Several people suggested that they would like to have a time for seniors to get together in the clubhouse. In November, seven of our residents met in the clubhouse and enjoyed getting to know each other. We have scheduled another get-together for January 13th and hope that more of our seniors will attend. We have cards and other games that we will set out if anyone is interested in getting a game going or you are welcome to bring your favorite. If the group stays consistent, we have lots of ideas such as potluck luncheons.

PARKING VIOLATIONS AND STATE LAWS: DID YOU KNOW? IT IS A PARKING VIOLATION TO... BLOCKING SIDEWALKS:
If a vehicle is parked blocking a sidewalk, it becomes very difficult for pedestrians, bicycles, children, strollers and wheelchairs to pass safely. Blocking the sidewalk can result in forcing these people to enter into the street causing unsafe conditions.
BLOCKING DRIVEWAYS:
When a vehicle is parked blocking a driveway, it creates an inconvenience for the homeowners attempting to leave or enter his/her driveway.
48 HOUR PARKING:
No vehicle can be parked on any residential street for more than 48 consecutive hours.
PARKING TOO CLOSE TO AN INTERSECTION OR CROSSWALK:
Vehicles may not be parked within 30 feet of a stop sign or within 20 feet of a crosswalk.
BLOCKING A FIREHYDRANT:
This is one of the most common violations is when a vehicle is parked blocking a fire hydrant or fire lane. This can create problems for emergency vehicles and hinders their ability to do their job effectively. No vehicles may be parked within 15 feet of a fire hydrant. This information was provided by the Harris County Sheriff’s Office in order to familiarize you with a few common laws, which we should keep in mind when operating a motor vehicle. Your safety and the safety of others is very important to us. Remember to always buckle up.

2016 MAINTENANCE FEES
Statements for the 2016 maintenance fees were mailed to all homeowner during the first week of October 2015. If you did not receive this statement, please contact the office with your current mailing address. This fee is due January 1, 2016. The Board of Directors is allowing 3 ways to pay your fees: 1. Mail check or money order for the total amount due to the address shown on the statement by January 1, 2016. If you use online banking, make sure your payee address is correct. 2. Pay online via credit card at mphoa.org and click on the pay online tab. Credit card payments may also be made in the office. There is a $10 convenience charge for all assessments paid via credit card. 3. Payment plans are available in the office. You must come into the office prior to January 29th to sign up. There is a $25 fee for the plan. Plans will consist of 3 monthly payments in order for your account to be clear by March 31st and avoid a lawsuit in Small Claims Court. Any account not paid before January 31, 2016, will incur a late fee of $25. Accounts not paid before February 29, 2016, will incur an additional late fee of $25. Accounts not paid before March 31, 2016, will incur an additional late fee of $50. All unpaid fees after January 31, 2016, carry a finance charge of 10% per annum. Accounts not paid by March 31, 2016, may be turned over for legal pursuit in which all costs are the responsibility of the delinquent owner. Legal fees can range from $150 to over $2,000. It is not a violation of our deed restrictions to park a vehicle on the street as long as it is not being stored, is fully operational and has current tags. All sidewalks, within Common Areas, shall be maintained by the Association. All other sidewalks shall be maintained by the owner of the lot on which the sidewalk is situated. If any section of your sidewalk is uneven, which may cause someone to trip and hurt themselves, you are responsible for repairing or replacing that section of the sidewalk and liable for any injuries incurred. In some cases, a sunken section of a sidewalk may be caused by a water or sewer line leak. If you’re in doubt, you can call Precinct 3 at 281-4636300 and request that someone come to your home and check it out.

The parking of vehicles on the street has become a big problem in our neighborhood. School buses can’t pull close to the curb to pick up and let off students. In some cases, emergency vehicles may not be able to reach their destination if traffic flow is inhibited, especially when two cars are parked directly across from each other. Plus, vehicles parked on the street are those that are vandalized the most. Some of the worst areas are the cul-de-sacs where it’s hard enough to back out of a driveway or navigate the circle even when there aren’t any vehicles parked on the street.

