Greetings fellow homeowners:
August is ‘back to school’ month. There will be extra traffic on all the roads, especially in Cypress Mill, so keep an eye open for students waiting for school buses and when they return at the end of the school day. Thankfully, it has been a relatively calm summer with no real weather problems in our area. The highlight, of course, was our July 4th picnic, which was a huge success thanks to the careful planning by our community managers, Mike and Krystal. Other volunteers were: Chelsea Aberle, Charlize Reid, Ashley Letalcy, Danyale Reid, Alexis Reid, Bradley Reid, Hannah Faulkner, Hayley Faulkner, Shalise Law, Glenn Smith, Patrice White, Kim Kirkhart, Tina Howard, Dena Loughlin, Steve Howard, Alan Parinello and Larry Ramirez. It would be nice if we could have a social committee made up of homeowners; that way we would not be pleading for volunteers for each event. Your tree branches hanging over the street need to be 14 feet up from the street to allow garbage trucks, delivery trucks, RV and campers to drive down the street without getting tree damage. School busses are also getting damage from low hanging tree branches, so please trim up your street trees. Trim up your tree branches over the sidewalk. I have notice that several trees need trimming over the sidewalks. 25 homeowners still have their trashcans in the front driveway. Trashcans need to be out of public view. Place your trashcan in the garage or behind your fence. Exterior Home Maintenance -19 deed violations for home maintenance. Check your siding on the north side of your home for mold. Does the trim on your home need to be repainted?

Owner of lot shall keep all weeds and grass cut in a sanitary, healthful and attractive manner and in no event use any lot for storage of material and equipment except for normal residential requirements… the accumulation of garbage, trash or rubbish of any kind or the burning of any materials is prohibited. 3 homeowners were sent deed violation letters for having recreational vehicles/boats in public view. Section 9. No boat trailer, boats, travel trailers, inoperative automobiles, campers or vehicles of any kind shall be left unattended in the public street right-of-way. No boat trailer, boats, travel trailers, inoperative automobiles or campers shall be allowed to remain unmoved for more than 96 hours if in public view. Only operative/licensed automobiles, both passenger cars and pick-up trucks, will be allowed forward of the front building line for more than 96 hours. JULY 4TH PARTY
The Cypress Mill July 4th party was a blast again this year. We had over 250 attendees who enjoyed hot dogs and fixings, watermelon, cookies, donuts and drinks. There were games for the little ones and great music. There was also face painting, balloon artist and “Uncle Sam” who strolled around entertaining everyone. Two large tents provided much needed shade and of course, there was also the pool to cool off. This year was probably the biggest parade, despite the heat. There were decorated bikes, trikes, wagons, motorcycles, cars, walkers, a fire truck and a golf cart. Very welcome ice pops met the parade participants as they reached the clubhouse. Many thanks to the band of volunteers who helped make this happen. CALL TO ORDER A quorum being present, the meeting was called to order by President Ramirez at 7 PM and opened the meeting with a prayer. PATROL UPDATE Constable Rogers updated the Board and homeowners on activity in and around Cypress Mill HOA. Please remember to lock your car and house doors, shut your garage door every night to deter any vandalism. MINUTES The Board reviewed the minutes of the previous meeting and executive session. The minutes were accepted as presented on a motion by Secretary Loughlin and a second by Treasurer Howard. All in favor. Motion Passed. REVIEW OF FINANCIAL REPORTS Treasurer Howard reviewed the Financials including the Balance Sheet, Income Statement, cash operating and cash reserve accounts through April 2015. Treasurer Howard discussed and answered questions from the homeowners. Treasure Howard made a motion to accept the financials as presented, second by Secretary Loughlin. All in favor. Motion passed. RATIFY ACTIONS IN-BETWEEN MEETINGS N/A HOMEOWNER FORUM The Board discussed and answered questions on a variety of items including but not limited to the July 4th event for Cypress Mill at the clubhouse, landscaping updates, having security keep a eye on the fitness center and tennis court/basketball courts, security in the neighborhood and answered general question about the association. EXECUTIVE SESSION Items discussed in executive session but not limited to; discussion with homeowners about their accounts. Board also reviewed the deed violations, delinquent summary report and attorney delinquency status reports. Payment plans were also discussed. NEXT MEETING 4th Wednesday of each month. Next regular Board meeting 6/24/2015. ADJOURNMENT The meeting adjourned at 9:20 PM.

