THE COMMUNITY HAS SPOKEN!!!!! At the January NCCIA Board meeting, the directors voted to ratify the Harris County Petition, which has been signed by 1210 or 52% of NC residents requesting a reduction in the speed limit from 30 mph to 25 mph. This petition was delivered to Harris County the last week of January and it is our understanding it will be placed on the Harris County Commissioner’s Board agenda for approval. Upon approval, it will go back to the Precinct and the existing 30 mph speed limit signs will be replaced by 25 mph signs. Fry Road and Kingsland are exempt as is Section 10 of NC and the speed limit on those streets will remain at 30 mph. We anticipate this may all come together perhaps by April or May of this year. More on the timing at a later day as we learn more from the County. For those of you who are new to NC or perhaps reading a newsletter for the first time, a group of concerned NC residents led by Jill Biernat, Mary Ellen Cuzela, Terra Rhodes, Claudia Turcott and Laura Weitzel approached Harris County and the NCCIA Board of Directors in late 2014 with concerns about traffic safety in NC. Of course we all know we have no sidewalks and many of us have to take walks or walk our pets and children on the NC streets. Harris County responded and outlined the procedures a subdivision must follow in requesting a speed limit reduction. Starting in about September 2015, these dedicated women along with some volunteers began the process of knocking on perhaps 1,500 or more NC doors asking
residents to consider signing the petition. They obtained more than the required number, which was 51% or 1,170 signatures and submitted it to the Board in January. Now, I know there are some homeowners that do not agree with lowering the speed limit. Everyone has opinions. The residents that led this drive are not busy bodies nor individuals out to try to find ways to inconvenience NC residents. They all are concerned about safety! Whether lowering the speed limit will create more safety remains to be seen but one cannot argue against safety as it is probably the number one reason we choose to live where we live. The petition drive was covered by Houston TV stations and many area publications. NC was viewed in a very positive light in the interviews and articles I saw. It is my understanding that some other Harris County subdivisions are now considering taking similar action to reduce speed limits in their communities. Frankly I think the petition drive volunteers did an incredible job and I honor their fortitude! I have also heard that they experienced very few, shall I say “less than cordial” residents when knocking on doors. Personally that makes me very proud to live in NC!! As previously stated, we will not know until years from now whether lowering the speed limit will have saved the life of a child, one’s personal property or one of our beloved pets. We have laws against murder, robbery, drunk driving, etc. in our society and yes, there are people that still commit those crimes

daily. However, we do not eliminate those laws because a few do not obey. We continue to strive to make life safer for each of us. Hopefully a reduction in our speed limit will accomplish that. It will be a few months before the new signs are up and enforcement begins but NC residents need to come together and slow down when driving our streets and STOP at stop signs! Our Constables continue to write a large number of stop sign violations each month and there is just no excuse for that. Please be respectful of our traffic laws and your neighbors. Nothing is worth risking the life of yourself, your family and your neighbors by running stop signs and speeding.

Our New Year came in very quiet. We responded to several calls on fireworks, but other than that the New Year came in peacefully. We had one BMV but it actually occurred at St. Peters Church on Kingsland. The resident lives in Nottingham Country.

We are seeing a few more homes in NC being posted for the monthly foreclosure sale. This is true through Harris County and a fact of life with the downturn in the area economy. The good news is that home values have increased in recent years so most homeowners should have some equity in their homes, which would enable them to sell their homes during times of financial problems as opposed to resorting to foreclosures. We are also seeing a number of For Rental signs without any action. It is likely we will see the rental market soften in NC in the coming months with area job layoffs. On Thursday, March 3, 2016, Nottingham Country Garden Club (NCGC) will feature Linda Gay as our speaker. Linda will present a program on “Bulbs for Naturalizing on the Gulf Coast.” Monthly meetings are held on the first Thursday of each month from September through May. Meet and greet time begins at 9:30 AM and the program will begin at 10 AM, followed by the NCGC business meeting. Harris County Emergency Services District No. 48 commenced operations as your fire department and EMS agency on August 17, 2015. However, ESD 48 has been responsible for fire protection and EMS in our community since 1984. Where It All Began The fire and EMS service in our community has a long history of changing, adapting and innovating. As firefighting and emergency services innovations have advanced and as the needs of our neighbors in the community have changed, so has the way of providing fire protection and EMS. However, the one constant has been the commitment of ESD 48 to provide our community with the best fire and emergency services possible. Over the past 36 years, fire protection and EMS in our community has transitioned from a volunteer based department to a new permanent, municipal-type fire department composed of paid and volunteer firefighters and emergency medical technicians operated by ESD 48. Originally fire protection and EMS was provided by a purely volunteer-based fire brigade in 1979 to meet the fast growing needs of an unincorporated section of west Harris County when approximately 20,000 people lived in our community. However, soon residents and local homeowner associations realized the need to establish more formal emergency services within the area. The homeowner associations were willing to increase the annual homeowner’s dues by $25 per home per year to help fund the startup costs of a volunteer fire department. Over time, that volunteer fire department became known as West I-10 VFD. The first station at 22125 Kingsland Blvd became operational on April 1, 1980. The VFD personnel consisted mostly of women during the day and men and women at night. On August 11, 1984, the community voted to approve creation of Harris County Rural Fire Prevention District No. 48 (which in 2003, became known as Harris County Emergency Services District No. 48). The original district area was that part of the community south of I-10. In 1986, an annexation election was held and that part of the community north of I-10 was added to the District. In response to increased growth and demand, Texans voted to authorize creation of emergency services districts (ESD) in 1987. Emergency services districts allow for more flex-