Also, think of the neighbor across the street and park so that you’re not making it difficult for them to back out of their own driveway. We ask that you keep the street area in front of your home clean, so that leaves, pine needles, grass clippings and dirt won’t accumulate in the gutters next to the curb and end up being washed into the drains causing them to back up and flood the streets. If you see someone putting grass clippings, oil or other debris down the drains, please contact the MUD District and the County at 281-463-6300. This includes lawn contractors that are blowing the leaves into the street instead of bagging them. Some of our residents feel that this was a waste of our time and are upset that we had written to them stating that they were getting this waste from a neighbor up the street. On the other hand, most of our residents understood that backed-up drains would cause flooding on some of our streets and cleaned up their yards and streets regardless of where the debris came from. We ask that you do the same. THANK YOU!
LAWN MAINTENANCE
Many of you have received letters regarding the need to re-sod the bare spots in your yard. We suggest that you take care of this matter in the next month or two. If there are trees in the yard that may be preventing the lawn from getting ample sunlight, you may have to get them trimmed. You may also have to lay new dirt so that the seeds can take hold. We also encourage you to keep your lawn mown and edged one a weekly basis, if necessary to maintain a neat appearance at all times. Remember to remove the weeds growing between the seams of the concrete on the sidewalk and driveway.
GARAGE SALES
MPCA would like to suggest that garage sales be conducted the first Friday and Saturday of each month. This will eliminate the many signs that are out each week and also makes for a stronger turn out. Most area communities only allow sales twice a year. Memorial Parkway could be known for its “Once a Month” garage sales. Do not attach your garage sale signs to the STOP signs, as it is against the law and the County can issue citations for this. If a sign is on a public right of way, like the esplanades), they may be subject to fines of $500-$1,000 per occurrence per day. We also ask that you do not post your signs on the property of another resident. When your sale is over, please go back and pick up all of your signs.

MEMORIAL PARKWAY COMMUNITY ASSOCIATION RULES FOR USE CIMARRON PARKWAY CLUBHOUSE
1. General Information a. The clubhouse is a smoke free area, SMOKING IS PROHIBITED. b. The clubhouse is approximately, 34’X37’ or 1,258 square feet and accommodates a maximum of 50 people per Harris County Fire Code.

c. Approximately 50 chairs, 8 (6’x3’) tables, 2 (8’x3’) tables and 6 (5’) round tables are available for use. d. There is a roll down projector screen and a mounted television for use. e. There is an attached kitchen with a sink, refrigerator, 2 ovens, microwave and dishwasher. f. There is a large ice machine available for ice during parties. g. The clubhouse facilities and parking lot are monitored by video surveillance. 2. Homeowner Reservation a. Clubhouse rental is subject to availability on a first come/first serve basis. b. The clubhouse is only rented to Memorial Parkway adult residents (owner or renter) in good standing (maintenance fee current and not in violation of deed restrictions). Resident must show valid ID when renting facility and must be present during the entire time of rental. c. A rental fee of $50 is required at the time the reservation is made. Payments can only be accepted by check or money order, no cash. d. Rental of the Clubhouse requires refundable deposit of $275. The deposit must be a check issued from the personal account of the resident signing the agreement and accepting responsibility for the use of the facility. This amount will be refunded barring any damage to the facility caused by user and/or guest; as long as the facility is left in a clean and orderly condition; and the rental rules and/or rental agreement are not broken. e. Any rule broken will cause forfeiture of the entire deposit. f. Date and hours of reservation include set-up and cleanup. Resident may not enter before or stay beyond the reserved time. Entering before or staying after reserved time will result in an additional $100 Use Fee charge to the homeowner. g. A ratio of two (2) members 21 years of age or older per fifteen (15) minors is required. h. MPCA reserves the right to cancel any scheduled rental should the need arise. At least a 24-hour notice will be given if at all possible.

