The Board approved expending $300 for $25 gift cards to be awarded to Yard of the Month winners. There will be twelve Yard of the Month recipients per year. ACMP donated $300. 2. The Board will conduct Christmas Decoration judging Saturday, December 19th. 3. The Association landscape contractor will be trimming trees hanging into the Cairnway pool area. 4. The Board approved removal and replacement of the wrought iron on the perimeter of the Cairnway covered pool area for $7,000.

BREAKFAST WITH SANTA Director Anderson informed the members that Breakfast with Santa will be held December 12, 2015 from 9 AM to 12 PM. A fire truck will be going through the neighborhood with Santa’s elves. Last year the fire truck was unable to get down one street because of vehicles parked in the street. Please ensure park so emergency vehicles can get through the streets. HOMEOWNER FORUM A homeowner requested everyone park courteously and the proper distance from the curb. A homeowner presented a garage sale sign. They have been pulling the garage sale signs down and taking them to the homeowner. They have been removing them down from the traffic signs and streetlight poles. It is illegal to put the garage sale signs on the traffic signs. Swim team will commence registration soon. DEED RESTRICTION REVIEW

COMMUNITY VOLUNTEERS Your Board of Directors are volunteers from your community that give up their time in an effort to make Glencairn a better place to live. More importantly, they strive to keep the property values up since your home is probably your single largest investment. We trust you will understand that Board members do not mind discussing association issues with members. We respectfully request that homeowners do not approach Board members away from Board or member meetings to discuss personal deed restriction or collection matters. The individual Board members

cannot make a decision on an individual basis. It takes a majority vote of the Board to make a decision. That is why the Board meets on Mondays before the member meeting to discuss issues with members.

A resident has requested some clarification on several deed restriction violations that we cite quite often. This is an attempt to clarity, amplify or expound on deed restriction violations and Board expectations. There is no way we can cover every specific incident or issue. If you get cited for a violation which you believe was not covered in one of these articles, please understand that explanations are not inclusive or limiting. Should you receive a letter and feel it is incorrect, you may address the Board of Directors during their Monday evening Board meetings. This meeting

takes place the Monday prior to the Tuesday Member Meeting, which is the second Tuesday of the month. You should contact the Management Company and be placed on the agenda to address the Board of Directors. The violation we will review is yard maintenance. When inspections are made, the inspector has been instructed to cite properties for yard maintenance if the following conditions (but not limited to) are observed: yard needs mowing, curb needs to be edged, flowerbeds need to be weeded, grass around the house foundation or fence needs to be weed-eated, weeds in driveway need to be removed, bushes need trimming, trees need trimming, etc. We will attempt to explain each violation or issue in the following paragraphs.

No Service Charge With Repair

The yard will be cited for mowing if one of two or both conditions exist. If the grass is in excess of six inches tall overall, a letter will be sent requesting the homeowner to mow. If there are weeds in the yard that are in excess of ten (10) inches tall, a letter will be sent requesting the homeowner to mow. In all probabilities, the letter will state mow the yard or mow the yard: weeds. Letters are sent when the curb needs to be edged. If the inspector sees grass hanging over the curb or out onto a sidewalk, a letter requesting the homeowner to edge the curb will be sent. There are several conditions or combinations of conditions that will generate this letter. There could be a lot of short shoots hanging over the curb (the inspector does not count the number of shoots) or there could be a few long shoots hanging over the curb or out onto the sidewalk. Weed-eat letters cover several items. There could be grass along the foundation of a house or the bottom of a fence that is taller than the rest of the yard. A letter will be sent requesting the homeowner weed-eat or trim this grass to the same level as the rest of the yard. Taller grass around the mailbox and/or flowerbeds will be cited as needing to be weed-eated. Grass and/or weeds in sidewalk expansion joints, sidewalk cracks and driveway expansion joints will be cited as needing to be removed. Clean dirt, debris, leaves from street next to curb letters are a request to shovel, sweep and pickup all debris in the street along the curb from one neighbor’s house to the next neighbors house. This is a part of keeping your lot in a neat, attractive, healthful and sanitary condition as stated in Section 9. 14. “… garbage, trash and rubbish or do any other thing necessary to secure compliance with these restrictions so as to place said Lot in a neat, attractive, healthful and sanitary condition…” The Association does have the right to send a contractor to clean this up and charge the lot owner for this service. The Association prefers not to, but if left with no other choice they will. We trust this clarifies some issues and will help with the maintenance of yards.

If your home backs up to the greenbelt, please call the Sheriff’s Office at 9-1-1 if you see or hear suspicious people, underage drinking, graffiti artists or any activity after 10 PM, etc. Graffiti has extended to some homeowner fences and to the sidewalks. It is imperative that you call the Sheriff’s Office, give your address and explain that this area is behind your home in order to get this activity stopped. We are looking at solutions to this problem of recalcitrant teens and young people in their 20’s who have nothing better to do with their time than disobey the law and terrorize the neighbors. All common areas (the pool area, the parks, the civic center, tennis courts, etc.) in Glencairn are closed at 10 PM. After 10 PM, people at any of the common areas are in violation of the trespassing laws of Texas.

