ANNUAL MEETING AND ELECTIONS
Thursday, November 14, 2013 7:30 PM You will receive a notice of the annual meeting and elections. A proxy will be included. If you are unable to attend, please sign and return the proxy. It is imperative that these be returned. If we do not have a quorum using signed proxies and attendance, we will have to reschedule the meeting. Each time we reschedule, there are additional charges associated with the meeting. We need to remember that our homeowner’s fees are based on expenses incurred, so it is to our benefit that we have a quorum at the meeting. THANKSGIVING TRADITIONS Parades, football and turkey. These are the things many of us count on for Thanksgiving Day. In the US, Thanksgiving Day is celebrated on the fourth Thursday in November. Argentina, Brazil, Canada, Japan, Korea, Liberia and Switzerland also celebrate an official Thanksgiving Day.
When you, your family and friends are celebrating this year, please remember our troops around the world. They are the reason we have the freedom to give thanks again this holiday season. There’s nothing as serene as a warm, crackling fire on a cold, winter night. There’s also nothing more dangerous if your chimney is damaged. Broken or cracked chimneys can let heat, smoke and toxic gasses, such as carbon monoxide, into your home. Your home could even catch fire. Chimney damage is often obvious, but sometimes it can be hidden. Use the following checklist, provided by Ready Virginia to help ensure that you can enjoy your fireplace and avoid problems - or even a disaster: • Check to see if bricks have fallen or the chimney is leaning. • Look for shiny areas on your exterior metal chimney pipe. This could mean the chimney has shifted - during the recent East Coast earthquake, for instance. • Look for cracks at joints where the chimney connects to the firebox, at the roofline and in the attic. • Check for debris that may have fallen into the fireplace. • Use a screwdriver to check the mortar between the bricks or stones. If it crumbles when you pick at it, the chimney may be a hazard and probably needs work. • When in doubt, consult a licensed engineer or contractor. For the name of an inspector, call your insurance or mortgage company. Remember, disasters can happen even in the best of homes. That’s why every home should be equipped with carbon monoxide and smoke detectors. Here are a few tips:

OVERSIZE COMMERCIAL VEHICLES
No Overnight Parking Signs are posted at all entrances to Concord Bridge restricting overnight parking for commercial vehicles. A majority of homeowners signed petitions asking for this ruling. Oversize commercial vehicles are restricted from parking in Concord Bridge over night. You must move these vehicles to an acceptable and legal parking area outside Concord Bridge or risk receiving a ticket. It is also against your deed restrictions to park these vehicles in our neighborhood. You not only run the risk of getting a ticket, you could incur fines from the Homeowner’s Association too.
WILD ANIMALS Sometimes we forget that we live adjacent to an area that is inhabited by wild animals. We’ve all seen the occasional deer, raccoon or possum, but there are many creatures that share our area that can be very dangerous. Most wild animals are dangerous when injured or if they feel threatened. But along with the normally “cute” animals, we also have poisonous snakes and alligators. If you allow your dogs to run along the waterways, please keep watch for these dangerous creatures.

IN ATTENDANCE Trey Tamble from MT III and Liz Trapolino representing Crest Management Co. OPEN SESSION CALL TO ORDER & ADOPTION OF AGENDA The meeting was called to order at 5:40 PM by Maria Cutlip. The agenda was adopted as presented. GUEST PARTICIPATION Trey Tamble from MT III attended the meeting to discuss website options with the Board. Mr. Tamble provided a website planning worksheet for the Board to complete and return in order to get a better understanding of what is required. Mary Ann Harvey will review and provide information requested. Liz Trapolino will send the Board links of other HOA websites to review. APPROVAL OF MINUTES The minutes of the Board Meeting held on May 14, 2013 were presented to the Board. After review, a motion was made to approve the minutes as presented. The motion was seconded and carried. FINANCIAL REPORT Ms. Trapolino presented the Board with the financial report and advised that the total cash as of May 31, 2013 was $874,56.03, $225,240,52 in the Capital Reserve account, $263,598.80 in the non-Capital Reserve account

