SENIORS CARDS AND COFFEE
Several people suggested that they would like to have a time for seniors to get together in the clubhouse. We are open to the idea and have tried this in the past... there was not much interest. If there is interest, we are more than happy to support the idea. We will open up the clubhouse and have coffee and bagels for seniors to meet and get to know your neighbors. We have some cards and other games that we will set out if anyone is interested in getting a game going. If the group stays consistent, we have lots of ideas such as pot luck luncheons. Please join us for our Seniors Coffee & Cards: Wednesday, December 16th: 9:30-11:30 AM Memorial Parkway Clubhouse - 21600 Cimarron Parkway
PLAYGROUPS
Memorial Parkway moms have recently started a playgroup. Our goal is for our children to build friendships, for each other and to build friendships and build our sense of community in Memorial Parkway. We will have play dates in homes, meet ups at our playground and local parks, outings around Katy and Girl’s Night Out events. Search ‘Memorial Parkway Playgroup’ on Facebook. Contact Allison Nordby at AllisonNordby@gmail.com, 713-922-1291 or Colleen Pubchara at thepubfam@gmail.com, 713-505-4451 for more information.
PARKING VIOLATIONS AND STATE LAWS: DID YOU KNOW? IT IS A PARKING VIOLATION TO... BLOCKING SIDEWALKS:
If a vehicle is parked blocking a sidewalk, it becomes very difficult for pedestrians, bicycles, children, strollers and wheelchairs to pass safely. Blocking the sidewalk can result in forcing these people to enter into the street causing unsafe conditions.
BLOCKING DRIVEWAYS:
When a vehicle is parked blocking a driveway, it creates an inconvenience for the homeowners attempting to leave or enter his/ her driveway.
48 HOUR PARKING:
No vehicle can be parked on any residential street for more than 48 consecutive hours.
PARKING TOO CLOSE TO AN INTERSECTION OR CROSSWALK:
Vehicles may not be parked within 30 feet of a stop sign or within 20 feet of a crosswalk.
BLOCKING A FIRE HYDRANT:
This is one of the most common violations is when a vehicle is parked blocking a fire hydrant or fire lane. This can create problems for emergency vehicles and hinders their ability to do their job effectively. No vehicles may be parked within 15 feet of a fire hydrant. This information was provided by the Harris County Sheriff’s Office in order to familiarize you with a few common laws, which we should keep in mind when operating a motor vehicle. Your safety and the safety of others is very important to us. Remember to always buckle up.

If you have a neighbor with a terrible backyard such as garbage dumping, unsanitary conditions, unsecured private swimming pools, etc., you can go to Harris County Public Health and Environmental Services’ Website to file a complaint, www.hcphes.org/eph/ complaints.
NEED CURB REPAIR??
Do you have a broken curb in front of your home... Did you know that Harris County Precinct 3 will come and fix it? It is as easy as going to their website and filling out the service request form. They will come and fix it for free (well, that is your tax dollars at work)! They will not fix the curved part that attaches to your driveway, that is the homeowner’s responsibility. You can go to www.harriscountytx.gov/servicerequestform/default. aspx?pct3 and fill out the service request form if you have a broken curb that needs repaired.

The dumpster at the rear of our parking lot on Cimarron Parkway is not for use by residents who want to get rid of their garbage or debris. This dumpster is for Association use only. We have a security camera on the premises, so if you’re guilty of throwing your trash in our dumpster, we probably have you on video tape.
SIDEWALKS
All sidewalks, within Common Areas, shall be maintained by the Association. All other sidewalks shall be maintained by the owner of the lot on which the sidewalk is situated. If any section of your sidewalk is uneven, which may cause someone to trip and hurt themselves, you are responsible for repairing or replacing that section of the sidewalk and liable for any injuries incurred. In some cases, a sunken section of a sidewalk may be caused by a water or sewer line leak. If you’re in doubt, you can call Precinct 3 at 281-4636300 and request that someone come to your home and check it out.
VEHICLE PARKING ON THE STREET
It is not a violation of our deed restrictions to park a vehicle on the street as long as it is not being stored, is fully operational and has current tags. However, the Transportation Code of Texas, Title 6, Chapter 545, Section 302, states that .a vehicle cannot park closer than 15 feet to a fire hydrant. .a vehicle cannot park closer than 20 feet to an intersection. .a vehicle cannot park closer than 30 feet to a stop sign. The Board has asked our Constables to take the appropriate action whenever there is a violation of the Transportation Code. The parking of vehicles on the street has become a big problem in our neighborhood. School buses can’t pull close to the curb to pick up and let off students. In some cases, emergency vehicles may not be able to reach their destination if traffic flow is inhibited, especially when two cars are parked directly across from each other. Plus, vehicles parked on the street are those that are vandalized the most. Some of the worst areas are the cul-de-sacs where it’s hard enough to back out of a driveway or navigate the circle even when there aren’t any vehicles parked on the street. Be considerate of your neighbors and don’t park your vehicle in front of their house or block their mailbox. Also, think of the neighbor across the street and park so that you’re not making it difficult for them to back out of their own driveway.

