By now, all residents should have received their invoice for the 2012 Homeowner Association assessments. The deadline for the payment of $360 is January 31, 2012. If you need to establish a payment plan due to financial difficulties, please do not hesitate to contact KPM Management at 281685-3090. Residents are also encouraged to visit the community website (www.raintreevillage.com) for current information. It also includes a feature whereby the HOA Assessments may be paid through a secured website with a credit card. By visiting the website, residents are encouraged to establish a user name and password as well as provide a email address. The association intends to utilize the email addresses captured to send information on upcoming events or other community alerts. Any information provided on the Raintree Village HOA website is deemed private information and treated in this manner.
ANNUAL ASSESSMENTS!!
January 1st: The Assessment is due on January 1st every year. January 31st: Unpaid Assessments become delinquent.
February 1st: Late fees and interest begin and Late Notices are mailed out for all delinquent accounts. March 1st: A Warning Letter is mailed out on all delinquent accounts. April 1st: A Final Notice is mailed (via certified mail) on all delinquent accounts. There is a $35 charge to the delinquent account at this time. May 1st: If payment still has not been received or a payment plan has not been entered, delinquent accounts are sent to the Attorney at this time. The Attorney can file a lien and all legal fees will be billed back to the delinquent account. Payment Options: If you are unable to make payment in full, please contact KPM Management so that you can make payment arrangements. You will still pay interest on the unpaid balance, but you will not be sent to the attorney. Statements will be mailed the first of every month for accounts making payments. Quite a few homeowners have started making monthly payments ahead of time, so that when the assessment becomes due they are already paid.

All throughout the neighborhood there are good people who find loose dogs and are wondering what to do. If you call a shelter, they are sure to be put to death in three days, so no one wants to do that. A simple way to make sure your dog isn’t in that category is too buy a collar and put an engraved tag on it with your phone number on it. It’s about a fifteen dollar investment, but well worth it. So if you can’t be responsible with your dogs, at least put a collar and tag on them, so all of the pet lovers out there can do what’s right and can call you.

Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal. Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.” Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained. Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. We have received numerous complaints regarding vehicles, trailers and other items parked on the streets. As neighbors we must adhere to state law as follows:

• Vehicles parked on street must show valid current registration & inspection • 30 feet from stop sign • 20 feet from cross walk • 18” from curb – parallel to curb, turned toward curb, car locked • WITH the traffic direction • No more than 48 hours on a public street – sticker after 48 hours/ tow after additional 48 hours • No parking on the sidewalks (except where sidewalk crosses driveway) • 15 feet from fire hydrant • Cannot obstruct another’s driveway

Let’s be mindful to not park in front of a fellow neighbor’s home and mailbox. If you own a boat, trailer and other vehicles our streets should not be treated as an extension of your driveway. We encourage you to not keep such vehicles parked on our public streets for extended periods. Some residential streets become more like an obstacle course and creating blind spots while driving through the neighborhood. More importantly, parking on some residential streets can make it more difficult for emergency vehicles to service our area.

RESIDENTIAL ADDRESS
A number of our residential homes need to ensure the address clearly visible and not obstructed by plants or other items. If you or someone in your home requires emergency attention, the lack of a visible address may result in delayed assistance. Reflective numbering on the curb nearest the driveway is considered the most effective. Many of the newer homes have the address located on the homes under an external light. If this is the case, it’s critical to ensure the address is not obstructed by plants.

The Board of Directors feels it serves you best when the Board meetings are conducted in an orderly manner. The HOA Board Meetings are held to conduct Association business. Your cooperation in this regard is requested. Parliamentary Procedure is followed at this Meeting. There are two sessions at the HOA Board Meetings, an open session when members may be present and an executive session when no members are permitted.

STEPPING INTO THE FUTURE SCHOLARSHIPS
Drs. James Jacobs and Nicolas Manriquez, of Your Total Foot Care Specialist, are pleased to announce, two $1,500 “Stepping Into The Future” scholarships for 2012 KISD graduating seniors. Applications must be submitted to the offices of Your Total Foot Care Specialist by March 29, 2012, 5:00 PM. A third party committee will select the two winning applicants. The “Stepping Into The Future” scholarship program is available to seniors graduating with GPA’s ranging from 2.5 to 3.7. The scholarships are geared towards those students showing academic promise through a combination of demonstrated academic achievement and leadership potential. The two “Stepping Into The Future” scholarship recipients will be announced at the Katy ISD Awards Ceremonies during May.

mentor Jim Burns visited Firethorne representatives last week to thank them for their generous support. The KEYS (Keep Encouraging Youth toward Success) mentor program is offered to Katy ISD students who are on the brink of success. Often, these students have been challenged by life circumstances outside of their control. Mentors meet with their students on campus each week during the school year, in between the school day. When Reyes’ mentor first met him, it wasn’t with the intent of becoming his mentor, it was with the intent of helping him organize his backpack, locker and life. After several weeks of helping Reyes get organized, Burns naturally fell into the role of becoming his mentor. For the next six years, Burns helped Reyes recognize his gifts, talents, intelligence and encouraged him to pursue his dreams.

GIFTED STUDENTS GET CREATIVE WITH TRASH
Hundreds of gifted and talented elementary students enjoyed getting together at the Katy Parents of Gifted & Talented (KPGT) GT Create Date, to make puppets out of recyclable materials. Students and parents let their imaginations loose as they turned trash to treasure at this fun event co-sponsored by KPGT and KISD. Led by professional puppeteer Greg Ruhe from Puppet Pizzazz and professional artist Taylor Perry, the children enjoyed an inspiring and hilarious puppet show before launching into their own creations. The Katy Parents of Gifted and Talented (KPGT) organization was formed in 1987. It is a non-profit organization. KPGT aims promote the welfare of gifted and talented students by empowering KISD families and educators with information, resources, tools and voice to ensure opportunities that encourage gifted students’ passion for learning. Demographic Update Shows Continued Growth for Katy ISD
During the October 24th Board of Trustees meeting, Dr. Pat Guseman, president of Population and Survey Analysts (PASA), presented the 2011 Demographic Update that shows steady growth for Katy ISD, at a rate of approximately three percent each year over the next five years. While slightly slower than the rapid growth experienced between 2001 and 2009, the report shows approximately 23,000 additional students moving to the district during the next 10 years. The district also announced that as part of the Long Range Facilities Plan process, Katy ISD has entered into the initial stages of the Attendance Boundary Modification (ABM) process. Last November, Katy ISD voters approved a bond referendum that included five new campuses – three elementary schools, one junior high and one high school. Four of the five campuses are set to open in fall 2012 and High School No. 7 is slated to open in fall 2013. Katy ISD is a TEA Recognized district serving more than 62,000 students. Covering 181 square miles west of downtown Houston, Katy ISD is comprised of 53 campuses and with more than 8,000 employees is one of the largest employers in the West Houston area.
