THE PRESIDENT’S LETTER
(from the Settlers Village HOA Board) Every newsletter contains the gentle reminder that keeping your yard maintained is one of the least expensive methods available to help both your personal and the neighborhood’s property values. This past summer, water was in short supply to keep things and trim back trees, grass (or weeds) and bushes especially where they affect common right-of-ways. It is unfortunate that several properties took advantage of the situation and allowed simple maintenance to lag with little to no effort to try and keep things neat. While the HOA has been lenient in 2011 in regards to yard maintenance, the management company will be instructed for 2012 to bring the leniency practice to an end. Whether water is available or not, an effort must be made to maintain the yard and that includes weeding, mowing and trimming. It is a contractual requirement of all property owners to Settlers Village to maintain their property. Other simple things you can do are to pick up litter from your yard and fronting street(s), put your trashcans and other objects, such as children’s’ toys, out of sight when not needed. Also, fences must be maintained whether it is a single broken board or a whole section hanging askew. As more delinquent properties approach legal resolutions from their owners or the banks or the Settlers Village HOA itself, money will be freed to push on yard enforcement. And there are charges to the property owner if the HOA has to send letters or force mow a property. So please make the effort. And if you get a letter from the property management company, please do not ignore it. The Board will be reviewing each and every one of the noted deed restriction violations. If a resolution has not been made or if there has been no contact with PCMI, the attorney will have to be involved so that your Board

Kim Rogers introduced the Board Members present and announced the association has amended the By-Laws in order to conduct the vote for Board of Directors. President Rogers announced there were two positions available on the Board. There were three (3) candidates on the ballot. The constables present were Deputy Tommy Forgue, Sergeants residents after Director Brandenburg voiced a complaint of the late night deputy failing to stop by her house after an event occurred outside her home around 2 AM. This was even though she made residents if a there is no response to a call or if a deputy fails to follow through with contact as requested, the sergeants on duty should be

The speaking limit will be 2 minutes. Current monies saved toward the pool project have reached $309,016.45. Again, as a reminder, the original plan was to build the pool in stages to keep from straining the neighborhood’s budget. Unfortunately, replacing the pool requires the replacement of the plumbing and piping. That, in turn, requires immediate attention

Harris County MUD #105 announced with great sadness that attorney Herman Little had passed away after suffering a heart attack on Sunday March 4th. Mr. Little specialized in developmental law and his decades long representation of the district was instrumental in the growth and stabilization of MUD #105 and, in turn, Settlers Village. Please also remember the rules regarding personal sign postings. The placing of private signs of any type onto county owned sign poles or Centerpoint owned light poles is expressly prohibited per Texas House bill. Please do not subject yourself to the embarrassment of having your signs removed by the HOA or having a deputy come tell you that they must be removed. Jurisdiction for enforcement is shared by the Harris County JP and District courts. Lastly, a quick reminder that Steve Breard is still collecting aluminum

Total dollar delinquency for the neighborhood in December stood at $154,003.23 translating to an outstanding 11.6% decrease from one year ago and a 2.7% decrease from one month ago. While the dollar delinquency translates to the equivalent of 544 properties, there are actually 145 properties (as opposed to 165 in 2010) in delinquency. Unfortunately, as noted previously, many of the delinquencies on
