MESSAGE FROM YOUR HOA BOARD OF DIRECTORS

Greetings fellow homeowners: First of all, congratulations to everyone on keeping our neighborhood looking so great. New trees have been planted in front of the rec. center to replace the broken/damage ones. Our lawns and flowerbeds are clean and tidy but you might want to consider treating for brown patch/cinch bugs. Now is a good time to apply a fall fertilizer on your lawns to help with healthy new grass growth in the spring. Also, please trim your tree branches between the sidewalk and the road to a height of 14 feet to allow school buses, delivery trucks, etc. to avoid hitting the branches. There has been a lot of discussion recently on various topics on the Cypress Mill Neighborhood Facebook page. This is a great site for sharing opinions and concerns but not the place for demanding answers/ action from your HOA Board. If you need an immediate answer to a particular concern, contact our two community managers, Mike and Krystal. Their number/email is listed in the Messenger. We do read your comments and suggestions but to ensure that you have the opportunity to express your point of view, the best way is to attend the meetings or ask a friend/neighbor to attend and speak on your behalf. We all lead busy lives with work, children, travel etc. and realize that everyone’s time is valuable. The holidays will soon be here and if you are travelling, contact www.cd4.hctx.net, click on “Online Service” and then click on “Vacation Watch” to request a vacation watch. If you are staying home, be sure to keep your garage door closed and your car locked if left in your driveway, especially at night. Apart from the HOA Board position, there are ample other volunteer opportunities to make Cypress Mill a safe and fun place to live. It would be wonderful if we could have a social committee; we have a few dedicate volunteers but more would be better. Such opportunities would include help with Easter Egg Hunt, Visit with Santa, Veterans Day Celebration, Yards of the Month, July 4th Party, etc. If you are interested in giving a few hours of your time, contact Mike or Krystal. ADOPT AGENDA A motion was made by Treasurer Howard and second by Vice President Parinello to adopt the agenda. Motion passed unanimously. REPLACEMENT OF BOARD MEMBER Jennifer Taylor replaced Jack Evens for the rest of his term. Jennifer was unanimously appointed to the Board. PATROL UPDATE Sergeant Rogers updated the residents on security related issues in Cypress Mill and communities around Cypress Mill. Crime is down in Cypress Mill and

REVIEW OF FINANCIAL REPORTS Treasurer Howard reviewed the Financials including the Balance Sheet, Income Statement, cash operating and cash reserve accounts through July 31, 2015. Treasurer Howard discussed and answered questions from the homeowners. Treasure Howard made a motion to accept the financials as presented, second by Evens. All in favor. Motion passed. RATIFY ACTIONS IN-BETWEEN MEETINGS N/A HOMEOWNER FORUM Board discussed the basketball goals that were taken down at the park. Homeowners discussed that owners need to remove the basketball goals that are in the street and in front of their homes. The HOA will send out letters asking residents to remove the basketball goals from the streets. Veterans Day was discussed about being the next event for Cypress Mill HOA. EXECUTIVE SESSION Items discussed in executive session but not limited to; The Board appointed a new ACC chairperson and committee members for the review and approval on all applications. The Board also reviewed the deed violations, delinquent

summary report and attorney delinquency status reports. Payment plans were also discussed. Board talked to homeowners about their delinquent accounts and deed violations. The Board approved two additional treadmills for the fitness center. NEXT MEETING 4th Wednesday of each month. Next regular Board meeting 9/23/2015. ADJOURNMENT The meeting adjourned at 8:55 PM.

DEED RESTRICTION VIOLATIONS

by Mike Crahan I would like to thank every homeowner who is maintaining their home. It is a pleasure working in the neighborhood where homeowners have nice yards and take care of their homes. Cypress Mill HOA has a few homeowners that need some reminders to take care of their yard: 23 homeowners need lawn maintenance or bushes trimmed. 26 homeowners need to trim their trees over the sidewalk or street. 14 homeowners need to some exterior maintenance completed. Exterior maintenance, is remove the mold, paint your garage or your house trim. Vehicle storage is not allowed on your lot, please have current registration stickers on all your vehicles. Inspect your fence for any missing or damaged fence pickets. Cypress Mill has 15 basketball goals in the street, these need to be removed from the street. Portable basketball goals are not to be stored in the street. They are to be positioned behind the front property lines. If you have any questions about storing your basketball goal please contact me.

So you’d like to build an igloo? Or paint your house red and blue to pay tribute to your favorite sports team? These are easily identified as requests that would not be allowed in our neighborhood. But what are the kinds of things for which you need to submit a request for approval to the HOA? Basically, if you are making a change to your home or yard, you are required to submit a request. Some common requests are: • Installing a pool • Replacing windows, doors or shutters • Building a covered patio • Installing a storage unit • Installing an irrigation system • Replacing your roof • Painting your home/trim • Removing/replacing the trees in your front yard We also get a lot of requests about replacing your fence. This one is a little more complex. If you are replacing your fence with EXACTLY the same fence (in the same place with the same size boards and the same pattern), then you don’t need HOA approval. However, if you are CHANGING anything the pattern of the fence (including installing rot board at the bottom), moving it, adding a gate or changing the material of your fence, then you need approval of the HOA. Approval is based on the deed restrictions for your particular section of Cypress Mill. Each section has a different set and you should have received a copy for your section when you built or purchased your home. Please read them and know what is allowed and what is prohibited in our community.

Simply complete the form, include a copy of your property map and samples of any materials like paint color or shingle color and a check for the $25 processing fee. The more information you include with the application, the faster and easier the approval process will be. If we have questions because you didn’t include all of the required information, it will slow the process down. Keep in mind that approval may take up to 30 days - plan ahead! Submit your application early, so that your project is not delayed. The ACC committee is made up of volunteer homeowners and our goal is to provide a beautiful and consistent look to our neighborhood.

GARDENING TIPS FOR NOVEMBER

• Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots. • Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow on a schedule that cuts no more than one-third of the grass blade away. • As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth. • Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep up spraying program and water deeply. • Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and allow to mellow. • Bananas are more likely to bear fruit if the trunk does not die back in winter. Cut banana stalks back to six feet, wrap with newspaper and burlap. • Continue mulching for winter. Build up a thick top mulch to protect roots from freezing and winter drying. Don’t throw away those pine tree needles; they make great acidic mulch for azaleas, gardenias and next Spring’s impatiens. • Place pansies in beds after weather has cooled. Use a little blood meat mixed in soil under each plant. • Now is the best time to plant trees and shrubs.
