Area changes in home values have been published by appraisal district. In a comparison with other local and comparable neighborhoods Settlers ranked: 1) Seventh out 13 in taxable value; 2) First in price per square foot in 2013 and 2014 and 3) First in the percentage change (increase) in value between 2013 and 2014. And this is before our updated amenities come on line. It’s a good time to own property in Settlers Village! Should you ever have any questions about your HOA, you can write and submit your question on the Settlers Village website or call Planned Community Management. The Board continues to receive complaints of an extensive list of street pavement problems, sidewalk issues and sinkholes forming up all over the neighborhood. We encourage everyone to report these issues to the website, where we can keep track of them and refer them to either the MUD or to Harris County as the situation warrants. Keep in mind however, that unless there is an underground utility issue causing a sidewalk problem, it is the responsibility of the property owner to effect repairs. There are also a number of homes that need fence repairs in Settlers - everything from 1 to 2 boards to a whole section, to the whole thing. When you have a fence that faces the street or a common area, it is up to the property owner to maintain that fence. When you have a fence shared by neighbors, contact your neighbor and work out a share agreement. If money is at issue, as it often is, perhaps one party can donate the labor for the work if they do not have the funds. Working together can go a long way to building a strong relationship with your neighbors. Please also remember the rules regarding personal sign postings. The placing of private signs of any type onto county owned sign poles or Centerpoint owned light poles is expressly prohibited per Texas House bill. Please do not subject yourself to the embarrassment of having your signs removed by the HOA or having a deputy come tell you that they must be removed. The HOA is now levying civil fines related to the costs of clean-up. Lastly, a quick reminder that Steve Breard has volunteered to continue collecting aluminum cans for the neighborhood with all proceeds going to the capital improvement fund for our pool. In 2012 we collected $306 and $177 2013. However, we only collected $114 in 2014, a pretty significant decrease. For 2015, we have collected $36 so far. Please rinse and bag the cans to minimize the attraction to bugs. They can be dropped at 6642 Cove Lake.

At the writing of this article, construction of the pool building foundation, framing and roofing has been completed. AC has been installed and the sheetrock and brickwork have commenced. The account balance begun to decline now that 2015 maintenance fees are absorbed and bills and loan payments start coming due. For now, though, the account balance for March 2015 is down 4.53% from last year. The number of delinquent properties rose from last year with the dollar delinquency rising 12.2% from last year at this time. The dollar amount of delinquency translates to the equivalent of 598 delinquent properties even though there are actually 334 properties (as opposed to 206 in 2014) in delinquency. This latter figure is based on the current Maintenance Fee cost per property of $338. Properties are being submitted for collection action as of March and April. 3. PLEASE REMEMEBER: Trailers of any type are expressly forbidden to be stored on properties inside of Settlers Village. There also remain a number of fences that are in need of repair. This will also need to be addressed in the near term. Please be aware: The MUD has set for bid a significant repair project of the main sewer lines along Settlers Village and Whitwell. The project will involve the installation of sleeves into worn pipe and should merit minimal excavation work. The MUD will make all repairs to yards and pavements that are the result the work. Homeowners are responsible for sidewalk maintenance for those walkways that run along your property. Sidewalks in poor condition open the property owner to the possibility of significant lawsuits so repairs should be made as reasonably quickly as possible. Pavement repairs cannot just involving dumping asphalt into a collapsed area. The property owner will need to investigate the cost of having the pavement “pumped” up by the insertion of soil underneath or replacing the pavement altogether. Property owners do need to submit an ARC approval request for the work.

Settlers can and will continue to push hard for property upkeep as required by their deed restrictions. Property owners should, by now, understand that keeping your yard mowed and trimmed (and this includes trees and bushes) is one of the least expensive methods to maintaining your property value. As with maintenance fees, timely action and response to violations is your obligation as a resident and/ or a property owner. Ignoring a problem will not make it go away, but it will make it more expensive as the lawyers become involved. And if you know a house is abandoned and the yard in need of upkeep, please notify the HOA and we will handle the issue.

