A NOTE From the Settlers Village Board of Directors
From the Settlers Village Board of Directors we wish to extend a belated happy Thanksgiving, a very merry Christmas and prosperous and happy New Year. First, a little reminder on some of the changes being brought about as result of the last meeting of the Texas Legislature: 1. HOAs can no longer prohibit installation of flags, religious symbology, solar equipment or rain recycling equipment on a property. The Board can set some rules toward aesthetics, size and placement of the flag. 2. The legislature has done away with requiring property owners to be “current” on their fees to be able to vote for or seek election on HOA Boards. These rules remain pending a finalized form but become active as of the first of 2012. 3. While the HOAs power to foreclose for unpaid maintenance fees remains, some curbs on expenses incurred toward enforcement will be put in place for 2012. Again, the form remains to be finalized. 4. Property owners will need to be notified of all Board meetings. The how part remains to be finalized. 5. The Board will be putting in place more formalized rules for speaking at Board meetings in response to meeting requirements by the state legislature. Property owners wishing to speak will have to sign up at the sign in desk before each meeting. The Board will then conduct all the business it has specifically stated on the agenda. At the end, those who have signed up to speak will be given 3 minutes to state their concern. The Board is not allowed to question the speaker beyond to clarify the action being requested and any requested action must be placed on the agenda for the next Board meeting to be addressed. Both Directors and/or management company representatives will usually still be around after meetings to try and answer any question informally. Current monies saved toward the pool project will reach $307,000 once the latest installment is made into the capital improvement account. Again, as a reminder, the original plan was to build the pool in stages to keep from straining the neighborhood’s budget. Unfortunately, replacing the pool requires the replacement of the filtering equipment and both the water supply and wastewater plumbing and piping. That, in turn, requires immediate attention to the building, which would house the filtering facilities. And because rework would be needed to bring the electrical up to code, which is legally required by any extensive renovation to the building, the project will have to be structured into a single, large project. The minimum needed in the bank before beginning the project would be $472,000 or 80% of the total projected project’s cost.

President Rogers is still interested in resurrecting the Settlers Village website and the old Citizen On Patrol (COP) programs but has, so far, received no volunteers for either project. Please shoot him an email if you have an interest. On the positive side, Cathy Cones has volunteered to take over handling of the marquis and will assist Pam on some of the projects she handles. Thanks, Cathy! The Harris County MUD #105 Board (completely a separate legal entity from the Settlers Village Board of Directors) met on November 22nd and approved an extension of the Constable’s contract through 2012. Water supplies have stabilized with the 3 supporting districts being able to provide needed supplies while MUD #105 works through its well issues. By the time we publish, that Drought Alert will be reduced and sprinklers usage will once again be allowed. The limitations as to the days and times of usage will remain. It has been determined that well #1, which has had the radiation issues and is located off Liberty Valley, is not going to be salvageable and will be capped and closed permanently. The site is being explored for the drilling of a new level that would not access the strata that produces the radiation issues. The replacement ground storage tank in that facility is now scheduled for installation. The arsenic remediation equipment for well #2 has been delivered to the site and remains on schedule to be installed and operational by February 2012. Directors Bruce Allen and Tony Bazile have tendered resignations to the Board. Kathy Cones will be replacing Bruce until the next election at which time she will determine if she wishes to try and retain the position. The Board is reviewing the qualification of an Eagle Ranch resident for Tony’s position. If accepted, this would be the first director in the district’s history from outside Settlers Village. The remaining current Directors on the Harris County MUD #105 are Steve Breard, Pam Brandenburg and Charles LaConti. All are residents and property owners within the district. The MUD Board can be contacted via their attorney Taylor Goodall of Smith, Murdaugh, Little & Bonham at 713652-6500.

Other simple things you can do are to pick up litter from your yard and fronting street(s), put your trashcans out of sight when not needed and keep children’s toys picked up. Please also remember the rules regarding personal sign postings. The placing of private signs of any type onto county owned sign poles or Centerpoint owned light poles is expressly prohibited per Texas House bill. Please do not subject yourself to the embarrassment of having your signs removed by the HOA or having a deputy come tell you that they must be removed. Jurisdiction for enforcement is shared by the Harris County JP and District courts. Lastly, a quick reminder that Steve Breard will still be collecting aluminum cans for the neighborhood with all proceeds going to the capital improvement fund for our pool. In 2009 we collected $130 and in 2010 we collected $278. We have collected $186 so far this year. Please rinse and bag the cans to minimize the attraction to bugs. Total dollar delinquency for the neighborhood in October stood at $160,339.16 translating to a less than 1% decrease from both one year ago and from just one month ago. While the dollar delinquency translates to the equivalent of 556 properties, there are actually 154 properties (as opposed to 171 in 2010) in delinquency. Unfortunately many of the delinquencies on the books are high dollar, multi-year delinquencies reflecting the struggling economy many of our property owners are going through. 3. Settlers has experienced a number of people taking advantage of the relaxed yard enforcement resulting in a number of overgrown and ragged yards. Consequently, enforcement will be on the upswing. Please understand that keeping your yard mowed and trimmed is one of the least expensive methods to maintaining the property values in Settlers Village. Just the same as with maintenance fees, a timely action and response to violations is your obligation as a resident. Pick up and discard fallen blooms. • Cultivation: Changes in design may now be made, new beds dug and old ones rebuilt. Correct defects in drainage. Incorporate gypsum into heavy soils: repeat in three weeks. Dig granite dust, rock phosphate and quantities of organic matter into soil. Allow time for settling before planting. • Fertilize: Daylilies, spuria, Louisiana and bearded irises with complete fertilizer. Give strawberries 1 teaspoon ammonium sulfate, keeping six inches away from plant. Fertilize pansies with manure tea or blood meal. Water in. • Fruits: Plant fruit trees. Using Service Learning to Practice Math Skills Preschoolers Collect 366 Food Items for Needy Cypress Families for Thanksgiving
For the month of November, teachers at Montessori Preschool at Copperfield introduced service as a way to inspire math-readiness in preschool children. By collecting cans and non-perishable food items for needy Cypress families, children (ages 18 months to 6 years) practiced counting skills, place value, addition and subtraction at an advanced level at an early age in the name of service. Children established a goal of collecting 65 food items in a month and surpassed their goal by 301 in two weeks. Teachers aided the counting process, introducing place value to understand the value of three-digit numbers and tracking total donations on a large chart. Kindergartners practiced three-digit addition and subtraction problems to account for the total number of food items. All food items will be donated to Cypress Assistance Ministries for Thanksgiving. In addition, students were taught the value of service and sharing, especially in tough economic times when it is difficult to give freely.

