MEETING MINUTES The May 13, 2015 and the June 10, 2015 Meeting of the Members minutes were not in the Glencairn Chatter. Resolved, the approval of the minutes was tabled until the August meeting. They did not appear in the Chatter. COMMITTEE REPORTS LANDSCAPING Call if you see anyone stealing flowers.
POOL REPORT Pools have been running smoothly. HOMEOWNER FORUM The Swim Team Board reported that the swim team placed fifth. They had 46 swimmers qualify for end of season swim meets. 41 made the red, white and blue division and came in eleventh. This was against larger swim teams. One Glencairn13 year old girl scored the most points out of 30 or 40 13 year old swimmers. The swim team had 121 swimmers this year. Reviewed correspondence from one (1) homeowner and provided responses for Management to forward and action for Management to take. 2. Reviewed three (3) accounts foreclosed upon by the first lien holder and provided Management with action to take. 5. The Association will hold a Christmas Decoration Contest this year. 6. The Association may institute a yard of the month program. 7. The Association will look into trimming trees overhanging the Cairnway pool. 8. The Association will have properties with vines growing on siding, brick, fencing and/or trees cited to remove the vines beginning September 1, 2015. 9. The Association will have the contract deputies cite vehicles parked in the street, facing the wrong way. 10. The Association is looking into further renovations at the civic center. 11. The Association is looking into replacing the wrought iron fence at the Cairnway pool. HOMEOWNER FORUM A homeowner inquired about why the lifeguards are not doing their jobs. The homeowner stated the lifeguards are not sitting in the lifeguard stand at the Cairnway pool. Lifeguards are just lounging and texting. Kieth Harrow lifeguards are not on the stands when 25 more people are in the pool. Director Mendieta turned the floor over to Mr. Brian Zelinski who is the general manager for Greater Houston Pool Management, the Association pool management company. Mr. Zelinski apologized for the lifeguard behavior and stated it will be addressed immediately. A homeowner inquired about the changing of information on the community information signs. The community information signs are trying to be changed immediately after each months meeting. A homeowner stated that she has talked to other homeowners moving into the subdivision and they are all very pleased with how safe the subdivision is. A new homeowner queried the Board about soliciting. They feel they are being targeted by solicitors. They were advised to call the Sheriff on all of these. Glencairn

DEED RESTRICTION REVIEW
A resident has requested some clarification on several deed restriction violations that we cite quite often. This is an attempt to clarity, amplify or expound on deed restriction violations and Board expectations. There is no way we can cover every specific incident or issue. If you get cited for a violation which you believe was not covered in one of these articles, please understand that explanations are not inclusive or limiting. Should you receive a letter and feel it is incorrect, you may address the Board of Directors during their Monday evening Board meetings. This meeting takes place the Monday prior to the Tuesday Member Meeting, which is the second Tuesday of the month. You should contact the Management Company and be placed on the agenda to address the Board of Directors. The violation we will review is yard maintenance. When inspections are made, the inspector has been instructed to cite properties for yard maintenance if the following conditions (but not limited to) are observed: yard needs mowing, curb needs to be edged, flowerbeds need to be weeded, grass

