COMMUNITY WIDE GARAGE SALE - NOVEMBER 7 TH
Don’t forget our community wide garage sale is set for November 7th from 8 AM to 4 PM! The Board will put up signs around the community and we will post about the garage sale on several garage sale websites. Grab all those unwanted things you have and get ready for our last community garage sale for the year. As always we hope to have a lots of sellers and shoppers!

MOVIE NIGHT!
Our next movie night is scheduled for November 14th at 6 PM! This will be on a Saturday night and sundown is earlier this time of year so our event will not run too late (as it did in the past). We have not selected a movie at this time but will try to pick a very recent movie to show.

MINUTES OF BOARD OF DIRECTORS MEETING ASSOCIATION OF LOST CREEK OWNERS, INC. AUGUST 20, 2015
The Board of Directors of the Association of Lost Creek, Inc. was held on Thursday, August 20, 2015 at the offices of Planned Community Management, Inc., located at 15995 N. Barkers Landing Suite 162, Houston, Texas, at 3 PM. ATTENDEES Directors present were Cesar Solis, Pete Lajoie, Brian (Joey) Cox, Kerrick Castle and Kris Ellis. Also in attendance, Dolores Sue representing Planned Community Management, Inc. QUORUM A quorum was established and the meeting was called to order at 5:30 PM. OPEN FORUM HOMEOWNER CONCERNS There was one (1) homeowner present. This homeowner was inquiring about the opening of the remainder of Bellaire Blvd. At the present time, the Board does not have the time line for the opening. They do know that the street construction has been approved and everyone is looking forward to it opening. This homeowner also felt there were some problems at the pool and would like to see the hours earlier in the day for the pool opening. The Board explained the hours have been looked at and the hours will be changing for 2016. The Board is aware of issues this year with the pool and will be taking proposals for the 2016 swim season. The Board reviewed a request from an owner asking for ‘No Soliciting Signs.” The Board explained that the signs can be installed however the signs are not enforceable. It seems to cause more problems because when homeowners see the signs they believe the association can prevent the soliciting. The Board unanimously decided not to install the signs but homeowners are welcome to put “No Soliciting Signs” on their front doors. There was an email from a homeowner who could not attend the meeting. The owner asked for less restrictions on backyard patios, however, the Board was unclear what that request meant. Further, they were requesting something be done about the chickens/duck. The Association was unaware of someone having them but have now been provided the address and will take appropriate action. They also pointed out that some people were seen smoking pot in their car. That is not something the association has any control over at all, this is a law enforcement issue. Also, one concern was the heavy fast traffic on Sierra Bend. The Board explained Fort Bend County has been contacted numerous times to request extra stops signs or speed humps and they will not approve them on the street. The Board had requested a
traffic study and the county did perform the traffic study but still rejected the additional stop signs. Drivers and Students are blocking the roads at bus stops. Again this is not anything the association can do about this issue. The roads are public
roads and belong to Fort Bend County. They also had numerous concerns about the pool. However, the Board is taking proposals for a new company therefore the problems should be resolved. They also felt there was not enough trashcans at the playground and pool areas. There are 4 in the pool area, 2 recycle bins in

the pool area and a trashcan in the park. At the current time the Board feels there are plenty of trashcans. This owner also felt money should not be spent on sending letters about storing trashcans and landscaping issues, they wanted the association to relax and save the money. However, the Board must enforce deed restrictions. The only way to keep up property values is to enforce all restrictions including the trashcans and watering, mowing and edging lawns. They also wanted the pool to be “Swim at Your Risk” and have no lifeguards on duty. It is too much of a liability for the association with no guards at the pool. MINUTES A motion was made by Cesar Solis, seconded by Kris Ellis and unanimously agreed to approve the July 16, 2015 minutes as presented. Minutes attached as Exhibit “B.” FINANCIALS Kris Ellis presented the financials and as of July 31, 2015 the money in the bank totaled $393,761.89. This includes checking and money market accounts and is the money to cover both operating expenses and the necessary reserve to fund maintenance and replacement of the Association’s capital assets. There were no unusual expenses this month.

ARCHITECTURAL GUIDELINES
The Board reviewed the changes of the draft of the Architectural Guidelines. The guidelines were unanimously accepted.
TAX EXEMPT UPDATE
The first step to having the association become tax exempt has been completed and accepted. The CPA is staying on top of this issue and hopefully we will have the final approval soon.

