DEED RESTRICTION REVIEW

A resident has requested some clarification on several deed restriction violations that we cite quite often. This is an attempt to clarity, amplify or expound on deed restriction violations and Board expectations. There is no way we can cover every specific incident or issue. If you get cited for a violation which you believe was not covered in one of these articles, please understand that explanations are not inclusive or limiting. Should you receive a letter and feel it is incorrect, you may address the Board of Directors during their Monday evening Board meetings. This meeting takes place the Monday prior to the Tuesday Member Meeting, which is the second Tuesday of the month. You should contact the Management Company and be placed on the agenda to address the Board of Directors.

The violation we will review is yard maintenance. When inspections are made, the inspector has been instructed to cite properties for yard maintenance if the following conditions (but not limited to) are observed: yard needs mowing, curb needs to be edged, flowerbeds need to be weeded, grass around the house foundation or fence needs to be weed-eated, weeds in driveway need to be removed, bushes need trimming, trees need trimming, etc. We will attempt to explain each violation or issue in the following paragraphs. The yard will be cited for mowing if one of two or both conditions exist. If the grass is in excess of six inches tall overall, a letter will be sent requesting the homeowner to mow. If there are weeds in the yard that are in excess of ten (10) inches tall, a letter will be sent requesting the homeowner to mow. In all probabilities, the letter will state mow the yard or mow the yard: weeds.

Letters are sent when the curb needs to be edged. If the inspector sees grass hanging over the curb or out onto a sidewalk, a letter requesting the homeowner to edge the curb will be sent. There are several conditions or combinations of conditions that will generate this letter. There could be a lot of short shoots hanging over the curb (the inspector does not count the number of shoots) or there could be a few long shoots hanging over the curb or out onto the sidewalk. Weed-eat letters cover several items. There could be grass along the foundation of a house or the bottom of a fence that is taller than the rest of the yard. A letter will be sent requesting the homeowner weed-eat or trim this grass to the same level as the rest of the yard. Taller grass around the mailbox and/or flowerbeds will be cited as needing to be weed-eated. Grass and/or weeds in sidewalk expansion joints, sidewalk cracks and driveway expansion joints will be cited as needing to be removed. Clean dirt, debris, leaves from street next to curb letters are a request to shovel, sweep and pickup all debris in the street along the curb from one neighbor’s house to the next neighbors house. This is a part of keeping your lot in a neat, attractive, healthful and sanitary condition as stated in Section 9. 14. “… garbage, trash and rubbish or do any other thing necessary to secure compliance with these restrictions so as to place said Lot in a neat, attractive, healthful and sanitary condition…” The Association does have the right to send a contractor to clean this

up and charge the lot owner for this service. The Association prefers not to, but if left with no other choice they will. We trust this clarifies some issues and will help with the maintenance of yards.

We are looking at solutions to this problem of recalcitrant teens and young people in their 20’s who have nothing better to do with their time than disobey the law and terrorize the neighbors. All common areas (the pool area, the parks, the civic center, tennis courts, etc.) in Glencairn are closed at 10 PM. Glencairn is doing a great job watching out for each other and calling the Sheriff’s Department to report suspicious activities, our criminal activity has steadily gone down.

Almost everyone is aware that the Sheriff’s Office has adopted a zero tolerance of speeding and other violations of the law with a motor vehicle. That zero tolerance has resulted in an average of 50 tickets per month issued in Glencairn. The speed limit in residential areas, by Texas law, is 30 miles per hour. There are cautionary signs regarding slower speeds on curves. There are stop signs, which indicate the vehicle must come to a complete stop. Residents of Glencairn want to see a slower pace of traffic for the protection of all-especially the children. For some reason, the people of Harris County seem to be perpetually late. A suggestion for each of us is to leave five minutes early in order to avoid the impulse to speed. Develop patience; we do not want a fatality auto-pedestrian accident in our neighborhood or any serious accident caused by thoughtless speed. Be mindful of where you are driving.

