BOARD OF DIRECTORS ELECTION

On November 10th, we will be having our annual meeting and election for 2 positions on the Board of Directors for a 3-year term beginning January 2016. You may vote in person at the annual meeting or by Proxy at any time before the election. We urge you to cast your vote in order for us

to meet our quorum of 10% of the total homeowners in Memorial Parkway. The candidates for these 2 positions are as follows:

BARBARA BURLESON

I am seeking election for another term on the Board of Directors. I have been employed with a construction company as Executive Vice President and Treasurer for a total of 30 years. Also, I have served on the National Board of National Association of Women in Construction. I am currently on the MPBA Board and have been involved for several years having served as President, Vice President, Secretary and Treasurer. I have lived in the Katy area for 36 years and Memorial Parkway for 15 years. My goals have not changed, which is to keep our neighborhood safe for our families and our homes well kept. This is and will continue to be important to me personally. It is a great feeling to know that we can live in a nice well-kept neighborhood even though our homes are 30 to 40 years old. And we all can work toward that goal and be proud of Memorial Parkway. I ask you to vote in our election and vote for me. Thanks.

I have worked in The IT/Customer Service field for over 20 years focusing on the Customer Service aspect of it. I really enjoy helping clients get what they need. I am conservative, but not Republican or Democrat, neither party interests me. I honestly don’t see the difference. I have always tried to live my life by not majoring on the minors and focusing on what is important.

CHRIS COLLARD

My wife and I have been married for 28 years and have been residents of Memorial Parkway Subdivision since September 1999. Our son graduated from Taylor High School and we have enjoyed the Katy area.

CHARLES HERRING

I have lived in Memorial Parkway for 28 years and have been involved with the homeowners association for 12 years while serving on the Board for the past 9 years. Prior to this, I served with my wife, Susan, on the Security Committee for many years. Keeping property values high and our neighborhood safe are my foremost priority. As an auditor for 35 years, I understand the value of money and the proper/ethical use of it. I enjoy visiting with my neighbors at the Board and committee meetings, listening to their concerns while helping them find an equitable solution. My children grew up in this neighborhood and I will strive to do my best to keep it a good and safe neighborhood. Your vote would be appreciated.

MICHAEL OLSEN

My name is Michael Olsen and I have lived in the Memorial Parkway neighborhood for 17 years with my wife Kim and our two children, Cameron and Mikayla. Our family’s experience as residents of Memorial Parkway has been an enjoyable one. We are members of Epiphany of the Lord Catholic Church and we have great neighbors and wonderful friends in the neighborhood and community! Our son, Cameron, has attended Memorial Parkway Elementary School and Junior High and graduated from Taylor High School in 2014. He attended the University of Houston this past year. Our daughter, Mikayla, attended MPE and is currently attending MPJH in the 7th grade. Both have been very active in their schools’ theatre arts programs and also as members of the Memorial Parkway Swim Team. My wife, Kim, the heart of our family, has raised our children and been very active in supporting them in their endeavors over the years, most recently serving as Vice President of the Memorial Parkway Swim Team in 2015. Kim and I also served as Co-treasurers for the Taylor PlayMakers Booster Club in 2014. My career path has been primarily in mid-level retail management for Lowe’s Home Improvement and Albertsons/Randalls grocery stores. I am currently a Category Manager for Albertsons/Randalls Houston Division. As a manager, some of the strengths I’ve been recognized for are strong leadership skills, including an ability to work as a team player, working efficiently and fairly toward negotiating win-win outcomes, an ability to innovate and problem solve creatively and a willingness to help with a positive attitude. The nine y years I spent in the Marine Corps Reserves early on in life, taught me the values of integrity, solidarity and commitment to service that I carry with me to this day. The Memorial Parkway community has provided a great environment in which to live and to raise our children. I have watched this community grow and evolve over the past 17 years and have often felt inspired to contribute more. I would welcome the opportunity to give back by serving on the HOA board over the next term. What I would bring to the position is years of management experience, highlighted with the strengths listed above, along with a passion for life and a love for people and my community. I believe everyone’s voice should be heard as we work through issues together to help Memorial Parkway continue to thrive!

If you are renting your home, please provide us evidence that you live in the subdivision, i.e. a water bill with your name on it, etc.) ID’s are for residents only. Homeowners who do not live in Memorial Parkway are not eligible for a MPCA ID CARD. Be sure to turn your ID cards into the office for 2015 validation. Pictures will be taken during office hours Monday through Friday, 9 AM-5 PM and the first Tuesday night of each month from 7 PM to 8 PM. There must be a zero balance on your account before cards can be validated. A copy of the form can be downloaded at www. krenekprinting.com. Click on Newsletters - Katy - Memorial Parkway.

