GLENCAIRN MEMBER MEETING The Glencairn Community Association Monthly Member meeting will be on the second Tuesday of the month (July 10, 2012). The meeting will commence at 7:30 PM at the Glencairn Civic Center.

MONTHLY MEETING OF THE MEMBERS JUNE 12, 2012 Pursuant to Article V, Section 3 of the RESTATED AND AMENDED BY-LAWS OF THE GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION, the Regular Monthly Meeting of the Members was duly called and held on June 12, 2012, 7:30 PM, at 17030 Kieth Harrow Blvd., Houston, TX 77084. IN ATTENDANCE Directors Coy, Hill, Jones and Rocha were in attendance. Management representative Brandi Leal and homeowners listed on the sign-in register were also in attendance. MEETING MINUTES The Members approved the May 8, 2012 Member meeting minutes as they appeared in the Glencairn “Chatter.� COMMITTEE REPORTS Landscaping No report HIGHWAY 6 MEDIAN INSTALLATION PROJECT BY TXDOT Director Hill discussed the Highway 6 project and solicited volunteers to chair the project. A member volunteered to serve as chair and John Laquey agreed to co-chair. IDENTITY THEFT WORKSHOP Director Jones invited all residents to attend an “Identity Theft Workshop� that will be held on Wednesday, July 18, 2012 at 7:00 PM at the Glencairn Civic Center. This workshop will inform residents of ways to protect themselves from ID theft. Deputy L. Evans of the Harris County Sheriff’s Department is not only informative but also very entertaining. The workshop will inform attendees of how crime is committed and ways to help prevent it. OPEN FORUM The Board of Directors inquired if residents from the floor had any issues to discuss with the Board regarding the community.

16100 Cairnway, Suite 285 A resident questioned the continuing discussion that St. Augustine is the only type of grass allowed in the community. The Board informed residents that the governing documents state the ACC committee must approve or disapprove any and all landscaping changes in the community. The ACC has approved St. Augustine grass as the sod to be used in Glencairn. St. Augustine was the grass that was installed when the community was first established and is the most common grass to this region. It is also readily available and affordable for residents. A resident complained that the Swim Team events and practices ran overtime and prevented the use of the pool for members. Elizabeth Haag (Swim Team President) informed residents of the swim team schedule and events. Ms. Haag stated that the volunteers do their best at trying to finish the meets and clean up the pool areas in a timely manner. She also requested residents come out and support the Swim team for the community.

Director HILL announced the Board has two open positions and encouraged homeowners to apply. EXECUTIVE MEETING ACTIONS Director Hill reported the following business transactions at the June 11, 2012 Executive Meeting 1. The Board approved a flier regarding the Identity Theft Workshop to be held here at the Civic Center on July 18, 2012. The Harris County Sheriff Department will be making this presentation. 2. The Board directed management to send contractor letters to properties with large piles of tree limbs or debris in the front yard as the initial action

DIRECTOR HILL STATED WE HAVE 80 PLUS KIDS ON OUR SWIM TEAM. NWAL HAS CERTAIN RULES SWIM TEAMS MUST ABIDE BY. SWIM MEETS CANNOT BE RUSHED OR STOPPED AT A CERTAIN TIME. OUR SWIM TEAM DOES A GREAT JOB CLEANING UP AND THEY HAVE A GREAT GROUP OF VOLUNTEER PARENTS THAT ARE VERY EFFICIENT AND WORK VERY HARD. WE ONLY HAD TWO HOME MEETS THIS YEAR AND THE CAIRNWAY POOL IS OPEN ON THESE SATURDAYS THE SWIM TEAM USES THE KIETH HARROW POOL.

3. The Board approved finding a volunteer and supporting all efforts to have green medians on Highway 6.

A resident complained that the lifeguards where cleaning with bleach and other products while children and adults where in the pool. Residents also complained to the pool company that people where diving off the diving board while people were swimming in that area. The Board stated that they would contact the Pool Management Company and discuss all these issues with them.

NEXT MEMBER MEETING The next member meeting will be July 10, 2012.

4. The Board met with six (6) homeowners. 5. The Board reviewed correspondence from seventeen (17) homeowners and provided Management with responses to forward and action to be taken.

MEETING ADJOURNED The meeting adjourned at 8:45 PM.

A resident inquired about the community starting a recycle program. Either have recycle bins for each property or have a community recycle container placed at the Civic Center. Director Coy will look into several options for the community.