All of our homes have at least a two or three-car garage and room for several cars in the driveway. We respectfully request that you refrain from parking on the street.
STREET GUTTERS AND DRAINS
We ask that you keep the street area in front of your home clean, so that leaves, pine needles, grass clippings and dirt won’t accumulate in the gutters next to the curb and end up being washed into the drains causing them to back up and flood the streets. If you see someone putting grass clippings, oil or other debris down the drains, please contact the MUD District and the County at 281463-6300. This includes lawn contractors that are blowing the leaves into the street instead of bagging them. Some of our residents feel that this was a waste of our time and are upset that we had written
December 2015
Memorial Parkway
to them stating that they were getting this waste from a neighbor up the street. On the other hand, most of our residents understood that backed-up drains would cause flooding on some of our streets and cleaned up their yards and streets regardless of where the debris came from. We ask that you do the same. THANK YOU!
LAWN MAINTENANCE
Many of you have received letters regarding the need to re-sod the bare spots in your yard. We suggest that you take care of this matter in the next month or two. If there are trees in the yard that may be preventing the lawn from getting ample sunlight, you may have to get them trimmed. You may also have to lay new dirt so that the seeds can take hold. We also encourage you to keep your lawn mown and edged one a weekly basis, if necessary to maintain a neat appearance at all times. Remember to remove the weeds growing between the seams of the concrete on the sidewalk and driveway.
GARAGE SALES
MPCA would like to suggest that garage sales be conducted the first Friday and Saturday of each month. This will eliminate the many signs that are out each week and also makes for a stronger turn out. Most area communities only allow sales twice a year. Memorial Parkway could be known for its “Once a Month” garage sales. Do not attach your garage sale signs to the STOP signs, as it is against the law and the County can issue citations for this. If a sign is on a public right of way, like the esplanades), they may be subject to fines of $500-$1,000 per occurrence per day. We also ask that you do not post your signs on the property of another resident. When your sale is over, please go back and pick up all of your signs.

DEED RESTRICTIONS
Servicing the Families of Memorial Parkway!
Is Your Agent This Qualified?
If you receive a courtesy notice from us regarding a violation of a deed restriction, contact the office within 10 days to let us know your intentions for resolving the matter, as we understand that some violations will require more than 10 days to get bids, find contractors and make financial arrangements. Please don’t wait until you get a second letter or a third letter, which incurs a $50 fine. We will be happy to give you ample time to cure the violation. Memorial Parkway Community Association has inspectors that drive through the neighborhood checking for violations of our deed restrictions. They are not permitted to get out of their cars and/or trespass on your property. They only take pictures of violations that can be seen from the street. If you see one of our inspectors stopped in front of your home, please do not approach their vehicle to confront them. Their vehicles are identified with a MPCA sign on the car door that says deed restriction inspector. Some of our inspectors have been threatened, verbally abused and some have been followed. If they see you approach their vehicle, they have every right to drive off without talking to you. If you still have questions, call the office.