This person and your child must have a validated MPCA ID card. If you need to send your under age 12 years old child to the MPCA pools with someone who is under 18 year old this person must be at least 16 year old of age and you must understand you have made them responsible for your child. HOW TO REPORT BACKYARD NUISANCE

Do you have a broken curb in front of your home... Did you know that Harris County Precinct 3 will come and fix it? It is as easy as going to their website and filling out the service request form. They will come and fix it for free (well, that is your tax dollars at work)! They will not fix the curved part that attaches to your driveway, that is the homeowner’s responsibility. You can go to www.harriscountytx.gov/servicerequestform/default.aspx?pct3 and fill out the service request form if you have a broken curb that needs repaired.

VEHICLE PARKING ON THE STREET

It is not a violation of our deed restrictions to park a vehicle on the street as long as it is not being stored, is fully operational and has current tags. However, the Transportation Code of Texas, Title 6, Chapter 545, Section 302, states that .a vehicle cannot park closer than 15 feet to a fire hydrant. .a vehicle cannot park closer than 20 feet to an intersection. .a vehicle cannot park closer than 30 feet to a stop sign. The Board has asked our Constables to take the appropriate action whenever there is a violation of the Transportation Code.

STREET GUTTERS AND DRAINS

We ask that you keep the street area in front of your home clean, so that leaves, pine needles, grass clippings and dirt won’t accumulate in the gutters next to the curb and end up being washed into the drains causing them to back up and flood the streets. If you see someone putting grass clippings, oil or other debris down the drains, please contact the MUD District and the County at 281-463-6300. This includes lawn contractors that are blowing the leaves into the street instead of bagging them. Some of our residents feel that this was a waste of our time and are upset that we had written to them stating that they were getting this waste from a neighbor up the street. On the other hand, most of our residents understood that backed-up drains would cause flooding on some of our streets and cleaned up their yards and streets regardless of where the debris came from. We ask that you do the same. THANK YOU!

LAWN MAINTENANCE

The parking of vehicles on the street has become a big problem in our neighborhood. School buses can’t pull close to the curb to pick up and let off students. In some cases, emergency vehicles may not be able to reach their destination if traffic flow is inhibited, especially when two cars are parked directly across from each other. Plus, vehicles parked on the street are those that are vandalized the most. Some of the worst areas are the cul-de-sacs where it’s hard enough to back out of a driveway or navigate the circle even when there aren’t any vehicles parked on the street.

Many of you have received letters regarding the need to re-sod the bare spots in your yard. We suggest that you take care of this matter in the next month or two. If there are trees in the yard that may be preventing the lawn from getting ample sunlight, you may have to get them trimmed. You may also have to lay new dirt so that the seeds can take hold. We also encourage you to keep your lawn mown and edged one a weekly basis, if necessary to maintain a neat appearance at all times. Remember to remove the weeds growing between the seams of the concrete on the sidewalk and driveway.

Be considerate of your neighbors and don’t park your vehicle in front of their house or block their mailbox. Also, think of the neighbor across the street and park so that you’re not making it difficult for them to back out of their own driveway. All of our homes have at least a two or three-car garage and room for several cars in the driveway. We respectfully request that you refrain from parking on the street.

MPCA would like to suggest that garage sales be conducted the first Friday and Saturday of each month. This will eliminate the many signs that are out each week and also makes for a stronger turn out. Most area communities only allow sales twice a year. Memorial Parkway could be known for its “Once a Month” garage sales.

GARAGE SALES

Memorial Parkway

Do not attach your garage sale signs to the STOP signs, as it is against the law and the County can issue citations for this. If a sign is on a public right of way, like the esplanades), they may be subject to fines of $500-$1,000 per occurrence per day. We also ask that you do not post your signs on the property of another resident. When your sale is over, please go back and pick up all of your signs.

ARCHITECTURAL CONTROL

All exterior changes to your property must be submitted to our committee for approval before you start any work. This includes, but is not limited to, painting, re-roofing, sheds, patio covers, fences, etc. All requests must be on our request form that can be found online at our website www.mphoa.org or at the office. Please give as much detail as possible, so there is no delay in getting your request reviewed. Except for painting and re-roofing, it would be best to include a plat of your property that shows property lines and easements in relation to the location of your project. APPROVALS THROUGH AUGUST 27, 2015 Exterior Paint 1 New Windows 2 New Roofing 3 Fencing 2