The yard will be cited for mowing if one of two or both conditions exist. If the grass is in excess of six inches tall overall, a letter will be sent requesting the homeowner to mow. If there are weeds in the yard that are in excess of ten (10) inches tall, a letter will be sent requesting the homeowner to mow. In all probabilities, the letter will state mow the yard or mow the yard: weeds.
We trust this clarifies some issues and will help with the maintenance of yards.
Letters are sent when the curb needs to be edged. If the inspector sees grass hanging over the curb or out onto a sidewalk, a letter requesting the homeowner to edge the curb will be sent. There are several conditions or combinations of conditions that will generate this letter. There could be a lot of short shoots hanging over the curb (the inspector does not count the number of shoots) or there could be a few long shoots hanging over the curb or out onto the sidewalk. Weed-eat letters cover several items. There could be grass along the foundation of a house or the bottom of a fence that is taller than the rest of the yard. A letter will be sent requesting the homeowner weed-eat or trim this grass to the same level as the rest of the yard. Taller grass around the mailbox and/or flowerbeds will be cited as needing to be weed-eated. Grass and/or weeds in sidewalk expansion joints, sidewalk cracks and driveway expansion joints will be cited as needing to be removed. Clean dirt, debris, leaves from street next to curb letters are a request to shovel, sweep and pickup all debris in the street along the curb from one neighbor’s house to the next neighbors house. This is a part of keeping your lot in a neat, attractive, healthful and sanitary condition as stated in Section 9. 14. “…garbage, trash and rubbish or do any other thing necessary to secure compliance with these restrictions so as to place said Lot in a neat, attractive, healthful and Glencairn
CALL SHERIFF’S OFFICE TO REPORT AFTER HOURS & ILLEGAL ACTIVITY If your home backs up to the greenbelt, please call the Sheriff’s Office at 9-1-1 if you see or hear suspicious people, underage drinking, graffiti artists or any activity after 10 PM, etc. Graffiti has extended to some homeowner fences and to the sidewalks. It is imperative that you call the Sheriff’s Office, give your address and explain that this area is behind your home in order to get this activity stopped. We are looking at solutions to this problem of recalcitrant teens and young people in their 20’s who have nothing better to do with their time than disobey the law and terrorize the neighbors. All common areas (the pool area, the parks, the civic center, tennis courts, etc.) in Glencairn are closed at 10 PM. After 10 PM, people at any of the common areas are in violation of the trespassing laws of Texas.

Sadly, in this era of commuting and busy schedules, few of us get to know our neighbors. At one time in our history, neighbors knew when there was a problem and immediately told their neighbors. This effort will offer information as it comes to my attention. Rumors will be checked out by the Sheriff’s Office before the information is shared via email to the residents. Glencairn is doing a great job watching out for each other and calling the Sheriff’s Department to report suspicious activities, our criminal activity has steadily gone down.
SLOW DOWN IN THE NEIGHBORHOODS
Almost everyone is aware that the Sheriff’s Office has adopted a zero tolerance of speeding and other violations of the law with a motor vehicle. That zero tolerance has resulted in an average of 50 tickets per month issued in Glencairn. The speed limit in residential areas, by Texas law, is 30 miles per hour. There are cautionary signs regarding slower speeds on curves. There are stop signs, which indicate the vehicle must come to a complete stop. Residents of Glencairn want to see a slower pace of traffic for the protection of all-especially the children. For some reason, the people of Harris County seem to be perpetually late. A suggestion for each of us is to leave five minutes early in order to avoid the impulse to speed. Develop patience; we do not want a fatality auto-pedestrian accident in our neighborhood or any serious accident caused by thoughtless speed. Be mindful of where you are driving. HARRIS COUNTY ALARM DETAIL In order to increase compliance and spread awareness, our office is requesting your assistance in informing residents in your community through your HOA newsletter or your scheduled HOA meetings of the need to obtain a permit for operating an alarm system, residential or business, within unincorporated Harris County. Many residents and businesses are unaware of the requirement to obtain an alarm permit once an alarm system has been installed and activated by the alarm company. Alarm systems are established and defined in the Local Government Code 233 (subchapter D), as well as the authority to regulate, adopt rules and impose penalties for unpermitted locations. Obtaining the required permit will avoid the issuance of a citation and excessive false alarm fees. The fee for current permit issuance is $35 with a yearly renewal fee of $10. All permit fees are waived for senior citizens 65 years or older. Under current guidelines, a permitted location is allowed five (5) free false alarms annually. Any subsequent false alarms during your permitted year are subject to a $75 fine that is billed to the permit holder’s address. If a site has an active alarm system, yet does not have a permit to operate such alarm, a false alarm may result in a Class C citation, which could range up to $500. The application can be printed from the website, then completed and mailed to our office with the applicable fees. We are currently in the planning stages of making the application and payment process available on-line for the convenience to the public. Pet Tip: A very important thing you can do is have a collar with some form of ID and your phone number on it. Pet stores have special ID’s for your pets. Many pet owners are now “chipping” the pets. If found and taken to a vet they can scan chip and find the owner. If your pet has a rabies tag, the vet has your name and #. The first thing I ask a caller is “does the pet have ID on it.” If it does, I will help contact the # on the ID and get the pet to it’s owner ASAP. Or, the owner can pick up their lost pet. • Dig and store caladiums before the foliage dies. Allow the bulbs to dry in the shade, shake off the dried soil and dust with sulphur to control fungus. Store by hanging in open mesh bags or old panty hose. • Flowers planted for spring can begin when the temperatures are going to stay cooler. Shrubs and trees can be planted now. Woody plants concentrate on root growth through the winter and the more headstart they can get before summer, the better. • October 15th is about the time for dividing and planting daylilies. • Watch out for brown patch in St. Augustine grass. These circular brown patches are caused by a fungus that is activated by moist cool weather. Control with Daconil. • If you need to do any pruning, do it early in the month. The re-growth stimulated by pruning needs to harden off before that odd-ball frost of Halloween. Prune fruit trees when leaves begin to fall. Remove all dead, weak and over-crowded growth. Tip back main branches to control size and shape. Spray w/dormant oil when temperature is between 30-60 degrees. • Cut back tops of perennials after they have bloomed. Divide roots and transplant anytime from now until March, the earlier the better. • Get the ant baits down. This will greatly reduce your spring populations. • Clover left over from last year may be growing. It’s best to hit it with the post-emerge herbicides in October and November. At least two applications are usually needed, even if done this early. • For color throughout the winter, begin planting pansies.

