A homeowner requested everyone be informed that garage sale signs are not to be placed on stop signs and street signs. A homeowner requested members not park in the street. The Association is paying to have house numbers painted on the curbs The swim team Board members in attendance were recognized and thanked for all they do with the children on they swim team. There are 123 registered swim team members from 3 years to 18 years old. 41 swimmers have qualified for the divisional meet. A homeowner inquired if the whole subdivision is tied to the same power grid. There have been problems in some areas. The area at Gaelic and Clydesdale is having problems. An area on Girnigoe was also having problems. Director Coy provided information for this power problem and that the subdivision is on different grids. DEED RESTRICTION REVIEW A resident has requested some clarification on several deed restriction violations that we cite quite often. This is an attempt to clarity, amplify or expound on deed restriction violations and Board expectations. There is no way we can cover every specific incident or issue. If you get cited for a violation which you believe was not covered in one of these articles, please understand that explanations are not inclusive or limiting. Should you receive a letter and feel it is incorrect, you may address the Board of Directors during their Monday evening Board meetings. This meeting takes place the Monday prior to the Tuesday Member Meeting, which is the second Tuesday of the month. You should contact the Management Company and be placed on the agenda to address the Board of Directors.

The violation we will review is yard maintenance. When inspections are made, the inspector has been instructed to cite properties for yard maintenance if the following conditions (but not limited to) are observed: yard needs mowing, curb needs to be edged, flowerbeds need to be weeded, grass around the house foundation or fence needs to be weed-eated, weeds in driveway need to be removed, bushes need trimming, trees need trimming, etc. We will attempt to explain each violation or issue in the following paragraphs.

The yard will be cited for mowing if one of two or both conditions exist. If the grass is in excess of six inches tall overall, a letter will be sent requesting the homeowner to mow. If there are weeds in the yard that are in excess of ten (10) inches tall, a letter will be sent requesting the homeowner to mow. In all probabilities, the letter will state mow the yard or mow the yard: weeds. Letters are sent when the curb needs to be edged. If the inspector sees grass hanging over the curb or out onto a sidewalk, a letter requesting the homeowner to edge the curb will be sent. There are several conditions or combinations of conditions that will generate this letter. There could be a lot of short shoots hanging over the curb (the inspector does not count the number of shoots) or there could be a few long shoots hanging over the curb or out onto the sidewalk. Weed-eat letters cover several items. There could be grass along the foundation of a house or the bottom of a fence that is taller than the rest of the yard. A letter will be sent requesting the homeowner weed-eat or trim this grass to the same level as the rest of the yard. Taller grass around the mailbox and/or flowerbeds will be cited as needing to be weed-eated. Grass and/or weeds in sidewalk expansion joints, sidewalk cracks and driveway expansion joints will be cited as needing to be removed.

You will receive information, which has been sent to me from the Sheriff’s Office, from citizens who have observed events, etc. In addition, if you want to volunteer as a Block Captain for your street, you can do so by sending an email. Sadly, in this era of commuting and busy schedules, few of us get to know our neighbors. At one time in our history, neighbors knew when there was a problem and immediately told their neighbors. This effort will offer information as it comes to my attention. Rumors will be checked out by the Sheriff’s Office before the information is shared via email to the residents. Glencairn is doing a great job watching out for each other and calling the Sheriff’s Department to report suspicious activities, our criminal activity has steadily gone down.
SLOW DOWN IN THE NEIGHBORHOODS
CALL SHERIFF’S OFFICE TO REPORT AFTER HOURS & ILLEGAL ACTIVITY If your home backs up to the greenbelt, please call the Sheriff’s Office at 9-1-1 if you see or hear suspicious people, underage drinking, graffiti artists or any activity after 10 PM, etc. Graffiti has extended to some homeowner fences and to the sidewalks. It is imperative that you call the Sheriff’s Office, give your address and explain that this area is behind your home in order to get this activity stopped. We are looking at solutions to this problem of recalcitrant teens and young people in their 20’s who have nothing better to do with their time than disobey the law and terrorize the neighbors. All common areas (the pool area, the parks, the civic center, tennis courts, etc.) in Glencairn are closed at 10 PM. After 10 PM, people at any of the common areas are in violation of the trespassing laws of Texas.
EMAIL LIST SET UP FOR INSTANT PROBLEM NOTIFICATION
Almost everyone is aware that the Sheriff’s Office has adopted a zero tolerance of speeding and other violations of the law with a motor vehicle. That zero tolerance has resulted in an average of 50 tickets per month issued in Glencairn. The speed limit in residential areas, by Texas law, is 30 miles per hour. There are cautionary signs regarding slower speeds on curves. There are stop signs, which indicate the vehicle must come to a complete stop. Residents of Glencairn want to see a slower pace of traffic for the protection of all-especially the children. For some reason, the people of Harris County seem to be perpetually late. A suggestion for each of us is to leave five minutes early in order to avoid the impulse to speed. Develop patience; we do not want a fatality auto-pedestrian accident in our neighborhood or any serious accident caused by thoughtless speed. Be mindful of where you are driving. Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. If you fill in with sod, don’t expect a fast turnaround. The sod may look like it’s not growing while it puts down roots. You will need to water the new sod often and deeply to get it started but this also creates a disease environment. Water early so the sun can dry the turf. • Now is a good time to work new beds. Till them up, add organic material, mix it in, then let them cure for a month or so. Add in any amendments like micro-nutrients. Keep the beds moist so the microorganisms have a favorable environment.

Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. ECI PROJECT TYKE GARDEN TIPS FOR AUGUST • Time now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. • Prune roses to reshape and groom plants for fall growth. • Wait until November to plant petunias and pansies. • Chinch bug damage is obvious now. You will have areas of thin and/or dead turf where they weren’t brought under control.

ECI Project TYKE is a year round Early Childhood Intervention program (ECI) in the Katy Independent School District that specializes in working with children who need extra help. The program provides developmental services to children who may need assistance in attaining developmental milestones or who may have a disability. Services are provided to children from birth to three where they live, learn or play. ECI Project TYKE develops a supportive partnership with families by providing educational and emotional supports, which enriches the daily routines and relationships that will enable their child to reach his or her maximum potential.

GREEN TIPS Reasons to lose your styrofoam habit - Many of us use styrofoam cups at work or when we get fast food: they’re just so convenient. But if you use one styrofoam cup a day, you’re adding 23 pounds of waste to the landfill every year (and that’s not counting all of those restaurant to-go boxes). Re-using bread bags - Bread bags are quite handy and can take the place of other products that you might buy, so, even though we probably can’t keep them out of the waste stream forever, they can be used for other purposes that may prevent the use/purchase of another product. Here are some ideas: • • • • •
For packing sandwiches As packing material when shipping goods General storage for small items A replacement for freezer bags Plastic bag crafts (you can use strips to weave rugs or placemats or make “rope”) • A cake icing piping bag • For picking up dog poop (other small bags can be re-used for this purpose too, like snack/chip bags) • Makeshift gloves for touching unpleasant or corrosive things (snack/chip bags good for this, too) • Seed starters - put soil in the bottom & use them for seedling starters (also snack/chip bags) • Car travel sick bag (also snack/chip bags) • Trash bags for small trashcans or for the car (also snack/chip bags) • Seasoning bag; add seasoning and meat and shake. Cy-Fair Area Boy Scouts of America leaders will make a push to recruit area boys for membership, with multiple dates and venues available for parents with questions. The Boy Scouts will have a booth at the Cy-Fair ISD Back To School Expo, which is 9 AM to 1 PM, Saturday, August 16th, at the Berry Center, 8877 Barker Cypress. Scout leaders there can direct prospects to the proper units, based on age and geography. The Soaring Eagle District of the BSA will host rally nights at respective elementary schools for Cub Scouts, which is boys in first through sixth grades. Rally nights are Tuesday, September 1st and Monday, September 21st, at area elementary schools. BOY SCOUT TROOP 61 Young men between the ages of 11-18 are encouraged to visit Boy Scout Troop 61 at 7:00 PM Wednesday nights at Peace Community Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084. Mildred’s Umbrella Theatre Company has been selected for an NEA Art Works grant from the National Endowment for the Arts for our upcoming production of the Houston Premiere of The Drowning Girls by Beth Graham, Charlie Tomlinson, Daniela Vlaskalic. In addition, the company has received a Brown Foundation Discretionary Fund Grant for operations in our upcoming season. The Drowning Girls, a modern interpretation and poetic retelling of the “Brides in the Bath” slayings in 20th century England. The work also examines the lengthy history of misogyny and domestic abuse in modern civilization. Originally produced in Canada for the Edmonton Fringe Festival, the work will debut in Houston on July 16, 2015 and will run for 12 performances through August 1, 2015. In line with MU’s mission to promote and support the work of women, the play, written by three female playwrights, illustrates how far women have come in the fight for equality in the past 100 years.
