Please take a moment to visit the neighborhood’s new website located at www.settlersvillagehoa.com. The Board is very interested in any and all feedback. By now, a great many of you have had a chance to look at the neighborhood’s new pool facility. Your Board has worked very hard to deliver to its residents, a quality facility that should last for years and boasts on all brick building, a Junior Olympic swimming pool, a climate-controlled meeting facility nearly 3 times larger than the old one and a state of the art monitored security system with high definition cameras. Pool and facility furniture has been replaced with new furniture and the facility is continually monitored allowing the security service to see what is happening in real time with instant access to police, fire and ambulance services. A 911 box is also part of the facility. If you have not had a chance, the Board strongly encourages residents to come have a look when the next annual meeting rolls around and see a facility of which you can really be proud. The only drawback is the Harris County Appraisal District will also probably take note of the facility as well. The Board went to great lengths to deliver this facility within budgetary limitations so as to not create an undue financial hardship to Settlers Village. The facility is designed for further future additions as the budget allows. And volunteers could go a long way towards things like landscaping and facility supervision costs. If you have chance, please take a moment to let your directors know of your impressions and suggestions for the facility. The Board has submitted forty-five (45) properties to legal counsel for non-payment of assessments and has also submitted a number of properties for deed restriction violations. It is important to understand that the obligations will not go way and get progressively and rapidly more expensive to the property owner if the owner makes no attempts to resolve the issue at hand. PCMI has express instructions to work with property owners to give them maximum flexibility but it up to the property owner to communicate the need and seek the help. There also continues to be a number of homes that need fence repairs in Settlers - everything from 1 to 2 boards to the whole thing. When you have a fence that faces the street or a common area, it is up to the property owner to maintain that fence. When you have a fence shared by neighbors, contact your neighbor and work out a share agreement. If money is at issue, as it often is, perhaps one

The MUD district has completed the majority of its repairs to the sewer lines with very minimal disruption to the area. Property owners will now need to be looking their sidewalks over, as the HOA will be reviewing walkways and notifying property owners of hazardous conditions that will have to be repaired. Please remember the rules regarding personal sign postings. The placing of private signs of any type onto county owned sign poles or Centerpoint owned lightpoles is expressly prohibited per Texas House bill. Please do not subject yourself to the embarrassment of having your signs removed by the HOA or having a deputy come tell you that they must be removed. The HOA is now levying civil fines related to the costs of clean-up.

Lastly, a quick reminder that Steve Breard has volunteered to continue collecting aluminum cans for the neighborhood with all proceeds going to the capital improvement fund for our pool. In 2012 we collected $306 and $177 in 2013. However we only collected $114 in 2014, a pretty significant decrease. For 2015, we have collected $45 so far. Delinquency in Review April 2014 180 April 2015 334 May 2015 264 At the writing of this article, construction of the pool has been completed and the account balance has resumed its decline now that 2015 maintenance fees are absorbed and bills and loan payments start coming due. For now, though, the account balance for May 2015 is down 1.21% from last year. The number of delinquent properties rose from last year with the dollar delinquency rising 10.8% from last year at this time. The dollar amount of delinquency translates to the equivalent of 516 delinquent properties even though there are actually 264 properties (as opposed to 180 in 2014) in delinquency. This latter figure is based on the current Maintenance Fee cost per property of $318. Audits have been completed and delinquent properties have been submitted for collection action with the HOA’s attorneys. 3. Ignoring a problem will not make it go away but it will make it more expensive as the lawyers become involved. And if you know a house is abandoned and the yard in need of upkeep, please notify the HOA and we will handle the issue.
PLEASE REMEMEBER: Commercial vehicles and trailers of any type are expressly forbidden to be stored on properties inside of Settlers Village. There also remain a number of fences that are in need of repair. This will also need to be addressed in the near term. The MUD has completed its repair project of the main sewer lines along Settlers Village and Whitwell and is preparing to inspect all of the others within the district. The project required no excavations so the HOA will be inspecting for sidewalks in need of repair. Homeowners are responsible for sidewalk maintenance for those walkways that run along your property. Sidewalks in poor condition open the property owner to the possibility of significant lawsuits so repairs should be made as reasonably quickly as possible. Pavement repairs cannot just involving dumping asphalt into a collapsed area. The property owner will need to investigate the cost of having the pavement “pumped” up by the insertion of soil underneath or replacing the pavement altogether. Property owners do need to submit an ARC approval request for the work. 4. Ratio of residents to renters. Settlers Village has 1,048 residential properties. Resident/Owners currently number 84.82% of the total. Rental properties number 15.18% of the total.