DEED RESTRICTIONS

If you receive a courtesy notice from us regarding a violation of a deed restriction, contact the office within 10 days to let us know your intentions for resolving the matter, as we understand that some violations will require more than 10 days to get bids, find contractors and make financial arrangements. Please don’t wait until you get a second letter or a third letter, which incurs a $50 fine. We will be happy to give you ample time to cure the violation. Memorial Parkway Community Association has inspectors that drive through the neighborhood checking for violations of our deed restrictions. They are not permitted to get out of their cars and/or trespass on your property. They only take pictures of violations that can be seen from the street. If you see one of our inspectors stopped in front of your home, please do not approach their vehicle to confront them. Their vehicles are identified with a MPCA sign on the car door that says deed restriction inspector. Some of our inspectors have been threatened, verbally abused and some have been followed. If they see you approach their vehicle, they have every right to drive off without talking to you. If you still have questions, call the office. If you get a notice of violation and you feel it was sent to you in error, please call the office. Our staff will look at the picture taken

Memorial Parkway

of the violation and confirm whether the address is correct or not. Our inspectors make every effort to make sure they’ve got the right violation logged to the right address with the right picture to go along with it. But with 2,219 homes to inspect and over 25 miles of streets, they sometimes get it wrong. If that’s the case, we apologize for the mistake and will remove the violation from your record. If you want clarification on a deed restriction, you can read the complete document by going to our webpage. It’s titled “Architectural Control Committee Guidelines.” The inspectors, MPCA Board and office staff are not in the business of harassing our residents, but are only trying to enforce the documents that all homeowners agreed to abide by when they purchased property in Memorial Parkway. DOING REPAIR WORK ON YOUR HOMES EXTERIOR????

The ACC is receiving record numbers of requests to make improvements or changes to the exterior of homes. We thank you for your cooperation in filling out the forms before starting any work. If you are planning to do any repairs, re-roofing, re-painting, additions, pools, storage sheds, fencing or patio covers please turn in a request form for approval. Forms can be found in the newsletter or online at our website WWW.MPHOA. ORG. You may also pick up a form from the office during office hours.

RESIDENT COMMENT FORM

If you have noticed a problem in the subdivision you think needs taking care of, please complete the resident comment form and turn it in to the office. The subdivision gets a drive through inspection twice a month. Some problems may not be noticed at that time. It is helpful if residents can inform the office in writing of such problems. Having complaints in writing is helpful, if the association has to take legal steps in enforcing deed restriction violations. Our subdivision was formed 35 years ago and we need to take steps to keep it looking nice so the value of homes will continue to increase. A copy of this form can be downloaded at www.krenekprinting.com. Click on newsletters - Katy - Memorial Parkway.

PET INFORMATION REMINDER FOR DOG WALKERS

Be a responsible / considerate pet owner by picking up your dog’s waste from your neighbor’s yard when you’re out for a walk. There’s nothing more frustrating than stepping in fecal matter in your own yard when you don’t even have a pet.

LEASH LAW

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being who is capable of

Memorial Parkway

controlling or governing the dog or cat in question. 2. When it is within a fully enclosed vehicle. 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street. While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. Please remember that cats fall under the same laws as dogs and must be licensed and kept restrained when not on the premises of the owner. We’ve been told that spreading moth balls in flower beds might keep cats away. To make a complaint or report an animal that is not properly restrained please contact: Harris County Precinct #5, Contract #87: 281-463-6666 Harris County Animal Control: 281-999-3191 Harris County Health Department, Rabies/Animal Control Section 2223 West Loop South, Houston, Texas 77027-3588 www.countypets.com

PROCEDURE FOR REPORTING BARKING DOGS:

1. Contact your neighbor and work it out as good neighbors should. 2. In the event that #1 is not possible, contact the Constables at 281463-6666. It is our understanding that the Constables will investigate the barking dogs. In order to file a formal complaint you must be willing to give the officer your name, address and phone number for their records.

PROCEDURE FOR REPORTING LOOSE DOGS, DOG BITES & LOST PETS:

1. Contact Harris County Animal Control at 281-999-3191 or 281999-3194. A recorded message will guide you through the system. When reporting a loose animal you will be asked to give your name and address, a description of the animal and the address of the animal’s owner (if known).