CONSTABLES ARREST WOULD-BE BURGLARS

On April 20, 2015 at approximately 1:30 PM units responded to the report of two males jumping a fence into a backyard along Settlers Valley. A resident observed the individuals and called police. Units responded and were able to locate 4 males, including one juvenile, walking along the drainage ditch to the west of Settlers Village. The suspects were carrying backpacks, guns, some dope and things used to break in houses. None of the suspects lived in Settlers Village and deputies are pretty sure they are going to be clearing a portion of the backlog of unsolved area burglaries and thefts. If you are going to be away, remember to call the constables’ dispatch to have your home placed on special monitoring for the time you will be gone. The cost of the service is free to our residents - both renters and owners alike. Take advantage of it! Please remember to abide by the laws the legislature has put into place regarding personal signage. It is very embarrassing to have an officer show up at your home to remind you the practice of placing personal signage on county owned sign poles and Centerpoint owned streetlights is not allowed. The HOA is allowing officers to issue citations to offenders at the officers’ discretion. The HOA is also instituting fines for property owners for the clean-up of unauthorized or improperly mounted signage. As always, if you see anything or anyone that looks suspicious or out of place, please call the deputies to investigate at 713-463-6666 or use 911 if it is an emergency. Deputies do not need to come by your house is you feel that might cause problems or endanger your family. Anyone 16 years of age and is subject to the county’s curfew and must be off the streets between midnight and 6 AM. Precinct 5 has 2 certified child safety technicians who are partnering with Texas Children’s’ Hospital to demonstrate the proper usage and installation of car seats. These technicians are current on all styles, brands, recalls and the proper way to secure your child based on height, weight and age. The sessions are quarterly and a person can actually bring their car seat and child for a demonstration. A person can also request these outings to be held in the neighborhood.

The meeting was called to order and declared open for such business as might regularly come before it. Seal Private Security and Harris County Law Enforcement provided presentations regarding supplemental security patrols for the district. Action was tabled for Board to explore other avenues for such security. The Board then considered the minutes of the meeting held on February 16, 2015 and approved the minutes as presented. The tax assessorcollector’s report was unanimously approved by the Board as was the bookkeeper’s presentation and report.

The Board considered the operator’s report. A claim was filed for a failed well motor which may not exceed the District’s $10,000 deductible. The operator submitted a list of delinquent accounts to the Board for termination of utility service and stated that the accounts in question have been given written notification of the opportunity to appear, either in person or in writing, at the Board meeting. The operator noted that the accounts listed had neither attended today’s meeting nor contacted the operator’s office or the District to contest or explain the charges. The Board unanimously authorized the District operator to proceed with termination of the utility service and approved the operator’s report as presented.

HARRIS COUNTY MUD 105 MEETING

The Board of Directors of Harris County Municipal Utility District No. 105 (“District”) met at 1825 North Mason Road, Katy, Harris County, Texas 77449 on March 16, 2015. Directors present, as follows: Pamela Brandenburg, President Charles LaConti, Vice President Stanley Craig, Assistant Vice-President Kathy Cones, Secretary Steve Breard, Assistant Secretary

The Board was presented a Preliminary Official Statement and Notice of Sale for the Districts Series 2015A bond issue to fund the Wastewater Treatment Facility expansion, which the Board approved.

The Board considered and approved a $140,260 bid to address issues with the sanitary sewer system. The Board also approved a revised Sanitary Control ordinance and the overall engineers report.

The Harris County Municipal Utility District (MUD) Board #105 is an independent governmental agency that is completely separate from the Settlers Village Homeowners Association (SVHOA).

Household Hazardous Waste (HHW) is items that can become dangerous to your family, pets and the environment when they are old or no longer wanted. Best Trash picks up your trash on Tuesday and Friday. Your recycle collection day will be Friday. Please have trash and recyclables out to the curb by 7 AM. On each regularly scheduled collection day, Best Trash will collect residential refuse at the curbside. Trees, shrubs, brush trimmings and fencing must be bundled in lengths no greater than 4 feet with no branch diameter larger than 4 inches and bundles weighing no more than 40 lbs. The bundling is required to allow quick pickup and size limitations are required to avoid damage to the compacting equipment. Heavy/bulky items (appliances, furniture, carpet up to 1 room rolled up 4 ft. wide and weighing less than 50 lbs) will be picked up either collection day. By Federal Law, refrigerators, freezers or any other item containing Freon must have the Freon drained and have an accompanying bill to validate such service was performed. Items excluded from normal collection are dirt, rocks, bricks, tires, cement, batteries, motor or cooking oil, waste generated from a private contractor or any items deemed to be hazardous materials. Best Trash will leave a tag explaining the reasons for non-collection of the item. An enhanced feature of the new provider will allow for collection of items excluded by the contract if notified in advance. Best Trash will meet with the customer prior to collection day to determine a price to haul the non-contract items. If a resident does not notify Best Trash of such a special pick-up before its scheduled day, Best Trash will leave a notice for the resident to contact Best Trash during normal business hours before the next scheduled pick up day. Please do not dispose of gasoline, motor or cooking oil, paints or any other liquid item in a container that is not visible to Best Trash personnel. If not visible and results in spillage that causes a stain, Best Trash will not be responsible for cleanup. There will be music, parade, children’s activities, fireworks, shopping and food, this event has it all! The musical act this year is the HIGHWAYMEN LIVE, a Willie Nelson, Waylon Jennings and Johnny Cash Tribute artist. This 90 minute country music tribute show is full of upbeat, honky-tonk hits like Ring of Fire, Dukes of Hazard and On the Road Again.
