Fall brings back ideal growing conditions for your lawn. Cool nights, warm days, ample rainfall and morning dew are just about as good as it gets for grass. Now the lawn is ready to grow again and is looking for the nutrients it needs to recover from summer damage. Some experts will say this is the single most important lawn feeding of the year. • Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots. • Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow on a schedule that cuts no more than one-third of the grass blade away. • As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth. • Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep up spraying program and water deeply. • Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volun-
teer seedlings. Beds made now will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and allow to mellow. • Bananas are more likely to bear fruit if the trunk does not die back in winter. Cut banana stalks back to six feet, wrap with newspaper and burlap. • Continue mulching for winter. Build up a thick top mulch to protect roots from freezing and winter drying. Don’t throw away those pine tree needles; they make great acidic mulch for azaleas, gardenias and next Spring’s impatiens. • Place pansies in beds after weather has cooled. Use a little blood meat mixed in soil under each plant. • Now is the best time to plant trees and shrubs.

PREPARING FOR WINTER There’s nothing as serene as a warm, crackling fire on a cold, winter night. There’s also nothing more dangerous if your chimney is damaged. Broken or cracked chimneys can let heat, smoke and toxic gasses, such as carbon monoxide, into your home. Your home could even catch fire. Chimney damage is often obvious, but sometimes it can be hidden. Use the following checklist, provided by Ready Virginia! to help ensure that you can enjoy your fireplace and avoid problems - or even a disaster: • Check to see if bricks have fallen or the chimney is leaning. • Look for shiny areas on your exterior metal chimney pipe. This could mean the chimney has shifted - during the recent East Coast earthquake, for instance. • Look for cracks at joints where the chimney connects to the firebox, at the roofline and in the attic. • Check for debris that may have fallen into the fireplace. • Use a screwdriver to check the mortar between the bricks or stones. If it crumbles when you pick at it, the chimney may be a hazard and probably needs work. • When in doubt, consult a licensed engineer or contractor. For the name of an inspector, call your insurance or mortgage company. Remember, disasters can happen even in the best of homes. DEED RESTRICTION REVIEW
A resident has requested some clarification on several deed restriction violations that we cite quite often. This is an attempt to clarity, amplify or expound on deed restriction violations and Board expectations. There is no way we can cover every specific incident or issue. If you get cited for a violation which you believe was not covered in one of these articles, please understand that explanations are not inclusive or limiting. Should you receive a letter and feel it is incorrect, you may address the Board of Directors during their Monday evening Board meetings. This meeting takes place the Monday prior to the Tuesday Member Meeting, which is the second Tuesday of the month. You should contact the Management Company and be placed on the agenda to address the Board of Directors. The violation we will review is yard maintenance. When inspections are made, the inspector has been instructed to cite properties for yard maintenance if the following conditions (but not limited to) are observed: yard needs mowing, curb needs to be edged, flowerbeds need to be weeded, grass around the house foundation or fence needs to be weed-eated, weeds in driveway need to be removed, bushes need trimming, trees need trimming, etc. We will attempt to explain each violation or issue in the following paragraphs. The yard will be cited for mowing if one of two or both conditions exist. If the grass is in excess of six inches tall overall, a letter will be sent requesting the homeowner to mow. If there are weeds in the yard that are in excess of ten (10) inches tall, a letter will be sent requesting the homeowner to mow. In all probabilities, the letter will state mow the yard or mow the yard: weeds.

Letters are sent when the curb needs to be edged. If the inspecSupervised torDoctor sees grass hanging over the curb or out onto a sidewalk, a letter requesting the Care homeowner to edge the curb will be sent. Boarding & Day There are several conditions or combinations of conditions that will generate this letter. There could be a lot of short shoots hanging over the curb (the inspector does not count the number of shoots) or there could be a few long shoots hanging over the curb or out onto the sidewalk. Weed-eat letters cover several items. There could be grass along the foundation of a house or the bottom of a fence that is taller than the rest of the yard. A letter will be sent requesting the homeowner weed-eat or trim this grass to the same level as the rest of the yard. Taller grass around the mailbox and/or flowerbeds will be cited as needing to be weed-eated. Grass and/or weeds in sidewalk expansion joints, sidewalk cracks and driveway expansion joints will be cited as needing to be removed. Clean dirt, debris, leaves from street next to curb letters are a request to shovel, sweep and pickup all debris in the street along the curb from one neighbor’s house to the next neighbors house. This is a part of keeping your lot in a neat, attractive, healthful and sanitary condition as stated in Section 9. 14. “… garbage, trash and rubbish or do any other thing necessary to secure compliance with these restrictions so as to place said Lot in a neat, attractive, healthful and sanitary condition…” The Association does have the right to send a contractor to clean this up and charge the lot owner for this service. The Association prefers not to, but if left with no other choice they will. We trust this clarifies some issues and will help with the maintenance of yards.

Almost everyone is aware that the Sheriff’s Office has adopted a zero tolerance of speeding and other violations of the law with a motor vehicle. That zero tolerance has resulted in an average of 50 tickets per month issued in Glencairn. The speed limit in residential areas, by Texas law, is 30 miles per hour. There are cautionary signs regarding slower speeds on curves. There are stop signs, which indicate the vehicle must come to a complete stop. Residents of Glencairn want to see a slower pace of traffic for the protection of all-especially the children. For some reason, the people of Harris County seem to be perpetually late. A suggestion for each of us is to leave five minutes early in order to avoid the impulse to speed. Develop patience; we do not want a fatality auto-pedestrian accident in our neighborhood or any serious accident caused by thoughtless speed. Be mindful of where you are driving. The State of Texas Assessments of Academic Readiness (STAAR) are tests administered in grades 3rd through 8th in all school districts in the state of Texas. End of Course Exams (EOC) are tests administered in grades 9th through 12th and passing scores on these exams are required to graduate from high school in Texas. Some key aspects of the End of Course exams are: • Students must successfully pass five EOC exams in high school to graduate: Algebra I, English I, English II, U.S. History and Biology. • Based on scores, students may earn advanced, satisfactory or unsatisfactory ratings. • Students testing for the first time in these courses test in the spring. • Should any student fail an End of Course exam in the spring, opportunities to re-test occur in the summer, fall and following spring. • End of Course (EOC) Prep courses are offered in CFISD during the summer. • Cy Lakes High School offers tutoring for EOC courses - students should inquire with teachers of each subject about tutorials. Cy Lakes parents should use the Home Access Center (HAC) not only to check subject grades, but also to monitor students’ progress on district tests related to EOCs. Cy Lakes staff and students showed their Spartan spirit once again as individuals and groups at the school together raised over $6,000 for the American Heart Association through the annual Northwest Harris County Heart Walk event. This year the Heart Walk was held on October 3rd at Lone Star College University Park. CFISD formed nearly 50 teams and the Cy Lakes team was represented in great numbers. With this year’s contribution of $6,791.92, Cy Lakes has raised $30,977 for the American Heart Association since its inception in 2008. The American Heart Association uses funds in its effort to fight heart disease, stroke and cardiovascular disease.

HARRIS COUNTY ALARM DETAIL In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. Should you or your residents require a copy of the permit application form or would like to review the regulations regarding permit requirements, you may do so by visiting the Harris County Sheriff’s Office website at www.hcso.hctx./net. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public.