i. The Use Fee and Deposit will be returned if cancellation is made 10 days prior to reservation date. The Use Fee will be forfeited if cancellation notice is less than 10 days in advance of reservation date. j. There will be $25 “returned check fee” on any check returned to MPCA for insufficient funds. k. The clubhouse is available to non-profit groups for meetings during the week (Monday - Thursday). A representative and renter for the group must be a resident of Memorial Parkway. l. Slumber parties may stay (with arrangements made through MPCA office) until 8:00 am the following morning. 3. Hours of Rentals & Fee Rates a. Monday - Saturday - 8 am-4 pm….. $50 b. Monday - Saturday - 5 pm-1 am….. $50 c. Sunday - 8 am-1 pm….. $50 d. Sunday - 1:30 pm-1 am….. $50 e. All Day Rentals from 8 am-1 am….. $100 4. Hours of Rentals & Fee Rates for Non Profit Group Meetings a. Monday - Thursdays for not more than 6 hours per month on a first come first serve basis. 5. Keys a. The date and time to pick up the key from the office is noted on the Agreement Form. It is typically the day before the event or on Friday prior to the Saturday, Sunday Rentals. It is the responsibility of the renter to get the key as indicated. If other arrangements have to be made, the resident is responsible for using the facility will be charged a $25 cash fee upon delivery of keys. (NO EXCEPTIONS) b. After you are done with the facility you are to drop the keys in the drop slot of the MPCA Office door prior to leaving the complex. 6. Behavior of Residents/Guest a. The Renter agrees that he or she will be present on the premises during the entire time of the rental.

b. The Renter of the clubhouse assumes total responsibility for the safety and actions of their guests on all MPCA grounds and property during the time they are in use of the facility. Anyone who fails to abide by facility rules may be asked to leave the facility by the appropriate MPCA representative or authorized person. MPCA reserves the right to terminate any user’s occupancy at any time. c. The Renter accepts the clubhouse in its current condition unless otherwise expressly provided for in the Agreement. d. No merchandise is to be offered for sale on MPCA property. e. In the event that alcohol is consumed, the user agrees to indemnify and hold harmless MPCA in the event that damage or injury results from the consumption of alcohol by the use or users guests. No alcohol may be consumed by minors on MPCA grounds. f. Music or activities must not disturb other users or residents in the vicinity of the facilities. g. Fireworks are not allowed at any MPCA facility. h. No pool use allowed while renting/using the Clubhouse. No one is allowed in the Clubhouse in a wet bathing suit. i. No equipment or furnishings belonging to MPCA may be removed from the facilities. j. No one is to move the couches, console, plants, rugs, end tables, coffee tables, blinds and curtains. The only items that are allowed to be moved are stacking chairs and folding tables. k. The movable tables and chairs must be put into their original positions before leaving the premises. Extra chairs and tables stored in the storage room must also be put away before leaving the premises. Do not remove dollies. l. All bicycles, skateboards, motorcycles, rollerblades etc. are not allowed inside the clubhouse, pool, pavilion or tennis courts. Such items must be parked in the designated parking lot areas. m. No decorations (glitter, sequins, streamers and confetti) of any kind can be attached to the ceiling or walls, etc. Birdseed can be thrown outside. All excess must be swept away from all the walkways and parking lot. Peeled wall paint or wallpaper from tape used to hang decorations will be considered damaged. n. No animals are allowed in the facility. 7. Cleaning of the Facilities a. A representative of MPCA will inspect the facility with you when you pick up the keys. It is the responsibility of the Renter of the clubhouse

to inspect the facility per the check-list, both before and after use. b. If the facility is damaged, left in an unsecured condition, or not clean after use, the deposit will be forfeited or held to cover the cost necessary to repair or clean the facility back to its original condition. A minimum of $100 will be charged to the Renter/Homeowner to cover normal cleanup of the facility if not left clean. An additional charge of 15% of the total cost of cleaning or repairs will be assessed to cover the expenses of handling the damages. c. The Renter must clean entirely all the surfaces in the facility including the kitchen, the tables, chairs, etc. Sweep and mop the floors. Clean the bathrooms and flush the toilets. You are provided trashcans liners to replace the 4 trashcans when you leave. If you think you should need additional liners, bring some from home. d. All trash must be bagged and placed in dumpster located at the rear of the parking lot. e. Cleaning supplies are located in the kitchen sink cabinet. Mops and brooms are located in the outside hall on the other side of the ice machine. A vacuum cleaner is located in the storeroom. f. The clubhouse and the premises must be returned in the condition in which it received. You are responsible for checking the facility prior to usage to insure everything is in working order. g. The thermostat must be returned to 78 in the cooling season or 65 in the heating season. You must turn off all appliances and lights before you leave the premises. h. Before you leave the MPCA Property, put keys and check-out sheet through the mail slot in the office door. i. MPCA is not responsible for items left by the clubhouse users or parties that they may have rented party supplies from. 8. Security and Safety Measurers: a. MPCA reserves the right to require a security guard be present. When this is required, the user must present a paid receipt from the security company in no less than five (5) working days prior to the event. b. Office parking spaces are not to be used at any time by Renter or guest. MPCA reserves the right to tow away any vehicle in any of these spaces. c. Renter shall comply with all Municipal, County, State, Federal and Association ordinances, statues, laws rules and regulations. d. In consideration for the right to use the clubhouse the renter and

