ANNUAL MEETING MINUTES Pursuant to Article V, Section 1 of the RESTATED AND AMENDED BY-LAWS OF THE GLENCAIRN COMMUNITY IMPROVEMENT ASSOCIATION the Annual Meeting of the Members was duly called and held on April 14, 2012, 7:30 PM, at 17030 Kieth Harrow Blvd. Quorum was not established. Johnny Rocha, Nominating Committee Chairman, announced the 2012 election results listed below. Patty Hill - 112 votes Elizabeth (Liz) Coy - 109 votes Rosanne Kohler - 99 votes Tom Jones - 85 votes Write in candidates Richard Smith - 2 votes Renee Stairhime - 2 votes Patty Hill, Liz Coy, Rosanne Kohler and Tom Jones were elected to two year terms. 2011-2012 NOMINATING COMMITTEE MEMBER A motion was made, seconded and unanimously approved appointing the following members and Directors to the 2012-2013 Nominating Committee: Tom Jones (Chair) Paul Anderson Hanna Garner Rebecca Lacquey John Lacquey Dianne Meadors, Jessica Anderson There being no additional business, the Annual Meeting of the Members of the Glencairn C.I.A. was adjourned at 7:50 PM until April 13, 2013. 18. REPAIRED POOL BATHHOUSE AND KIETH HARROW CIVIC CENTER DAMAGES RESULTING FROM VANDALISM. 17. THE BOARD REVIEWED AND RESPONDED TO CORRESPONDENCE FROM THREE HUNDRED SIXTY TWO (362) HOMEOWNERS. 18. THE BOARD PERSONALLY MET WITH EIGHTY-FIVE HOMEOWNERS AT BOARD MEETINGS AND PERSONALLY WENT TO HOMEOWNERS RESIDENCES TO MEET WITH FOUR HOMEOWNERS. 19. THE ASSOCIATION HAD TO WRITE OFF $98,309.94 IN BAD DEBT LAST YEAR. THIS RESULTED FROM PROPERTIES, IN WHICH THE HOMEOWNERS OWED THE ASSOCIATION MONEY AND WERE FORECLOSED ON BY THEIR MORTGAGE COMPANIES. WE DO EVERYTHING WE LEGALLY CAN TO COLLECT ALL FUNDS, WHICH IS SOMETIMES NOT ENOUGH. Director Hill informed the members present that the part of Glencairn that is North of Kieth Harrow is now in Precinct 4 instead of Precinct 3. Management was able to get Precinct 4 to sweep the streets on the North side of Kieth Harrow and some streets on the South side of Kieth Harrow. Director Hill informed all members present that the Association has provided them with copies of the 2011 financial reports (Balance Sheet and Income Variance Statement) and the 2012 budget. If anyone has questions, feel free to ask Board members after the general meeting closes.

COMMUNITY VOLUNTEERS Your Board of Directors is volunteers from your community that give up their time in an effort to make Glencairn a better place to live. More importantly, they strive to keep the property values up since your home is probably your single largest investment. We trust you will understand that Board members do not mind discussing Association issues with members. We respectfully request that homeowners do not approach Board members away from Board or member meetings to discuss personal deed restriction or collection matters. The individual Board members cannot make a decision on an individual basis. It takes a majority vote of the Board to make a decision. That is why the Board meets on Mondays before the member meeting to discuss issues with members.
GLENCAIRN SwIM TEAM, INC. Parents have fun working and cheering on their kids during the six (6) Saturday meets. Swim practices start in April 16th. Sherwin Williams will give a ten per cent (10%) discount to residents of Glencairn. The Glencairn C.I.A., Inc. Board of Directors met with representatives of Sherwin Williams, located on Highway 6 a block before West Little York and provided them with the Association color chart. They will maintain this color chart for residents to use when selecting approved colors. This does not eliminate the submission of an ACC request form to paint your house. The ACC form must still be submitted to ACMP for approval by the ACC Committee. The discount will be for the purchase of paint, paint supplies and equipment. Sherwin Williams Duration paint line is excluded from this discount. Residents just need to inform the sales clerk that they reside in Glencairn. We sincerely appreciate this local business for taking an interest in Glencairn and we ask that you support them. However, you do not have to use Sherwin Williams paint. You may select your color at Sherwin Williams or by going to ACMP where the same color chart is located and take an approved sample color to any paint store you choose to have it matched. Again, the important thing is to submit an ACC form prior to painting. Your ACC Committee and Board of Directors do everything they can within the parameters of the governing documents, to work with all homeowners in a timely manner and on a one on one basis. COLLECTION POLICY
The GLENCAIRN Community Improvement Association Board of Directors would like to inform the owners of the maintenance fee collection policy. The Board reserves the right to change this policy from time to time without notice to better serve the members of the Association. Homeowners begin receiving their annual assessment and account statement usually between November 15th and November 30th of each year. These statements will list any balances owed to the Association and payment is due by January 1st, of the next year unless the account is being handled by the attorney. If the account is being handled by the Association attorney, then the next year maintenance fee assessment is still due by January 1st. All other balances are due at that time but you should contact the Association attorney at 713-780-4135 to determine the total amount owed. There will probably be some legal fees invoices that have not yet been received by our management company. Once again, if legal fees are displayed on the statement, then the owner should contact the Association attorney to determine the total legal charges owed unless stated otherwise. The assessment is due January 1st, becomes delinquent January 31st and is subject to the following actions when delinquent. The week of February 1st interest will accrue and be posted to any accounts that are delinquent. Additionally, a late penalty will be assessed to each delinquent account. A letter will be sent to each delinquent account stating the current balance. Once again, those accounts being handled by the attorney for prior year delinquent fees or lawsuits should contact the Association attorney at the phone number listed above. The letter will request payment within fifteen days or a certified letter will be sent by the Association and the homeowner will be responsible for all charges associated with the collection of this debt. If the payment is not received within fifteen days from the postage date of the first delinquent notice, a certified letter is sent by the Association to all accounts with delinquent balances. The same circumstances for accounts being handled by the attorney as stated above apply to this circumstance. The Association certified letter will state that an administrative charge plus postage has been added to the balance of the account for processing the certified letter. The letter will also state that payment of the balance is due within thirty days or a lien may be filed or the account will be turned over to the Association attorney. The owner will be responsible for all charges associated with filing and releasing of the lien and/or any legal fees incurred for the collection of this debt.

