NOTTINGHAM HAPPENINGS This article will hopefully bring NC residents up to date regarding efforts to lower the speed limit in NC. As previously noted, there is an organized contingent of homeowners that wish to see the NC speed limit lowered from the standard 30 MPH to 25 MPH. The group obtained information from the County as to the procedures required to accomplish this. The NCCIA Board had Precinct 3 of Harris County do a traffic survey, at no cost to the Association and it was completed earlier this year. They came back and stated that all streets in NC Sections 1 through 9 would be eligible for a lower limit with the EXCEPTION of Kingsland Bld. and S. Fry Road. According to the County regulations, a subdivision speed limit can be lowered upon the HOA Board providing a signed petition from a minimum of 51% of the residents stating that they so desire the speed limit be lowered. The petition must be signed by a resident that is at
least 18 years of age. ONLY one signature per home. The Board received the blank petitions and we have presented them to the group wishing to lower the speed limit. Please note that the Board is taking a NEUTRAL position on this matter as eight Board members should not be influencing the rest of the NC residents. It is our understanding that various homeowners wishing to lower the speed limit will now be visiting NC homes asking residents to consider signing the petition. Yes, we do not like anyone soliciting in NC but this is the only way this canvasing can be done as a resident must sign the petition in person. IF you are in favor of lowering the speed limit to 25 MPH, you must sign the petition, list your address and state your date of birth on the petition. IF YOU DO NOT favor lowering the speed limit you do not have to do anything. However be respectful of those soliciting your vote and kindly say “No thanks.” We are also asking those doing the canvassing to also be respectful of residents and do not pressure them to vote one way or another. Also make sure that you do not continue to call on homeowners that have stated “No.” We all have our individual opinions
about these types of things so let’s be respectful of each other. We are asking that this canvassing be completed within the next 90 days so this does not go on into the Holidays. IF the group is able to obtain 1170 signatures, which represents 51% of residents in NC, the Board will review the petitions for duplications and other potential issues. If it meets the standards prescribed by Harris County, we will attest to the petition and it will be sent to the Harris County Commission’s Court for their approval. Upon approval the County will replace the speed limit signs and the new limit will go into effect. Some of you may ask the advantages and disadvantages of a reduced speed limit. The following would perhaps outline some of those and I am certain there are perhaps others but I am not an expert on this issue: PROS: • There is a presumption that a lower speed limit would provide additional safety for children playing in the streets, walking to bus stops and school and also to adults and pets since NC does not have sidewalks. • There exists the possibility that NC may be viewed in a favorable light by

potential home buyers considering we have a reduced speed limit. • Potentially drivers who do not reside in NC will stop cutting through the subdivision to avoid clogged major streets and thus reduce traffic in NC. • A reduced speed limit could result in fewer traffic accidents. • The County will no longer install speed bumps on public streets due to potential damage caused to vehicles. CONS: • NC has not had a history of traffic accidents or pedestrian accidents in the past with the existing speed limit. • There is no guarantee that drivers will slow down. Of course this may then result in speeding tickets being issued to those drivers. • The Constables do not typically issue speed tickets to drivers that are driving one, two or three miles per hour over the limit. They give drivers the benefit of the doubt and this would continue even with a lower speed limit. • Our Constables cannot be everywhere. We are paying over $260,000 per year for four Constables and the budget will not permit us to add any additional law enforcement personnel. This is the case with the existing speed limit and it will be the case if the limit is lowered. So there you have it! Again, I am sure many of you can come up with additional reasons to lower the speed limit or to keep it as is. We do not want this to become a feud between neighbors. The group organizing this drive truly believe this will make NC a much better place to live so who can argue with that. This is a democracy and the Board will support whatever the outcome! Let’s all be kind to one another and respectful of differing views.

