HOA ANNUAL ASSESSMENTS

Whether you’re new to our community or longtime resident, it’s that time again for all residents to pay their annual assessments by month-end January 2016. The amount due is $396. Payments can be mailed, conducted online via the Raintree Village website or dropped off in person at the KPM Management Office. If you have questions, please don’t hesitate to KPM Management. Starting with the community crawfish boil, Raintree Village HOA commenced mailing and presenting information regarding annexing the sections currently under construction. The growth within our community is consistent with Katy as a whole. Raintree Village will expand by approximately 300 homes. Several years ago the ability of the HOA Board to annex by Board vote expired. Therefore, our by-laws require a two-third’s approval vote by our community to annex.

In the interim, the new sections (8 through 13) formed a separate HOA with 3 Board members. This HOA will run in tandem with Raintree Village HOA with the plan of merging both HOAs in the near future. The other HOA will be using our exact deed restrictions with a few caveats. It should be noted that Raintree Village HOA will have full insight and voting rights for the new HOA to ensure consistency prior to merger. A joint use agreement has been signed providing access to our facilities for the new HOA’s residents. The agreement covers 12 month that can be renewed annually but voidable when either we merge HOA’s or the community decides not to annex. New Amenities: Under the current proposal, the builders and developer with the backing our MUD Board have proposed the following amenities in the new sections. This will cost no additional money for residents nor require an increase in annual dues. 1. 4 sections of land in section 13; this is enough land to add another community pool in the future. 2. A new Clubhouse to be used for Board meetings, annual

meetings and future community events. The HOA Board would look into the process of renting the clubhouse to community members for personal events. 3. Landscaping the 4 parcels to appeal to the community. 4. Small Picnic area and some picnic tables. Community Impact: 1. In the short term, we understand that this will put more people in Raintree Village and that expenses will go up. Based on conservative estimates and budget projections, we believe anticipated increases related to contract deputy patrol and amenity support costs can be covered. 2. The long-term impact is more financial flexibility for the Board to provide more services or projects that benefit the community, while keeping dues as low as possible. Expenses rise every year but with a bigger community base our need to raise dues lessens. 3. A community clubhouse allows us an opportunity to host Board meetings and other community events. We do not have to annex, that is in your hands and your right to vote. However, the long-term benefits, new amenities and working as one community with the additional sections are worth it. At this time ask them if their reading made sense. You can have them reread the sentence in which they made that error. If they read it incorrectly again, ask them to think about if that sounds right to them. Ask them to try it again. This is a teaching moment in which you can then focus on their strategies such as sounding a word out or looking at the pictures to correct their error. When they fix these errors, celebrate their success by giving them specific feedback to let them know what they did well so they can do this again in the future. Don’t jump in at every error or you are monitoring for your child. We want students to build these strategies in monitoring their own reading. You can teach your child to monitor by sitting back and allowing them to get to end of their sentence or page. They need to have the meaning of the text in order to fix an error independently. This will help your child build the independence and skills they need to become fluent readers who monitor their own reading.

COMMUNITY EVENTS

The HOA is hosting several community events during 2016, which are listed below. Neighbors can come out get to know each other and have fun. In fact, we’ve added movie nights and Community Day, which will take place at our pool. Look for email alerts, the HOA website and banners for additional information as the scheduled dates approach. To ensure each event is successful, volunteers are needed.

They also notice if the word they read doesn’t match the letters of the word on the page. Our students need to learn to monitor their own reading. When you stop your child as soon as they read a word incorrectly, you are doing the monitoring for them. So what can you do instead?

Allow your child to finish a page if it’s a chapter book or to finish the entire book if it’s a first or second grade book. Many times your child can “fix” or self-correct an error they made. They will notice that their reading didn’t make sense if you let them read past the error. If that doesn’t happen, you can pick one or two places to return to on the page or in the story after they finish reading that page or story.

