MEETING MINUTES The Board advised the homeowners that a change needed to be made to the minutes. Under “LANDSCAPING,” all damage done will be paid for by the respective driver’s insurance. The October 8, 2013 minutes were approved as amended. COMMITTEE REPORTS HWY 6 GREEN MEDIAN Directors Anderson advised the residents that the person in charge of this is on vacation until Thursday. CAIRNWAY PLAYGROUND Director Anderson advised the residents that Jackrabbit Road PUD agreed to help fund the replacement of the playground. Demolition and construction will begin in four (4) to six (6) weeks. The playground is taped off until then. OPEN BOARD POSITION Director Hill advised the residents that there is an open position on the Board due to Director Jones’ resignation. The Board will conduct interviews in January. The term expires in April. CHANGE OF MEETING DAY The Board advised the residents that the Member’s meetings will be held on Wednesdays starting in January. OPEN FORUM The Board of Directors inquired if residents from the floor had any issues to discuss with the Board regarding the community. A resident asked the Board when the LED sign will be installed. Management advised that it will take approximately three (3) months to manufacture and about a week to install. A Different Approach To Law Enforcement in Glencairn The Glencairn subdivision has three contracts with the Harris County Sheriff’s Office, which include one deputy per shift who uses a marked vehicle; their shifts are staggered to provide maximum coverage for the subdivision. A marked vehicle is one, which has overhead lights, siren and signage on the car signifying that it is a Sheriff’s Office vehicle. The contracts are doing a great job and their commitment to Glencairn is excellent. However, the contracts lack the crucial flexibility, which we need in order to stay ahead of the rapid momentum of crime, criminals, sudden trends, etc. This is why we have chosen to utilize the professional services of Harris County Sheriff’s Deputies who are off-duty and driving non-marked vehicles. These deputies work shorter hours than normal eight-hour shifts. Further, these deputies are chosen for their ability to spot problems and document issues, as well as make arrests and deter criminals. The deputies are in uniform and they are selected for the particular needs of our subdivision. Obviously our contracts have gaps in service, which are unavoidable; two days off each week for each contract adds up to 48 hours of potential opportunities for the criminal element. In addition, deputies take vacations, use comp time, sick leave and have training while on duty. That is part of the package when we use the contract deputy program. However, the Supplemental Law Enforcement Program does not take days off. Multiple deputies are available for the time slots, which are selected by TCLEOSE certified team chief in conjunction with feedback from the citizens and our contract coordinator, Patty Hill. Additionally, the times when our Supplemental Deputies work are flexible and can be varied with a two hour notice. A sudden increase in burglaries or gang activity will warrant creative placement of these Supplemental Deputies into time slots, which answer the needs of that unique problem. Further, hours can be extended when necessary for these Supplemental Deputies. The program is being completely outlined and planned by the Chief of the Supplemental Law Enforcement Program and our security coordinator. Your on-going feedback about incidents, trends, etc., that you are seeing will help to fine-tune the scheduling of these deputies throughout the year. Crime and the criminal element are fast moving, ever-changing targets. The Houston-Galveston Area Council (H-GAC) SH 6 North Access Management Study, this is the Mobility study project that started a few years back in which they will be adding raised medians. The Hwy. 6 Green Median Project has a let date of Feb. 2014. We are attending the H-GAC’s meetings and attempting to work with them on a solution, as well as with TxDOT. The Houston-Galveston Area Council (H-GAC) and the Alliance Transportation Group, Inc. provided another opportunity to our community to answer questions, receive feedback and provide information regarding the SH 6 Access Management Study-North. This Study also encompasses the FM 529 corridor. This final meeting was held on Thursday, November 18, 2010, from 6:30-8:00 PM at Copperfield Church, 8350 Highway 6 North, Houston 77095. This public meeting was our community’s final opportunity to provide live input on this future transportation project that will affect the study area. HARRIS COUNTY ALARM DETAIL
In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annuDecember 2013

ally. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. The Architectural Control Committee (ACC) is unique and important function. Its main purpose is to ensure that all changes are harmonious with the surrounding neighborhood and to assist in maintaining property vales. They are volunteers and go about fulfilling their function by ensuring all changes are structurally sound, attractive and harmonious with the neighborhood.