In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. GARDENING TIPS FOR JANUARY

• Birds: Provide food and fresh water. More birds die from lack of water than from lack of food. • Cacti: Semi-dormant now. Reduce watering. • Camellias: Plants may be moved. Pick up and discard fallen blooms. • Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting. • Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in. • Fruits: Plant fruit trees. Mulch figs with grass or straw to prevent freeze damage to crown. • House Plants: Water, when surface soil is crumbly dry. Wash dust off leaves to open pores. Mist often. Inspect for diseases and insects. Reduce water for poinsettias. • Lawns: Remove thatch aerate, and feed with low nitrogen mixture. • Pests: For petal blight prevention, spray azaleas and camellias as flowers open. Spray for scale with dormant oil solution if temperature will be above 35˚ and below 85˚ for next 48 hours. Always read and heed manufacturer’s directions before spraying.

• Propagation: Ivy cuttings root easily this month and next. Root cuttings of shrubs in mixture of loam and coarse sand; keep damp and semi-shaded until rooted. • Prune: Fruit trees in advance of new growth. Prune to groom and shape. Do not remove too much. Remove dead wood from trees and shrubs before spring buds swell, but do not prune spring bloomers. Prune crape myrtles. Prune nandina and others of similar growth habit by cutting unwanted canes out at base of plant. • Roses: Annual pruning about the middle of February, just before the spring buds break. To prevent later appearance of disease in the old beds, keep garden clean of debris and weeds. Complete preparation of new beds for roses. • Transplanting: January is one of the best months to transplant woody plants, both evergreen and deciduous, especially trees. Energy will be expended on roots instead of foliage. Learn ultimate size and cultural needs of tree or plant before buying. Consider dwarf varieties to avoid crowding later. Group plants of similar cultural needs. Do not work wet soil. Assure good drainage. Keep plants moist. • Vegetables: Prepare beds, preferably raised for drainage, with about 50% humus, including rotted manure. • Winter Protection: Expect freeze any time; plan for protection of tender plants. Water. Remove coverings, particularly plastic, when temperature rises. Protect low plants with dry leaves, pine needles or soil mulch, but remove when weather warms.

Pet Tip: A very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. LONG TIME LOCAL RESIDENT INDUCTED INTO THE TEXAS RADIO HALL OF FAME November 14th, 2015, of this year Roger “Ramsey” Corkill, a Deerfield Village Resident since 1989 was inducted into the Texas Radio Hall of Fame. The induction was held at the Marriot North in Round Rock, TX. Roger started his career just out of the famed 82nd Airborne Division in 1969. After a successful Radio career on the air from Texas to North Carolina and Virginia Beach, he went to work for MCA Records and spent the next twenty years there. As Senior Southwest Regional Promotion Director he was chosen to introduce a new young country singer to radio on a radio promotional tour that started in San Antonio, his name was George Strait and as they say, “the rest is history.” Roger, was also involved in the early musical career of Reba McEntire, Mark Chesnutt, Lee Greenwood, Trisha Yearwood, Steve Wariner, Lyle Lovett, John Conlee and Tracy Byrd. He also was privileged to work with Vince Gill, Conway Twitty, Merle Haggard, Jimmy Buf fett, The Bellamy Brothers, The Oak Ridge Boys, Brenda Lee, Loretta Lynn and many more. Roger is doing Independent Record Promotion for the Texas Charts by sharing his many years in the music business with you and upcoming artists. Roger says it’s been a wonderful and exciting ride all these years with many great memories to cherish. He is quick to add he could not have done it without his family, Connie Marie, wife of 44 years, 3 sons, Roger II, Joshua Lee and Nick Shane and daughter-in-laws Lara, Monica and Marita and six grandchildren, Gracie, Isabelle, Luke, Max, Kaylee and Miles. CY-LAKES SENIOR EARNS HONORS

CY-LAKES MU ALPHA THETA TO HOST ASTRONAUT On January 27th, members of the Mu Alpha Theta Honor Society are in for a special treat at Cy Lakes High School. The math honor society will feature NASA astronaut Sunita Williams as the keynote speaker at its January induction for new members. Not only does Ms. Williams bring a wealth of information regarding the space program, she is also a model for everyone, especially females who are interested in engineering. Williams received a Bachelor of Science degree in Physical Science from the U.S. Naval Academy and a Master’s of Science degree in Engineering Management from the Florida Institute of Technology. Among her numerous honors, Williams received the Navy Commendation Medal, Navy and Marine Corps Achievement Medal, Humanitarian Service Medal and various other service awards. After completing numerous assignments in the navy and logging in more than 3,000 flight hours in over 30 different aircraft, Williams was selected by NASA in 1998 for the astronaut program. She has been on numerous expeditions, including space walks and has spent a total of 322 days in space on two missions. Williams now ranks sixth on the all-time U.S. endurance list and second all-time for a female astronaut. Members are looking forward to listening to Sunita Williams at the induction ceremony.