If you receive a courtesy notice from us regarding a violation of a deed restriction, contact the office within 10 days to let us know your intentions for resolving the matter, as we understand that some violations will require more than 10 days to get bids, find contractors and make financial arrangements. Please don’t wait until you get a second letter or a third letter, which incurs a $50 fine. We will be happy to give you ample time to cure the violation. Memorial Parkway Community Association has inspectors that drive through the neighborhood checking for violations of our deed restrictions. They are not permitted to get out of their cars and/or trespass on your property. They only take pictures of violations that can be seen from the street. If you see one of our inspectors stopped in front of your home, please do not approach their vehicle to confront them. Their vehicles are identified with a MPCA sign on the car door that says deed restriction inspector. Some of our inspectors have been threatened, verbally abused and some have been followed. If they see you approach their vehicle, they have every right to drive off without talking to you. If you still have questions, call the office. If you get a notice of violation and you feel it was sent to you in error, please call the office. Our staff will look at the picture taken of the violation and confirm whether the address is correct or not. Our inspectors make every effort to make sure they’ve got the right violation logged to the right address with the right picture to go along with it. But with 2,219 homes to inspect and over 25 miles of streets, they sometimes get it wrong. If that’s the case, we apologize for the mistake and will remove the violation from your record. It’s titled “Architectural Control Committee Guidelines.” The inspectors, MPCA Board and office staff are not in the business of harassing our residents, but are only trying to enforce the documents that all homeowners agreed to abide by when they purchased property in Memorial Parkway.

If you have noticed a problem in the subdivision you think needs taking care of, please complete the resident comment form and turn it in to the office. The subdivision gets a drive through inspection twice a month. Some problems may not be noticed at that time. It is helpful if residents can inform the office in writing of such problems. Having complaints in writing is helpful, if the association has to take legal steps in enforcing deed restriction violations. Our subdivision was formed 35 years ago and we need to take steps to keep it looking nice so the value of homes will continue to increase.

BASEBALL - T-BALL, COACH, MACHINE & KID PITCH
We would like to invite children from 4 yrs. (as of Sept. 1, 2015) to 13 years old to join us as we enjoy another season of T-Ball, Coach, Machine and Kid Pitch. We look forward to teaching your children the skills and watching them enhance their abilities. We will offer several evaluations (skills assessment) days so we can check on their skill level and even out the teams. The first evaluation will be Monday, Tuesday and Thursday Nights, February 22nd, 23rd and 25th, between 5-6:30 PM. The last evaluation will be Saturday, February 27th between 9-11 AM. It only takes a few minutes for us to run them through the drills and then we will contact each player the week before they begin practices. After Monday, February 29th, we cannot guarantee a place on a team. They will practice for one hour a week on a Monday, Tuesday, Thursday or Friday. Practices begin the week of March 21st and the league runs through May 21st. The early cost will be $80 for those registering before February 23rd. After February 23rd, the cost will be $90. Registration will begin January 1st.
FORWARD BASKETBALL - HIGH SCHOOL GUYS

