2016 HOA ANNUAL MEETING
On an annual basis, the residents of Raintree Village must come together and vote on any initiatives, individuals seeking a board position as well as discuss the financial results of the previous year and current budget. The 2016 Annual Meeting is scheduled for Tuesday evening on April 26, 2016. It’s scheduled to start at 7 PM but we need you to arrive slightly early whereby you can sign in and obtain a ballot for the election of board members.
VOLUNTEERS NEEDED
You are reminded of our standing committees, which need ongoing volunteers. The committees are as follows: • Pool Committee (organizes Official Pool Opening Party & monitors activities during pool season) • Crime Watch Committee (organizes National Night Out) • Newsletter - submit articles • Yard of the Month - select section winners We also need volunteers for the listed community activities. Volunteering is an opportunity to make Raintree Village a better community for all the residents. If you’re interested in volunteering for any of the noted events or committees, contact Walonda Hollins at hollinsw@sbcglobal.net.

The HOA is hosting several community events during 2016, which are listed below. Neighbors can come out get to know each other and have fun. In fact, we’ve added movie nights and Community Day, which will take place at our pool. Look for email alerts, the HOA website and banners for additional information as the scheduled dates approach. DRIVING IN RAINTREE VILLAGE
Our community has grown significantly over the past year. Moreover, our community has numerous homes along our main street, Raintree Village. With such growth, it’s important that we’re more cognizant of our speed while driving through Raintree Village and parking on community streets. I’m sure everyone has noticed increased congestion along with cars parked along various streets within our community. However, it’s important that all of us adhere to the speed limit and encourage others to do the same. The following tips serve as a reminder for driving & parking in our community: 1. Drive the speed limit - 35 miles per hour 2. Do not block your neighbor’s driveway 3. Make sure you park in the direction of traffic when parking on the street 4. Make sure you park within 18 inches from the curb 5. Remain mindful if the street is narrow, street parking impose greater limitations for emergency vehicles Finally, we must be mindful that emergency vehicles are wider than personal vehicles. Some community streets impose greater limitations for emergency vehicles when there’s street parking. Although residents have the right to park on the street, let’s be mindful of the aforementioned tips.
COMMUNITY VOTE - IN PROGRESS
Go to www.raintreevillage.com for merger vote ballot. Starting with the community crawfish boil, Raintree Village HOA commenced mailing and presenting information regarding annexing the sections currently under construction. The growth within our community is consistent with Katy as a whole. Raintree Village will expand by approximately 300 homes. Several years ago the ability of the HOA Board to annex by Board vote expired. Therefore, our by-laws require a two-third’s approval vote by our community to annex.

In the interim, the new sections (8 through 13) formed a separate HOA with 3 Board members. This HOA will run in tandem with Raintree Village HOA with the plan of merging both HOAs in the near future. The other HOA will be using our exact deed restrictions with a few caveats. It should be noted that Raintree Village HOA will have full insight and voting rights for the new HOA to ensure consistency prior to merger. A joint use agreement has been signed providing access to our facilities for the new HOA’s residents. The agreement covers 12 month that can be renewed annually but voidable when either we merge HOA’s or the community decides not to annex. New Amenities: Under the current proposal, the builders and developer with the backing our MUD Board have proposed the following amenities in the new sections. This will cost no additional money for residents nor require an increase in annual dues. 1. 4 sections of land in section 13; this is enough land to add another community pool in the future. 2. A new Clubhouse to be used for Board meetings, annual meetings and future community events. The HOA Board would look into the process of renting the clubhouse to community members for personal events. 3. Landscaping the 4 parcels to appeal to the community. 4. Small Picnic area and some picnic tables. Community Impact: 1. In the short term, we understand that this will put more people in Raintree Village and that expenses will go up. Based on conservative estimates and budget projections, we believe anticipated increases related to contract deputy patrol and amenity support costs can be covered. 2. The long-term impact is more financial flexibility for the Board to provide more services or projects that benefit the community, while keeping dues as low as possible. Expenses rise every year but with a bigger community base our need to raise dues lessens. 3. A community clubhouse allows us an opportunity to host Board meetings and other community events.