CY LAKES STERLING STARS ANNUAL FUN RUN The Cy Lakes Sterling Stars will host their annual “Pretty in Pink” Fun Run on October 10th at the Cy Lakes High School Track. ENGLISH AND ART GO HAND-IN-HAND AT CY LAKES Two English teachers at Cy Lakes bring an extra element to their English classes at Cy Lakes High School - their love of art. Elizabeth Rector, English II teacher and Micah Clegg, English IV teacher, both use their art talent to engage students and add a unique dimension to their English classes. Elizabeth Rector remembers drawing with her mother when she was a child and being competitive, she decided to practice drawing until she was better than her mother. She loves all types of art and in addition to being the head cartoonist for the Texas Christian University newspaper The Skiff, Rector’s art has been featured in various publications. Recently, her ceramic pieces won first place in an art contest in the Woodlands. In the classroom, Rector illustrates events and characters in stories to help students gain a better understanding of the story. She states that she uses art to connect students with literature, especially those who have visual learning styles. Glencairn

Micah Clegg also uses his artistic talent to aid students in understanding literature. His goal is to be able to touch those emotions that reside within us and to “make the extraordinary look ordinary and the ordinary look extraordinary.” Clegg has illustrated two books and his work includes pen and ink and watercolor. As students read stories and novels in his classroom, Clegg sketches scenes and characters to bring the literature to life and give students a deeper understanding and appreciation of the text. Both Rector and Clegg have a passion for teaching English and both find it rewarding to bring their love of art into the classroom for their students.

In the contest, teachers from all grade levels submitted essays explaining why they were most deserving of the $500 grand prize to help them create an ideal learning environment for their students. BLOOD DRIVE AT ST. CUTHBERT EPISCOPAL CHURCH On Sunday, October 25th, beginning at 8:30 AM, St. Cuthbert Episcopal Church will be hosting a Blood Drive with a mobile unit set up in their parking lot. VFW VOICE OF DEMOCRACY A NATIONAL ESSAY COMPETITION The Voice of Democracy essay is a National Competition created in 1947 to allow high school students in grades 9-12 to voice their opinion on their responsibility to our nation. The theme for 2015 is: “My Vision for America.” Students from public, private and parochial high schools and home schooled students, in the U.S. and in American high schools overseas may enter. The oral presentation must be not less than 3 minutes and no more than 5 minutes in length, spoken in English and recorded on the media specified on the application form, with no background noise or enhancements. The essay cannot contain the student’s name, city, state, grade level or refer to their nationality. Entries must be received no later than midnight Nov. 1, 2015.
