ELEMENTARY EDUCATION CORNER FOR AT HOME PRACTICE
By: Jeff Carrus Learning to read begins with selecting the right books for your child! We want to ensure they have books that enable them to practice their phonemic skills (letter/sound skills), fluency (reading smoothly with expression) and comprehension (understanding what is read). If you were learning to pole vault, you’d set the bar at a place where you could be successful and move it up from there. You’d figure out your form and get better as you practice more. This is exactly true when it comes to learning the skills to read successfully. As a parent, make sure you are offering books for your child to read that they can read successfully. Books that are too hard and reading too fast will not help them become a better reader. They need to learn the strategies along the way that will enable them to do that. How do you know what that just right book is for your child? If they can read a page or two with no more than three errors per page, the book is a good one for them. Better to err on the too easy side than the too hard side. Practice, even at the easy level, will ensure your child is becoming a better reader!

COMMUNITY VOTE - IN PROGRESS
Go to www.raintreevillage.com for merger vote ballot.
Starting with the community crawfish boil, Raintree Village HOA commenced mailing and presenting information regarding annexing the sections currently under construction. The growth within our community is consistent with Katy as a whole. Raintree Village will expand by approximately 300 homes. Several years ago the ability of the HOA Board to annex by Board vote expired. Therefore, our by-laws require a two-third’s approval vote by our community to annex. In the interim, the new sections (8 through 13) formed a separate HOA with 3 Board members. This HOA will run in tandem with Raintree Village HOA with the plan of merging both HOAs in the near future. The other HOA will be using our exact deed restrictions with a few caveats. It should be noted that Raintree Village HOA will have full insight and voting rights for the new HOA to ensure consistency prior to merger. A joint use agreement has been signed providing access to our facilities for the new HOA’s residents. The agreement covers 12 month that can be renewed annually but voidable when either we merge HOA’s or the community decides not to annex. New Amenities: Under the current proposal, the builders and developer with the backing our MUD Board have proposed the following amenities in the new sections. This will cost no additional money for residents nor require an increase in annual dues.
2
1. 4 sections of land in section 13; this is enough land to add another community pool in the future. 2. A new Clubhouse to be used for Board meetings, annual meetings and future community events. The HOA Board would look into the process of renting the clubhouse to community members for personal events. 3. Landscaping the 4 parcels to appeal to the community. 4. Small Picnic area and some picnic tables. Community Impact: 1. In the short term, we understand that this will put more people in Raintree Village and that expenses will go up. Based on conservative estimates and budget projections, we believe anticipated increases related to contract deputy patrol and amenity support costs can be covered. 2. The long-term impact is more financial flexibility for the Board to provide more services or projects that benefit the community, while keeping dues as low as possible. Expenses rise every year but with a bigger community base our need to raise dues lessens. 3. A community clubhouse allows us an opportunity to host Board meetings and other community events. We do not have to annex, that is in your hands and your right to vote. However, the long-term benefits, new amenities and working as one community with the additional sections are worth it. If you have any concerns or questions please let us know.
TIPS TO REDUCE YOUR RISK OF BURGLARY
It cannot be stated enough of the importance of minimizing our exposure to crime. The list below simply reminds us of things we should be mindful each day. 1. Take the time to meet and know your neighbors. Let them know if you notice anything unusual such as cars or people at their homes.
November 2015
Raintree Village
2. Make sure to close garage doors when at home & away. 3. Don’t keep garage door openers in the car, take them in the house with you; a garage door opener makes it easier for someone to enter your garage or house to remove personal property. 4. Keep car doors locked and take valuables either in your home or ensure the items are not in plain site; remember to take down the attachment for your Garmin too, as it gives alerts individuals that something valuable may be in the car. 5. If possible, keep a car in a driveway as it gives an impression that someone is home. 6. Keep all shrubs and plants at a level low enough that passing by officers or other residents can see if someone is lurking in those bushes! Shrubs should also be trimmed high enough to show “feet” of someone hiding in them. 7. Have keys in hand before leaving the store, house or office, avoiding standing by the car searching for them. 8. Don’t leave ladders on the side of the house or in the back yard. Ladders provide easy access to open second floor windows and no one will be able to see. 9. Make sure you close blinds when you are inside at night with the lights on, potential burglars can see right inside and know who is at home. 10. Use sensor lights outside the home. It deters criminals by “spot lighting” their efforts to enter your home. 11. Use double key locks: locks that require a key from the outside and from the inside. 12. Repair any broken areas of your fence, reducing the access of potential burglars or mischievous kids. 13. When on vacation, let your neighbor(s) know so they can keep an eye out for suspicious activity. You can also inform the Harris County Deputy’s Office serving our area. The Storefront Office is located 19818 Franz Rd., Katy, TX 77449, 281-647-9371. The storefront hours: 9 AM - 5 PM. 14. When on vacation, keep yards mowed and trimmed, burglars spend a lot of time in a neighborhood looking for their next targets. Overgrown yards are a sure sign no one’s home.