We also get a lot of requests about replacing your fence. This one is a little more complex. If you are replacing your fence with EXACTLY the same fence (in the same place with the same size boards and the same pattern), then you don’t need HOA approval. However, if you are CHANGING anything the pattern of the fence (including installing rot board at the bottom), moving it, adding a gate or changing the material of your fence, then you need approval of the HOA.

Approval is based on the deed restrictions for your particular section of Cypress Mill. Each section has a different set and you should have received a copy for your section when you built or purchased your home. Please read them and know what is allowed and what is prohibited in our community. The approval process is easy. You can pick up the forms at the community center or you may find them online at www.cypressmillhoa.com. Simply complete the form, include a copy of your property map and samples of any materials like paint color or shingle color and a check for the $25 processing fee. The more information you include with the application, the faster and easier the approval process will be. If we have questions because you didn’t include all of the required information, it will slow the process down. Keep in mind that approval may take up to 30 days - plan ahead! Submit your application early, so that your project is not delayed.

GENTLE REMINDER ABOUT PETS
ALL pets should be kept on a leash when not on your secured property. Make sure all fences are in good condition and be courteous to other walkers. We have not been notified of any serious incidents in quite a while, so let’s keep it that way.

Need we say more … We continue to receive complaints about residents having to clean up after a neighbor’s dog has left a message on their lawn. Please remember to carry a poop bag with you when taking Fido for a walk. Thank you.
GARDEN TIPS FOR AUGUST
• Time now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. • Prune roses to reshape and groom plants for fall growth. • Wait until November to plant petunias and pansies. • Chinch bug damage is obvious now. You will have areas of thin and/or dead turf where they weren’t brought under control. There is a new generation going now. This batch causes the most damage. Use Dursban to stop the damage. • Until the weather gets back to the 80’s, St. Augustine grass grows slowly. If you fill in with sod, don’t expect a fast turnaround. The sod may look like it’s not growing while it puts down roots. You will need to water the new sod often and deeply to get it started but this also creates a disease environment. Water early so the sun can dry the turf. • Now is a good time to work new beds. Till them up, add organic material, mix it in, then let them cure for a month or so. Add in any amendments like micro-nutrients. Keep the beds moist so the microorganisms have a favorable environment.

BOARD APPROVES 2015 - 2016 BUDGET
The Cypress-Fairbanks ISD Board of Trustees adopted the 2015 - 2016 budget in the amount of $882,957,679 during the regular meeting on June 25th. The budget includes local tax revenues of $455,573,270, state revenues of $378,859,409 and miscellaneous/federal revenues of $48,525,000. The proposed tax rate for 2015 - 2016 of $1.44 - comprised of a $1.04 Maintenance & Operations Tax rate and $.40 Interest & Sinking (I&S) Tax rate - remains unchanged from the 2014 - 2015 school year, which marked a tax rate decrease from 2013 - 2014. The 2015 - 2016 budget plan provides for: • a starting teacher salary of $51,500; • a salary increase of $2,000 for all classroom teachers; • a 5-percent-of-midpoint salary increase to clerical, hourly support and instructional paraeducator positions; • a 4-percent-of-midpoint salary increase to all other employees; • pay range adjustments and equity increases to certain clerical paraeducator, hourly support, instructional paraeducator and central administration positions; • funding for additional classroom teachers to staff K-4 classrooms at 22:1; • funding for class size reduction at Title 1 campuses; • additional police officers and police vehicles;

Taqvi was the runner-up in the Computer Applications competition, finishing behind winner Alma Rodriguez of North Shore High School and earning 12 points for Cypress Woods. Taqvi said he felt proud of the accomplishment in what was a difficult event against some of the best in the state. “It was really exciting and I was amazed that I placed that high,” Taqvi said. “It was a tougher competition than anything I’ve ever participated in and a very rewarding experience. I feel like all our coaches do a great job of preparing students for UIL competition across all subjects.
