Management representative, Johannes Lonaker and homeowners listed on the sign in the register were also in attendance. MEETING MINUTES The October 3, 2012 meeting minutes will be reviewed at the January meeting, as they were not published in the Chatter. COMMITTEE REPORTS HIGHWAY 6 GREEN MEDIANS PROJECT Director Anderson advised the residents that she would be attending a meeting with the Copperfield Coalition next month.

TENNIS COURTS Director Jones advised the residents that during the installation of the windscreens, they discovered that parts of the chain link fencing had corroded and will be repaired sometime after the New Year. MEDICARE PRESENTATION Director Jones advised the residents that Toni King will be conducting a presentation on Medicare on November 14, 2012, 7:00 PM, at the clubhouse. Residents will need to contact Director Jones to RSVP. ASSOCIATION WEBSITE Director Coy advised the residents that the website should go live sometime in January. ROYAL MILE MONUMENT Director Coy advised the residents that the Association has received funds from the driver’s insurance and the rebuilding of the monument is almost complete. SECURITY CAMERAS Director Jones advised the residents that the majority of the cameras have been installed. One of the contract deputies has viewed some of the footage and angles and stated that it is a good camera system. CHRISTMAS DECORATING CONTEST Director Anderson reminded the residents that there would be a Christmas Decorating Contest that will be judged by the Board. Judging will begin in the first and/or second week of December. Board members are not eligible for this contest. Winners will receive the following prizes at the January member meeting:

The Civic center will also be decorated on November 30th and any volunteers are welcome. RESUME WRITING SEMINAR Director Anderson advised the residents that she will be hosting a free resume writing seminar on January 12, 2013. Additional information will be made available, once she has determined a specific time. 2013 BUDGET Director Coy advised the residents that the Board has approved a budget for 2013. OPEN FORUM The Board of Directors inquired if residents from the floor had any issues to discuss with the Board regarding the community. Director Coy advised that Director Hill will be able to speak on this fully, but that the Board is committed to mowing the field if the owner is unwilling to do so.

EXECUTIVE MEETING ACTIONS Director Coy reported the following business transactions at the October 8, 2012 Executive Meeting. 1. Christmas Decoration judging will occur the second or third week of December. 2. The security camera system is just about completed. The Civic Center office has been refurbished to, hopefully, make it harder to break into. 3. The 2013 budget was approved. Copies are available at the Management Company office. 4. The tennis court windscreens have not been replaced yet. The Board is investigating the replacement of the chain link fence surrounding the tennis court. 5. The Royal Mile and Highway 6 monument sign repair work was finally approved. Management had to call the insurance five or more times and send the same pictures three times in an effort to get this processed. A check has been received from the vehicle owner’s insurance company for the replacement of the sign. The cast stone “GLENCAIRN” is being constructed now and should be installed within a week. 6. The Board is reviewing improvements at the Cairnway and Kieth Harrow facilities. These improvements will be addressed in 2013. 7. Director Anderson will be hosting a free resume writing seminar the second Saturday of January (January 12, 2013). 8. The Board will be decorating the Civic Center November 30, 2012 starting at 10:00 AM. Any members that would like to help are more than welcome to come.

9. The Board met with one of four homeowners that requested a meeting with the Board to discuss deed restriction, collection or other matters. GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION COLLECTION POLICY The GLENCAIRN Community Improvement Association Board of Directors would like to inform the owners of the maintenance fee collection policy. The Board reserves the right to change this policy from time to time without notice to better serve the members of the Association. Homeowners begin receiving their annual assessment and account statement usually between November 15th and November 30th of each year. These statements will list any balances owed to the Association and payment is due by January 1st of the next year, unless the account is being handled by the attorney. If the account is being handled by the Association attorney then, the next year maintenance fee assessment is still due by January 1st. All other balances are due at that time, but you should contact the Association attorney at 713-780-4135 to determine the total amount owed. There will probably be some legal fees invoices that have not yet been

Once again, if legal fees are displayed on the statement, then the owner should contact the Association attorney to determine the total legal charges owed unless stated otherwise. The assessment is due January 1st, becomes delinquent January 31st and is subject to the following actions when delinquent. The week of February 1st interest will accrue and be posted to any accounts that are delinquent. Additionally, a late penalty will be assessed to each delinquent account. A letter will be sent to each delinquent account stating the current balance. Once again, those accounts being handled by the attorney for prior year delinquent fees or lawsuits should contact the Association attorney at the phone number listed above. The letter will request payment within fifteen days or a certified letter will be sent by the Association and the homeowner will be responsible for all charges associated with the collection of this debt. If the payment is not received within fifteen days from the postage date of the first delinquent notice, a certified letter is sent by the Association to all accounts with delinquent balances. The same circumstances for accounts being handled by the attorney as stated above apply to this circumstance. The Association’s certified letter will state that an administrative charge plus postage has been added to the balance of the account for processing the certified letter. The letter will also state that payment of the balance is due within thirty days or a lien may be filed or the account will be turned over to the Association attorney. The owner will be responsible for all charges associated with filing and releasing of the lien and/or any legal fees incurred for the collection of this debt.