County officials want to remind residents of the Ordinance 5.3 requiring that addresses or building numbers be legible and visible from the street. The section states the numbers must be in Arabic numerals at least four inches in height and clearly visible. The number should be placed on, above or at the side of the main entrance so the number is clearly visible from the public right away. Whenever a home entrance is more than 50 feet from a public right away, a number should also be placed at the end of a driveway or property entrance.

RAINTREE VILLAGE HOA WEBSITE WWW.RAINTREEVILLAGE.COM
We encourage you to visit our community website. The website includes a link to review current crime statistics for our community (www.crimereports.org) and pictures of Yard of the Month winners. As a fellow resident, you’ll have access to critical information regarding the HOA budget and annual meeting minutes. The aforementioned information can only be accessed by establishing a log-on user name and password. A request for an email address during the initial signup process will enable residents to receive alerts of upcoming events or critical notices. If you have any suggestions, please contact KPM Management Office at 281-685-3090.
HARRIS COUNTY LEASH LAW
Let’s all help keep our community a safe and comfortable place for all our residents by being responsible pet owners. This will not only protect anyone who may be walking or bicycling in the area, but also the pet owner who could be held legally responsible or possibly sued for failing to properly restrain their pet. To make a complaint or report an animal that is not properly restrained please contact: Harris County Precinct #5, Contract #87: 281-463-6666 Harris County Animal Control: 281-999-3191 Harris County Health Department, Rabies/Animal Control Section 2223 West Loop South, Houston, Texas 77027-3588 www.countypets.com
Animals that are not properly restrained pose a threat to all our residents. While you may know your pet is friendly, an animal running at someone who is walking by is very scary for that person. Many children are afraid of animals and become frightened, which could result in the child getting hurt trying to avoid the animal.
BOARD OF DIRECTORS
Harris County Animal Control advises, “All dogs and cats must be kept under restraint while in the unincorporated areas of Harris County, Texas. The custodian of a dog or cat is not authorized to have, harbor or keep any unlicensed dog or cat, nor to allow any dog or cat to become a stray.”
THE STANDING RULES FOR RAINTREE VILLAGE HOA BOARD MEETINGS
Restraint is defined as “the control of a dog or cat under the following circumstances: 1. When it is controlled by a line or leash not more than six (6) feet in length, if the line or leash is held by a human being, who is capable of controlling or governing the dog or cat in question 2. When it is within a fully enclosed vehicle 3. When it is on the premise of the custodian and the animal does not have access to sidewalk or street.” While it may be nice to have your animal out in the yard while you work or play, it is against the law, unless the animal is properly restrained.