TIPS TO REDUCE YOUR RISK OF BURGLARY

It cannot be stated enough of the importance of minimizing our exposure to crime. Our contract deputies stated that certain vehicles have increased exposure to theft, specifically the tires and rims. The vehicles commonly targeted are Ford F150, Dodge Chargers and Chevy Tahoes. Although these vehicles have rim locks, another safeguard is to park your vehicle in the garage or close to another vehicle. Anyway, you can either slow down or cause attention will help reduce the risk of theft. Since we are in the holiday season, you need to be mindful to breakdown bags and boxes of large purchases, if possible place in trash bins or bags. Although it’s time consuming and burdensome, it doesn’t call attention to such items in your home.

1. Take the time to meet and know your neighbors. Let them know if you notice anything unusual such as cars or people at their homes. 2. Make sure to close garage doors when at home & away. 3. Don’t keep garage door openers in the car, take them in the house with you; a garage door opener makes it easier for someone to enter your garage or house to remove personal property. 4. Keep car doors locked and take valuables either in your home or ensure the items are not in plain site; remember to take down the attachment for your Garmin too, as it gives alerts individuals that something valuable may be in the car. 5. If possible, keep a car in a driveway as it gives an impression that someone is home. 6. Keep all shrubs and plants at a level low enough that passing by officers or other residents can see if someone is lurking in those bushes! Shrubs should also be trimmed high enough to show “feet” of someone hiding in them. 7. Have keys in hand before leaving the store, house or office, avoiding standing by the car searching for them. 8. Don’t leave ladders on the side of the house or in the back yard. Ladders provide easy access to open second floor windows and no one will be able to see. 9. Make sure you close blinds when you are inside at night with the lights on, potential burglars can see right inside and know who is at home. 10. Use sensor lights outside the home. It deters criminals by “spot lighting” their efforts to enter your home. 11. Use double key locks: locks that require a key from the outside and from the inside. 12. Repair any broken areas of your fence, reducing the access of potential burglars or mischievous kids. 13. When on vacation, let your neighbor(s) know so they can keep an eye out for suspicious activity. You can also inform the Harris County Deputy’s Office serving our area. When on vacation, keep yards mowed and trimmed, burglars spend a lot of time in a neighborhood looking for their next targets. Overgrown yards are a sure sign no one’s home. It’s come to HOA’s attention that the installation of satellite dishes on some homes violates the deed restrictions. Satellites are expected to be installed out of sight of public view. The Association appreciates residents taking the time to ensure compliance.

Here is the schedule for the collection of the Association’s Assessments: November 30th: Initial invoices are mailed out by the end of November. Please make sure the management company has your correct mailing address. January 1st: The Assessment is due on January 1st every year. January 31st: Unpaid Assessments become delinquent. February 1st: Late fees and interest begin and Late Notices are mailed out for all delinquent accounts. March 1st: A Warning Letter is mailed out on all delinquent accounts. April 1st: A Final Notice is mailed (via certified mail) on all delinquent accounts. There is a $35 charge to the delinquent account at this time. May 1st: If payment has not been received or a payment plan has not been entered, delinquent accounts are sent to the Attorney at this time. The Attorney can file a lien and all legal fees will be billed back to the delinquent account. PAYMENT OPTIONS: 1. If you are unable to make payment in full, please contact KPM Management so that you can make payment arrangements. You will still pay interest on the unpaid balance, but you will not be sent to the attorney. 2. Statements will be mailed the first of every month for accounts making payments. 3. Many homeowners have started making monthly pre-payments ahead of time, so that when the assessment becomes due they are already paid. Methods of payment: CHECK OR MONEY ORDER: Cash is not accepted. Please make payment with check or money order made payable to your community. ONLINE: You can now make payments online using Visa, MasterCard, Discover or with a checking account. BE SURE ADDRESS IS CLEAR FROM THE STREET

County officials want to remind residents of the Ordinance 5.3 requiring that addresses or building numbers be legible and visible from the street. The section states the numbers must be in Arabic numerals at least four inches in height and clearly visible. The number should be placed on, above or at the side of the main entrance so the number is clearly visible from the public right away. Whenever a home entrance is more than 50 feet from a public right away, a number should also be placed at the end of a driveway or property entrance.