We do not have to annex, that is in your hands and your right to vote. However, the long-term benefits, new amenities and working as one community with the additional sections are worth it. If you have any concerns or questions please let us know.

Here is the schedule for the collection of the Association’s Assessments: November 30th: Initial invoices are mailed out by the end of November. Please make sure the management company has your correct mailing address. January 1st: The Assessment is due on January 1st every year. January 31st: Unpaid Assessments become delinquent. February 1st: Late fees and interest begin and Late Notices are mailed out for all delinquent accounts. March 1st: A Warning Letter is mailed out on all delinquent accounts. April 1st: A Final Notice is mailed (via certified mail) on all delinquent accounts. There is a $35 charge to the delinquent account at this time. May 1st: If payment has not been received or a payment plan has not been entered, delinquent accounts are sent to the Attorney at this time. The Attorney can file a lien and all legal fees will be billed back to the delinquent account. PAYMENT OPTIONS: 1. If you are unable to make payment in full, please contact KPM Management so that you can make payment arrangements. You will still pay interest on the unpaid balance, but you will not be sent to the attorney. 2. Statements will be mailed the first of every month for accounts making payments. 3. Many homeowners have started making monthly pre-payments ahead of time, so that when the assessment becomes due they are already paid. Methods of payment: CHECK OR MONEY ORDER: Cash is not accepted. Please make payment with check or money order made payable to your community. ONLINE: You can now make payments online using Visa, MasterCard, Discover or with a checking account. County officials want to remind residents of the Ordinance 5.3 requiring that addresses or building numbers be legible and visible from the street. The section states the numbers must be in Arabic numerals at least four inches in height and clearly visible. The number should be placed on, above or at the side of the main entrance so the number is clearly visible from the public right away. Whenever a home entrance is more than 50 feet from a public right away, a number should also be placed at the end of a driveway or property entrance.

The Board of Directors feels it serves you best when the Board meetings are conducted in an orderly manner. The HOA Board Meetings are held to conduct Association business. Your cooperation in this regard is requested. Parliamentary Procedure is followed at this Meeting. There are two sessions at the HOA Board Meetings, an open session when members may be present and an executive session when no members are permitted. Board Meeting will begin with the open session at 7 PM until 7:15 PM when that time slot has been filled, members must wait until the next month’s meeting to be placed on the agenda. Your opinion is important to the Board of Directors. The Board desires to hear from Members who have information concerning the Association. During the portion of the Meeting in which the Chair accepts questions or comments from the floor, please proceed in the following manner. 1. If you wish to address the Board, please contact the Board at least 10 days prior to Meeting to be added to the agenda. You also have to state the topic to be discussed and stay on that topic only. 2. Any Member wishing to address the Board shall speak no more than two (2) minutes. 3. No Member may speak more than once on the subject and no more than two (2) minutes, until all Members who wish to speak have done so. 4. Members of the audience shall not be permitted to interrupt nor question any speaker. 5. After the speaker has finished addressing the Board, the Meeting Chairperson will recognize the next Member to speak. 6. Members in attendance are not permitted to engage in private discussions during the open session and must remain quite or leave the meeting room. 7. Violations of these Standing Rules will not be tolerated. Violators may be requested to leave the Meeting.

2015 FOOD FOR FAMILIES CAMPAIGN RAISES $26,000 FOR KATY ISD FAMILIES
Katy ISD Partners in Education is celebrating another successful Food for Families campaign, the District’s annual community initiative that supports families in need. Principals from every campus identify students and $50 grocery gift cards are given to those students’ families before the winter break. Initially conceived as a way for Katy ISD employees at the administration building to help students and their families, Food for Families has burgeoned into a communitywide initiative that is now primarily supported by individual, private contributions. And for the first time, local eateries donated a portion of their proceeds during the inaugural “Food for Families Restaurant Week,” ultimately helping to provide gift cards for 40 families. These will take place on the fields behind the church. Cost for the league will be $40 per player covering cost of officials and jersey.