and $309,583.75 in accounts receivables. The Board was advised that 96.60% of the 2013 assessments billed had been collected. Financial report hereto attached as Exhibit B. BUSINESS RATIFICATION OF DECISIONS MADE BETWEEN BOARD MEETINGS There were no decisions made between Board meetings. LANDSCAPE AND COMMON AREA ISSUES Due to continued issues with the current landscape contractor, the Board requested Ms. Trapolino draft an RFP to bid out the contract. Once RFP has been approved by the Board, the contract will be bid out. COMMON AREA REPAIRS The Board reviewed proposals for common area repairs provided by Ms. Trapolino and approved proposal from McKenna Construction for several repairs. POOL SLIDE PROPOSALS Ms. Trapolino presented the Board with additional proposals for pool slides. The Board requested Ms. Trapolino contact Watts Pool Company to obtain a proposal. TRAIL SIGNAGE Ms. Trapolino advised that Board that a letter had been sent to the Horsepen Bayou MUD requesting information and/ or assistance with trail signage. A follow up call to the MUD was made prior the meeting in which they advised the MUD Board had not yet met to discuss. Ms. Trapolino advised that Crest will follow up with the MUD again prior to the next Board meeting for status. SCHEDULING OF NEXT MEETING The next Board meeting was scheduled for July 9, 2013, at 5:30 PM, at the offices of Crest Management Company. EXECUTIVE SESSION The Board of Directors recessed into Executive Session at 7:30 PM. MANAGER’S REPORT COLLECTIONS The Agent presented the Board with the accounts receivable report for review. The Board advised Agent to request the attorney to offer a settlement amount of $6,000 on account no. 1160102028. GUEST PARTICIPATION Homeowner Chris Oregron attended the meeting to request an ACC Variance for his garage build-out. The Board advised that they would consider his request and Crest would advise him of their decision. APPROVAL OF MINUTES The minutes of the Board Meeting held on June 11, 2013 were presented to the Board. After review, a motion was made to approve the minutes as presented. The motion was seconded and carried. FINANCIAL REPORT Ms. Trapolino presented the Board with the financial report and advised that the total cash, as of June 30, 2013, was $824,657.48, $225,241.14 in the Capital Reserve account, $263,600.74 in the non-Capital Reserve account and $295,630.70 in accounts receivables. The Board was advised that 97.47% of the 2013 assessments billed had been collected. BUSINESS RATIFICATION OF DECISIONS MADE BETWEEN BOARD MEETINGS The Board ratified approval for McKenna Contracting to perform work at North Bridge Park and Central Bridge Park. LANDSCAPE AND COMMON AREA ISSUES Jon Takas requested additional time to finalize the Landscape RFP. The Board agreed to extend to July 26th and requested Ms. Trapolino send RFP out for bid by end of July. The Board further requested landscape proposals be returned by August 7th for review.

COMMON AREA REPAIRS The Board reviewed proposals for common area repairs and requested Ms. Trapolino to obtain a proposal from McKenna Construction to remove rusted grills from the park. Board Members Jon Takas and Maria Cutlip will look at picnic tables and advise their recommendation on whether to repair or replace.
POOL SLIDE PROPOSALS Ms. Trapolino presented the Board with additional proposals for pool slides. The Board requested Ms. Trapolino contact Greater Houston Pool Management and request firm pricing of Natural Structures’ Slide Model No. 9208. TRAIL SIGNAGE Ms. Trapolino advised that Board that Crest requested status on this request from Horsepen Bayou MUD, however, their response was inconclusive. Maria Cutlip requested a copy of the letter sent from Crest and advised that she would follow up. OTHER BUSINESS Mary Ann Harvey provided information to the Board regarding illegal poaching of turtles along the bayou. The Board requested Ms. Trapolino contact Texas Parks & Wildlife to report and request information regarding fines and posting of signs in the area. SCHEDULING OF NEXT MEETING The next Board meeting was scheduled for August 13, 2013, at 5:30 PM, at the offices of Crest Management Company. HARRIS COUNTY ALARM PERMIT A permit is required for all alarms in Harris County. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The permit application can be downloaded from the Harris County Sheriff’s Office website at www.hcso.hctx.net and click on forms. The application should be completed and mailed with the appropriate fees to the address shown on the application. A new permit will cost $35 and annual renewals are $10. Should you have any questions, please contact the Alarm Detail office at 713-7554600 during normal business hours.
DEED RESTRICTIONS Deed restrictions are in place to maintain continuity within the neighborhood. Without these standards, a home could be left in disrepair or abandoned and could become a plight to our neighborhood. At entrances to the neighborhood, there are signs declaring deed restrictions are strictly enforced and when you purchased the home you were given a copy of the deed restrictions. Please remember, this is a legal document in place to protect the value of your home.

Crest Management handles most of the business transactions for Concord Bridge under the direction of your Board of Directors. If you don’t understand any correspondence from Crest Management, please call for clarification. The homeowners association pays for all correspondence related to deed restrictions; therefore, duplicate letters cost you and me additional fees. Do not ignore correspondence from Crest Management!
A NON-WORKING STREET LIGHT? If you encounter a streetlight that is not working, you can report it by phone or on the internet. Please have as much information as possible, the location of the light, approximate address or closest intersection, and if possible, the number on the pole. The only way for a light to be repaired is for us to report it. You can report it by phone at 713-207-2222 or at www.centerpointenergy.com/outage.
TRASH PICK UP CONCORD BRIDGE PET HOTLINE The pet hotline at www.concordbridgepethotline.com is no longer in service. You can still contact them at 281-4689414 and on the new Facebook account, Concord Bridge Pet Hotline. You can use this source to report lost and found animals. This has been a great help in returning lost and found animals to their owners. If you don’t have access to Facebook, you can call 281-468-9414.
Please remember that our trash pick up days are Monday and Thursday. Heavy trash day is Thursday and the trash company is required to pick up heavy items approved on their retrieval list. If a holiday falls on trash day, it will not be picked up the next day. It will be picked up the next scheduled pick up day.