It is very embarrassing to have an officer show up at your home to remind you the practice of placing personal signage on county owned sign poles and Centerpoint owned streetlights is not allowed. The HOA is also instituting fines for property owners for the clean-up of unauthorized or improperly mounted signage. Sergeant Boatman and Sergeant Wine provided a presentation on behalf of Harris County Sheriff’s Dept. They provided an explanation of department capabilities, expertise and noted the cost per deputy to be the same as that for the Constables. Sergeant Boatman was reasonably sure they could begin their contract on the first of September. They also discussed the supplementary deputy program. The Board moved to engage the Harris County Sheriff’s Department for District patrols beginning September 1, 2015. This was opposed by Director Breard. The Board considered the operator’s report and reviewed the larger maintenance items that are needed. The operator submitted a list of delinquent accounts to the Board for termination of utility service and stated that the accounts in question have been given written notification of the opportunity to appear, either in person or in writing, at the Board meeting. The operator noted that the accounts listed had neither attended today’s meeting nor contacted the operator’s office or the District to contest or explain the charges. The Board unanimously authorized the District operator to proceed with termination of the utility service and approved the operator’s report as presented. Jeff Vogler presented the engineers’ report and presented a lengthy discussion regarding receiving bids for televising of the sanitary sewer lines. The Board authorized the advertising for such bids. Mr. Vogler also provided a status of the proposed Series 2016 Bonds. The engineer also engaged in a lengthy discussion regarding the regeneration of the Layne arsenic removal filter, which the Board approved. The Board also considered and rejected the payment of stale invoices from R.G. Miller until Jason Johnson attends a meeting to provide a more complete explanation of the invoices.

The Harris County Municipal Utility District (MUD) Board #105 is an independent governmental agency that is completely separate from the Settlers Village Homeowners Association (SVHOA).
HARRIS COUNTY HOUSEHOLD HAZARDOUS WASTE FACILITY
What to do with leftover paint, fertilizer or motor oil? Well, take them to the HARRIS COUNTY HOUSEHOLD HAZARDOUS WASTE FACILITY located at 6900 Hahl Road on the northwest corner of Gessner and 290. Household Hazardous Waste (HHW) is items that can become dangerous to your family, pets and the environment when they are old or no longer wanted. This facility disposes of them in a safe and environmentally responsible manner. Approximately 70% of the material collected at the facility are recycled or used for energy recovery. Items that are accepted include household cleaners, yard products (pesticides, fertilizers and herbicides), automotive products (oil, antifreeze, gasoline), pool chemicals, paints and paint related products, batteries, aerosol cans, small and BBQ propane cylinders, tires and items containing mercury (thermostats and thermometers). Items that will not be accepted include electronic waste from businesses, ammunition and firecrackers, household appliances, municipal trash and medical/biological/radioactive wastes. This service is free and the facility is open on Wednesdays from 9 AM to 3 PM and the 2nd Saturday of the month from 9 AM to 2 PM. Collections are also held on the 4th Sunday of the month (location and schedule can be seen on www.eng.hctx.net/watershed/hhw_ home.htl). The facility is closed the weeks of Thanksgiving and

Trees, shrubs, brush trimmings and fencing must be bundled in lengths no greater than 4 feet with no branch diameter larger than 4 inches and bundles weighing no more than 40 lbs. The bundling is required to allow quick pickup and size limitations are required to avoid damage to the compacting equipment. Heavy/bulky items (appliances, furniture, carpet up to 1 room rolled up 4 ft. wide and weighing less than 50 lbs) will be picked up either collection day. By Federal Law, refrigerators, freezers or any other item containing Freon must have the Freon drained and have an accompanying bill to validate such service was performed. Items excluded from normal collection are dirt, rocks, bricks, tires, cement, batteries, motor or cooking oil, waste generated from a private contractor or any items deemed to be hazardous materials. Best Trash will leave a tag explaining the reasons for non-collection of the item. An enhanced feature of the new provider will allow for collection of items excluded by the contract if notified in advance. Best Trash will meet with the customer prior to collection day to determine a price to haul the non-contract items. If a resident does not notify Best Trash of such a special pick-up before its scheduled day, Best Trash will

Best Trash will collect paper, plastics, aluminum and tin cans and glass (all colors) that are placed within the provided recycling bin, if items exceed container capacity, please place them adjacent to the bin marked as recyclable materials. If you find items left in your bin, it means they are not recyclable and the items should be disposed of in your trash container for the next scheduled pick up. Best Trash will provide each residence with one recycling bin and will replace any bins that are defective or otherwise become unusable through normal wear and tear.