You will receive information, which has been sent to me from the Sheriff’s Office, from citizens who have observed events, etc. In addition, if you want to volunteer as a Block Captain for your street, you can do so by sending an email. Sadly, in this era of commuting and busy schedules, few of us get to know our neighbors. At one time in our history, neighbors knew when there was a problem and immediately told their neighbors. This effort will offer information as it comes to my attention. Rumors will be checked out by the Sheriff’s Office before the information is shared via email to the residents. Glencairn is doing a great job watching out for each other and calling the Sheriff’s Department to report suspicious activities, our criminal activity has steadily gone down.

SLOW DOWN IN THE NEIGHBORHOODS Almost everyone is aware that the Sheriff’s Office has adopted a zero tolerance of speeding and other violations of the law with a motor vehicle. That zero tolerance has resulted in an average of 50 tickets per month issued in Glencairn. The speed limit in residential areas, by Texas law, is 30 miles per hour. There are cautionary signs regarding slower speeds on curves. There are stop signs, which indicate the vehicle must come to a complete stop. Residents of Glencairn want to see a slower pace of traffic for the protection of all-especially the children. For some reason, the people of Harris County seem to be perpetually late. A suggestion for each of us is to leave five minutes early in order to avoid the impulse to speed. Develop patience; we do not want a fatality auto-pedestrian accident in our neighborhood or any serious accident caused by thoughtless speed. Be mindful of where you are driving. HARRIS COUNTY ALARM DETAIL In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500.

GARDENING TIPS FOR DECEMBER

• If a long flowering period is desired, pansies should be placed in their permanent beds not later than this month. Fertilize monthly with manure, super-phosphate or a liquid high-phosphate product. Keep flowers picked for more bloom. • Take tulips out of cold storage and plant late this month. • Fertilize established trees, spring-blooming shrubs, spurias and sweet peas (after they are a foot tall) with a fertilizer such as 13-13-13; Louisiana iris with cotton seed meal and manure. • Azaleas and camellias may be moved now. Keep moist to lesson cold weather damage. May acidify again. • Last month to plant early blossoming spring bulbs, speciosum and other varieties of lilies. PET HOTLINE NEWS Pet Tip: A very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. CYPRESS HOOPS INVITATIONAL DECEMBER 10TH- 12TH AT THE BERRY CENTER The Houston Methodist Cy-Hoops Invitational will be December 10th- 12th at the Berry Center. The Invitational has been going strong for six years with the first one taking place in 2009. It consists of 24 teams including the 10 CFISD boys’ varsity teams. The purpose of the event is to foster community spirit, promote the sport of basketball, engage the community and raise funds for student scholarships and staff development grants to CFISD. The CFISD Mentor Program is a cooperative effort of volunteers from businesses, faith-based and/or non-profit organizations, the community and the school district designed to encourage students (elementary through high school) to finish school and focus on future education and career goals. A mentor is a suitable role model committed to helping a student with his/her academic and social development. Currently, over 500 mentors are matched with students. To become a mentor, you must attend a training session (Register), complete a global volunteer/mentor application and consent to a criminal history record check. TO OFFER FREE VISION SCREENING Houston Cy-Fair Lions Club will conduct FREE vision screening to children from six months of age and older at the Jersey Village Holiday in the Park, to be held Sunday December 6th, from 1-4 PM at Clark Henry Park. This vision screening uses a unique special camera that takes a photo of the child’s eyes and within seconds relates a pass or refer status. Those with the refer status will need to have a professional eye examination at a local optometrist. Vision problems are the leading disability in children, who are unaware that they cannot see properly. They cannot compare their vision to others and vision problems do not cause pain or inflammation, so parents, teachers and caregivers are unaware that the child has visual difficulties. Eighty percent of learning is visual. The Houston Cy-Fair Lions Club has recently purchased the Plusoptix Vision Screener for this community service project. This is part of a nationwide KidSight initiative through Lions Clubs International to screen children early for vision problems. For many people, decorating the Christmas tree is a favorite part of the holiday. The National Safety Council offers some safety tips to make sure a mishap doesn’t spoil your holiday season. Christmas Trees A real tree can add to the spirit of Christmas by filling your home with beauty and the scent of pine. But a real tree can also pose a fire hazard. Each year, more than 400 residential fires involve Christmas trees and tragically nearly 40 deaths and 100 injuries result from those fires.

• Try to select a fresh tree by looking for one that is green. The needles of pines and spruces should bend and not break and should be hard to pull off the branches. On fir species, a needle pulled from a fresh tree will snap when bent, much like a fresh carrot. Also, look for a trunk sticky with sap. • Cut off about two inches of the trunk and put the tree in a sturdy, water-holding stand. Keep the stand filled with water so the tree does not dry out quickly. • Stand your tree away from fireplaces, radiators and other heat sources. Make sure the tree does not block foot traffic or doorways. • If you use an artificial tree, choose one that tested and labeled as fire resistant. Artificial trees with built-in electrical systems should have the Underwriters Laboratory (UL) label. Tree lights • Only use indoor lights indoors (and outdoor lights only outdoors). Look for the UL label. Check lights for broken or cracked sockets, frayed or bare wires or loose connections. Replace or repair any damaged light sets. • Also, use no more than three light sets on any one extension cord. Extension cords should be placed against the wall to avoid tripping hazards, but do not run cords under rugs. • Turn off all lights on trees and decorations when you go to bed or leave the house. Tree ornaments • Always use the proper step stool or ladder to reach high places. • Read labels before you use materials that come in jars, cans and spray cans. • Never place lighted candles on a tree or near any flammablematerials. • Avoid placing breakable tree ornaments or ones with small, detachable parts on lower branches where small children or pets can reach them.
