DEED RESTRICTION REVIEW A resident has requested some clarification on several deed restriction violations that we cite quite often. This is an attempt to clarity, amplify or expound on deed restriction violations and Board expectations. There is no way we can cover every specific incident or issue. If you get cited for a violation which you believe was not covered in one of these articles, please understand that explanations are not inclusive or limiting. Should you receive a letter and feel it is incorrect, you may address the Board of Directors during their Monday evening Board meetings. This meeting takes place the Monday prior to the Tuesday Member Meeting, which is the second Tuesday of the month. You should contact the Management Company and be placed on the agenda to address the Board of Directors. The violation we will review is yard maintenance. When inspections are made, the inspector has been instructed to cite properties for yard maintenance if the following conditions (but not limited to) are observed: yard needs mowing, curb needs to be edged, flowerbeds need to be weeded, grass around the house foundation or fence needs to be weed-eated, weeds in driveway need to be removed, bushes need trimming, trees need trimming, etc. We will attempt to explain each violation or issue in the following paragraphs. The yard will be cited for mowing if one of two or both conditions exist. If the grass is in excess of six inches tall overall, a letter will be sent requesting the homeowner to mow. If there are weeds in the yard that are in excess of ten (10) inches tall, a letter will be sent requesting the homeowner to mow. In all probabilities, the letter will state mow the yard or mow the yard: weeds.

Weed-eat letters cover several items. There could be grass along the foundation of a house or the bottom of a fence that is taller than the rest of the yard. A letter will be sent requesting the homeowner weed-eat or trim this grass to the same level as the rest of the yard. Taller grass around the mailbox and/or flowerbeds will be cited as needing to be weed-eated. Grass and/or weeds in sidewalk expansion joints, sidewalk cracks and driveway expansion joints will be cited as needing to be removed. Clean dirt, debris, leaves from street next to curb letters are a request to shovel, sweep and pickup all debris in the street along the curb from one neighbor’s house to the next neighbors house. This is a part of keeping your lot in a neat, attractive, healthful and sanitary condition as stated in Section 9. 14. “… garbage, trash and rubbish or do any other thing necessary to secure compliance with these restrictions so as to place said Lot in a neat, attractive, healthful and sanitary condition…” The Association does have the right to send a contractor to clean this up and charge the lot owner for this service. The Association prefers not to, but if left with no other choice they will. We trust this clarifies some issues and will help with the maintenance of yards.

Letters are sent when the curb needs to be edged. If the inspector sees grass hanging over the curb or out onto a sidewalk, a letter requesting the homeowner to edge the curb will be sent. There are several conditions or combinations of conditions that will generate this letter. There could be a lot of short shoots hanging over the curb (the inspector does not count the number of shoots) or there could be a few long shoots hanging over the curb or out onto the sidewalk.

If your home backs up to the greenbelt, please call the Sheriff’s Office at 9-1-1 if you see or hear suspicious people, underage drinking, graffiti artists or any activity after 10 PM, etc. Graffiti has extended to some homeowner fences and to the sidewalks. It is imperative that you call the Sheriff’s Office, give your address and explain that this area is behind your home in order to get this activity stopped. We are looking at solutions to this problem of recalcitrant teens and young people in their 20’s who have nothing better to do with their time than disobey the law and terrorize the neighbors. All common areas (the pool area, the parks, the civic center, tennis courts, etc.) in Glencairn are closed at 10 PM. After 10 PM, people at any of the common areas are in violation of the trespassing laws of Texas.

EMAIL LIST SET UP FOR INSTANT PROBLEM NOTIFICATION If you would like to join the Glencairn Crime Watch email list, please send your name, address and telephone number along with the email, which you check frequently, to Patty Hill at glencairncrimewatch@live.com. You will receive information, which has been sent to me from the Sheriff’s Office, from citizens who have observed events, etc. In addition, if you want to volunteer as a Block Captain for your street, you can do so by sending an email. Sadly, in this era of commuting and busy schedules, few of us get to know our neighbors. At one time in our history, June 2015

neighbors knew when there was a problem and immediately told their neighbors. This effort will offer information as it comes to my attention. Rumors will be checked out by the Sheriff’s Office before the information is shared via email to the residents. Glencairn is doing a great job watching out for each other and calling the Sheriff’s Department to report suspicious activities, our criminal activity has steadily gone down.