Delinquent accounts turned over to the attorney for collection will normally be handled in the following manner. A certified letter will be sent and a charge added to the account for the letter. A lien could be filed. If payment is not received within the specified time a lawsuit will be filed for collection of the assessment. This could ultimately lead to foreclosure.

The Board of Directors does not want to foreclose on any property but has a responsibility to all the homeowners to ensure all fees are paid. It is unfair for other homeowners to bear the burden for homeowners that will not pay their maintenance fee assessment. However, the Board has, on a case by case basis, worked with homeowners unable to afford paying the assessment all at one time. This Board will continue to do so but if there is no communication from the homeowner, the Board has no other option but to proceed with the above collection policy.

If every homeowner would pay their assessment on time, it would result in fewer expenses and less aggravation for everyone involved. The Association must expend some funds for the collection of delinquent accounts. This expenditure is passed on to the individual homeowners but still an expenditure to the Association until the homeowner reimburses the Association. If homeowners pay on time these expenses are eliminated along with the aggravation of getting certified letters and/or being turned over to the attorney. A four-month payment plan has been approved by the Board of Directors, which includes an administrative charge. Payment plans are available by contacting ACMP, Inc. prior to January 31st. harriS COunty aLarm DetaiL In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. HOME IMPROVEMENT REQUIREMENTS If you are planning to paint, repair, improve or alter the exterior of your house or lot an Architectural Control change request form must be submitted. If you plan to paint, in accordance with the Association governing documents, you must submit a color sample with your change request form EVEN IF YOU ARE PLANNING TO USE THE SAME COLOR already on the structure. We encourage you to plan ahead because the Architectural Control Committee has up to thirty (30) days to approve the form once your request is received by the managing agent. The Architectural Control Committee (ACC) is unique and important function. Its main purpose is to ensure that all changes are harmonious with the surrounding neighborhood and to assist in maintaining property vales. They are volunteers and go about fulfilling their function by ensuring all changes are structurally sound, attractive and harmonious with the neighborhood. The Association has color guidelines that have been set by the Architectural Control Committee and approved by the Board of Directors. These guidelines are comprised of earth-tone and neutral colors. Bright colors will not be approved. If your house is already painted with an unapproved color, then it must be changed the next time it needs painting. However, if you paint it an unapproved color and then submit a change request form, either voluntarily or because you have been cited as being in violation, you will need to repaint the house immediately. HFaC has numerous performance opportunities for teens in grades 7-12 including a 4-week performance camp for 42nd Street, a 1-week Triple Threat Boot Camp, a 1-week Jazz Intensive, a 2-week performance camp for Lend me a Tenor and a 3-week performance camp for the Gilbert & Sullivan favorite The pirates of penzance.
Camp Cornerstone is a week-long camp facilitated by Cornerstone United methodist Church and is for children ages 2 through the completion of 4th grade. Children must be 2 by June 1, 2012. Camp hours are 9:30 am-1 p.m. There are 3 sessions throughout the summer and you are invited to participate in any or all! Session I – Camp Liberty is June 4th-8th and will held at 15919 Ridge park Dr.; Session II - Sunny Fun in the Funny Sun is July 16th-20th and will be at our new location 18081 West Rd.; Session III - Sticky, Oozy Science Doozy is August 6th-10th and will be at our new location 18081 West Rd. The cost per camp per child is $120. You may pay $60 now and the remaining $60 on the first day of camp. Registration forms are online or in the preschool office. Boy Scout troop 10 Boy Scout Troop 10 meets every Tuesday night during the school year at the West Houston Church of Christ on West Road and Queenston. Our meetings begin at 7 PM. We spend our time working on merit badges, planning for our monthly camp outs and having fun!! The boys had a great time at this years annual Scout Fair, held at Reliant Arena. This event gives the Scouts a chance to participate in many games and activities and visit many informational booths. The older boys usually set up a large cooking area outside where you can sample numerous camping treats! The most popular being Cobbler in every flavor! We are looking forward to our May camp out which will be to Garner State Park and then Summer Camp which will be at Camp Constantine. Troop 827 belongs to Sam Houston Area Council in the Texas Skies District. Our charter organization is Bear Creek United Methodist located in Bear Creek area off Highway 6 on Rippling Water. Our Troop is a smaller troop with 21 active boys, but has had some amazing summer camps. We have been to summer camps in: Texas, a Scuba adventure in South Padre Island, El Rancho Cima. Buffalo Trails. Boy Scout Camps in Colorado, Arkansas, Alaska spending a night in the Arctic circle, Washington DC, Virginia, West Virginia, Oklahoma, New Mexico – Philmont, Minnesota – Boundary Waters and London, England for the 100th anniversary of scouting. Our Troop has a tremendous amount of support but is a boy run troop and the adults serve as advisors. Our Troop is well rounded group of fine your men and we hope that you and your son has the chance to meet with us before he decides what Troop he would like to bridge into after the Arrow of Light Ceremony coming up.