GARDENING TIPS FOR NOVEMBER
• Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots. • Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow on a schedule that cuts no more than one-third of the grass blade away.

• As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth. • Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep up spraying program and water deeply. • Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and allow to mellow. • Bananas are more likely to bear fruit if the trunk does not die back in winter. Cut banana stalks back to six feet, wrap with newspaper and burlap. • Continue mulching for winter. Build up a thick top mulch to protect roots from freezing and winter drying. Don’t throw away those pine tree needles; they make great acidic mulch for azaleas, gardenias and next Spring’s impatiens. • Place pansies in beds after weather has cooled. Use a little blood meat mixed in soil under each plant. • Now is the best time to plant trees and shrubs.

JEFF FURSTENBERG EAGLE SCOUT PROJECT Thanks to Jeff Furstenberg, 15 year old sophomore at Cypress Falls High School and group of fellow scouts from Troop 202, the Labay Middle School concession stand has been renovated and is ready for use. He did this for his Eagle project, a requirement for the highest and hardest rank to earn in Boy Scouts. For this project, the boys had to tear down all of the old paneling, cut new paneling, trim and windows, paint and install it all. It took 3 days to do the work (in 100 degree weather), but it took months to prepare. He had to fill out lots of paperwork, get it approved and had to earn money for the supplies. But it turned out well and Labay now has a usable concession stand. Before, the concession stand was very run down with rotted wood and paper thin paneling you could poke holes through and hazy windows. Now it is fresh and ready for use. Next time you go to a Labay football game, go check out the concession stand and buy yourself some snacks! Jeff would like to thank everybody who helped out including the scouts and the great assistant scout masters that volunteered their time. He couldn’t have done it without you guys.

Bear Creek Baptist Church is offering Upward Basketball and Cheerleading for K-8th Grade. Cost is $70 for Basketball and for Cheerleading. This year the cost does not include the basketball shorts or the cheer mock turtleneck. These can be purchased for an additional $15 each. They will have one hour of practices a week and on Saturdays they will have a game for one hour. Every practice and game takes place on our Campus. THANKSGIVING ON A BUDGET Go for What’s in Season When planning your meal, first consult the calendar. This is no time for asparagus and artichokes. Buy produce in season and you will get much more for your money, not to mention livelier flavors. Brussels sprouts are at their peak in late November; farmers’ markets should have them in huge quantities, still on their stalks. (Serving them sliced rather than whole not only makes them more tantalizing but also helps them go further.) Fresh herbs have become available all year round, so it can be a better deal to buy a bunch rather than an expensive jar of the dried kind - fresh sage might be $1.99 compared with $6.50 for half an ounce dried, which could go stale by the next time you need it. Buy a Supermarket Bird In an ideal world we would all be eating heritage turkeys. They have outstanding texture and flavor and when we buy them, we help preserve unique breeds. But they are anything but a bargain: A 12 to 14 pound bird, which feeds eight, from Heritage Foods USA goes for $159 including shipping or more than $10 a pound. Supermarket turkeys can be fine alternatives for less than $2 a pound. Just be sure to buy a free-range or organic turkey rather than an industrial one injected with flavored oil. Plus, brining will add flavor and improve texture in even the least expensive birds, all for about $2.29 for a big box of kosher salt, an ingredient that can be used to season the rest of the meal. Start From Scratch Some convenience foods are often ridiculously cheap, loaded as they are with high-fructose corn syrup and chemicals, yet they rarely taste better than homemade. To cut costs and ensure the tastiest of feasts, make your own piecrust, cranberry sauce and gravy rather than opening up a box or can. Instead of paying $8 for a single loaf from an artisanal bakery, bake up some dinner rolls with yeast, butter and flour for a little over $7. A bakery-bought pecan pumpkin pie can go for upwards of $50, but a homemade version will run you $15 and $5 less if you omit the pecans. Know When to Buy Canned or Frozen Some canned and frozen foods are fine alternatives to fresh. Canned pumpkin is one of the great American ingredients and the generic brands are as good as premium labels. You could make a pie using a fresh pumpkin for $5, but you would wind up with a more watery filling than one made from a $2.49 can. And frozen vegetables can be both superior to and cheaper than out-of-season fresh ones; a bag of Cascadian Farms flash-frozen baby peas is $2.69, compared with $3.99 a pound or more for fresh snow peas, the only kind you are likely to find in November. Don’t Be a Slave to a Recipe If you don’t want to spring for three kinds of herbs in your soup or stuffing, choose one. Or none. Nothing but salt and pepper is ever really indispensable. Substitute water for canned stock in a soup; use a slurry of flour and water to thicken your pan gravy rather than making turkey stock. Instead of investing in a can of shortening for a piecrust, substitute butter for the two tablespoons needed in the recipe. The great thing about Thanksgiving is that the whole really is much more than the parts. Cut corners where you have to and all anyone will notice in the end is a heaping plate.