The Board unanimously agreed to accept proposals form three (3) pool management companies for the 2016 pool year and the new hours will be: Saturday and Sunday: 10 AM to 9 PM Monday: 10 AM to 7 PM Tuesday: Closed for Cleaning Wednesday, Thursday and Friday: 2 PM to 9 PM All bidders will be requested to review all items they feel may be needed at the pool area to include, re-plastering, shower, deck and any other repairs they may feel need to be done.
POOL RULES
The Board unanimously agreed at the September meeting they will be reviewing all the pool rules. It seems that the rules need to be more specific including but not limited to only proper swim suits being allowed.
LOT ON SIERRA LONG
Talley and Associates will be asked to submit a rough proposal and drawing via email or mail. This will enable the Board to review and determine what the association budget will hold and perhaps do the improvements in stages.
NEXT BOARD MEETING DATE
The next Board meeting will held on September 17, 2015 at 4 PM at the offices of PCMI. This will be the budget meeting. At this time the Board thanked the homeowner present and adjourned into executive session at 7:05 PM.
Just closing your garage door does not provide security. Even if you have an electric door opener, you are not secure. There are illegal devices that can be used by a burglar to search through all kinds of codes to find one that opens your garage door. When you’re not at home, lock your garage door. Before you go to bed at night, lock your garage door. Also, lock the door that goes from your garage into your house. Keep your garage door closed when you are not working in your garage or not out in your front yard. If you are like most of us, you have many things in your garage, including expensive tools that you don’t want stolen.

DECISIONS MADE DURING EXECUTIVE SESSION
The Board reviewed an incident report from the pool. The date was August 9, 2015. The Board had previously agreed that due to problems at the pool this year proposals will be taken for a new pool company and perhaps if the rules of the pool were more specific it would be easier to enforce unilaterally.

When you walk your dog, please respect all yards in our neighborhood as well as Lost Creek’s community property. Remember to bring either a scooper and/or plastic bags to pick up the poop and trash it. Thank you.

LICENSING OF DOGS AND CATS IN FORT BEND COUNTY All dogs and cats are required to be registered and licensed with Fort Bend County Animal Services. To be registered, dogs and cats must be current on all vaccinations and have a rabies shot done by a veterinarian in the State of Texas. The cost is $1 for spayed and neutered dogs and cats and $5 for dogs and cats who have not been spayed or neutered. Senior citizens may register their dog or cat for $1. The cost of all licenses is for 1 year only and must be renewed annually. To register your dog or cat, send rabies certificates, proof of spay/neutering (vet bill), along with a money order to Fort Bend County Animal Services, 1210 Blume Road, Rosenberg, TX 77471. Animal control authorities are permitted to enter your Property to patrol and remove pets. Pets must be registered, licensed and inoculated as required by law. As a dog owner, you are responsible for the control of your dog. If your dog is one that ‘makes objectionable noise,’ you must make every effort to respect your Neighbor’s right to their ‘peace and quiet.’ When your dog is not in your yard, it is imperative that you keep your dog on a leash at all times. While your dog is friendly to you and your family, imagine the consequences if it were to harm someone while it was ‘roaming free.’ Please respect other resident’s right to walk the common area ground without fear of attack from an unleashed dog.

Laws are written to ensure that owned animals are confined to their property or kept on a leash to free a community of unrestrained and free-roaming animals. Although most dog bites occur on the property where the dog lives, unrestrained or free-roaming dogs do pose a substantial threat to the public. In addition, unrestrained animals are at increased risk of being bitten by rabies infected wildlife. Enforcement of restraint laws is essential in enhancing the animal control program’s efforts to reduce the risk of rabies in our community. LICENSING OF DOGS AND CATS The primary benefit of licensing animals is identification, should that animal become lost. Licensing also: • Ensures that rabies vaccination are current. • Allows for quick identification in case of a bite incident. • Provides revenue to offset the administration costs of the animal control program. VACCINATION Rabies vaccinations are a prerequisite for licensing dogs and cats because they are an important control measure for the public health threat of rabies. In addition to protecting pets, rabies vaccinations provide a barrier between infected wild animals and humans.