The Board of Directors does not want to foreclose on any property, but has a responsibility to all the homeowners to ensure all fees are paid. It is unfair for other homeowners to bear the burden for homeowners that will not pay their maintenance fee assessment. However, the Board has, on a case by case basis, worked with homeowners unable to afford paying the assessment all at one time. This Board will continue to do so but if there is no communication from the homeowner, the Board has no other option but to proceed with the above collection policy. If every homeowner would pay their assessment on time, it would result in fewer expenses and less aggravation for everyone involved. The Association must expend some funds for the collection of delinquent accounts. This expenditure is passed on to the individual homeowners but it is still an expenditure to the Association until the homeowner reimburses the Association. If homeowners pay on time, these expenses are eliminated along with the aggravation of getting certified letters and/or being turned over to the attorney. A four-month payment plan has been approved by the Board of Directors, which includes an administrative charge. Payment plans are available by contacting ACMP, Inc. prior to January 31st. Here’s What HOA Residents Have to Say Americans who live in community associations are overwhelmingly pleased with their communities, expressing strong satisfaction with the board members who govern their associations and the community managers who provide professional support. More than seven (7) in ten (10) community association residents expressed satisfaction with their community experience, according to a survey conducted by Zogby International, a leading public opinion research firm. Almost 40 percent of community association residents say they are “very pleased,” with only 10 percent expressing some level of dissatisfaction. Almost 20 percent express neither point of view. An estimated 54 million Americans live in some 274,000 homeowner associations, condominium communities, cooperatives and other planned developments. Here’s what community association residents say: • 88 percent believe their governing boards strive to serve the best interests of the community. • 90 percent say they are on friendly terms with their association board members, with just 4 percent indicating a negative relationship. • 86 percent say they get along well with their immediate neighbors, with just 5 percent reporting a negative relationship. Of those who reported issues with neighbors, the most common problems were pets, general lifestyle, noise and parking. • 78 percent believe community association rules “protect and enhance” property values, while only one (1) in one hundred (100) say rules harm property values. About 20 percent see no difference. • 88 percent of residents who have interacted with professional community managers say the experience has been positive. The research was sponsored by the Foundation for Community Association Research, a non-profit organization created in 1975 by Community Associations Institute (CAI). Based on telephone interviews conducted in August 2005, the survey has a margin of error of +/- 3.5 percentage points.

Harris County Alarm Detail In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of mak-

In addition to the singing of carols and Communion, children will be invited to the front of the church to hear the Christ Story and receive a special “Christmas” gift from the church. At 6:00 and 11:00 PM, there will be a traditional “Candlelight and Communion” service. It will include the retelling of the “Birth of Christ” through Scripture readings and hymns. All three services will include a “Candle Lighting Ceremony” with everyone lighting candles during the singing of “Silent Night.” • Sunday, December 30th, we will continue our Christmas celebrations and include a “Favorite Christmas Hymn” time at our 8:30 and 10:45 AM services. During this time, worshippers will be given the opportunity to pick and choose their favorite Christmas hymns from The United Methodist Hymnal to be sung. Prom 2013 has been scheduled for May 17, 2013 and believe it or not, it will be here before we know it! CY-LAKES HIGH SCHOOL AND CENTRAL TAPE AND LABEL OF HOUSTON HAVE HEART For the past 8 years, Cypress Fairbanks ISD has supported the American Heart Association by participating in their annual Northwest Harris County Heart Walk. Since Cy-Lakes High School opened its doors, it has also played an important role in raising awareness and

funds for research and education. In addition to participating in the Heart Walk which was held Saturday, November 2nd, the students and staff at Cy-Lakes raised a record breaking $4,387.97 this year for the American Heart Association. One of the symbols that the Cy-Lakes Spartans proudly wear when they donate money for this great cause is a bright colored heart. These hearts are made possible by Central Tape and Label of Houston, a company which has generously opened up its heart every year to donate heart stickers to Cy-Lakes High School. Sarah Harty, principal of Cy-Lakes High School, expressed her appreciation for the students and staff at the school for their generous donations, as well as Central Tape and Label of Houston for helping to promote this worthwhile event.

CY-LAKES ART TEACHER’S WORK FEATURED AT UNIVERSITY MUSEUM AT TEXAS SOUTHERN UNIVERSITY Lee Ann Jackson, Cy-Lakes High School art teacher, saw her lifelong dream come to reality. The University Museum at Texas Southern University held an artist reception on October 28th, where nine pieces of Jackson’s work were on exhibit. Through encouragement from her parents, Jackson became the artist that she is today. She hails from the University of Houston, earning a Bachelor of Arts Degree and a Master of Education Degree. Previously, Jackson’s work was displayed at the Gremillion and Co. Fine Art, Inc., the Community Artists’ Collective, Lawndale Art Center, War’hous Visual Studios and East End Gallery. She has created chalk art murals in the Houston’s Via Colori Street Painting Festival for the past 5 years and she involves her students in various art venues.

