Anyone violating the following rules is subject to losing privileges with the Memorial Parkway Community Association. 1. Memorial Parkway Community Association swimming pools and pavilion are restricted for the use of residents and their guests. 2. Resident must present their valid MPCA ID card before admittance to pool area. 3. Guests must be accompanied by a resident and must sign in. Five guests are allowed per family at one time. Guest may not be a Memorial Parkway resident. 4. Lifeguards have the responsibility for maintaining discipline and enforcing rules in the pool area. a. Lifeguard shall call infraction of rules to the attention of the offending individual (s). b. Lifeguards have the authority to deny the use of pool facility to residents and guests up to three (3) days as a disciplinary measure. 5. Swimming is allowed only when lifeguards are on duty in the stands. SWIM AT YOUR OWN RISK. 6. Swimmers must wear property swimsuits. 7. Children not toilet trained must wear protective rubber pants or equivalent, under their swimsuits. 8. Children under twelve (12) years of age are not allowed in pool unless accompanied by an adult at least 18 years of age or older. EXCEPTION: Notarized parental permission is submitted to lifeguard allowing designated 16 years old-18 years old to accompany and child under age 12. Form is available from lifeguard. supervised by responsible parent/adult. 10. No running or shoving allowed in the pool area or on diving board. 11. No pets are allowed in pool area. 12. Anyone with open sores or wounds is prohibited from using the pool. 13. Floating devices may be allowed at the discretion of the lifeguard. (example: rafts, boats, etc.). 14. Throwing toys, Frisbees, small hard balls, tennis balls, water guns, etc. are strictly prohibited.

Smoking or drinking of alcoholic beverages is strictly prohibited except by persons of legal age. Proof of age may be required. Drunkenness and obscene language will not be tolerated. 20. Two (2) long blasts of lifeguard whistle requires everyone to immediately vacate pool. 21. MPCA and pool contractor are not responsible for lost or stolen items. 22. No bicycles, skates, skateboards or tricycles are allowed in the pool area. Bicycles must be parked in bicycle rack. 23. Guard phone is for business use only. No personal phone use by guards/gatekeepers while on duty. Phone in box is for emergency use only. 24. MPCA or the pool contractor may enforce other rules deemed necessary for the safety of the residents/guests. 25. NO PARTIES DURING POOL HOURS. POOL CAN BE RENTED THROUGH THE OFFICE. 26. One guard must be on deep end stand when diving area is open. Otherwise this area is closed. 27. No loitering. 28. Only lifeguards/gatekeepers allowed at the check-in table. DIVING POOL RULES 1. The diving pool area is to be used for diving only. No swimmers allowed unless authorized by lifeguards. 2. No more than one person is allowed on the diving board at one time. 3. Only two bounces on board are allowed before diving. 4. All diving shall be from the end of the diving board and straight forward, never off the side. The water in front of the board must be clear of swimmers before entering the pool. Swim directly to the ladder after diving. 5. Anyone using the diving pool must be able to swim across the pool twice to the satisfaction of the guard.

VEHICLE PARKING ON THE STREET

All of our homes have at least a two or three-car garage and room for several cars in the driveway. We respectfully request that you refrain from parking on the street.

However, the Transportation Code of Texas, Title 6, Chapter 545, Section 302, states that

The Board has asked our Constables to take the appropriate action whenever there is a violation of the Transportation Code. The parking of vehicles on the street has become a big problem in our neighborhood. School buses can’t pull close to the curb to pick up and let off students. In some cases, emergency vehicles especially when two cars are parked directly across from each other. Plus, vehicles parked on the street are those that are vandalized the most. Some of the worst areas are the cul-de-sacs where it’s hard enough to back out of a driveway or navigate the circle even when there aren’t any vehicles parked on the street. Be considerate of your neighbors and don’t park your vehicle in front of their house or block their mailbox. Also, think of the neighbor across the street and park driveway.