GARDENING TIPS FOR NOVEMBER
• Brown patch will continue to plague St. Augustine lawns as nights get cooler and humidity and rain continue. Discolored circles will appear in low areas almost overnight. Apply a fungicide recommended for brown patch according to label directions. Avoid walking through brown-patched turf. It spreads easily from the bottom of your shoes. If brown patch appears in the same lawn areas every year, add an inch or two of sandy topsoil to eliminate those low spots. • Fertilize St. Augustine turf with a winterizing formula to promote root growth over the winter months. Lower your lawn mover blades now and mow on a schedule that cuts no more than one-third of the grass blade away. • As chrysanthemums and other perennials finish blooming, cut flowering stalks to the ground to permit all strength to be used in making root growth. • Feed roses lightly, but avoid nitrogen fertilizers. Do not prune now. Keep up spraying program and water deeply.

• Remove dead foliage and plant debris to help eradicate insects and disease organisms. Thin out and transfer volunteer seedlings. Beds made now will benefit by weathering before being planted. If soil is heavy, dig six inches deep, leave rough, cover with gymsum and strawy manure, water and allow to mellow. • Bananas are more likely to bear fruit if the trunk does not die back in winter. Cut banana stalks back to six feet, wrap with newspaper and burlap. • Continue mulching for winter. Build up a thick top mulch to protect roots from freezing and winter drying. Don’t throw away those pine tree needles; they make great acidic mulch for azaleas, gardenias and next Spring’s impatiens. • Place pansies in beds after weather has cooled. Use a little blood meat mixed in soil under each plant. • Now is the best time to plant trees and shrubs.

Recognized by First Lady Cecilia Abbott, Honorary Chair of the 32nd Annual Governor’s Volunteer Awards and the OneStar Foundation, CACTX joins a select group of individuals, groups and organizations honored for a significant and measurable contribution to their communities. Children’s Advocacy Centers are a nationally renowned solution to the challenges facing the child victims of sexual and physical abuse. At their core, the centers provide a place for representatives of law enforcement, legal, medical and Child Protective Service organizations to coordinate the pursuit of justice for perpetrators and therapeutic healing for victims and their families. Forging partnerships with community volunteers, child welfare advocates and Government Agencies, local centers also provide the much needed support these families need while seeking justice.
CHILD ADVOCATES OF FORT BEND NEEDS VOLUNTEERS FOR THE 24TH ANNUAL CASA CHRISTMAS HOME TOUR Proceeds from the Christmas Home Tour help Child Advocates of Fort Bend (CAFB) advocate for the needs of abused and neglected children in this community. Through its two programs, Court Appointed Special Advocates (CASA) and the Children’s Advocacy Center (CAC), the agency touches the lives of more than 400 young victims each month. ENERGY CITY NEW HORIZONS MUSIC PROGRAMS New Horizons music programs provide access for adults interested in making music in a supportive environment where your best is good enough! There are no auditions to join the band, people can just come along and bring their instrument! The Energy City New Horizons group is in its seventh year and is extremely fortunate to have the support of Memorial Drive United Methodist Church, including use of their facilities, as a home for practice sessions and performances. 10 TH ANNUAL KATY WINE FEST TO SUPPORT THE BROOKWOOD COMMUNITY’S “CENTER FOR LEARNING” The 10th Annual Katy Wine Fest hosted by the Cinco Ranch Rotary will be held on Friday, November 6, 2015 at the Café at Brookwood, located at 1752 FM 1489 in Brookshire. Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are You OK?” (RUOK). It is a computer-generated call intended for senior citizens (over 55) and disabled persons who live alone and could benefit from a daily check. A computer will generate a call each morning, at about the same time and the participant chooses a time frame. A voice will ask, “Are you OK?” After this, all they have to do is hang up the phone. If the participant goes out of town or leaves the residence for any time, you just temporarily un-subscribe and re-subscribe when you return. If the call goes unanswered, the

INGREDIENTS: 1 (14.5 ounce) package tortilla chips, or to taste 2 pounds shredded Monterey Jack cheese 1 1/2 pounds large peeled and deveined cooked shrimp, tails removed and shrimp quartered 1 cup mayonnaise 4 chipotle peppers in adobo sauce, chopped 1/2 cup chopped fresh cilantro 1/4 cup dried minced onion 1 1/2 tablespoons ground cumin 1/4 teaspoon ground black pepper DIRECTIONS: Preheat oven to 400 degrees F (200 degrees C). Line a baking sheet with aluminum foil. Spread tortilla chips onto the prepared baking sheet. Mix Monterey Jack cheese, shrimp, mayonnaise, chipotle peppers in adobo sauce, cilantro, minced onion, cumin and black pepper together in a bowl. Spoon mixture onto the tortilla chips.
