DEED RESTRICTION REVIEW A resident has requested some clarification on several deed restriction violations that we cite quite often. This is an attempt to clarity, amplify or expound on deed restriction violations and Board expectations. There is no way we can cover every specific incident or issue. If you get cited for a violation which you believe was not covered in one of these articles, please understand that explanations are not inclusive or limiting. Should you receive a letter and feel it is incorrect, you may address the Board of Directors during their Monday evening Board meetings. This meeting takes place the Monday prior to the Tuesday Member Meeting, which is the second Tuesday of the month. You should contact the Management Company and be placed on the agenda to address the Board of Directors. The violation we will review is yard maintenance. When inspections are made, the inspector has been instructed to cite properties for yard maintenance if the following conditions (but not limited to) are observed: yard needs mowing, curb needs to be edged, flowerbeds need to be weeded, grass around the house foundation or fence needs to be weed-eated, weeds in driveway need to be removed, bushes need trimming, trees need trimming, etc. We will attempt to explain each violation or issue in the following paragraphs. The yard will be cited for mowing if one of two or both conditions exist. If the grass is in excess of six inches tall overall, a letter will be sent requesting the homeowner to mow. If there are weeds in the yard that are in excess of ten (10) inches tall, a letter will be sent requesting the homeowner to mow. In all probabilities, the letter will state mow the yard or mow the yard: weeds.

Weed-eat letters cover several items. There could be grass along the foundation of a house or the bottom of a fence that is taller than the rest of the yard. A letter will be sent requesting the homeowner weed-eat or trim this grass to the same level as the rest of the yard. Taller grass around the mailbox and/or flowerbeds will be cited as needing to be weed-eated. Grass and/or weeds in sidewalk expansion joints, sidewalk cracks and driveway expansion joints will be cited as needing to be removed. Clean dirt, debris, leaves from street next to curb letters are a request to shovel, sweep and pickup all debris in the street along the curb from one neighbor’s house to the next neighbors house. This is a part of keeping your lot in a neat, attractive, healthful and sanitary condition as stated in Section 9. 14. “… garbage, trash and rubbish or do any other thing necessary to secure compliance with these restrictions so as to place said Lot in a neat, attractive, healthful and sanitary condition…” The Association does have the right to send a contractor to clean this up and charge the lot owner for this service. The Association prefers not to, but if left with no other choice they will. We trust this clarifies some issues and will help with the maintenance of yards.

Letters are sent when the curb needs to be edged. If the inspector sees grass hanging over the curb or out onto a sidewalk, a letter requesting the homeowner to edge the curb will be sent. There are several conditions or combinations of conditions that will generate this letter. There could be a lot of short shoots hanging over the curb (the inspector does not count the number of shoots) or there could be a few long shoots hanging over the curb or out onto the sidewalk.
If your home backs up to the greenbelt, please call the Sheriff’s Office at 9-1-1 if you see or hear suspicious people, underage drinking, graffiti artists or any activity after 10 PM, etc. Graffiti has extended to some homeowner fences and to the sidewalks. It is imperative that you call the Sheriff’s Office, give your address and explain that this area is behind your home in order to get this activity stopped. We are looking at solutions to this problem of recalcitrant teens and young people in their 20’s who have nothing better to do with their time than disobey the law and terrorize the neighbors. All common areas (the pool area, the parks, the civic center, tennis courts, etc.) in Glencairn are closed at 10 PM. After 10 PM, people at any of the common areas are in violation of the trespassing laws of Texas.

Glencairn is doing a great job watching out for each other and calling the Sheriff’s Department to report suspicious activities, our criminal activity has steadily gone down.

Almost everyone is aware that the Sheriff’s Office has adopted a zero tolerance of speeding and other violations of the law with a motor vehicle. That zero tolerance has resulted in an average of 50 tickets per month issued in Glencairn. The speed limit in residential areas, by Texas law, is 30 miles per hour. There are cautionary signs regarding slower speeds on curves. There are stop signs, which indicate the vehicle must come to a complete stop. Residents of Glencairn want to see a slower pace of traffic for the protection of all-especially the children. For some reason, the people of Harris County seem to be perpetually late. A suggestion for each of us is to leave five minutes early in order to avoid the impulse to speed. Develop patience; we do not want a fatality auto-pedestrian accident in our neighborhood or any serious accident caused by thoughtless speed. Be mindful of where you are driving.