The Association has color guidelines that have been set by the Architectural Control Committee and approved by the Board of Directors. These guidelines are comprised of earth-tone and neutral colors. Bright colors will not be approved. If your house is already painted with an unapproved color, then it must be changed the next time it needs painting. However, if you paint it an unapproved color and then submit a change request form, either voluntarily or because you have been cited as being in violation, you will need to repaint the house immediately.

• Clothing, shoes and household items can always be recycled through charitable organizations like individual church thrift shops, Salvation Army, Purple Heart, etc. Aside from helping your neighbor during the holiday period, you can also get a tax write-off for such contributions. Or you can sell gently used items at local resale shops (again, money in your pocket). • Electronics can be recycled at the local Goodwill office on Hwy. 6, just south of West Little York. A tax write-off for your donation just before the end of the year is a bonus! • Old cell phones can be donated to local women’s shelters, who wipe them and donate them to women in danger of abuse. • Old eyeglasses can be donated Lion’s International (www. lionsclubs.org/EN/our-work/sight-programs/eyeglass-recycling). Check with your optometrist, most optometrist offices collect glasses for donation to this program. 2. Twenty (20) things to recycle. We’ll continue this list in the next two newsletters. 1) Athletic shoes - Tired, broken-down, “fragrant” running shoes are most generally directed to the trash, but given our penchant for kicks, that’s a lot of sneakers stinking up the landfill. A better future for your athletic shoes is to introduce them to one of Nike’s Reuse-A-Shoe recycling bins (www.mnn. com/lifestyle/responsible-living/blogs/recycle-your-athleticshoes-at-nike). Nike in turn will incorporate them into the raw material called Nike Grind, which is used in everything from running tracks to shoe soles to zippers. 2) Bicycles - Americans send more than 15 million bicycles out to pasture every year. But rather than throwing them in the dump, you can give your old two-wheelers a second life by donating them to Bikes of the World (www.bikesfortheworld. org), which collects, refurbishes and donates bikes to lowerincome people and select institutions in developing countries. 3) Bike tools and gear - With a similar mission to Bikes of the World, Bikes Not Bombs (https://bikesnotbombs.org) takes bicycle bits, pieces and gear in addition to the bikes themselves. They accept parts, tools, broken components such as cracked frames, worn tires, tubes with holes, helmets, bags, lights, pumps, locks, cycle clothing, etc. They restore bikes and gear and deliver them overseas to economic development projects in Africa, Latin America and the Caribbean. Bikes that don’t get shipped often land in the group’s youth programs where teens learn bicycle safety and mechanic skills while earning bikes to keep for themselves. 4) Bras - There comes a time in every bra’s life when it just has to move on and bras aren’t generally the kind of clothing we women toss in the “to donate” pile. But the Bosom Buddy Program (www.mnn.com/lifestyle/natural-beauty-fashion/ blogs/recycle-your-bra), started by a textile recycling company in Arizona, wants your weary bras. After sprucing them up, they donate the revamped brassieres to women’s shelters or other programs that help women gain self-sufficiency. 5) Brita water filters - Ditching plastic water bottles for filtered water is a resourceful move, even if you are left with spent water filters. But if you use Brita products, you’re in uck (www. mnn.com/lifestyle/recycling/stories/save-brita-filters-forrecycling). They have teamed up with the company Preserve and between the two, they are recycling Brita plastic pitcher filter casings into Preserve’s eco-friendly, 100-percent recycled products such as toothbrushes, cups and cutting boards. Young men between the ages of 11-18 are encouraged to visit Boy Scout Troop 61 at 7:00 PM Wednesday nights at Peace Community Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084. They will get a hands-on experience of what Scouting has to offer and have the opportunity to visit with the Scouts and their adult leaders to learn more about the things the troop has done during meetings and activities. Scouting activities include camping, fishing, archery, rifle/ shotgun shooting, hiking, first aid, wilderness survival, community service, citizenship, swimming, leadership, whitewater rafting and much more. The ninth grade PACE classes sat engrossed throughout his presentation and asked lots of questions afterwards. One student commented, “This was exactly what I needed!”

