MAY 8, 2012 Pursuant to Article V, Section 3 of the RESTATED AND AMENDED BY-LAWS OF THE GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION, the Regular Monthly Meeting of the Members was duly called and held on May 8, 2012, 7:30 PM, at 17030 Kieth Harrow Blvd., Houston, TX 77084. IN ATTENDANCE Directors Coy, Hill, Jones and Rocha were in attendance. Management representative Theodora Daly and homeowners listed on the sign in register were also in attendance. MEETING MINUTES The approval of the March and April minutes could not be approved since the Glencairn Chatter has not been delivered yet. COMMITTEE REPORTS Landscaping No report SECURITy REPORT No report OPEN FORUM The Board of Directors inquired if residents from the floor had any issues to discuss with the Board regarding the community. A resident questioned the item in the March minutes on page 2 regarding the discussion that St. Augustine is the only type of grass allowed in the community. To her recollection, there was discussion and a comment by another Director to contradict Director Kohler’s claim that St. Augustine is the only type of grass allowed. The Board stated that they are investigating this.

A resident reported that a young man was seen coming out of her backyard after turning on the water at her backyard spigot. Several other neighbors had come out to the street as their water had also been turned on. This happened approximately two weeks ago around noon. A resident complained that last year, Swim Team events and practices ran overtime and prevented the use of the pool for members. She also requested that the pool hours be published in the Glencairn Chatter. The Board will ensure the hours are posted in the newsletter. A resident complained that the North side of the bayou (behind the clubhouse) is not being maintained by the Landscape company. She said that it has not been mowed from West Harrow to Cairnleigh. Management pointed out that West Harrow to Santrey is Westglen’s responsibility but will contact the Landscape company regarding the mowing from Santrey to Cairnleigh.

FREE CONCERT THE CHURCH WITHOUT WALLS has been selected to host a performance by the Houston Symphony Orchestra on June 28, 2012 at 7:30 pm.

A resident asked if there was something that could be done about the charges for making online payments through Texas Capital Bank’s website. The Board will look into that, but advised her that “convenience” fees are charged by most companies if consumers choose to make payments in this way.

A resident pointed out that her violation letter stated that the member meeting is held on the second Wednesday of each month and should be changed to second Tuesday of each month. 3. Texas Department of Transportation environmental study for installing medians on Highway 6 from Clay Rd to U.S. 290 commenced several months ago and should be wrapping up in the next few months. A public hearing will be held at the May 31, 2012 at Kahla Middle School at 16212 West Little York Rd., 281-345-3260. The state is expecting funding May 2013, with bids shortly following and work should begin somewhere around four months after that. The manager over this project is Mohammed Zubair. The person to discuss green medians with is a man named Dana Cote. Copperfield is working to have their medians green instead of curbs with asphalt fill (like the medians on Highway 6 south). We need to work to have this done from Clay Road to FM 529. We need volunteers to help approach other subdivisions, M.U.D.s and homeowner associations.

If a dangerous dog (no matter the size of the animal) is running loose, call 9-1-1 as this is a potential threat to human safety. This means that citations will be written for failure to license the animal, failure to vaccinate the animal and failure to control the animal. The cost of these citations is approximately $500 plus court costs and you will have to license and vaccinate the animal and prove this to the Justice of the Peace. This is what happens if your dog simply roams freely around the neighborhood. If the dog attacks another dog or a person, new, more onerous laws will apply.

GLENCAIRN CRIME WATCH TExAS LAW PROHIbITS DOgS RuNNINg FREE Recently, we have seen a startling upswing in dogs running loose in the neighborhood; no owner is in sight, no leash is used and many of these animals are aggressive and dangerous. This is a violation of Texas law. Since we seem to have an epidemic of this sort of careless pet ownership that can result in mutilation or death for a child, an adult or another pet on a leash, a zero tolerance policy is being applied in Glencairn on dogs running loose.

If a dog attacks, the owner will be cited and the dog will be seized for a quarantine. You will have to appear in court where evidence will be presented regarding your dog’s threat to others. Your dog will be red collared, you will have to pay a substantial fine and you will have to buy a liability insurance policy in order to prevent destruction of the animal. Board of Directors met with representatives of Sherwin Williams, located on Highway 6 a block before West Little York and provided them with the Association color chart. They will maintain this color chart for residents to use when selecting approved colors. This does not eliminate the submission of an ACC request form to paint your house. The ACC form must still be submitted to ACMP for approval by the ACC Committee. The discount will be for the purchase of paint, paint supplies and equipment. Sherwin Williams Duration paint line is excluded from this discount. Residents just need to inform the sales clerk that they reside in Glencairn. We sincerely appreciate this local business for taking an interest in Glencairn and we ask that you support them. However, you do not have to use Sherwin Williams paint. You may select your color at Sherwin Williams or by going to ACMP where the same color chart is located and take an approved sample color to any paint store you choose to have it matched. Again, the important thing is to submit an ACC form prior to painting. Your ACC Committee and Board of Directors do everything they can within the parameters of the governing documents, to work with all homeowners in a timely manner and on a one on one basis. In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso. hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. HOME IMPROVEMENT REQUIREMENTS

If you are planning to paint, repair, improve or alter the exterior of your house or lot an Architectural Control change request form must be submitted. If you plan to paint, in accordance with the Association governing documents, you must submit a color sample with your change request form EVEN IF YOU ARE PLANNING TO USE THE SAME COLOR already on the structure. We encourage you to plan ahead because the Architectural Control Committee has up to thirty (30) days to approve the form once your request is received by the managing agent. The Architectural Control Committee (ACC) is unique and important function. Its main purpose is to ensure that all changes are harmonious with the surrounding neighborhood and to assist in maintaining property vales. They are volunteers and go about fulfilling their function by ensuring all changes are structurally sound, attractive and harmonious with the neighborhood. The Association has color guidelines that have been set by the Architectural Control Committee and approved by the Board of Directors. These guidelines are comprised of earth-tone and neutral colors. Bright colors will not be approved. If your house is already painted with an unapproved color, then it must be changed the next time it needs painting. However, if you paint it an unapproved color and then submit a change request form, either voluntarily or because you have been cited as being in violation, you will need to repaint the house immediately. Troop 827 belongs to Sam Houston Area Council in the Texas Skies District. Our charter organization is Bear Creek United Methodist located in Bear Creek area off Highway 6 on Rippling Water . Our Troop is a smaller troop with 21 active boys, but has had some amazing summer camps. We have been to summer camps in: Texas, a Scuba adventure in South Padre Island, El Rancho Cima, Buffalo Trails. Boy Scout Camps in Colorado, Arkansas, Alaska spending a night in the Arctic circle, Washington DC, Virginia, West Virginia, Oklahoma, New Mexico – Philmont, Minnesota – Boundary Waters and London, England for the 100th anniversary of scouting. Our Troop has a tremendous amount of support but is a boy run troop and the adults serve as advisors. Our Troop is well rounded group of fine your men and we hope that you and your son has the chance to meet with us before he decides what Troop he would like to bridge into after the Arrow of Light Ceremony coming up.