NATIONAL ALZHEIMER’S DISEASE AWARENESS MONTH November has been designated National Alzheimer’s Disease Awareness Month and it is about time we recognize the 5 million Americans living with this disease and the 10 million family caregivers that make it possible. Alzheimer’s is a form of dementia that attacks brain cells diminishing a person’s memory and becoming fatal over time. It impairs memory, thinking and behavior and is responsible for more than 50 percent of all dementia cases. The onset of symptoms most often develops slowly and worsen over time, until they become severe enough to interfere with daily life. The fear of Alzheimer’s may be in part due to the fact that there is no cure and the treatments that exist for Alzheimer’s are not extremely effective in slowing the progression of the disease. Current drugs for Alzheimer’s help to subdue the symptoms for only half of those who try them and on average, the drugs are only effective for a year. In support of families everywhere who are fighting this disease, consider stepping in and helping out by becoming an advocate, making a donation to Alzheimer’s research or by offering support to a patient or family caregiver.

KATY ISD PROMISE TO READ
We recognize that not everyone has unlimited time to volunteer. But we are thankful that, every year, hundreds of people have time to read to our children. Promise to Read brings Katy’s business community into elementary schools each November, allowing adults to share their love of reading and allowing children to indulge their love of being read to. From Alcott to Zalbern, wockets in pockets to monsters in closets, guest readers sit down in little chairs in front of little faces and the room is transformed. Promise to Read is a tradition in Katy with many of our readers having participated since the program’s inception in 1997. Some bring their own books from home - others let the librarian or teacher choose one for them. But in either case, everyone agrees it’s the best 30 minutes they’ll spend all week. For more information, contact Heather Sanders at 281-396-2645.
KATY ISD FOOD FOR FAMILIES
November 1st - December 11th - In 2014, our Katy ISD community raised over $25,000 helping 502 students and their families in our district. This wonderful initiative, held each December, allows the community of Katy to bring a little joy into the homes of some of our students and their families. Principals identify students for the program, and Partners in Education collects community and corporate donations. Grocery gift cards in the amount of $50, along with a note of support from the Katy ISD community, are then delivered to each student by a campus staff member. If interested in making a contribution, make checks payable to Katy ISD Food for Families. Any contribution amount is accepted. Mail or deliver check/cash to Katy ISD Partners in Education, 6301 South Stadium Lane, Room 1520, Katy, Texas 77494. For more information, contact Tammy Stringer at tammyrstringer@katyisd.org or 281-396-2645.

Appointment or Walk-Ins Welcome
We’re proud to point out that Katy ISD has the largest Junior Achievement program in the world. So by the time our kids start their senior year in high school they’re completely familiar with JA, beginning in kindergarten when they learned about visiting a farm and planting a garden. Junior Achievement is a great venue for volunteering because it allows folks to build a relationship with students in a classroom. Volunteers attend training hosted by one of our on-site JA staff and are given a satchel full of materials pertinent to the class they’re teaching. And whether the lesson is about opening a donut shop or investing in the stock market, students all learn about work-readiness, entrepreneurship and how to dream big in the business world. Although numerous Katy ISD Junior Achievement classes are taught by parents, we have an impressive cadre of businesses who step up to do their part, with some companies “adopting” an entire school’s program. Whether you’re interested in teaching JA in a day at the junior high level or teaching five one-hour classes at an elementary school, it’s the perfect way to have some face time with a classroom full of kids. For more information, contact Necole Gibson at 281-396-2439.

although they may help with academics, mentors are not tutors. In Katy ISD, KEYS offers four opportunities for those who wish to join our KEYS mentor family: Traditional Mentoring - Pairs one mentor with one child once a week. KSR (Katy Students Run) - Matches running coaches with high school students as they prepare for the Houston Half Marathon. Mentor Buddies - Offers every other week option for volunteers. Two mentors partner in mentoring the same student, coordinating their schedule so the child sees one of them at the same time each week. Dads with Dads - Places experienced Dads from the community who collectively coordinate their schedules to meet with groups of young high school fathers. KEYS is offered at every Katy ISD campus, each of which has a staff liaison who oversees the school’s program. All mentors must make a one school year commitment to a student and complete an application and background check. For more information, contact Martha Brown at 281-396-2468.