Regarding her art, Jackson said, “My conceptual work consists of thoughts from the present moment and is illustrated through the use of mixed media. I often combine traditional and innovative techniques as it renews my creative process. I simply plan art around my daily influences.”

CY-LAKES COUNSELOR SOARS Cypress Lakes High School coordinating counselor Donna Dunn was nominated by the Navy Recruiting District of Houston as a Key Influencer of Youth. Key Influencers are defined as “people who help to shape attitudes and opinions of youth in their communities. People turn to Key Influencers for advice and information because they have credibility.” As a result of her selection as a Key Influencer, Dunn was chosen to fly with the U.S. Navy Blue Angels in the Wings Over Houston Airshow, October 27 th -28 th at Ellington Airport. Dunn flew in the C-130 “Fat Albert,” known as the operational workhorse of the Blue Angels, which travels as a cargo plane with the fleet from show to show. “Being nominated by the Navy Recruiting District, Houston, as a Key Influencer of Youth is a tremendous honor,” Dunn said. “Having been selected to ride with the Blue Angels on Fat Albert is absolutely thrilling! I am very excited to be given this once-in-a-lifetime opportunity. I’ll be flying for all educators - counselors, teachers and administrators - who positively influence our students every day.”

CY-LAKES HIGH SCHOOL STUDENTS SHOW VALOR

Several Cy-Lakes Spartans received honors recently. Cypress Lakes High School senior Lauren Longoria was selected by The Center for Hearing and Speech (CHS) to participate in the seventh annual Via Colori street painting festival Nov. 17th -18th, during which the streets of downtown Houston will transform into an unconventional art gallery. Longoria will join nine fellow emerging artists from Houston area high schools in the Via Apprendista section, each creating a 6-foot by 6-foot street art mural at the festival. Each high school artist has signed on to volunteer their time and talent for this local grassroots event in hopes of increasing public access to art. Via Colori attracts thousands every year with its distinctive and massive colorful chalk murals, celebrating the art of creativity and benefiting children with hearing impairments Cypress Lakes junior Chris Chen is a recent recipient of the President’s Education Award for Outstanding Academic Excellence. He also won an award for outstanding performance in the agricultural course livestock production. Chen states, “I want to always learn new things, gain new experiences and help people and animals and apply them all to my life to help bring the world into a better place.” Another Cy-Lakes junior was featured in the Campus Highlights section of the CFISD eConnection newsletter in October. Myy Nguyen was a member of the Science Olympiad state-qualifying team in 2012. She is a distinguished honor roll student and a recipient of Distinguished Achievement Awards in Geometry and World History AP. Myy says, “I hope to change the world through acts of kindness and the invention of a beneficial antidote to the world’s suffering. These have been my dreams since I was a child.”

The Foundation will kick off its fifth “Salute to Our Heroes” event on February 9, 2013 at the Omni Hotel Westside Houston. “Salute to Our Heroes” honors the brave men and women who have served to preserve our freedom and liberty. Proceeds from this event go to an endowment enabling graduating students from CFISD to attend college. The event will be generously underwritten by Earthcare Management and Kodiak Gas Services, as the Missing Man Underwriters. The Cypress Fairbanks Medical Center Hospital will be the Major General Sponsor.

 This year our guest speaker is Steve Russell. LTC Steve Russell (Ret.) commanded the central unit responsible in the hunt and capture of Saddam Hussein. Through leadership and joint efforts across multiple teams, a large organization worked effectively to capture one of the world’s most notorious criminals. Russell is an American Hero. His proven leadership and problem-resolution techniques engage audiences through his storytelling. 

 Salute to Our Heroes has two purposes. First, to give tribute to our heroes - soldiers serving now, veterans and those who have been wounded or killed in action. We want to honor those who have served their country.

 The second purpose is to raise funds for scholarships for Cy-Fair ISD students. Each year we give three scholarships per Cy-Fair ISD high school, and the number of high schools is growing. It has been a challenge keeping up with the demand, but CFEF is dedicated to this mission.

The inaugural event honors Jersey Village High School graduate 1st Lt. Jeremy E. Ray, who was killed Dec. 20, 2007 while serving his country in Iraq. A CFEF endowment was established in Jeremy’s memory by an anonymous donor. Last year the 1st Lieutenant Jeremy Ray Community Service and Peace Award was presented to Klein Funeral Homes & Memorials.

 Following tradition, the event will have the Missing Man Table & Honors Ceremony. The table will have empty table settings with chairs leaning up against the table as though saved for someone. The table settings have a single red rose displayed in a vase in reminder of the bloodshed for our country and the vase was tied with a red ribbon - a symbol of the continued pledge to shed blood for our country. A slice of lemon on the bread plate is a reminder of the bitterness of the loss of comrades in arms; a bowl of salt to symbolize the tears shed by family members of lost loved ones and glasses turned upside down indicate no one will sit there. Last year’s ceremony was performed by the 75th Army Division Honor Guard and was proceeded by Taps performed by William Veenstra, Cy-Fair High School Senior.
