Message from your HOA President

Season’s Greetings, I would like to take this opportunity to wish each of you a very Merry Christmas. I know that there are some in our neighborhood who do not share our faith, so I will wish you a happy holiday season. I hope you are enjoying the new Christmas decorations. I think that they really make our community stand out. Christmas is the season of giving. Regardless of your faith, please remember those less fortunate than yourselves. There are plenty of good charities to choose from, but as a Marine, I would be remiss if I didn’t put in a plug for Toys for Tots. Also, if you have spare change, drop some money in the Salvation Army buckets. They really do a great service to our community at large. The Board is continuing our effort to improve the neighborhood. Later in the newsletter, you will see photos of some of the recent improvements we have made. The items missing will be coming out in future newsletters as the projects are completed. We have approved a new roof to be installed over the patio at the Recreation Center. The Monuments at the entry from Skinner Road have been repositioned to improve visibility and the beds are being reworked. The letter you see in the newsletter is a sample of the number of positive comments we have received on the new playground surfacing at the Recreation Center. I have received reports that people are using the facility more than ever. In fact, we have had such overwhelming support that the Board is discussing which playground should be next. The photo can only let you see the result. You should check it out yourself if you have not already done so.

ADOPT AGENDA A motion was made by Secretary Parinello and seconded by Treasurer Howard to adopt the agenda. Motion passed unanimously. PATROL UPDATE Constable Walker updated and answered questions from the Board and homeowners on the tire theft in the area and giving the Constables notice when you go on vacation. Constable Walker also answered some general questions concerning Cypress Mills area.

MINUTES The Board reviewed the minutes of the previous meeting and executive session. The minutes were accepted as presented on motion by Secretary Parinello and with a second by Director Staas. All in favor. Motion Passed. REVIEW OF FINANCIAL REPORTS Treasurer Howard reviewed in detail the Financials including the Balance Sheet, Income Statement, cash operating and cash reserve accounts for August 31, 2012. President Brewer made a motion to accept the financials as presented, second by Secretary Parinello. All in favor. Motion passed.

Director Staas and Secretary Parinello updated the Board on their findings on the artificial turf used on playgrounds in the area. Director Staas and Secretary Parinello stated that the higher quality artificial turf was not hot to the touch during their investigations. Director Staas and Secretary Parinello answered questions from the Board and homeowners. Treasurer Howard motioned to install one of the four playgrounds with the new material as presented earlier, not to exceed $32,000. Secretary Parinello seconded the motion. All in favor. Motion passed. The Holiday Committee recommended to the Board purchasing new holiday decorations for the monuments in Cypress Mills. Director Staas motioned to accept the proposal for the holiday decorations up to $21,000 + shipping. President Brewer seconded the motion. All in favor. Motion passed. The Board directed the landscaper to purchase and install a trashcan in the park at Meadow Estates Lane. Treasurer Howard motioned to contact Reserve Data Analysis, Inc. to update the reserve study in January 2013. Seconded by Director Parinello. All in Favor. The Board directed Mike Crahan to gather information from the correct government agency on adding sound barrier fencing along HY 290.

HOMEOWNER LETTER

Hi Mike, Just a quick note to let you know how much I, my other Mom (and Dad) and friends LOVE the new playground!! It’s incredible! Safer, softer, more fun and just 100 times better! My one year old plays happily for over an hour there, he never plays that long with anything!! He walks better because of it, honestly! He sleeps better (expect Christmas cookies for that one), it’s wonderful and we love it! We use it at least once a day! Thank you a hundred times for this vast improvement! When will the one on the other side be done? Please thank the board; changes like these are what make this neighborhood a better place! We’ve been able to make new friends there already because so many people are enjoying our new community space. Keep improvements like these coming; it makes the families that live here even happier to be a part of this great community! :)

Your homeowners association (HOA) has bills to pay: heat, electricity, landscaping, maintenance, repairs, employees and possibly more depending on your community’s unique features. As a homeowner, you pay a portion of those fees - your HOA dues - each month. When you fall behind on your payments, it becomes harder for the HOA to maintain the community and other homeowners usually end up paying more to cover your missed payments. To help recover these funds, HOAs can take