A MESSAGE MASON CREEK UTILITY DISTRICT (MCUD) Thanks to rains that have been mostly consistent since the fourth quarter of 2014, Mason Creek Utility District (MCUD) has pumped 24 million gallons less this year than last year so far (as of June 2015). This is great relief for the water wells the district operates which have experienced significant water level declines in recent years---more than 33 feet in the last 6 years. Those residents who have taken advantage of the rain by reducing their landscape irrigation have realized savings on their water bills, because the water rate for consumption above the 3,000-gallon minimum increased 1.5% in January 2015. To help encourage conservation of water used for irrigation, the district is currently providing a free inspection of residential irrigation systems and providing free moisture-sensing devices that turn-off irrigation when it rains. MCUD manages waste collection services for the community through a long-term contract with Best Trash LLC. The cost for these services are covered by general MCUD revenues (no special fee to residents). The services include backdoor collection twice weekly and recycling collection once weekly. Backdoor collection is a rare luxury in today’s world of trash collection and something the district has worked hard to maintain in contract renewals. Each month an average of thirty-five (35) tons of recyclable material is collected in our community and processed at a separation facility located in Houston. Recycling is not only important for the protection of our environment but also a responsible thing to do with waste---it helps to reduce our dependency on landfills. To encourage recycling efforts, the MCUD offers large 48-gallon recycle collection bins with wheels to all residents at the cost of only $20 each. Call or email the MCUD office to purchase one of these large recycle bins. MCUD owns and operates the Mason Creek Community Center located at the corner of Kingsland Boulevard and Houghton Drive. The district purchased the community center more than 14 years ago and has since made numerous retrofits, modifications and upgrades to the buildings and

grounds. The ballroom, two adjoining meeting rooms and private patio can accommodate up to 240 people for private parties and events. The pool at the Community Center is open from early May to the end of September for residents at a nominal fee of $100 per season, per family. Eight tennis courts are available to all residents of MCUD for a one time, refundable key deposit of $25 (non-residents can have access at an additional cost). The facility is located at the corner of Houghton and Kingsland. All members are welcome to attend the meetings. Time now to make plans for fall landscaping projects. • Clean up flowerbeds of fallen foliage, yellowed leaves and dead wood. Light green leaves may signify lack of iron (chlorosis). Correct with iron cheleates. • Cut off old dead foliage on irises. Scratch in a little bone meal around the roots. • Prune roses to reshape and groom plants for fall growth. Follow up with a dose of fertilizer the first week of September. • Plants come out of summer rest and go crazy. Insect populations explode as we get into cooler temperatures. Diseases that have been dormant wake up. - Citrus, croton, avocado and mango are susceptible to spider mites and thrips. Discourage them with a strong jet of water from a hose directed to the undersides of the leaves. - Hibiscus, citrus, palms, gardenia and ixora are susceptible to scale and mealybug. • Winter vegetable gardens and perennials get planted. • Wait until November to plant petunias and pansies. • Fire ants baits should be put out in September-October to lessen the number of eggs that make it to Spring. • St. Augustine grass gets its fall fertilizer during September. Continue to mow at maximum height. You want to leave a lot of leaf surface to produce carbohydrate reserves for the winter. • Keep an eye out for sod webworms. First sign of them is grass that appears to stop growing. You need to get them early for biological controls to work. When the caterpillars are only 1/4 inch, Bacillus thuringiensis applications can slow them. Bt is a bacteria that works on the caterpillars’ digestive systems and makes them stop feeding. Do the application late in the day. The larvae feed at night and you want them to get nice fresh Bt. • When the heat and drought end, the weather could bring brown patch disease in the St. Augustine grass. Watch for yellowish spots if the nights drop into the 60’s and days stay in the 80’s. • Get any pruning of hedges and such done now. You want the flush of new growth to be hardened-off before the end of October. Tree pruning should be put off until winter, when the trees are dormant. • Pre-emerge herbicide applications targeting annual bluegrass and the earlier-germinating winter broadleaf weeds needed to be put out starting in mid-August.

Here are some tips on preparing yards for autumn: • Fertilize: best way to remember when to fertilize is with the holiday method - St Patrick’s Day, 4th of July, Labor Day and then Thanksgiving, plus a bonus day before Christmas. • Overseed with annual ryegrass: Bermudagrass goes dormant and turns brown in the winter months, so you can overseed it with annual ryegrass. The ryegrass grows and stays green during the cooler months, then dies out once it gets hot - just as your Bermudagrass starts turning green again.