The HOA has received complaints about trashcans being stored in front of the home, left at curbside, and not being stored out of sight. In the past, the deed restriction committee has not been writing letters to homeowners about proper storage of trashcans. Since this has become a problem in the neighborhood, we are now sending letters to homeowners if their trashcans are not properly stored out of sight. Trash cans should be placed at the curb the morning of trash pickup and the cans should be stored away out of sight by the end of the day. If your trashcans are visible from the street on any day other than trash day, you will in violation of the deed restriction. Thanks to all of you who have started storing your trash receptacles out of public view. It really has made a big difference in the overall appearance of our neighborhood and we appreciate your cooperation.

As you can see from the following list, we have many un-resolved deed violations that are ruining the over-all appearance of our neighborhood. Storing miscellaneous items in view from the street can easily be remedied by just moving those items to another location - no cost involved. Storing trash receptacles and recycle bins in view can easily remedied by just moving them to another location that can’t be seen from the street - no cost involved. Correcting these two violations alone would greatly improve the appearance of your property. The next big item is lawn maintenance. Many of our residents mow every two weeks, but at certain times of the year, yards may have to be done every week to maintain a neat appearance. We understand that it takes time and money to resolve some of the other violations such as rotten wood, fences falling down, repainting the exterior of your home, etc. We will work with you and allow ample time to take care of the violation, but you must contact us when you your account.

During the May 21st Board of Trustees meeting, Superintendent Alton Frailey announced Heather Williams, current assistant principal of Kilpatrick Elementary, as the new principal of Stanley Elementary. This comes after Stanley Elementary Principal Kerri Finnesand, took the roll of principal at WoodCreek Junior High. Williams started her educational career in 1997 as a fourth grade teacher in Alief ISD. From there, she continued to grow to positions of increasing responsibility, moving to Lamar Consolidated ISD in 2002 and Katy ISD in 2008. Her experience includes serving as a gifted and talented facilitator, a team leader for 4th and 5th grades, a campus instructional technology specialist and an assistant principal at the elementary level. Williams holds a Bachelor of Science in Interdisciplinary Studies/Elementary Education from Stephen F. KATY ISD ANNOUNCES NEW LUNCH PRICES FOR 2012 – 2013 During the May 21st meeting, the Katy ISD Board of Trustees approved a meal price increase for the 2012 – 2013 academic year. New lunch prices go into effect next fall and are as follows: Elementary – Lunch price increases by .10¢, from $1.80 to $1.90. Junior High – Maintains current price of $2. High School – Lunch price increases by .25¢, from $2 to $2.25. The price increase maintains district compliance with the USDA policy and affects the pricing on approximately 46% of all lunch meals. Starting in August 2012, the eligibility for bus transportation will change from the current 3/10 of a mile to approximately 1/2 mile for elementary students and approximately one mile for junior high and high school students. Bus transportation will continue to be provided for students for whom a hazardous condition may exist between home and school, as well as special needs bus routes. Approximately 52 bus routes (elementary and secondary) will be eliminated, affecting approximately 6,600 students or nearly 21% of the 32,000 students that ride school buses daily. The Katy ISD Transportation Department began building bus routes in June and in August become available. The changes are the result of the Transportation Department experiencing particular challenges this year in having route requirements. Thus, this is how high school bowling began 75 years ago. In Texas, high school bowling began as a club sport in 2001 with the formation of the Texas High School Bowling Club Program. In its inaugural year, there were only 5 districts, 25 schools and 13 centers that participated in the program. Today, those numbers have grown to include 75 districts, 177 schools and 53 centers across the state. However, despite the rapid growth of high school bowling in Texas, it has never been adopted by the Texas U.I.L. to be recognized as a high school sport. On June 12th two Houston area high school bowlers, Keith Gardner (Katy ISD) and Dominick Savage (Ft. Bend ISD), traveled to Austin to appear before the Texas U.I.L. Legislative Committee at their Annual Policy Meeting to make a proposal that bowling be added as an U.I.L. athletic sport in high schools across the state. speak to the committee members, which was comprised of district Superintendents from throughout Texas. Having only a limited amount of time to present their topic, Keith and Dominick focused on some of the highlights about high school bowling.