If you get a notice of violation and you feel it was sent to you in error, please call the office. Our staff will look at the picture taken of the violation and confirm whether the address is correct or not. Our inspectors make every effort to make sure they’ve got the right violation logged to the right address with the right picture to go along with it. But with 2,219 homes to inspect and over 25 miles of streets, they sometimes get it wrong. If that’s the case, we apologize for the mistake and will remove the violation from your record. If you want clarification on a deed restriction, you can read the complete document by going to our webpage. It’s titled “Architectural Control Committee Guidelines.” The inspectors, MPCA Board and office staff are not in the business of harassing our residents, but are only trying to enforce the documents that all homeowners agreed to abide by when they purchased property in Memorial Parkway. www.dependablecomfort.com REMINDER FOR DOG WALKERS
Be a responsible / considerate pet owner by picking up your dog’s waste from your neighbor’s yard when you’re out for a walk. There’s nothing more frustrating than stepping in fecal matter in your own yard when you don’t even have a pet.
LEASH LAW
Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being who is capable of controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the
Memorial Parkway
area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. Please remember that cats fall under the same laws as dogs and must be licensed and kept restrained when not on the premises of the owner. We’ve been told that spreading moth balls in flower beds might keep cats away. To make a complaint or report an animal that is not properly restrained please contact: Harris County Precinct #5, Contract #87: 281-463-6666 Harris County Animal Control: 281-999-3191 Harris County Health Department, Rabies/Animal Control Section 2223 West Loop South, Houston, Texas 77027-3588 www.countypets.com
PROCEDURE FOR REPORTING BARKING DOGS:
1. Contact your neighbor and work it out as good neighbors should. 2. In the event that #1 is not possible, contact the Constables at 281463-6666. It is our understanding that the Constables will investigate the barking dogs. In order to file a formal complaint you must be willing to give the officer your name, address and phone number for their records.
PROCEDURE FOR REPORTING LOOSE DOGS, DOG BITES & LOST PETS:
1. Contact Harris County Animal Control at 281-999-3191 or 281999-3194. A recorded message will guide you through the system. When reporting a loose animal you will be asked to give your name and address, a description of the animal and the address of the animal’s owner (if known).

RESIDENT COMMENT FORM
If you have noticed a problem in the subdivision you think needs taking care of, please complete the resident comment form and turn it in to the office. The subdivision gets a drive through inspection twice a month. Some problems may not be noticed at that time. It is helpful if residents can inform the office in writing of such problems. Having complaints in writing is helpful, if the association has to take legal steps in enforcing deed restriction violations. Our subdivision was formed 35 years ago and we need to take steps to keep it looking nice so the value of homes will continue to increase.
RESIDENT COMMENT FORM
The Memorial Parkway Community Association welcomes input from our residents. If you wish to comment on any aspect of your neighborhood (positive or negative) you may use this form to do so. All comments to the MPCA office are strictly confidential.

KATY ISD FOOD FOR FAMILIES
November 1st - December 11th - In 2014, our Katy ISD community raised over $25,000 helping 502 students and their families in our district. This wonderful initiative, held each December, allows the community of Katy to bring a little joy into the homes of some of our students and their families. Principals identify students for the program, and Partners in Education collects community and corporate donations. Grocery gift cards in the amount of $50, along with a note of support from the Katy ISD community, are then delivered to each student by a campus staff member. If interested in making a contribution, make checks payable to Katy ISD Food for Families. Any contribution amount is accepted. Mail or deliver check/cash to Katy ISD Partners in Education, 6301 South Stadium Lane, Room 1520, Katy, Texas 77494. For more information, contact Tammy Stringer at tammyrstringer@katyisd.org or 281-396-2645.
OPEN YOUR HEART TO BRING JOY TO A KATY ISD FAMILY 2015 FOOD FOR FAMILIES CAMPAIGN

Please join us and help bring joy to a Katy ISD family. How does the program work? Donations in any amount are being collected now through December 10th and will go towards the purchase of $50 grocery gift cards for students and their families identified by campus principals. If interested in making a contribution, please make checks payable to Katy ISD Food for Families. TAYLOR HS STUDENT WINS WRITING CONTEST - READ3ZERO
On Saturday, November 14th, the Houston non-profit literacy organization, READ3Zero, honored one Katy student at a memorable Luncheon and Book Signing event for this year’s winners of the “I Write” contest and celebrated the organization’s sixth year. The student is Sachi Khemka from Taylor High School. The Awards Ceremony offered individual recognition in the form of a certificate of excellence to each student author and illustrator followed by the Literacy Luncheon and Book Signing with Honorees, Neil and Maria Bush, co-chairs to the Barbara Bush Literacy Foundation, Luncheon co-chairs Michael Pearce and Matt Burrus, emceed by Deborah Duncan of Great Day Houston. The luncheon was held at the Hilton Americas located at 1600 Lamar Street, Houston, TX 77010. Founded in 2009 by children’s author and public speaker, Melissa M. Williams, READ3Zero has embarked on a mission to help share aspects of the literacy and publishing world, influencing the lives of children to learn outside the classroom. One of the primary creative projects at READ3Zero is the annual short-story contest, which emphasizes the concept that reading and writing go hand in hand. The program provides leadership and speaking opportunities to the students after they are published. Children are also allowed to submit drawings for the front and back cover of the book. Organizations, businesses and community members are able to help fund the efforts of READ3Zero by contributing support for future projects. Information regarding ways to support READ3Zero and the “I Write” Contest and other programs can be found on the organization’s homepage www.READ3Zero.org.