Cy-Lakes senior Tyler Carlo was serious about taking the PSAT Test during his junior year and his score proved it. Carlo scored high enough to earn the status of Hispanic Scholar. This honor gives students an excellent chance of receiving scholarship offers from universities. Recently, Tyler was also awarded the status of National Merit Commended because of his excellent PSAT score. This designation increases his chances even further for scholarship opportunities. Now Tyler will have to decide where these great opportunities will lead him. Other students who earned the Hispanic Scholar status are Jordan Garza, Yennifer Gonzalez, Angel Leal and Sophia Lopez. Cy-Lakes is proud of all these students for their accomplishments.

CY-LAKES GROUPS REPRESENT SCHOOL IN A BIG WAY Recently several groups at Cy-Lakes High School represented the school in sports and academics in a big way. The 2016 Women’s Quarter Marathon is a women’s-only race to empower women and young girls through fitness and a healthy lifestyle. The route will start at Central Green Park, run through Cinco Ranch and back to Central Green Park where the post-race party will take place. The distance is a quarter of a marathon, which is 6.55 miles. The Mini-Quarter Marathon is 1.25 miles and is designed for girls under the age of 13 who also want to join the movement. On February 13, 2016, the Cy-Fair Educational Foundation (CFEF) will hold its 8th Annual Salute to Our Heroes Gala at the Omni Hotel. Joe Myers Ford Lincoln is generously underwriting this gala that honors the brave men and women who have served to protect our freedom and liberty. Salute to Our Heroes has raised more than half a million dollars over the past seven

years. Proceeds from this event have funded three endowed scholarships.

CFEF was established in 1970 as a non-profit to raise money to fund a scholarship for high school graduates in the area. Over the past 45 years, the Foundation has grown tremendously through the efforts of the Board of Trustees and the generosity of the Cy-Fair Community. The Foundation has awarded more than $6 million in scholarships to 1300 graduating seniors. CFEF is a 501(c)3 non-profit organization, all contributions are tax deductible, as allowed by the law. It only takes a few minutes for us to run them through the drills and then we will contact each player the week before they begin practices. After Monday, February 29th, we cannot guarantee a place on a team. They will practice for one hour a week on a Monday, Tuesday, Thursday or Friday. Practices begin the week of March 21st and the league runs through May 21st. The early cost will be $80 for those registering before February 23rd. After February 23rd, the cost will be $90. Registration will begin January 1st. FORWARD BASKETBALL - HIGH SCHOOL GUYS Be a part of one of our basketball leagues. Practice/Games will be on Monday, Tuesday or Thursday nights. THE CONTRIBUTIONS OF MARTIN LUTHER KING JR. When MLK Jr. was a little boy, it saddened him that he could not befriend people who were not black. He knew in his heart that just because people may look different on the outside, the contents of their hearts and their character is what makes a person valuable. Martin Luther King Jr. saw a social problem, developed a dream and eventually by taking action, he changed the United States as well as the world. He is still today among the most well-known social activists in the world. • Martin Luther King Jr. led the bus boycott in 1955 that was sparked by Rosa Parks. • He helped form the Southern Christian Leadership Conference in 1957, an organization that worked for civil rights. • He was the leader of the entire civil rights movement in the 1960s that called for working out conflicts with kindness and love as opposed to hate and violence. • Martin Luther King Jr. fought for and achieve mandatory equal voting rights in America for blacks and whites. • Martin Luther King Jr. led lunch counter sit-ins where he and other blacks and whites demanded equal treatment in restaurants for people of all races. • Martin Luther King Jr.’s nonviolent peaceful demonstrations proved to the world that action without violence can be effective and successful. • Because of Martin Luther King Jr., it is no longer legal in the United States to segregate or discriminate based on skin color. • The standard has been set for all nations to treat everyone equally regardless of skin color because of the work of Martin Luther King Jr. Courtesy of: http://castle.eiu.edu/
