THE PRESIDENT’S LETTER

(from the Settlers Village HOA Board) Settlers Village is offering a $1,000 reward for information leading to the arrest and conviction of those responsible for damaging the neighborhood sign on fm 529 @ Settlers Village. By now, many of you have noticed the vandalized marquis. Coupled with a rot problem, the sign may not be able to be saved and might need replacement. More on that as information is developed but the board is not only considering an LED light for that entrance, but another sign for the Fry Road entrance. It’s of February the initial report for unpaid fees is received. The Board reviews these accounts closely with multi-year delinquencies and violated pay plans given the closest scrutiny. While the Board recognizes that economics have been more the neighborhood to the best of its ability and that includes, unfortunately, debt Dolores Sue at PCMI and set up a pay plan. But, above all, do not ignore this obligation you signed for in your house sale contract. The supplemental costs of interest, additional letters and attorney fees add up very quickly. This bears repeating. Every newsletter reminds our residents that maintaining your yard is one of the least expensive methods available to preserve both your personal and the neighborhood’s property values. Last summer, thanks to unexpected water issues, the loss to trees and lawns was substantial. It was unfortunate that some residents made little to no effort to try and keep things neat. While the HOA was lenient in 2011 in regards to yard issues, the management company will be instructed for 2012 to bring the leniency practice to an end. Whether water is available or not, it is a contractual requirement of all property owners to Settlers Village to maintain their property and homes by mowing and edging. Other simple things you can do are picking up litter from your yard and fronting street(s) and putting your trashcans and other objects, such as children’s’ toys, out of sight when not needed. Fences must be maintained whether it is a single broken board or a whole section hanging askew. As less money is needed for delinquent properties, more will be freed to push on property enforcement. And there are charges to the property owner if the HOA has to send letters or force mow a property. So please make the effort. And if you get a letter from the property management company, please do not ignore it. The Board will be reviewing each and every one of the noted deed restriction violations. If a resolution has not been made or if there has been no contact with PCMI, the

The minimum needed in the bank before beginning the project would be $472,000 or 80% of the total projected project’s cost. Harris County MUD #105 met on February 20th. The tax/assessor reported 2011 taxes are 93.1% collected and adopted the order to engage an attorney for delinquent taxes. The audit you F.Y.E September 30, 2011 was also presented and approved. The operator also updated the director on the district status. There are currently 2,305 connections in Harris County MUD #105. Because of a very large leak discovered at Whitwell and Sandy Valley, the District was only able to account for 81% of the water produced. The arsenic removal system is currently undergoing testing and the operations staff is undergoing training. The Board also approved the refunding of existing bonds to capture the lower interest rates and additional bonds are being prepared to cover the extensive $2 million in work to renovate the district’s water system. The Board also approved the replacement of the district’s trash service, currently handled by Waste Corporation of America, with Best Trash Service of Texas. The new company will be offering recycling services to residents, long sought by many of the district’s customers. District residents will be receiving correspondence outlining the plan, which also result in a change in pick up days. The Harris County MUD #105 Board (completely a separate legal entity from the Settlers Village Board of Directors) is as follows: Steve Breard - President Charles LaConti - Vice President Stanley Craig - Assistant Vice-President Cathy Cones Secretary Pam Brandenburg - Assistant Secretary All are residents and property owners within the district. The MUD Board can be contacted via their attorney Taylor Goodall of Smith, Murdaugh, Little & Bonham at 713-652-6500. Please remember that keeping your yard maintained is one of the least expensive methods available to help your property values. While water is in short supply to keep things green, you can still take and bushes, especially where they affect common right-of-ways. Other simple things you can do are to pick up litter from your yard and fronting street(s), put your trashcans out of sight when not needed and keep children’s toys picked up. Please also remember the rules regarding personal sign postings. The placing of private signs of any type onto county owned sign poles or Centerpoint owned light poles is expressly prohibited per Texas House bill. Please do not subject yourself to the embarrassment of having your signs removed by the HOA or having a deputy come tell you that they must be removed. Jurisdiction for enforcement is shared by the Harris County JP and District courts. Total dollar delinquency for the neighborhood in January stood at $244,291.80 translating to an outstanding 3.33% decrease from one year ago and a 12.8% decrease from one month ago. While the dollar delinquency translates to the equivalent of 848 properties, there are actually 374 properties (as opposed to 373 in 2011) in delinquency. Unfortunately, as noted previously, many of the delinquencies on