THE STANDING RULES FOR RAINTREE VILLAGE HOA BOARD MEETINGS

The Board of Directors feels it serves you best when the Board meetings are conducted in an orderly manner. The HOA Board Meetings are held to conduct Association business. Your cooperation in this regard is requested. Parliamentary Procedure is followed at this Meeting. There are two sessions at the HOA Board Meetings, an open session when members may be present and an executive session when no members are permitted. Board Meeting will begin with the open session at 7:00 PM until 7:15 PM when that time slot has been filled, members must wait until the next month’s meeting to be placed on the agenda. Your opinion is important to the Board of Directors. The Board desires to hear from Members who have information concerning the Association. During the portion of the Meeting in which the Chair accepts questions or comments from the floor, please proceed in the following manner. 1. If you wish to address the Board, please contact the Board at least 10 days prior to Meeting to be added to the agenda. You also have to state the topic to be discussed and stay on that topic only. 2. Any Member wishing to address the Board shall speak no more than two (2) minutes. 3. No Member may speak more than once on the subject and no more than two (2) minutes, until all Members who wish to speak have done so. 4. Members of the audience shall not be permitted to interrupt nor question any speaker. 5. After the speaker has finished addressing the Board, the Meeting Chairperson will recognize the next Member to speak. 6. Members in attendance are not permitted to engage in private discussions during the open session and must remain quite or leave the meeting room. 7. Violations of these Standing Rules will not be tolerated. Violators may be requested to leave the Meeting.

Come join men 18 yrs and older for our men’s Outward Flag Football league coming this spring. Practice/Games will be on Saturday afternoons around 2 PM. The league will have a tournament at the conclusion of the season. Evaluations for all players will be Monday, Tuesday and Thursday, March 14th, 15th and 17th from 6-7 PM and Saturday, March 19th from 10:30-11:30 AM. These will take place on the fields behind the church. Cost for the league will be $40 per player covering cost of officials and jersey. Be a part of one of our basketball leagues. Practice/Games will be on Monday, Tuesday or Thursday nights. We would like to invite children from 4 yrs. (as of Sept. 1, 2015) to 13 years old to join us as we enjoy another season of T-Ball, Coach, Machine and Kid Pitch. We look forward to teaching your children the skills and watching them enhance their abilities. We will offer several evaluations (skills assessment) days so we can check on their skill level and even out the teams. The first evaluation will be Monday, Tuesday and Thursday Nights, February 22nd, 23rd and 25th, between 5-6:30 PM. The last evaluation will be Saturday, February 27th between 9-11 AM. It only takes a few minutes for us to run them through the drills and then we will contact each player the week before they begin practices. After Monday, February 29th, we cannot guarantee a place on a team. They will practice for one hour a week on a Monday, Tuesday, Thursday or Friday. Practices begin the week of March 21st and the league runs through May 21st. The early cost will be $80 for those registering before February 23rd. After February 23rd, the cost will be $90. Registration will begin January 1st.

Katy ISD is one of 425 school districts in the U.S. and Canada being honored by the College Board with placement on the 6th Annual AP® District Honor Roll for increasing access to Advanced Placement (AP) course work while simultaneously maintaining or increasing the percentage of students earning scores of 3 or higher on AP Exams. Reaching these goals indicates that the District is successfully identifying motivated, academically prepared students who are likely to benefit from rigorous AP course work. Since 2014, the number of Katy ISD students participating in AP exams increased by 13 percent and more than 7,700 students earned a 3 or higher on these exams. Inclusion on the 6th Annual AP District Honor Roll is based on the examination of three years of AP data, from 2013 to 2015, looking across 34 AP Exams, including world language and culture. SUPERINTENDENT CELEBRATED STUDENT AND STAFF ACCOMPLISHMENTS

In November, Katy ISD Superintendent Alton Frailey spoke to hundreds of Katy community members, dignitaries and staff during his annual State of the District Address. Along with a snapshot of the District’s accomplishments and current enrollment growth, Frailey shared with attendees an update on 2014 bond projects, as well as his vision for the future of the District. During the address, Frailey shared some of the District’s major accomplishments, such as being recognized on the College Board AP Honor Roll for increasing access to AP course work and increasing the percentage of students earning scores of 3 or higher, and being recognized as the 57th largest district in the nation. During the 2014-2015 school year, Katy ISD had more than 60 students named semifinalists in the National Merit Scholarship Program, 85 student athletes that signed letters of intent to