Among the many interesting stories he told, Pham spoke of how his family, consisting of two parents and ten children, split up as they escaped Viet Nam. After experiencing many remarkable events while traveling on boats at sea, including surviving on powdered milk and water for a period of time, Pham’s family eventually made it to America where they got an American family sponsor, which helped them settle in Port Arthur, Texas.
Cypress Lakes High School senior Diana Lopez was named student of the week and featured on the CFISD website during the month of November. Lopez has won numerous awards and accolades throughout her years in high school. Recently, she was selected by The Center for Hearing and Speech (CHS) to participate in the seventh annual Via Colori street painting festival, joining nine fellow emerging high school artists in the Via Apprendista section, creating a 6-foot by 6-foot street art mural.

Recently, Cy-Lakes Assistant Principal Hoang Pham shared his story of achieving the American Dream with ninth grade PACE classes. Beginning with his birth in Viet Nam, Mr. Pham relived the journey to America when his family escaped from Viet Nam in 1975 during the war. Using photographs in his Power Point presentation, Pham brought his journey to life for the ninth grade audience.

Cy-Lakes staff and students have shown their big hearts in a big way, again! Each year the school focuses on raising money for the annual Heart Walk to fight heart disease. This year the goal was $3,500. Principal Sarah Harty encouraged students and staff to donate, pointing out that if everyone just donated $1 each, the goal could be met. However, with the dedication of the PALS class, clubs, students and staff, Cy-Lakes raised $5,117.12, well above the goal that was set. As donations poured in, neon hearts were given out to donors. Each year, those donating money to the Heart Walk at Cy-Lakes receive a neon heart sticker to wear. For the past five years, Central Tape and Label has donated the neon hearts to Cy-Lakes High School. It is the combination of all these efforts that has resulted in CyLakes donating over $15,000 to heart research over the past years.

INGREDIENTS:
1 (15 ounce) can pumpkin puree 4 eggs 1 cup vegetable oil 2/3 cup water 3 cups white sugar 3 1/2 cups all-purpose flour 2 teaspoons baking soda
1 1/2 teaspoons salt 1 teaspoon ground cinnamon 1 teaspoon ground nutmeg 1/2 teaspoon ground cloves 1/4 teaspoon ground ginger 1 teaspoon vanilla
DIRECTIONS: Preheat oven to 350 degrees F (175 degrees C). Grease and flour three 7x3 inch loaf pans. In a large bowl, mix together pumpkin puree, eggs, oil, vanilla, water and sugar until well blended. In a separate bowl, whisk together the flour, baking soda, salt, cinnamon, nutmeg, cloves and ginger. Stir the dry ingredients into the pumpkin mixture until just blended. Pour into the prepared pans.

SWEET AND SPICY PECANS INGREDIENTS:
1 cup white sugar 5 cups hot water 10 cups pecan halves
2/3 cup white sugar 5 tablespoons chili powder 1 tablespoon cayenne pepper
DIRECTIONS: Stir 1 cup sugar into the hot water in a large bowl until the sugar is completely dissolved. Soak the pecans in the water for 1 hour; drain. Preheat an oven to 400 degrees F (200 degrees C). Line two 9x13 inch baking dishes with parchment paper. Sift the 2/3 cup sugar, chili powder, and cayenne pepper together in a separate large bowl; add the pecans and toss to coat evenly. Spread the coated pecans in a single layer into the prepared dishes. Bake in the preheated oven until the coating on the pecans is bubbly, stirring once, 10 to 15 minutes.
