LICENSING OF DOGS AND CATS IN FORT BEND COUNTY All dogs and cats are required to be registered and licensed with Fort Bend County Animal Services. To be registered, dogs and cats must be current on all vaccinations and have a rabies shot done by a veterinarian in the State of Texas. The cost is $1 for spayed and neutered dogs and cats and $5 for dogs and cats who have not been spayed or neutered. Senior citizens may register their dog or cat for $1. The cost of all licenses is for 1 year only and must be renewed annually. To register your dog or cat, send rabies certificates, proof of spay/neutering (vet bill), along with a money order to Fort Bend County Animal Services, 1210 Blume Road, Rosenberg, TX 77471. TRASH REMINDER
Trash receptacles and recycle bins must be stored in garage or behind house out of public view on non-trash days. This is unsightly and is not the image we want to present in our community. Trash pickup days are Tuesday and Friday. Friday is heavy trash day. Trash should not be placed at curb before 6 PM the night before trash is picked up. Please respect the deed restrictions.
SPEEDING
If you observe speeding cars in your area, you can contact the Sheriff’s Department at 281-341-4665 to request patrols so that speeding is discouraged. The Sheriff’s Department has been given authority to enforce traffic laws on our private streets.
OVERNIGHT PARKING IN THE STREET IS NOT PERMITTED Article XI, Section 10 of the Declaration states, “No Overnight Parking of Vehicles in the Street is Permitted.” Violations will result in an initial $100 fine and then a $25 fine per night until the violation is corrected.
SOCCER FIELD RESERVATIONS
The soccer fields at the neighborhood center can be reserved by contacting Rachel Schmutz of Community Solutions at 713-4295449. Reservations must be made by a resident of Falcon Point East HOA (the Arbor, the Grove, the Landing and the Meadows) and who is responsible for the activities on the field during the reserved time.

NEED ADDITIONAL GATE TRANSMITTERS AND/OR GATE CARDS? Gate transmitters and gate cards are available for purchase. Transmitters are $40 each and cards are $10 each at this time. If you wish to buy gate access equipment, you can contact the Gate Committee at FPE.gates@gmail.com. It is strongly recommended that everyone purchase a wallet card to be able to gain access to the neighborhood, in case your transmitter battery fails or you need to gain access to the community, but you are not in your own car. Transmitter allows access to all gates in our community. The card and 6-digits access code is only good for the section you live in.

COMMUNITY INFORMATION
The Falcon Point East subdivision consists of the 613 lots located in the Arbor, the Grove, the Landing and the Meadows. Owners of these lots are members of the Falcon Point East Homeowners Association, Inc. (the Association). The Association is managed by Community Manager. Policy is set by a five member Board of Directors (the “Board”). The Board is elected by the members of the Association at the Annual Meeting of Members held in October or November of each year. In each newsletter, there is a list entitled, “Important Numbers for Falcon Point East.” You can cut it out and put it on your refrigerator for easy reference.

GARDENING TIPS FOR OCTOBER
• Dig and store caladiums before the foliage dies. Allow the bulbs to dry in the shade, shake off the dried soil and dust with sulphur to control fungus. Store by hanging in open mesh bags or old panty hose. • Flowers planted for spring can begin when the temperatures are going to stay cooler. Shrubs and trees can be planted now. Woody plants concentrate on root growth through the winter and the more headstart they can get before summer, the better. • October 15th is about the time for dividing and planting daylilies. • Watch out for brown patch in St. Augustine grass. These circular brown patches are caused by a fungus that is activated by moist cool weather. Control with Daconil. • If you need to do any pruning, do it early in the month. The re-growth stimulated by pruning needs to harden off before that odd-ball frost of Halloween. Prune fruit trees when leaves begin to fall. Remove all dead, weak and over-crowded growth. Tip back main branches to control size and shape. Spray w/dormant oil when temperature is between 30-60 degrees. • Cut back tops of perennials after they have bloomed. Divide roots and transplant anytime from now until March, the earlier the better. • Get the ant baits down. This will greatly reduce your spring populations. • Clover left over from last year may be growing. It’s best to hit it with the post-emerge herbicides in October and November. At least two applications are usually needed, even if done this early. • For color throughout the winter, begin planting pansies.