In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a Glencairn

Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Lawns • Apply iron sulfate or chelete to St. Augustine grass lawns. • Mow St. Augustine to a 2-inch height now to protect roots from the sun. Never cut off more than a third of the leaf. • Continue treatment of lawns for chinch bug. As the temperature hits 80 degrees, chinch bugs begin to reproduce in the hottest and driest part of the lawn, usually next to cement. Use diazinon or dursban granules. Flowers • Overwatered hibiscus, purslane and bougainvillea won’t bloom. • Keep flowers pinched off of coleus and caladiums to encourage more of the beautiful foliage. • Plants to set: Acalpha, Ageratum, Alternathera, Aspidistra, Artemisia, Balsam, Begonia, Chrysanthemum, Cockscomb, Coleus, Croton, Dusty Miller, Feverfew, Gaillardia, Geranium, Marigold, Petunia, Pinks, Portulaca, Salvia-red, Shrimp Plant, Torenia, Verbena and Vinca. Wells, who will take over as president of the Science Teachers Association of Texas (STAT) on June 1st, has also served as president of the Texas Association of Biology Teachers and program chair for the annual CAST conference in 2013. 75 TH FESTIVAL CLOSES OUT ANNIVERSARY SCHOOL YEAR IN CELEBRATORY STYLE
Sponsored by Northwest Dodge and Bridgeland, the year-end celebration capped a school year that has paid tribute to 75 years of excellence dating back to the union of the Cypress and Fairbanks school systems in 1939. The free event kicked off in the front parking lot of the Berry Center with carnival amusements, games, bounce houses, a climbing wall, a juggler, unicyclist, stilt walker and a horse-and-buggy ride. More than 60 vendor booths lined the center of the carnival. Local country-western band Sawdust Road provided musical entertainment and guests dined from various food trucks. A stilt walker greets a child in the carnival section of the 75th Anniversary Festival celebration. The evening concluded inside Berry Center Stadium, where spectators were treated to performances by Martial Arts USA, the Cypress Lakes and Cypress Ranch high school drill teams and the Cy-Fair High School marching band. Student representatives from each district campus paraded into the stadium while holding a banner bearing their school’s name, then performed “We’ve Schools Everywhere,” a spin-off of the song “I’ve Been Everywhere” that listed each district school and support facility. After briefly addressing the crowd, Dr. Henry cued a seven-minute fireworks display, which lit up the sky over the Berry Center scoreboard.

The Houston Family Arts Center (HFAC) announces its 10th mainstage season, which explores life, love and laughter through timeless musicals, zany comedies, a classic murder mystery and a Shakespearean comedy. 2015 • Shakespeare - comes to life, June 12th July 5th with A Midsummer Night’s Dream. The canon’s most enchanted comedy pursues love with calculated abandon! This story of mortal and immortal paramours set in a mythical forest is one that will cast a spell on lovers of all ages. • 1776 - Closing this exciting season, July 24th - August 16th, is the American musical, 1776. With revolutionary immediacy, our lofty founding fathers are found to be genuine people who debate, bargain and fray one another’s nerves as they struggle on the tortuous road to independence. In addition, the company has received a Brown Foundation Discretionary Fund Grant for operations in our upcoming season. These grants are highly competitive and we are proud to have been among the recipients.
The Drowning Girls, a modern interpretation and poetic retelling of the
“Brides in the Bath” slayings in 20 century England. The work also examines the lengthy history of misogyny and domestic abuse in modern civilization. Originally produced in Canada for the Edmonton Fringe Festival, the work will debut in Houston on July 16, 2015 and will run for 12 performances through August 1, 2015. The third Sunday in June is Dad’s time in the sun. And contrary to what some cynics contend, this holiday was not the invention of a greeting card company - commercial greeting cards as we know them didn’t even exist when Sonora Smart Dodd thought up Father’s Day in 1909. Father’s Day was the brainchild of Sonora Smart Dodd, whose mother had died giving birth to her. At a time when many widowed men sent their offspring to live with relatives, Sonora’s father reared her and her five siblings alone on a farm in eastern Washington. In 1909, grown and married, Sonora was in church listening to a Mother’s Day sermon when the thought struck her that fathers deserved credit too, especially hers. Through her efforts, Spokane, Washington held the first Father’s Day observance the following year. By 1924, the custom had spread through the country and Calvin Coolidge made the first presidential proclamation in support of Father’s Day. Nearly 60 years later, President Richard Nixon made it permanent in 1972, when he requested that Congress pass a joint resolution making the third Sunday in June a National Day of Observance in honor of fathers everywhere.

1 stick (1/2 cup) butter 1 egg, lightly beaten 1 cup milk 1 cup of all Purpose flour 1 cup sugar 2 Teaspoons baking powder 1/2 teaspoon salt 2 quarts whole strawberries, washed and tops off 4 oz cream cheese, cut into small pieces.
Preheat oven 350 degrees. melt butter and pour into 9 x 13 inch glass baking dish. in a small bowl mix together the egg,milk,flour,sugar,baking powder, and salt. Pour directly over the butter in the baking dish, but do not stir. Add the strawberries,arranging in a single layer as much as possible. Sprinkle cream cheese pieces over strawberries. Place in preheated oven and bake for 45 minutes or until top is golden brown and edges are bubbling. ( crust rises up and around the fruit, but fruit will still pop a little out of top)