Labor Day now is a federal holiday and most Government offices, schools and, businesses are closed. Here are some interesting Labor Day Facts. • Labor Day in Canada began in 1872 in Toronto, but quickly made its way south to the U.S. Originally it began as a significant demonstration demanding rights for workers. • The first U.S. Labor Day was celebrated on Tuesday, September 5, 1882, in New York City, planned by the Central Labor Union. IT’S HUMMER TIME By Cheryl Conley, TWRC Wildlife Center It’s time to start preparing for the arrival of the beautiful hummingbirds as they migrate south. There are three species that typically show up in August in the Houston area. They are the Ruby Throated, Black Chinned and the Rufous. Hummingbirds live on a combination of flower nectar and small insects. If you’d like to supplement the hummingbird’s diet with a feeder, there are some important things to know. Make sure to purchase one that is easy to clean and clean it often. Because of Houston’s heat and humidity, mold can develop which is harmful to the birds. It’s easy to make the nectar for the feeder and is cheaper than buying it. Just mix 4 parts water to 1 part sugar. Make sure to fully dissolve the sugar. DO NOT USE FOOD COLORING. It is harmful to the birds. Place your feeder where it gets afternoon shade. It’s also helpful if it’s near a shrub or tree where the birds can rest. Since hummingbirds can be a little aggressive in protecting a feeder, you may want to provide several small feeders spaced throughout a large area. Although it’s too late for this year, consider plants that hummingbirds are attracted to for next year. Plants are the natural and preferred method for attracting the birds. There are many to pick from but here are just a few. Check the internet for more suggestions. • Firebush • Esperanza • Honeysuckles

If you find a hummingbird in need of help, place them in a container with air holes. You may use tissue or paper towels to support them if they cannot stand on their own but DO NOT use any type of fabric or mesh. Their brushy tipped tongues can get stuck to the fabric. Keep them warm, dry and in a quiet location until you can get them to TWRC. It is important that you get them to us as soon as possible. Do you like to sing? Are you looking for a place to display your talents or just to have fun with music? You should be a Decibelle! We are a (ladies only) daytime chorus rehearsing every Friday morning from 10:30 am to 12:30 pm, at the Treemont Retirement Center, 2501 Westerland, near Westheimer and Gessner. Some of us read music, but it is not required. We are provided a CD to help in learning new songs. Our director, Martha Upton and assistant director, Cay Eckland will help you find out if you are a Tenor, Lead, Baritone or Bass. We have been performing in the Houston area for over 38 years. We prepare two types of shows each year; a Christmas show with old favorites, but always a new fun tune including props, narratives and choreography. Our regular show this year is titled “Through the Years” We are singing songs from 1900 and every decade after that. Katy Youth Basketball (KYB) is celebrating its 30th year as Katy’s premier youth basketball organization. Registration for our 5-on-5 season will begin in September. KYB has developed a new website and registration platform and will now be offering parents the ability to complete all their registration needs online, prior to our walk-up registration, which is now optional. However, KYB will continue to host a walk-up registration for those who prefer to register in person. Katy Women’s Aglow, a part of Aglow International, is a local, spirit-filled women’s ministry fellowship. We meet monthly, usually on the fourth Tuesday. Children and youth of the Katy-area community are invited to join Living Word Lutheran Church’s music programs. The following programs are available: Children (4 yrs-1st grade) are invited to join the Cherubs music program and children (grades 2-5) are invited to join the Choristers music program. The children will learn to read music, sing in a healthy vocal style and play chimes and other instruments. Cherubs will meet on Mondays from 6-6:45 PM beginning September 14th and Choristers will meet on Tuesdays from 6-7:15 PM beginning September 1st. The groups will sing during worship services about once a month and a children’s musical will be performed in the spring of 2016. Youth (grades 6-12) are also invited to join Living Word Lutheran Church’s music program. They will learn to read music by singing and playing hand bells. Or, if your child prefers to play a band or orchestra instrument rather than sing, they are also welcome to join the group. The group will meet on Sundays at 4-5 PM beginning Sunday, September 13th. The youth will sing about once a month in worship services and will sing in Living Word’s annual Christmas and Easter Cantatas. There is also the opportunity for solo singing if desired. All the age groups will participate in a citywide choir festival in Houston in March 2016. Church membership is not required to join Living Word’s music programs; everyone is welcome! YFU INTERNATIONAL STUDENTS ARE COMING TO OUR COMMUNITY Will you consider welcoming a YFU student into your heart, home and community? Youth For Understanding USA (YFU), a nonprofit educational organization, seeks volunteers and families to mentor and host high school exchange students. All you really need to host is the ability and desire to share your home and open your heart to a new family member and culture. Families need to provide 3 meals a day, transportation to school and a shared (or their own) room. When you open your heart and home as a host, you introduce a new family member to your traditions and shape a student’s understanding of the US culture. YFU students are between the ages of 15 and 18, are proficient in English, bring their own spending money and carry their own health insurance.