SUMMER REGISTRATION

SLOW DOWN IN THE NEIGHBORHOODS

June 9th - July 2nd Tuesdays and Thursdays 4:30 - 7:00 PM TEEN INTENSIVE... June 22- July 2 Ages 13 & up

Almost everyone is aware that the Sheriff’s Office has adopted a zero tolerance of speeding and other violations of the law with a motor vehicle. That zero tolerance has resulted in an average of 50 tickets per month issued in Glencairn. The speed limit in residential areas, by Texas law, is 30 miles per hour. There are cautionary signs regarding slower speeds on curves. There are stop signs, which indicate the vehicle must come to a complete stop. Residents of Glencairn want to see a slower pace of traffic for the protection of all-especially the children. For some reason, the people of Harris County seem to be perpetually late. A suggestion for each of us is to leave five minutes early in order to avoid the impulse to speed. Develop patience; we do not want a fatality auto-pedestrian accident in our neighborhood or any serious accident caused by thoughtless speed. Be mindful of where you are driving.

COMMUNITY VOLUNTEERS

Your Board of Directors are volunteers from your community that give up their time in an effort to make Glencairn a better place to live. More importantly, they strive to keep the property values up since your home is probably your single largest investment. We trust you will understand that Board members do not mind discussing association issues with members. We respectfully request that homeowners do not approach Board members away from Board or member meetings to discuss personal deed restriction or collection matters. The individual Board members cannot make a decision on an individual basis. It takes a majority vote of the Board to make a decision. That is why the Board meets on Mondays before the member meeting to discuss issues with members.

HARRIS COUNTY ALARM DETAIL

In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a Glencairn

yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso. hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. Should you have any questions, please contact the Harris County Sheriff’s Office Alarm Detail at 713-755-4600 M-F, 8 AM - 5 PM. GARDEN TIPS FOR JUNE

Lawns • Apply iron sulfate or chelete to St. Augustine grass lawns. • Mow St. Augustine to a 2-inch height now to protect roots from the sun. Never cut off more than a third of the leaf. • Continue treatment of lawns for chinch bug. As the temperature hits 80 degrees, chinch bugs begin to reproduce in the hottest and driest part of the lawn, usually next to cement. Use diazinon or dursban granules. Flowers • Overwatered hibiscus, purslane and bougainvillea won’t bloom. • Keep flowers pinched off of coleus and caladiums to encourage more of the beautiful foliage. • Plants to set: Acalpha, Ageratum, Alternathera, Aspidistra, Artemisia, Balsam, Begonia, Chrysanthemum, Cockscomb, Coleus, Croton, Dusty Miller, Feverfew, Gaillardia, Geranium, Marigold, Petunia, Pinks, Portulaca, Salvia-red, Shrimp Plant, Torenia, Verbena and Vinca. Vegetables • A strong blast of water in the morning rids plants of most bugs for the rest of the day. • Vegetables to plant: Cantaloupe, Sweet Corn, Cucumber, Eggplant sets, Okra, Black Peas, Pepper Sets, Summer Squash and Sweet Potato.

CY-LAKES HIGH SCHOOL CYPRESS LAKES EDUCATOR NAMED OUTSTANDING BIOLOGY TEACHER Cypress Lakes High School biology teacher and science department chair Matt Wells has been named the 2015 Texas Outstanding Biology Teacher by the National Association of Biology Teachers (NABT).

Shrubs • Watch Camellias and Azaleas, they’re setting their blooms now for next season. So give them a good mulch and plenty of water. Mulch well with oak leaves and/or pine needles to keep soil acidic.

The NABT asks each state to nominate a single teacher for the Outstanding Biology Teacher national award, based on their impact in the classroom and the community in the field of life science education.