Jordan Merecka was born with multiple congenital heart defects, including Dextrocardia (his heart was on the wrong side of his chest). As a child, he experienced two open chest surgeries, several surgical revisions and an implantable defibrillator. For many years after his early surgeries, Jordan was able to live an active childhood. As a teen, he enjoyed hunting and fishing with his father and at school, he participated in FFA (Future Farmers of America). But, in September 2010, Jordan’s heart began to fail and he was placed on a waiting list for a heart transplant. With medical treatment, he was able to attend school as he waited. At the start of 2011, the senior at Cypress Woods High School was looking forward to three major milestones in his life: his prom on May 27th, his eighteenth birthday on May 29th and his graduation on June 5th. In April 2011, his health took a turn for the worse and he was admitted to Texas Children’s Hospital with heart failure symptoms and kidney insufficiency. He critically needed a heart transplant. Over the weekend of May 21st, all of his organs began to fail acutely and he could not breath on his own because his heart was so weak. On May 22nd, Jordan received the Total Artificial Heart that saved his life. Jordan missed his prom, but thanks to a diligent heart-failure team and the availability of the artificial heart, he celebrated his birthday at Texas Children’s on May 29th - a week after his surgery. On June 5th, Jordan watched his graduation ceremony online while his 16-year-old sister walked across the stage to accept his diploma on his behalf. His class rose to their feet for a standing ovation. Jordan has been accepted at

Together, Ramsey and Voss will serve as Co-Chairs and lead efforts to raise awareness that heart disease remains the number one killer of women, but is often preventable with healthy lifestyle choices. This year’s luncheon will be held on Monday, Feb. 13th at the Berry Center in Cy-Fair and is expected to draw more than 400 business and community leaders. Attendees will have the opportunity to learn tips on heart disease and stroke prevention from local experts, listen to a heart-warming story of survival from an area resident, participate in interactive breakout displays and shop the “purse-onalities” silent auction. The silent auction is a unique piece of the luncheon that features items representative of the diverse personalities of the community. Purses can be anything from actual handbags to golf bags to briefcases. This year’s auction will include something for everyone!

CWC: Women Serving the Community
The women’s club closed the year with a wonderful Holiday Party at Tapas Capriccio. We celebrated with our friends and are ready to start the new year as “The Cy-Fair Women’s Club.” Our first meeting in 2012 will be on January 5th at the West Houston Church of Christ at 7:00 pm. Start the new year on the right track and come join us. Make a difference in the community, while developing friendships for a lifetime. CWC is a service organization that gives back to the community, so all funds raised will go right back to the community in scholarships for graduating high school seniors, at Lone Star College, Cy-Fair and grants to other non-profits in our community, as well. Membership in the CWC is open to all ladies in Northwest Houston/Cypress neighborhoods. Currently we meet the first Thursday of most months at West Houston Church of Christ at 7:00 PM for social time and refreshments, followed by a program at 7:30 PM. Houston Fire Fighters Making Houston the City with the Biggest Heart FOR MDA
It’s official, Houstonians through the Houston Fire Fighters raised a record breaking $509,961 for the Muscular Dystrophy Association making them the #1 Fill-the-Boot department in the country for the last 9 out of 10 years raising more than $6.3 million during that time. For more than 50 years fire fighters have helped MDA by filling their boots with donations from the citizens of their community. Houston Professional Fire Fighters Local #341 will begin their 2012 Fill-theBoot fundraising campaign for the Muscular Dystrophy Association on Saturday February 11, 2012 during the hours of 10 AM and 2 PM. Fire Fighters will also be out March 10th, April 14th and May 12th to collect funds for the campaign. The Fire Fighters rely on support and donations from the community for the success of the campaign. Proceeds raised during the street-side campaign will help support MDA services and research programs, including MDA’s outpatient clinics at Texas Children’s Hospital and The Methodist Neurological Institute. Money raised from Fill-the-Boot also sends young people ages 6-17 to MDA summer camp, held in Burton, Texas. Young men between the ages of 11-18 are encouraged to visit Boy Scout Troop 61 at 7:00 PM Wednesday nights at Peace Community Church, 5151 Addicks Satsuma Road, Houston, Texas, 77084.
