2. During the first quarter of each year, the Appraisal District will set the value of your home. Homeowners have the right to disagree with that value and file a protest. The process is simple and you can do it on your own, but there are companies who will handle it for you for a fee. Most of tax-protesting companies make it really easy for you and some of them do not charge a fee, if they do not reduce the appraised value of your home. If you’re going to protest on your own, you can find instructions on the HCAD website (www.hcad.org).

Thanksgiving is usually a happy time of year, unless of course, if you’re a turkey or if your family is full of turkeys. But I digress. There will be a bit of bad news just after Thanksgiving this year, in the form of a higher tax bill.

There is no sense in just accepting the value the Appraisal Districts set for your home, so be involved! If you believe they have overvalued it, then protest the value. There is NO cost to do it.

You should receive your annual tax statement from Harris County around Thanksgiving time. The Harris County statement includes your KISD taxes; MCUD taxes are billed separately. Both taxes will be a bit higher this year, not because the rates are higher, but because of increased home values throughout Harris County.

3. If you are the recorded owner of a home and you are 65 years or older, you have the right to file for an Over 65 Exemption. The taxing authorities will NOT do it for you; you must follow the procedures set forth on the website: www. hcad.org. This exemption will freeze your school taxes at the rate and value of the year you turned 65 Many taxing entities also give additional exemptions for homeowners over 65. By not taking the time to file for this exemption, you are simply paying more taxes than you need to.

Increased home values are a good thing if you’re selling your home. If you’re not selling, it’s comforting to know your value is increasing, but it’s still not fun to write a larger check. That said, there are some steps that every homeowner should take to ensure they are not paying more taxes than necessary: 1. At the first of each year, you should go to the Harris County Appraisal District website, www.hcad.org and look up your property to be sure you have a filed homestead exemption on your home. The Homestead Exemption can save you hundreds - if not thousands - of dollars in taxes. Normally, once you have filed for the exemption, it remains, but occasionally, they will accidently drop off. It’s best to ensure it is in place each year. If it is not, the website will outline the procedures you have to take to get it filed. It is easy and it’s free.

4. Finally, please pay attention to candidates’ positions when election time rolls around. Some of these folks have a direct connection to the amount of taxes we all must pay. If you do NOT vote, then is pretty hard to complain about the taxes you pay. You cannot avoid paying taxes, but certainly there is no reason to pay more taxes than you are legally responsible for. Yes, our home values are certainly increasing, but it is very encouraging to see an increase in the number of young families moving to NC. If you go to www.har.com, you can

look up properties that are currently listed for sale in Harris County. As I write this, there are 19 homes in NC listed for sale, with pending sales on 9 of them. Some of the houses have been on the market for quite some time and a number of them do not necessarily look so great from the outside, which is probably why they have not moved. We are seeing about 10 to 12 sales monthly. Since I’m in banking, I can assure you that these home buyers have been through the “ringer” when applying for mortgage loans. So they are ultimately qualified to purchase a home based on credit, income and down payment requirements. BURGLARY INCREASE We have recently seen a slight increase in home burglaries, particularly in Sections 1 and 2. The criminals have gained access to the homes via the alleyways. NC residents are asked to pay particular attention to strange cars and individuals driving around the alleyways. With the holiday season coming up, crime will surely increase as it always does that time of year. Criminals do not take holidays! While our constables do a great job - Neighbors Watching Out For Neighbors plays a big role. HOW TO ADDRESS THE BOARD DIRECTLY The monthly meetings of the Board of Directors are held on the second Thursday, at 6:30 PM at the Mason Creek Community Center Houghton Room. The facility is located at the corner of Houghton and Kingsland. All members are welcome to attend the meetings. However, due to time constraints, we cannot allow audience members to speak at the meeting unless they contact us ahead of time and get put on the agenda. As much as I dislike telling that to someone who has taken the time out of his or her schedule to come to the meeting with a concern, I must respect the time of the volunteers on the Board as well. GARDENING TIPS FOR DECEMBER

• If a long flowering period is desired, pansies should be placed in their permanent beds not later than this month. Fertilize monthly with manure, super-phosphate or a liquid high-phosphate product. Keep flowers picked for more bloom. • Take tulips out of cold storage and plant late this month. • Fertilize established trees, spring-blooming shrubs, spurias and sweet peas (after they are a foot tall) with a fertilizer such as 13-13-13; Louisiana iris with cotton seed meal and manure. • Azaleas and camellias may be moved now. Keep moist to lesson cold weather damage. May acidify again. • Last month to plant early blossoming spring bulbs, speciosum and other varieties of lilies. Mulch. • Water plants well before a freeze; dry roots are easily damaged. • Don’t forget to provide food and fresh water for birds. More birds die from lack of water than lack of food.

• STORYTIME - Storytime for preschool-aged children is held each Wednesday at 11:15 AM. Stories, fingerplays and songs are featured. This is ideal for children ages 3 to 5, but all children and their caregivers are welcome. • PAT-A-CAKE CLUB INFANT STORYTIME - This program will meet each Thursday morning at 10:15 AM and 11:15 AM. This is an interactive program for children, ages 0 to 18 months and their caregivers. Each session will last about 20 minutes, featuring nursery rhymes, songs and finger plays. • TOTALLY TODDLER STORYTIME - Toddlers, ages 18 to 36 months, are invited to participate in our Totally Toddler Storytime, which will be held on Tuesdays, at 10:15 AM and 11:15 AM and Wednesdays, at 10:15 AM. This program is designed with “little wrigglers” in mind. Together the children and their caregivers participate in songs, games, fingerplays and hear some good stories. DIRECTIONS: Preheat oven to 350 degrees F (175 degrees C). Grease and flour three 7x3 inch loaf pans. In a large bowl, mix together pumpkin puree, eggs, oil, vanilla, water and sugar until well blended. In a separate bowl, whisk together the flour, baking soda, salt, cinnamon, nutmeg, cloves and ginger. Stir the dry ingredients into the pumpkin mixture until just blended. Pour into the prepared pans. Bake for about 50 minutes in the preheated oven. Loaves are done when toothpick inserted in center comes out clean. SWEET AND SPICY PECANS INGREDIENTS:

1 cup white sugar 5 cups hot water 10 cups pecan halves

2/3 cup white sugar 5 tablespoons chili powder 1 tablespoon cayenne pepper

DIRECTIONS: Stir 1 cup sugar into the hot water in a large bowl until the sugar is completely dissolved. Soak the pecans in the water for 1 hour; drain. Preheat an oven to 400 degrees F (200 degrees C). Line two 9x13 inch baking dishes with parchment paper. Sift the 2/3 cup sugar, chili powder, and cayenne pepper together in a separate large bowl; add the pecans and toss to coat evenly. Spread the coated pecans in a single layer into the prepared dishes. Bake in the preheated oven until the coating on the pecans is bubbly, stirring once, 10 to 15 minutes.