Benefits of Mulching: Mulching (organic or inorganic) is a layer of material on the surface of the soil around the plant. Mulches conserve water by reducing evaporation, insulates the soil and protects it from the drying wind and hot sun. Mulches break the force of rain and irrigation water and tend to prevent erosion, soil compaction, and crusting. Lastly, a 2-3 inch layer of mulch will almost eliminate weed problems.

Wells said he chose to apply for the award after receiving a letter indicating he had been nominated. The application required four letters of recommendation, out-of-classroom activities he has performed to further the pursuit of excellence in life science education and a 1,000-word essay describing his approach to teaching.

Wells, who will take over as president of the Science Teachers Association of Texas (STAT) on June 1st, has also served as president of the Texas Association of Biology Teachers and program chair for the annual CAST conference in 2013. He has worked as a consultant for the National Math and Science Initiative, training teachers in effective AP Environmental Science instructional methods and helping students review for AP tests. He has also served on the district’s DEIC committee for the last eight years and is involved in writing AP Environmental Science curriculum for CFISD.

Hollie Davies, regional director of Congressman Michael McCaul (TX10)’s office, presents Dr. Mark Henry, CFISD superintendent, with a Certificate of Congressional Recognition to commemorate Cypress-Fairbanks ISD’s 75th Anniversary school year.

Wells received the congratulatory call from NABT on April 27th.

75 TH FESTIVAL CLOSES OUT ANNIVERSARY SCHOOL YEAR IN CELEBRATORY STYLE

Sponsored by Northwest Dodge and Bridgeland, the year-end celebration capped a school year that has paid tribute to 75 years of excellence dating back to the union of the Cypress and Fairbanks school systems in 1939. The free event kicked off in the front parking lot of the Berry Center with carnival amusements, games, bounce houses, a climbing wall, a juggler, unicyclist, stilt walker and a horse-and-buggy ride. More than 60 vendor booths lined the center of the carnival. Local country-western band Sawdust Road provided musical entertainment and guests dined from various food trucks. A stilt walker greets a child in the carnival section of the 75th Anniversary Festival celebration. The evening concluded inside Berry Center Stadium, where spectators were treated to performances by Martial Arts USA, the Cypress Lakes and Cypress Ranch high school drill teams and the Cy-Fair High School marching band. Student representatives from each district campus paraded into the stadium while holding a banner bearing their school’s name, then performed “We’ve Schools Everywhere,” a spin-off of the song “I’ve Been Everywhere” that listed each district school and support facility. After briefly addressing the crowd, Dr. Henry cued a seven-minute fireworks display, which lit up the sky over the Berry Center scoreboard.

FATHER’S DAY JUNE 21ST

The third Sunday in June is Dad’s time in the sun. And contrary to what some cynics contend, this holiday was not the invention of a greeting card company - commercial greeting cards as we know them didn’t even exist when Sonora Smart Dodd thought up Father’s Day in 1909. Father’s Day was the brainchild of Sonora Smart Dodd, whose mother had died giving birth to her. At a time when many widowed men sent their offspring to live with relatives, Sonora’s father reared her and her five siblings alone on a farm in eastern Washington. In 1909, grown and married, Sonora was in church listening to a Mother’s Day sermon when the thought struck her that fathers deserved credit too, especially hers. Through her efforts, Spokane, Washington held the first Father’s Day observance the following year. By 1924, the custom had spread through the country and Calvin Coolidge made the first presidential proclamation in support of Father’s Day. Nearly 60 years later, President Richard Nixon made it permanent in 1972, when he requested that Congress pass a joint resolution making the third Sunday in June a National Day of Observance in honor of fathers everywhere.

“I’m In PAIN” Can Chiropractic Help ME ?

We are often asked, “What’s the best way of finding out whether or not a doctor of chiropractic can help my problem?” We believe the answer can be found in a complete chiropractic consultation and examination, including x-rays. And to help find out for sure, we will do a complete consultation and examination, including x-rays, if necessary, (procedures that normally cost $187.00 or more) for $25.00. We will make this special program available through June. The only exception to the offer involves personal injury cases (workers’ compensation and auto accidents) in which there is no charge directly to the patient.