COMMUNITY VOLUNTEERS Your Board of Directors are volunteers from your community that give up their time in an effort to make Glencairn a better place to live. More importantly, they strive to keep the property values up since your home is probably your single largest investment. We trust you will understand that board members do not mind discussing association issues with members. We respectfully request that homeowners do not approach Board members away from Board or member meetings to discuss personal deed restriction or collection matters. The individual Board members cannot make a decision on an individual basis. It takes a majority vote of the Board to make a decision. That is why the Board meets on mondays before the member meeting to discuss issues with members.

BUYER BEwARE: HOME INSPECTIONS

A home is typically the most expensive purchase a person will ever make. Because of this, as much as you may like that property you recently found, it’s critical to get it inspected before finalizing the deal. An inspection gives you an idea of the home’s physical condition, including the heating system, central air system, plumbing and electrical systems, the roof, attic and visible insulation, walls, ceilings, floors, windows, doors, foundation, basement and structural components. A home inspection addresses what needs to be repaired now and what might need to be repaired in the future. If you have a property inspected before signing a contract, you might be able to negotiate a lower price that reflects the inspection’s findings. Simply because a house needs repairs doesn’t mean you shouldn’t buy it. The buyer must decide how much to spend and how much work he or she is willing to do after the purchase. Home inspections don’t cover everything, though. Inspectors aren’t required to identify conditions that are hidden or could be considered latent defects. They don’t have to move personal property, plants, snow or debris to inspect an item and they aren’t liable if they miss something. Inspectors also don’t have to evaluate systems that aren’t easily accessible and they don’t have to note whether termites, mold, hazardous plants or animals are present. It’s not possible to know everything about a house before buying it, but an inspection should give you a good idea about its condition. While the cost of a home inspection is typically based on the size, complexity and number of systems in the property, an inspection can cost as little as a few hundred dollars. Some inspection fees are based on a percentage of the asking price. When calculating the time for lab results, inspections should take only about three weeks to finalize. But that money and time could mean fewer negotiations and surprises, a lower sales price, a decrease in the likelihood of litigation for improper disclosure and an increased chance of closing the deal.

AssociAtion crime stoppers Everyone wants a safe place to call home and our association strives to make all residents feel secure. While we’re diligent in our efforts to reduce possible dangers in our community, we can’t do it alone. It’s up to everyone to pitch in to keep crime rates down. Thankfully, taking a few simple steps can go a long way in keeping theft, vandalism and other felonies and misdemeanors out of the association. Know Your Neighbors. And not just the neighbors on your block, but also the neighbors from all parts of the association. At the very least, you’ll get a better idea of who actually lives (and in turn, who belongs) here. Talking with your neighbors will also give you the chance to find out if there have noticed any crimes or suspicious activity in the association recently so that you can be on the lookout as well. Consider creating and distributing a list with everyone’s contact information so that you and your neighbors can alert each other of any problems that arise. Of course, be sure to get your neighbors’ permission first to put their information on the list. Leave The Light On. A good way to deter felons from breaking into your home is to make sure your front porch light stays on all night, even when you’re out of town. Not only does it signal that someone’s home, it also makes it harder for vandals to hide among the shadows. If you’re worried that you’ll either forget to turn the light on at night or off in the morning, you can purchase an inexpensive timer that will automatically do that for you every day. Also, if you see any street lights around the association that are burnt out, please let the board know as soon as possible so that we can replace them for everyone’s safety. Lock Up. If you want to keep unwanted guests out, don’t make your home inviting. Even when you’re around, it’s best to keep all gates, doors and garages locked at all times. It’s also a good idea to keep your windows closed and locked when possible, especially if they’re on the ground floor.

Put On Your Walking Shoes. Taking a stroll around the association isn’t just good exercise. You can casually patrol the community for anything suspicious or usual, as well as swap notes about criminal activity in the area with other neighbors who are out and about. Also, when more residents regularly walk around the association, it can help scare off hooligans who are afraid of getting caught in the act. Clean It Up. Picking up litter, removing graffiti and keeping trees, bushes and lawns trimmed not only makes the association look better, but also sends the message that our residents are diligent about keeping the neighborhood a respectable place to live. This can help discourage troublemakers from hanging around our community and encourage responsible and involved people to move to the association. See Something, Say Something. If you notice a crime or a suspicious activity, regardless of how small the incident may seem, notify the Sheriff immediately. Of course, only call 911 if it is an emergency; otherwise, contact the Sheriff on their non-emergency line 713-221-6000, press “1” when the recording starts. We all have a responsibility to our community to help keep it safe and incorporating even a few of these tips can go a long way. Do your part to make our association a place you’re happy to call home.

Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate,

adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. If you plan to paint, in accordance with the Association governing documents, you must submit a color sample with your change request form EVEN IF YOU ARE PLANNING TO USE THE SAME COLOR already on the structure. We encourage you to plan ahead because the Architectural Control Committee has up to thirty (30) days to approve the form once your request is received by the managing agent. The Architectural Control Committee (ACC) is unique and important function. Its main purpose is to ensure that all changes are harmonious with the surrounding neighborhood and to assist in maintaining property vales. They are volunteers and go about fulfilling their function by ensuring all changes are structurally sound, attractive and harmonious with the neighborhood. The Association has color guidelines that have been set by the Architectural Control Committee and approved by the Board of Directors. These guidelines are comprised of earth-tone and neutral colors. Bright colors will not be approved. If your house is already painted with an unapproved color, then it must be changed the next time it needs painting. However, if you paint it an unapproved color and then submit a change request form, either voluntarily or because you have been cited as being in violation, you will need to repaint the house immediately. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. GRILLING SEASONAL VEGETABLES By Paula Deen Test Kitchen Grilling fresh seasonal vegetables is a not only a healthy way to prepare them, it’s also a snap! Why dirty up another bowl, pan or dish after a long day? Not to mention the ease and speediness in which dinner is ready and the cost effectiveness of grilling a side dish. The exclamation points are the appealingly sweet smoky flavor that a grill imparts and the bright colors left behind. Here are some handy grilling tips for preparing vegetables along with a couple of recipe ideas. We hope the next time you have a chance to pick vegetables fresh from the garden or your local farmers market you use these tips and cook them on the grill. Vegetable Grilling Tips: ** Spray the grill with non-stick cooking spray prior to heating the grill to help make clean up a snap.

**Use kosher salt or sea salt on your vegetables to bring out extra moisture. Seasoning with salt and pepper both before and after grilling helps to make them sweet and full of flavor.

**Use tongs to turn your vegetables on the grill instead of a fork. You don’t want to puncture them, as it will release the moisture. **Smaller vegetables such as cherry tomatoes (we’ll just pretend and call this a vegetable) and small mushrooms might fall through the grill and should be skewered first. Thick onion slices should also be skewered all the way through to keep them whole while grilling. I like to use metal skewers instead of bamboo since they don’t burn and I can reuse them. **Because vegetables lack fat, they need oil or some sort of liquid marinade to prevent them from burning and sticking to the grill. Brush them with a vegetable oil or flavored oil such as a prepared salad dressing prior to placing on the grill. You can also marinate them in a prepared dressing or your own marinade recipe.

**Vegetables should be cut to expose the most surface area to the grill. This helps them to cook quickly. Also, cut the pieces equal in size so they will cook evenly. For example: Cut your squash and eggplant into strips, not rounds, of the same width.

Yield 1 (12 x 10-inch) pizza 1 1/2 to 2 cups all-purpose flour 1/4 cup firmly packed brown sugar 1 envelope (1/4 ounce or 2 1/4 tsp) FLEISCHMANN’S RapidRise Yeast 1/2 teaspoon salt 1/2 cup water 1/4 cup butter or margarine 1 teaspoon vanilla extract Cream Cheese Topping (recipe included) Granola Blueberries Sliced strawberries Miniature marshmallows

In a large bowl, combine 2/3 cup flour, sugar, undissolved yeast and salt. Heat water and butter until very warm (120 to 130 F). Gradually add to flour mixture. Beat 2 minutes at medium speed of electric mixer, scraping bowl occasionally. Stir in vanilla and enough remaining flour to make a soft dough. Knead on lightly floured surface until smooth and elastic, about 6 to 8 minutes. Cover; let rest 10 minutes. Roll dough to 12 x 10-inch rectangle; place on greased baking sheet. Prick surface of dough randomly with fork; let rest 10 minutes. Bake at 425 F for 12 to 15 minutes or until golden. Remove from sheet; cool on wire rack. When completely cooled, spread Cream Cheese Topping onto crust to within 1/2 inch of edge; sprinkle with granola. Arrange fruits and marshmallows over top to resemble the U.S. flag. Serve promptly after topping. Refrigerate leftovers. Cream Cheese Topping: In a small bowl, combine 1 (3-ounce) package cream cheese, softened; 1/4 cup sour cream, 1/4 cup sugar, and 1/2 teaspoon vanilla extract. Stir until smooth.