This month the color pink will be symbolic in honor of Breast Cancer Awareness. This disease affects both men and women, even someone you may know. There are many ways you can help with increasing awareness about breast cancer; it begins with education. Here are 11 facts about breast cancer:
1. In the US, 1 in 8 women will be diagnosed with breast cancer in their lifetime. 2. The most significant risk factors for breast cancer are being female and aging. About 95% of all breast cancers in the US occur in women 40 and older. 3. Getting a mammogram can help reduce the number of deaths from breast cancer by 30 to 40% among women ages 40 to 70. Breast cancer deaths have been declining since 1990 thanks to early detection, better screening, increased awareness and new treatment options. 5. For some fun facts on your favorite Halloween food including snack-size bars, gum and candy corn, read on. We recognize that not everyone has unlimited time to volunteer. But we are thankful that, every year, hundreds of people have time to read to our children. Promise to Read brings Katy’s business community into elementary schools each November, allowing adults to share their love of reading and allowing children to indulge their love of being read to. From Alcott to Zalbern, wockets in pockets to monsters in closets, guest readers sit down in little chairs in front of little faces and the room is transformed. Promise to Read is a tradition in Katy with many of our readers having participated since the program’s inception in 1997. Some bring their own books from home - others let the librarian or teacher choose one for them. But in either case, everyone agrees it’s the best 30 minutes they’ll spend all week. November 1st - December 11th - In 2014, our Katy ISD community raised over $25,000 helping 502 students and their families in our district. This wonderful initiative, held each December, allows the community of Katy to bring a little joy into the homes of some of our students and their families. Principals identify students for the program, and Partners in Education collects community and corporate donations. Grocery gift cards in the amount of $50, along with a note of support from the Katy ISD community, are then delivered to each student by a campus staff member. So by the time our kids start their senior year in high school they’re completely familiar with JA, beginning in kindergarten when they learned about visiting a farm and planting a garden. Junior Achievement is a great venue for volunteering because it allows folks to build a relationship with students in a classroom. Volunteers attend training hosted by one of our on-site JA staff and are given a satchel full of materials pertinent to the class they’re teaching. And whether the lesson is about opening a donut shop or investing in the stock market, students all learn about work-readiness, entrepreneurship and how to dream big in the business world. Although numerous Katy ISD Junior Achievement classes are taught by parents, we have an impressive cadre of businesses who step up to do their part, with some companies “adopting” an entire school’s program. Whether you’re interested in teaching JA in a day at the junior high level or teaching five one-hour classes at an elementary school, it’s the perfect way to have some face time with a classroom full of kids. KATY ISD KEYS MENTORING KEYS mentors are adults with knowledge and experience to share, who have the desire to motivate students to reach their full potential. They commit to one student for up to one hour per week during the school day, during the school year. During those weekly visits mentors and students engage in a variety of activities - and although they may help with academics, mentors are not tutors. In Katy ISD, KEYS offers four opportunities for those who wish to join our KEYS mentor family:

A National ESSAY Competition The Voice of Democracy essay is a National Competition created in 1947 to allow high school students in grades 9-12 to voice their opinion on their responsibility to our nation. The theme for 2015 is: “My Vision for America.” Students from public, private and parochial high schools and home schooled students, in the U.S. and in American high schools overseas may enter. The oral presentation must be not less than 3 minutes and no more than 5 minutes in length, spoken in English and recorded on the media specified on the application form, with no background noise or enhancements. The essay cannot contain the student’s name, city, state, grade level or refer to their nationality. Entries must be received no later than midnight Nov. 1, 2015. TEXAS MASTER NATURALIST The Coastal Prairie Chapter, Texas Master Naturalists has a membership of 85 outdoor enthusiasts. For the last 10 years, chapter members have enjoyed learning together and sharing their love of the outdoors with others. The chapter is part of a state-wide Master Naturalist organization consisting of 8,140 volunteers in 44 local chapters with a total of over 2 million service hours as of 2012! Statewide TMN volunteers have impacted or conducted projects on approximately 195,700 acres of habitat while also developing or maintaining some 1,775 miles of interpretive trails. The Texas Master Naturalists program is sponsored by Texas Parks and Wildlife Department and Texas A&M AgriLife Extension Service. This program was established by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s Citizens Academy Alumni Assoc.) in 1998. Many police chiefs in the county are also participating in the program and will proceed with the welfare check for citizens of their community. INGREDIENTS 1 cup vegetable oil 1 cup all-purpose flour 1 large onion, chopped 1 large green bell pepper, chopped 2 celery stalks, chopped 1 pound andouille or smoked sausage, sliced 1/4 inch thick 4 cloves garlic, minced salt and pepper to taste Creole seasoning to taste 6 cups chicken broth 1 bay leaf 1 rotisserie chicken, boned and shredded DIRECTIONS Heat the oil in a Dutch oven over medium heat. When hot, whisk in flour. Continue whisking until the roux has cooked to the color of chocolate milk, 8 to 10 minutes. Be careful not to burn the roux. If you see black specks in the mixture, start over. Stir onion, bell pepper, celery and sausage into the roux; cook 5 minutes. Stir in the garlic and cook another 5 minutes. Season with salt, pepper and Creole seasoning; blend thoroughly. Pour in the chicken broth and add the bay leaf. Bring to a boil over high heat, then reduce heat to medium-low and simmer, uncovered, for 1 hour, stirring occasionally. Stir in the chicken and simmer 1 hour more. INGREDIENTS 4 (1 ounce) squares semisweet chocolate, chopped 1 cup butter 1 cup all-purpose flour, sifted 1 3/4 cups white sugar 4 eggs 1 teaspoon vanilla extract 2 cups chopped pecans DIRECTIONS Preheat oven to 325 degrees F (165 degrees C). Line 24 muffin cups with paper liners. In the top of a double boiler, combine chocolate and butter. Heat, stirring occasionally, until mixture is melted and smooth. Remove from heat and allow to cool to lukewarm. Sift flour and sugar together into a large bowl. With mixer on low speed, beat in eggs one at a time. Stir in chocolate mixture, vanilla and pecans. Fill muffin cups 2/3 full. Bake in the preheated oven for 25 minutes. Do not overbake. Tops should be shiny but give slightly when touched.