ible management and increased funding for emergency services than did rural fire prevention districts and taxes to be levied on both residential and commercial properties.
IT’S ALL ABOUT YOU!
A New Vision In the fall of 2012, the ESD 48 Board of Commissioners began discussions with West I-10 VFD on how to respond to the continued growth within the community area. After reviewing the growth projections for the next 3 to 5 years, the board determined that the then current model of a volunteer fire department was insufficient for our community. That model essentially called for hourly, part-time firefighters to cover Monday through Friday day shifts and for volunteers to cover nights and weekends.

After soliciting the ideas and input from many parties and after long deliberations, the ESD 48 Board of Commissioners determined our community would best be served by a combination of full-time, part-time and volunteer fire fighters led by a full-time fire chief. Fire Chief Jeff Hevey was hired to lead West I-10 VFD in July 2013. Chief Hevey, formerly chief of the fire department in Menomonee Falls, Wisconsin, brought 30 years of fire service management experience to the department. The “Destination Department” In 2014, ESD 48 commissioners began meeting with West I-10 volunteers and part-time fire fighters to share ideas and work together on how to best move the department forward. Commissioners soon realized that for the fire department to be a firefighter’s first choice, the commissioners must provide firefighters with full-time positions and competitive benefits. Similarly, volunteers must be provided with comprehensive training to not only improve safety but enhance their skills. The ESD 48 Board of Commissioners extended many offers starting in the Fall 2014 for West I-10 to be part of this process. Regrettably, the West I-10 board of directors ultimately decided they were unwilling to join in this initiative. So in late 2014, the ESD 48 Board of Commissioners determined they would form a new fire and EMS department.

HCESD 48 Fire Department commenced operations on August 17, 2015, as a combination fire department with both full and part-time personnel as well as with over 60 volunteers. The result was a huge success. Almost 95% of West I-10’s active personnel chose to join our new HCESD 48 Fire Department. The transition for ESD 48 was also assisted by the tremendous support from our neighboring fire departments such as Westlake VFD, Cy-Fair VFD, Fulshear VFD, Katy FD, Willowfork FD and even departments in north Harris County like Klein VFD, Champions FD, Atascocita VFD and Spring VFD. The Future Harris County ESD 48 Fire Department currently serves a community of over 128,000 people who live in a 45 square mile area. The population projections put us at well over 150,000 residents within the next 5 years. We are currently building a new Station 5 that will be centrally located in the area it serves (on Morton Road between Mason Road and Raintree Village Drive). The Station 5 complex will not only be a state of the art fire station but is also the site of our future ESD 48 administration offices and of our repair and support services facility. When Station 5 opens we will have all fire stations staffed 24-hours a day, 365 days a year which will be a first for our community. In shady areas, where grass is difficult to grow, consider planting a dependable groundcover such as English ivy, Asian jasmine, vinca or one of the prostrate junipers. • Prune spring flowering and evergreen shrubs during early March. For some, there’s nothing more exciting than the arrival of the migratory bird, the Purple Martin. They are the largest of the North American swallows. Flying from South America where they winter, they faithfully return to the same locations every year. The first to arrive are called scouts and they are usually the older males. They are not looking for nesting areas but simply returning to where they nested before. The younger males follow and then the females arrive. Both sexes help build the nest, which will be home to 4 or 5 babies. As soon as the chicks leave the nest, the Martins start congregating in large flocks and roost together in preparation for their trip south.
Have you ever heard anyone say, “Location, location, location?” This is especially true if you want to attract Purple Martins. They are colonial nesting birds, which means they occupy apartment-type houses. Since Purple Martins feed while in flight, they prefer their housing be placed in the open, away from human housing and trees. They eat mosquitos, beetles, wasps, dragonflies and other day-flying insects.

“What’s wrong with this picture?” is the playful theme and question attached to each show in Houston Family Arts Center’s (HFAC) 2015-2016 season. A sister who wants to commit her brother, but gets committed herself and a town comically turned upside down on the search for a mild-mannered hero and his invisible friend.
