home improvement project approved. Use the PMG website (www.associaonline. com/sites/principal-management-groupof-houston/homeowners/Pages/default. aspx) and “Contact Us/ Service Request” drop-down menu. Architectural modification is the first form listed. This starts the process. While the Board has up to 30 days to reply, a reply typically comes much sooner (often a week or two). If you are in a rush, just let them know.

According to the State Comptroller’s office, garage sales are permitted only twice annually. If more than that, it will be assumed that a business is being operated out of home, which is in direct violation of the deed restrictions and necessary action will be taken.

The first thing to do if you find a lost dog that does not have a tag, is to take it to any vet’s clinic or Petsmart and have it scanned for a micro chip. This is the fastest way to get the dog back to its owner. If it does not have a micro chip, please look for signs to make sure the dog gets back to its rightful owner. A dog that is left to wander is subject to being hit by a car, abuse or starving to death. Those of you who are dog owners, please be sure to keep a collar and tag on it at all times. Even if the dog is micro chipped, it is much easier to return the dog to you if it has your contact information on a tag.

(JC) GREEN TIPS- HAVE FEWER BUGS IN YOUR LIFE 1. Make homemade bug repellant: Measure 2/3 cup witch hazel into measuring cup. Add olive or grapeseed oil to make approximately 1 cup of liquid. Add 1 teaspoon of vanilla extract, making sure it does not contain sugar. Add 30-40 drops of assorted essential oils (lavender, lemongrass, basil, & rosemary are especially effective). Add 4-5 whole cloves to the liquid. Carefully pour mixture into an empty spray bottle (be sure to carefully label bottle). Shake well before using. Apply liberally to skin to keep bugs away. 2. Wear less blue: Scientists have found that mosquitoes are drawn to darker colors, with blue often cited as one of the worst offenders. So the lighter the color of your clothes, the less likely you are to attract those pesky bugs. Pinning a dryer sheet to your shirt or shorts can also help to protect you; mosquitoes dislike the scent of the sheets. 3. Eat more garlic: Many homeopathic practitioners say that one of the most effective ways to repel mosquitoes and other itchy pests is to eat plenty of garlic. This may or may not be true, but it’s good for lots of other things in your body, so don’t be afraid to embrace the stinky rose. If you don’t want to increase your garlic intake, you can mix 1 part garlic juice with 5 parts water and then dip strips of cotton fabric in the liquid; hang the strips strategically through parts of your home or campsite where insects gather. 4. Use your garden strategically: Mosquitoes and other insects hate a laundry list of plants -lavender, rosemary, basil, geraniums, citronella, lemon balm, eucalyptus, spearmint, & marigolds can all be added to your flowerbeds or garden (especially near doors) to keep your yard naturally bugfree. Mosquitoes also detest catnip, so make your cat happy & bugs unhappy - plant some.

(JC) PLANNING HOME IMPROVEMENTS? If you’re about to make repairs or additions to your home, remember that, in many cases, you need to complete an Architectural Control Committee (ACC) request. But when do you have to complete an ACC form & when are you okay to just get on with your repairs? Here’s a very rough guideline: • You can replace boards in your fence without completing an ACC as long as you replace the boards with the same material, but if you plan to replace an entire section or the entire fence or gates, you will need to complete an ACC request. • An ACC is always needed for paint jobs and for all proposed repairs (or additions) that can be seen from the street (that includes new benches in front yards or for any structural repairs or changes). Remember that the only colors approved will be earth tones. A palette of approved colors is available for view at the Sherwin Williams paint store at 5814 Highway 6 N (SE corner of Hwy. 6 and Timber Creek Place). And, honestly, it’s not a big deal - most ACCs are approved as a matter of course. We’re not ogres; we’re your neighbors and friends. Contact PMG to get a copy of the latest ACC form (eventually it will be available on the website, when we get it up and running). You must include a $10 check with each ACC submittal.

On July 27, 2015, at 1:40 AM, two thieves were caught on various surveillance cameras in Yorktown Colony subdivision breaking into cars. A police report was filed and the video was turned over to the Sheriff’s office. Meantime, KPRC Channel 2 was contacted for assistance. On Friday, July 31, 2015, Channel 2 News aired the video on their 6 PM newscast. At the conclusion of the video, viewers were asked to call the Sheriff’s office if either of the two individuals are recognized. We wish to thank KPRC Channel 2, its viewers and the Sheriff office for their assistance. If you are a victim of theft, contact all pawn shops in the area so they are aware of what you are missing and can keep an eye out for you. Time now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. • Prune roses to reshape and groom plants for fall growth. Follow up with a dose of fertilizer the first week of September. • Plants come out of summer rest and go crazy. Insect populations explode as we get into cooler temperatures. Diseases that have been dormant wake up. - Citrus, croton, avocado and mango are susceptible to spider mites and thrips. Discourage them with a strong jet of water from a hose directed to the undersides of the leaves. - Hibiscus, citrus, palms, gardenia and ixora are susceptible to scale and mealybug. • Winter vegetable gardens and perennials get planted. • Wait until November to plant petunias and pansies. • Fire ants baits should be put out in September-October to lessen the number of eggs that make it to Spring. • St. Augustine grass gets its fall fertilizer during September. Continue to mow at maximum height. You want to leave a lot of leaf surface to produce carbohydrate reserves for the winter. • Keep an eye out for sod webworms. First sign of them is grass that appears to stop growing. You need to get them early for biological controls to work. When the caterpillars are only 1/4 inch, Bacillus thuringiensis applications can slow them. Bt is a bacteria that works on the caterpillars’ digestive systems and makes them stop feeding. Do the application late in the day. The larvae feed at night and you want them to get nice fresh Bt. • When the heat and drought end, the weather could bring brown patch disease in the St. Augustine grass. Watch for yellowish spots if the nights drop into the 60’s and days stay in the 80’s. • Get any pruning of hedges and such done now. You want the flush of new growth to be hardened-off before the end of October. Tree pruning should be put off until winter, when the trees are dormant. • Pre-emerge herbicide applications targeting annual bluegrass and the earlier-germinating winter broadleaf weeds needed to be put out starting in mid-August.

The Labor Day parade of about 10,000 workers took unpaid leave and marched from City Hall past Union Square uptown to 42nd street and ended in Wendel’s Elm Park at 92nd Street and 9th Avenue for a concert, speeches and a picnic. • Oregon was the first state to make Labor Day a holiday in 1887. • On June 28, 1894, Congress passed an act making the first Monday in September of each year a legal holiday in the District of Columbia and the territories. • What are we celebrating? The contributions and achievements of the 155 million men and women who are in the U.S. workforce. • In the late 1800s the average American worked 12-hour days and seven-day weeks to eke out a basic living. Children as young as 5-6 years old worked in factories and mines. • The year in which the 8-hour day was firmly established was 1916 with the passage of the Adamson Act. This was the first federal law regulating hours of workers in private companies. • Traditionally people did not wear white or seersucker clothes after Labor Day, as it unofficially marked the end of summer. • The football season starts on or around Labor Day and many teams play their first game of the year during Labor Day weekend. • Labor Day is the unofficial last day of vacation before the start of the new school year (and mourned by students all over). Stated differently, it is the Back-to-School kickoff (cheered by parents all over!).