IMPORTANT DATES

KATY ISD PROMISE TO READ

We recognize that not everyone has unlimited time to volunteer. But we are thankful that, every year, hundreds of people have time to read to our children. Promise to Read brings Katy’s business community into elementary schools each November, allowing adults to share their love of reading and allowing children to indulge their love of being read to. From Alcott to Zalbern, wockets in pockets to monsters in closets, guest readers sit down in little chairs in front of little faces and the room is transformed. Promise to Read is a tradition in Katy with many of our readers having participated since the program’s inception in 1997. Some bring their own books from home - others let the librarian or teacher choose one for them. But in either case, everyone agrees it’s the best 30 minutes they’ll spend all week. For more information, contact Heather Sanders at 281-396-2645. November 1st - December 11th - In 2014, our Katy ISD community raised over $25,000 helping 502 students and their families in our district. This wonderful initiative, held each December, allows the community of Katy to bring a little joy into the homes of some of our students and their families. Principals identify students for the program, and Partners in Education collects community and corporate donations. Grocery gift cards in the amount of $50,

281-829-9900

along with a note of support from the Katy ISD community, are then delivered to each student by a campus staff member. If interested in making a contribution, make checks payable to Katy ISD Food for Families. Any contribution amount is accepted. Mail or deliver check/cash to Katy ISD Partners in Education, 6301 South Stadium Lane, Room 1520, Katy, Texas 77494. For more information, contact Tammy Stringer at tammyrstringer@katyisd.org or 281-396-2645.

KATY ISD JUNIOR ACHIEVEMENT VOLUNTEERS NEEDED

We’re proud to point out that Katy ISD has the largest Junior Achievement program in the world. So by the time our kids start their senior year in high school they’re completely familiar with JA, beginning in kindergarten when they learned about visiting a farm and planting a garden. Junior Achievement is a great venue for volunteering because it allows folks to build a relationship with students in a classroom. Volunteers attend training hosted by one of our on-site JA staff and are given a satchel full of materials pertinent to the class they’re teaching. And whether the lesson is about opening a donut shop or investing in the stock market, students all learn about work-readiness, entrepreneurship and how to dream big in the business world. Although numerous Katy ISD Junior Achievement classes are taught by parents, we have an impressive cadre of businesses who step up to do their part, with some companies “adopting” an entire school’s program. Whether you’re interested in teaching JA in a day at the junior high level or teaching five one-hour classes at an elementary school, it’s the perfect way to have some face time with a classroom full of kids. For more information, contact Necole Gibson at 281-396-2439.

KATY ISD KEYS MENTORING

KEYS mentors are adults with knowledge and experience to share, who have the desire to motivate students to reach their full potential.

October 2015

Memorial Parkway

They commit to one student for up to one hour per week during the school day, during the school year. During those weekly visits mentors and students engage in a variety of activities - and although they may help with academics, mentors are not tutors. In Katy ISD, KEYS offers four opportunities for those who wish to join our KEYS mentor family: • Traditional Mentoring - Pairs one mentor with one child once a week. • KSR (Katy Students Run) - Matches running coaches with high school students as they prepare for the Houston Half Marathon. • Mentor Buddies - Offers every other week option for volunteers. Two mentors partner in mentoring the same student, coordinating their schedule so the child sees one of them at the same time each week. • Dads with Dads - Places experienced Dads from the community who collectively coordinate their schedules to meet with groups of young high school fathers. KEYS is offered at every Katy ISD campus, each of which has a staff liaison who oversees the school’s program. All mentors must make a one school year commitment to a student and complete an application and background check. For more information, contact Martha Brown at 281-396-2468.

JAMES TAYLOR KEY CLUB

The James Taylor Key Club is James E. Taylor High School’s (Katy ISD) branch of Key Club International, the oldest and largest service program for high school students in the world and youth division of volunteering organization Kiwanis International. This past summer, the James Taylor Key Club was hard at work, volunteering around the Katy community and organizing fundraisers projects for charity. It made several trips to the Houston Food Bank, participated in a program that will benefit victims of the recent Nepal earthquake and more. Through car washes and a back to school garage sale, the club raised nearly $800, a portion of which will support the March of Dimes and Children’s Miracle Network; both organizations are official Key Club International “major emphasis” programs. The ability to perform such a feat relied solely on the devotion and enthusiasm of James Taylor Key Club’s members. Students lead the organization, taking on all tasks from planning to communication to execution and beyond. This school year, James Taylor hopes to grow its Key Club membership and is preparing to make themselves more accessible and open to the students. Whether it be adding more leadership positions, increasing the efficiency of recording hours, creating more opportunities for bonding with nearby Key Clubs or designing meaningful and symbolic club shirts, James Taylor Key Club is beginning to fulfill its goal of bettering member experience. James Taylor Key Clubbers are serving constantly throughout the school year, so don’t be surprised if you see them out and about volunteering or lending a helping hand! If you’re in need of volunteers for an event, please feel free to contact them at jethskeyclub@gmail. com or visit their website at www. taylorkeyclub.weebly.com. They are looking forward to serving you!