a number of different avenues, depending on the association’s governing documents and state and federal laws. What to expect if you stop paying your monthly HOA dues HOA boards often take quick action after a missed payment and typically will follow steps of increasing severity to recover those payments. Generally, here’s what you can expect: 1. A letter from your HOA board stating your account is in arrears. The letter may also state steps they will take to try to collect those funds. 2. Charge you late fees and interest on missed payments. 3. Suspend your rights as a homeowner in the community. This could include your voting rights on community issues and your ability to use common areas, like a clubhouse, workout facility or pool. 4. Collect rents directly from your tenant if you rent your unit and apply them to your unpaid dues. Once you account is back in the black, any remaining funds collected from your tenant will be returned to you. 5. File a lien on your property. If you sell your property, the lien and any associated attorney or filing fees, will direct escrow companies to pay the HOA its share before you get any remaining sale proceeds. 6. Foreclose on your property. Again, state laws vary on this and HOAs use this option only when necessary, as the HOA then becomes responsible for all taxes and utilities on the property, as well as selling the property. What to do if you cannot pay your HOA dues While paying any housing-related costs first, including your monthly association dues, should be a top priority when your budget is tight, there are steps you should take if you know you won’t be able to pay your HOA dues: 1. Don’t wait until that first missed payment. As soon as you know you’ll be unable to pay, contact your board to let them know. 2. Ask your board to work with you on a solution, such as a payment plan. 3. Ask if the board will waive late fees. This is likely a possibility if you are open and honest from the beginning. 4. File for bankruptcy. This last resort option still puts you at risk for foreclosure and your unpaid dues will likely be included in your Chapter 13 repayment agreement. Though Black Friday has passed, there is still plenty of shopping left to do. As you are out shopping, be sure not to leave any presents in plain view within your vehicle. If you must take packages to your vehicle during a shopping trip, place them in your trunk and then move the vehicle to another location. If you have an SUV or truck, like I do, try to cover the packages as best you can to disguise them. Always be aware of your surroundings and if you see something suspicious, get to a safe area with other people around and call security or 911 if you feel threatened. It may be harmless, but it is better to let professionals figure that out. In your home, do not display presents under a tree where people can see them from outside. A lit up Christmas tree looks beautiful in your front window, but also invites intruders to see what is under your tree. Also, remember fire safety in the fireplace, with decorations and on your tree. Do not overload outlets and check all extension cords for wear. If you have a live tree, make sure that you are giving it water. If it starts to dry out, you could be at risk that the lights could ignite the needles.

DECORATING SAFETY TIPS

The following tips may help ensure your safety with regard to fireworks: • The best way to enjoy fireworks is to visit public fireworks displays put on by professionals. • If you plan to use fireworks, make sure they are legal in your area. • Never light fireworks indoors or near dry grass. • Always have a bucket of water and/or a fire extinguisher nearby. Know how to operate the fire extinguisher properly. • Do not wear loose clothing while using fireworks. • Stand several feet away from lit fireworks. • If a device does not go off, do not stand over it to investigate it. Put it out with water and dispose of it. • Always read the directions and warning labels on fireworks. If it is not marked with the contents, directions and a warning label, do not light it. • Supervise children around fireworks at all times.

How to make it: Combine the flour, baking soda and salt in a medium-size bowl. In a large bowl, cream the butter and sugar, then stir in the eggs and vanilla extract. Add the flour mixture, one third at a time, mixing well after each addition. Gather the dough into a ball, wrap it in plastic and chill for at least 2 hours. Heat the oven to 350 degrees. Roll the dough into a 1/4-inch thickness between sheets of waxed paper. Remove the top sheet. Use a butter knife to cut out 3-1/4-inch-tall triangles.

Gail Norris: Those who know Gail, know that she has always been vocal about her concerns for the wellbeing of our neighborhood. A few years ago when asked to join the HOA board as a member at large, she was immediately given the task of finding a solution to the ongoing fence issue. After hours of pouring through the several different sets of bylaws dealing with fence repair/replacement, she formed a committee which, to make a long story short, led to the Cypress Rose Hill beautification project. Thank you Gail for all your efforts. Gail also worked with Carolyn on securing new decorations this December for the Cypress Mill entrances. Gail and other committee members restarted the July 4th celebrations a few years ago and although that baton has now been passed on, the format was set and it’s now a very successful family event. Gail is also a regular attendee at the monthly HOA board meetings. With a background in accounting, she keeps a close eye on budgetary items. Kudos to Carolyn and Gail for being good neighbors and truly making a difference. GARDENING TIPS FOR DECEMBER

• If a long flowering period is desired, pansies should be placed in their permanent beds not later than this month. Fertilize monthly with manure, super-phosphate or a liquid high-phosphate product. Keep flowers picked for more bloom. • Take tulips out of cold storage and plant late this month. • Fertilize established trees, spring-blooming shrubs, spurias and sweet peas (after they are a foot tall) with a fertilizer such as 13-13-13; Louisiana iris with cotton seed meal and manure. • Azaleas and camellias may be moved now. Keep moist to lesson cold weather damage. May acidify again. • Last month to plant early blossoming spring bulbs, speciosum and other varieties of lilies. Mulch. • Water plants well before a freeze; dry roots are easily damaged. • Don’t forget to provide food and fresh water for birds. More birds die from lack of water than lack of food.

At the 9:30 AM service led by Journey Praise, the message will be a special “Advent-themed Readers Theater.” • Monday, December 24th, Christmas Eve, Cornerstone will offer three worship opportunities: 4:00 PM, 6:00 PM and 11:00 PM. At 4:00 PM, there will be the Family Christmas Service. In addition to the singing of carols and Communion, children will be invited to the front of the church to hear the Christ Story and receive a special “Christmas” gift from the church. At 6:00 and 11:00 PM, there will be a traditional “Candlelight and Communion” service. It will include the retelling of the “Birth of Christ” through Scripture readings and hymns. All three services will include a “Candle Lighting Ceremony” with everyone lighting candles during the singing of “Silent Night.” • Sunday, December 30th, we will continue our Christmas celebrations and include a “Favorite Christmas Hymn” time at our 8:30 and 10:45 AM services. During this time, worshippers will be given the opportunity to pick and choose their favorite Christmas hymns from The United Methodist Hymnal to be sung.
