Please take notice that the 2016 Annual Meeting of the Members of Glencairn Community Improvement Association, Inc. (the “Association”), a Texas non-profit corporation, will be held on April 2, 2016 at 7:30 PM at 17030 Kieth Harrow Blvd, Houston Texas 77084. The meeting will be held for the following purposes: 1. Update on Association business. 2. The election of four (4) Directors to serve for a term of two (2) years. Anyone interested in a Board of Directors position is welcomed to submit their name to the office of ACMP, Inc. within ten (10) days of this notice with your candidacy request. If you submit your name, your name will be placed on the ballot and the directed proxy. GLENCAIRN SWIM TEAM, INC. Come join the fun of summer. Ages 4 - 18 boys and girls swim on the same team. All you need is to have a love for the water. Parents have fun working and cheering on their kids during the 6 Saturday meets. Registration is April 2nd and 9th from 10 AM-2 PM at the Keith Harrow Civic Center with late registration through the end of April. Swim practices start in April 11th. The season runs through the end of June with the swim party at the end of June. FEES A. Registration (subject to change) 1st swimmer (oldest) - $75 2nd swimmer (next oldest) - $50 3rd swimmer (next oldest) - $40 4th swimmer (youngest) – $25 15 - 18 year olds can volunteer 20 hours during swim practice and other events to the swim team to earn $60 of their registration fee back. B. Volunteer Deposit $75 per Family - Saturday swim meets are run totally by parents. Parents are strongly encouraged to help out any way they can. The deposit is returned to you at the swim party if the family meets the volunteer hours set forth by the swim team Board that year. New Swimmers/Swim Clinic There is a 3 week swim clinic for all new swimmers 4 - 10 year olds. The cost of the clinic is $60. The coaches work with the swimmers and will determine if they are ready for the meets. It

is the coaches’ decision after the 3 week clinic to allow the non swimmers to stay on the team for the season. If the coaches feel the new swimmers are ready for team and the swimmers want to stay with the team there will be an extra team fee. New swimmers ages 11-18 years old will sign up for the team and go through a clinic style for their age. Their practices will be either during the 2nd or 3rd practice. The swim team is not just swim lessons, but we work with non-swimmers who love the water. We want families who want to compete against other teams. NUISANCE ABATEMENT ENFORCEMENT CONTINUES IN OUR NEIGHBORHOODS The Harris County Sheriff’s Office has an overall Nuisance Abatement program for neighborhoods, such as ours, which have suffered from severe neglect during the sub-prime foreclosure crisis. Empty homes with junk and clutter in the front and back yards, eyesores for the community, inoperable vehicles, health and safety hazards… these and much more are addressed under Texas law as it applies to Nuisance Abatements in the Traffic Code and the Health and Safety code.

All contract units are trained in every Nuisance Abatement law on the books. Each law will be enforced quickly. Once again we are putting a burden on the Sheriff’s Office that rightfully belongs on other agencies and the homeowners’ associations, but this is the most expeditious way of solving the many problems we are seeing in Glencairn. So, if you know of a home that is abandoned, has a junk vehicle in the driveway or street, trash, debris, high grass, a dangerous swimming pool, etc., please email Patty Hill at glencairncrimewatch@live.com and I will forward the information to our deputies or the district nuisance abatement deputy who will act on it immediately. This program began in 2011 following the training of all deputies. New deputies who bid into contracts are trained in Nuisance Abatement prior to their new assignment. The vehicle Nuisance Abatement and parking codes are enforced in an ongoing policy for Glencairn. The health and safety laws will supplement that for further improvement in our neighborhoods. The Harris County Sheriff’s Office is partnering with the Harris County Health Department and the County Attorney in an effort to clean up these problems. CALL IT IN… CALL IT IN A quick review of our calls for service in 2015, has demonstrated that our residents are not calling the Sheriff’s Office on suspicious persons and suspicious vehicles as well as crimes such as burglary of a motor vehicle, etc. If you don’t call to report a crime or suspected criminal activity in progress or suspicious persons or vehicles, no arrests will be made, the crime or criminal activity will continue and the Sheriff’s Office will not know that anything is going on. Yes, we have those rare occasions where a deputy, by pure luck, drives up on a crime or suspicious activity in progress. But why rely on luck when you have a telephone? The number to call is 713-221-6000.

GARAGES AND CARS ARE MADE FOR EACH OTHER While parking on the street and in the driveway is legal, it is amazing how many people do not use their garages for vehicle parking. If your garage is full of junk, this might be the time to clean it out, throw it away or put it in the attic If you must park on your driveway, please remember to lock your vehicle. Before leaving your vehicle, take out items that might attract a criminal (major or minor) such as CDs, tapes, computers, cell phones, cash, credit cards, bags containing unknown items and anything that might attract a crime of opportunity. If you leave items in your vehicle and your vehicle is unlocked, don’t be surprised if your property is missing the next day. Recently, we have reports of catalytic converters and wheels from various vehicles parked both on the street and in driveways. Both of these are expensive replacements, minimally requiring a deductible payment on vehicle insurance and often raising your rates with a claim. It would seem wiser to empty the garage and park the cars there overnight. PARKING LAWS MEANT TO INCREASE SAFETY Once again we are asking you to please be considerate of your neighbors and the emergency personnel who risk their lives for us. Fire engines and ambulances often cannot squeeze down some of our streets when cars and trucks are parked on the street. Park cars in your garage and on your driveway. Always lock cars parked on your driveway and make sure you have removed “attractive valuables” from them. Since the largest homes in our subdivisions have four bedrooms, there is really no reason for more than four cars per house….two in the garage and two in the driveway. Guests can park on the street, but they need to be very aware of the parking laws in Texas. Due to the continuing upswing in street parking, the following Parking Laws of the state of Texas will be enforced to the letter:

Park no closer than 30 feet from a stop sign Park no closer than 20 feet from a cross walk Park no closer than 15 feet from a fire hydrant Park no farther from the curb than 18” Cars parked on the street must be locked Park with the flow of traffic Vehicles parked on the street must have a valid and current registration and inspection sticker and be in operable condition • Parking for more than 48 hours on the street is a violation that will result in towing • Do not obstruct the driveways of others with your vehicle • Double parking will result in immediate citation and possible towing These laws are not designed for a neat appearance. These laws are designed for the safety of the public. The life you save might just be your own. And many citations have been written over the past six months; citations will be written to any vehicle that is illegally parked. VANDALISM COSTING YOU MONEY Every time one of the juveniles in our neighborhood chooses to vandalize the community’s property, the costs for clean up or replacement are taken directly from our general fund. With addition of video cameras last spring, we are prosecuting all individuals who vandalize or trespass on subdivision owned property.

HOMEOWNER FORUM A member stated that he and his neighbors are having a rat problem. Talk to your neighbors about rats and try to irradicate this community problem. More importantly, they strive to keep the property values up since your home is probably your single largest investment. We trust you will understand that Board members do not mind discussing association issues with members. We respectfully request that homeowners do not approach Board members away from Board or member meetings to discuss personal deed restriction or collection matters. The individual Board members cannot make a decision on an individual basis. It takes a majority vote of the Board to make a decision. That is why the Board meets on Mondays before the member meeting to discuss issues with members.

It is imperative that you call the Sheriff’s Office, give your address and explain that this area is behind your home in order to get this activity stopped.

SLOW DOWN IN THE NEIGHBORHOODS

Almost everyone is aware that the Sheriff’s Office has adopted a zero tolerance of speeding and other violations of the law with a motor vehicle. That zero tolerance has resulted in an average of 50 tickets per month issued in Glencairn. The speed limit in residential areas, by Texas law, is 30 miles per hour. There are cautionary signs regarding slower speeds on curves. There are stop signs, which indicate the vehicle must come to a complete stop. Residents of Glencairn want to see a slower pace of traffic for the protection of all-especially the children. For some reason, the people of Harris County seem to be perpetually late. A suggestion for each of us is to leave five minutes early in order to avoid the impulse to speed. Develop patience; we do not want a fatality auto-pedestrian accident in our neighborhood or any serious accident caused by thoughtless speed. Be mindful of where you are driving.

In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500.

Early March is the ideal time to fertilize landscape plants because you give them food just before the spring growing season starts.

CY-LAKES HIGH SCHOOL

CY-LAKES ORCHESTRA STUDENTS ARE TOP PERFORMERS

In February, 61 orchestra students from Cy-Lakes High School performed at the region Solo and Ensemble contest at Cypress Springs High School. Although many students received a 1st division on their solo/ensemble performances and received medals, for the first time, five students qualified for performing at the State Solo Ensemble to be held at University of Texas in May. The qualifying students are Brandon Estrada, Denarius Terry, Jesse Serpas, Trey Dadzie and Oscar Kitmanyen. These students practiced for months and memorized lengthy pieces of music. Natalie Purdy, director of orchestras at Cy-Lakes, states that all the students get critiqued by a certified judge and receive feedback and a rating. This is a great accomplishment for these young people. Currently, the Cy-Lakes orchestras are preparing to perform at UIL in April and at Disney.

Recently, the team went to Third Ward and cleared an overgrown lot to create space for a community garden. They also volunteered at the Houston Food Bank where they sorted through donations to remove expired or damaged products and group like products together. Lambda Nu Theta participated in the heart walk and donated $100 to the fundraiser. The team puts on a Stocking Stomper Showcase each year at Cy-Lakes. Discount tickets are offered at the annual step show when patrons donate canned goods or toys for Katy Christian Ministries. This is the fifth year the team has sponsored the Stocking Stomper Showcase and each one has been a great success. Each year the Step Team collects loads of can goods and toys for needy families during the holiday season. Mr. White says, “Many people don’t realize that YMPA is not just about stepping. YMPA stands for “Young Men for Positive Action”, so we are a service organization first and foremost. We only step as a bonus activity.” Last year, the team was awarded the Community Service award at the district step competition because they had the most service projects of any high school YMPA/YLPA team. The CFISD community showed an incredible amount of generosity in the live auction, freezer sale and via additional monetary contributions to students.