Katy ISD is one of 425 school districts in the U.S. and Canada being honored by the College Board with placement on the 6th Annual AP® District Honor Roll for increasing access to Advanced Placement (AP) course work while simultaneously maintaining or increasing the percentage of students earning scores of 3 or higher on AP Exams. SUPERINTENDENT CELEBRATED STUDENT AND STAFF ACCOMPLISHMENTS
In November, Katy ISD Superintendent Alton Frailey spoke to hundreds of Katy community members, dignitaries and staff during his annual State of the District Address. Along with a snapshot of the District’s accomplishments and current enrollment growth, Frailey shared with attendees an update on 2014 bond projects, as well as his vision for the future of the District. During the address, Frailey shared some of the District’s major accomplishments, such as being recognized on the College Board AP Honor Roll for increasing access to AP course work and increasing the percentage of students earning scores of 3 or higher, and being recognized as the 57th largest district in the nation. During the 2014-2015 school year, Katy ISD had more than 60 students named semifinalists in the National Merit Scholarship Program, 85 student athletes that signed letters of intent to play sports at colleges and universities across the nation and the Class of 2015 graduates accepted more than $21 million in scholarships. Attendees also enjoyed special guest speakers Chuck Brawner, Mayor Pro Tem of the City of Katy; Lance LaCour, President and CEO of the Katy Area Economic Development Council; Ann Hodge, President and CEO of the Katy Area Chamber of Commerce and Carol Adams, author of ‘Historic Katy, An Illustrated History’ and former City of Katy Councilmember.

It is a time for people to reflect on their past year’s behavior and promise to make positive lifestyle changes. “Setting small, attainable goals throughout the year, instead of a singular, overwhelming goal on January 1 can help you reach whatever it is you strive for,” says psychologist Lynn Bufka, PhD. “Remember, it is not the extent of the change that matters, but rather the act of recognizing that lifestyle change is important and working toward it, one step at a time.” By making your resolutions realistic, there is a greater chance that you will keep them throughout the year, incorporating healthy behavior into your everyday life. APA offers these tips when thinking about a News Year’s resolution:
START SMALL
Make resolutions that you think you can keep. If, for example, your aim is to exercise more frequently, schedule three or four days a week at the gym instead of seven. If you would like to eat healthier, try replacing dessert with something else you enjoy, like fruit or yogurt, instead of seeing your diet as a form of punishment.

CHANGE ONE BEHAVIOR AT A TIME
Unhealthy behaviors develop over the course of time. Thus, replacing unhealthy behaviors with healthy ones requires time. Don’t get overwhelmed and think that you have to reassess everything in your life. Instead, work toward changing one thing at a time.
TALK ABOUT IT
Share your experiences with family and friends. Consider joining a support group to reach your goals, such as a workout class at your gym or a group of coworkers quitting smoking. Having someone to share your struggles and successes with makes your journey to a healthier lifestyle that much easier and less intimidating.
DON’T BEAT YOURSELF UP
Perfection is unattainable. Remember that minor missteps when reaching your goals are completely normal and OK. Don’t give up completely because you ate a brownie and broke your diet, or skipped the gym for a week because you were busy. Everyone has ups and downs; resolve to recover from your mistakes and get back on track.
ASK FOR SUPPORT
Accepting help from those who care about you and will listen strengthens your resilience and ability to manage stress caused by your resolution. If you feel overwhelmed or unable to meet your goals on your own, consider seeking professional help. Psychologists are uniquely trained to understand the connection between the mind and body. They can offer strategies as to how to adjust your goals so that they are attainable, as well as help you change unhealthy behaviors and address emotional issues. FIRST ANNUAL WOMEN’S QUARTER MARATHON EVENT
January 9, 2016: The 2016 Women’s Quarter Marathon is a women’s-only race to empower women and young girls through fitness and a healthy lifestyle. The route will start at Central Green Park, run through Cinco Ranch and back to Central Green Park where the post-race party will take place. The distance is a quarter of a marathon, which is 6.55 miles. The Mini-Quarter Marathon is 1.25 miles and is designed for girls under the age of 13 who also want to join the movement. Registration opened September 15, 2015 for this new Houston running event. Girls Inc. of Greater Houston’s mission is to inspire all girls to be strong, smart and bold by developing programs of informal education that empowers girls to live and succeed in an inequitable world.
